HPSC

BOARD MEMBER

MEETING ROOM

(THIRD PERSON POV)

When the second round began they saw a few interesting moments here and there, along with one potentially small issue to their plan.

"Fortunately the corridorsssss will not be big enough to accommodate hisssss transformation, but that gorilla isssss going to need to be extra cautiousssss." Security Executive Hebi said with a long sigh, clearly thinking the man would screw it up somehow. Though no one dared look him in the eyes as all of them except the president could not withstand his cold glare for more than a few seconds.

"You worry too much, he may not be the most critical thinker but his hand to hand combat skills are second only to a few people among our heroes. I cannot see him having trouble subduing a child while ambushing them." PR Executive Nattoku told them, with his usual smile, overflowing with the confidence that he always gave when assuring the public nothing was wrong. Though this did little more than to annoy Hebi, as he feels like now is not the time to be smiling since the mission was still ongoing.

Before Hebi could snap back at the man for putting what he thought was too much faith in the dumb brute someone spoke. With a tsk noise waving her finger at them like a mother would with unruly children the last person there other than the president spoke up.

"Come now you two. There is no point in squabbling over the what if, we can worry about such things as needed. We already did everything we could to properly set up this operation." Building Maintenance Executive Otetsudai spoke, reminding them of the weeks of planning they did before Gorira took the risk of going there with one of his juniors.

"She is right, Nezu has Mirko stuck in the announcers booth. On top of that, our sudden change of any of his predetermined pairings has probably thrown him for a loop, holding his attention as well as his subordinates. So long as they keep an eye out for All Might, they can easily disarm the cameras around them to cover their escape." Madam President said before holding out the teapot to Otetsudai, receiving a nod of yes to refill her cup as well.

However, the president nearly dropped the teapot and spilled the tea everywhere when they saw Izuku help the Yaoyorozu heir. But what truly caught them all off guard was not his actions, but his subsequent explanation about the quirk suppressant drugs the students used.

"... someone go get Chinmoku caught up on what we just heard and tell him to look into this before we get caught off guard in the field." Madam President said not to anyone in particular as she was still in shock at such a loophole in the laws Izuku just pointed out.

As the fighting and racing continued, they gradually came out of their shock and, though not yet panicked, were starting to get annoyed. This due to the number of hero course students dropping like flies while the support students managed to hang in there.

"Why can't those over glorified repair men just give up already." Madam President said with an annoyed sigh as she wanted to get eliminated during the second round. She hated Nezu being able to show off the support course and by extension his idea that a strong quirk is not necessary to be a good hero.

None of her subordinates bothered to respond as they knew she was simply venting from how frustrated Nezu made her. The moment the Ashido girl declared they were down to sixteen people made all of them laugh at her naivety.

"Ssssshe definitely will not sssssurvive too long in the field if that isssss how she handlesssss herssssself, that Hiryu Rin however…" Security Executive Hebi said to himself, not realizing he sounded like the so-called gorilla he claimed to hate. Though he thought little to nothing of the Ashido girl who was too careless, he was genuinely impressed. That being said, the others in the room were all on the same page as him.

"I wonder if we could convince that young man to permanently live in Japan after he graduates? He would make for a good poster hero to attract more foreign talent to us." PR Executive Nattoku said as he unintentionally started making notes for a recruitment speech they could read in the future.

The President hummed to herself lightly as she thought about what they just said about the foreign student of UA. "I agree the boy has great potential if what we just saw was anything to go by. Lets see if we can bribe whoever he interns with by offering a bump in the hero rankings. Having the pro he chooses to intern under sing our praises and make it look better to join us than stick with UA for the next three years will have an impact. Especially when UA reputation takes another blow or two in most likely the near future." Madam President said, not stating whether or not they would do so themselves if need be but still making it clear to the others they would.

Once the results were announced, they began discussing who to put where, agreeing to set up Shiozaki against Maple last. This was to buy time for Gorira to set up an ambush for Izuku as much as possible. Though they would have preferred to put the two matches closer together, they found something that made them change their minds.

"Oh? What isssss thisssss?" Security Executive Hebi said as he put on the monitor display the already premade match up results Nezu made. This shocked them all, as they knew he rigged two or three fights every year, but this was the first time he rigged all of them. Seeing how fragile the setup was they all smiled at how easy it would be to send his plans into a tailspin.

So they moved Izuku's match from just before Maple to earlier on, despite how it would have been easier for them to tire out Izuku beforehand. But they could guarantee to keep Nezu distracted this way, so it was a sacrifice that was well worth it in all of their opinions. However they could not let Endeavour's son risk a loss to Midoriya, hence they chose him to easily beat the two support course students. That meant that they had to choose the next best option for tiring out Izuku Midoriya as much as possible, which was the two students who could evade him the longest.

Needing to guarantee he would also easily win his next fight, they pit two weaker teams against each other right after him. That way he would either easily take out both close rangers fighters before they could touch him. Or he would easily break the toys of the support girl, and the fool who thought she could make it as a hero with such a weak quirk like making mushroom spores.

Having already found out about the discourse between the young Ida boy and Himiko Toga, they decided to pit them against each other. If they were lucky the girl would snap and take it too far, forcing Nezu to expel her from pressure from the Ida family as well as their supporters. Once he was unable to keep a close eye on her all the time, they could easily find a way to sink their claws into her, turning the girl against him.

The match right before Maple and the match right before the Ida fight did not matter much to them. As they were standard fights to either stir up trouble or prove their point on how a superior quirk is all you need. Though if they were lucky once again, then Hitoshi Shinso's fight should help further divide the general education course and the hero course even more.

Given the generally bad disposition of the brainwashing quirk user. They expected him to easily pick a fight with his own teammate helping them despite his rebellious phase towards his mother.

If he had accepted to help them outright, they would have provided him the chance to raise up the ranks as an underground pro hero working for them, maybe even rig him an easy first round win to make him feel good. But for some reason the boy stubbornly refused saying how he wanted to be a proper hero as he put it. Not making sense to any of them as a quirk as dark as his should learn to let the more appealing people take the spotlight for the good of society.

Just barely deciding on the matchups and arranging them in time to not spark suspicions among the public they cut the connection. Not realizing that just a few minutes after the reveal, Nezu had found the drive that they used to control the system. Security Executive Hebi assured them that the multiple connections he used to hide their tracks was successful.

When the fights started however, the president wanted to rip her hair out at the sight before her and call to scream at Endeavor. His son who was supposed to easily overpower the support course students and prove they were in the right not Nezu.

"DON'T SCREW WITH ME YOU WALKING FIRE HAZARD!" Madam President screamed as he threw her tea cup to the wall, standing up suddenly from her seat panting heavily. The other got up and tried to calm her down, but to no avail.

"WE SAVED YOUR INCOMPETENT ASS FROM GETTING ARRESTED OR FOUND OUT MULTIPLE TIMES!? ONLY TO FIND OUT YOU SCREWED UP ON THE ONE TASK WE EXPECTED YOU TO DO RIGHT IN YOUR ENTIRE LIFE!?" She exclaimed in a questioning yet still furious tone wondering how his 'ultimate creation' as he put it was struggling against what she considered a pair of buffoons from the support course.

"Pleassssse calm down! I am sssssure thisssss wasssss jussssst a one time missssstake." Security Executive Hebi said holding her arm so she does not throw the teapot near it.

"He is right, you need to relax. We still have the advantage." Building Maintenance Executive Otetsudai said in a slightly worried yet still leveled tone, putting her hands on the president's shoulders.

"We can easily brush any bad pr from this match for our stance on hero training as the boy is still an inexperienced student. Or if need be we can blame Endeavor for failing to train such potential." PR Executive Nattoku told her with his hands raised instinctively in a motion to tell her to stop what she was doing.

By the time the fight ended the president was almost as calm as she was when the fight started, though was still considering Endeavor. To be more specific, she was considering whether taking away his license was worth the trouble it would cause them afterwards. The next fight would be one of little consequence, or so they thought at first.

"THAT BRAT PULLED OFF THAT AMAZING ATTACK DURING THE SECOND ROUND ONLY TO GET TAKEN OUT BY SOME MUSHROOMS AND A FAN!" Madam President exclaimed in outrage, once again getting consumed by her anger. Though fortunately this time, it was not bad enough to throw stuff again.

The others were equally annoyed that such combat focused individuals did not realize the danger immediately and prepare for it. Still they had to admit, her quirk as proven could be useful for missions they would prefer to keep out of the view of the public eye. The fight ended just as she finished calming down fully, now back to her normal cold calm.

Not much was said for the two girls themselves, except for the literal snake in the room rather than the figurative one speaking up for her. "Not a bad ssssstrategy, it wasssss certainly quite efficient in taking them down." Security Executive Hebi said liking how quick and clean it was. With his piece said there were no responses except hums of agreement, the fight for their target came up next and needless to say… they became worried.

"Despite his outward appearance of being gentle, he has now proven between the second round and this that he may be more capable than we thought." PR Executive Nattoku said, though he was not an expert like Training Executive Gorira was given their positions in the HPSC. He knew enough from using past heroes fights, be it successful or unsuccessful, for PR purposes to know how to spot a skilled fighter.

"Fortunately for usssss, even that brainlesssss ape can easssssily take him down in an ambusssssh ssssso long asssss he doesssss it right and no one interferesssss." Security Executive Hebi said with a sigh before taking a sip of the newly made tea that was brought to the room after the president broke the previous teapot. However as the fight moved on from the early stages to the end they all began to realize something in their calculations when they looked into him.

"That boy may actually be able to fight back if he can find even the smallest of openings in the ambush." Madam President said, only now realizing one thing, which was the most important thing in their calculations. No matter how docile he was when he was adopted by Mirko, there was no way she would tolerate him remaining as such. It also did not help when that pink haired child spoke up suddenly, claiming to be his daughter.

The revelation caused a stir amongst them all as none could understand how this could have been hidden from them in their research of Izuku. This also made them question if Mirko knew him even longer than what their records actually say. If so then… did Nezu know of the experiments beforehand and was waiting till after to seize evidence to reveal it to the public? If so then that meant the rat knew of their subordinates screw ups before they did, and they got extremely lucky.

"... Hebi, increase our security measures both digitally and physically tenfold. We will pull the budget from anywhere else we need to in order to make sure the rat does not dig any deeper into our plans. Also consider our systems compromised and do a full sweep of it to confirm he is no longer able to access." Madam President said with her elbows on the table and her chin resting on her hands that were brought together.

"Underssssstood, I will sssssend a messsssage to my sssssubordinates to get ssssstarted right away. I will rejoin you all once the sssssweep is done." Security Executive Hebi said in shock as he hoped they were wrong and Nezu really did not pull a fast one on him.

For the girl however and her swimming ability… well they were not idiots and understand Izuku explanation of her quirk. But since it was clear she would not listen to them, they instead started discussing ways to frame her for crimes and get her locked up as soon as possible. However, that quickly hit an iron wall as she was a foreigner and not a citizen, so she would be deported instead.

"Since we cannot risk her coming back for revenge, we may need to have Hawk give her a… private combat lesson off the books." Madam President said, making it clear she suggested killing the child instead. Though no one outright rejected due to having to wait for the others to arrive, only Security Executive Hebi was in a silent agreement with her. The other two were on the fence about murdering a child simply because they could not reliably control her.

Then came the fight between the team of four that Nezu himself thought to rig earlier. After seeing how it started so half-assed in their opinions, they can understand why Nezu rigged it to happen as soon as possible. If this took place in the second round of the fighting tournament then it would kill any built up mood from round one.

"All of them are mediocre, though I will admit that the urban construction company girl with the gravity manipulation quirk may end up being useful as a poster girl." Madam President said not seeing any major use beside helping to clean up a destroyed city or to smile for the camera. Others however had a different opinion of how dangerous her quirk truly was, and spoke up promptly.

"Actually, ssssshe may very well be more powerful than we first thought." Security Executive Hebi said, getting a look of confusion from everyone else. With a nudge of the president's chin he continued. "If her quirk truly did nullify the force of gravity then he would have ssssslammed into her due to hisssss momentum. Nor would he sssssuddenly fall down when ssssshe deactivated her quirk. At bessssst ssssshe could have ssssstopped hisssss acceleration from Increasssssing and nudged hisssss trajectory just a bit off from the previousssss courssssse it wasssss on." He said pointing out the oddity he noticed with her quirk function during the fight.

"So what does her quirk actually do then in order to do what we all just saw?" PR Executive Nattoku asked in confusion, as he just like everyone else had a minimal knowledge of physics where it was Hebi specialty back in highschool.

"In order to do what ssssshe did. Her quirk would need to take the force acting on an object and then accumulate them in sssssome sssssort of internal ssssstorage inssssside her quirk. Finally she then transfersssss it to another object ssssshe marksssss using her five finger touch. The end resssssult isssss her being able to give a pebble the equivalent force of a falling building breaking all known lawsssss of physicsssss." Security Executive Hebi said, making them realize how dangerous she really was if she were to be taught this. Luckily for them neither Nezu or his staff has noticed this little hiccup in the quirk doctor's initial prognosis.

With some polish she could end up being as effective as Hawks in terms of dealing with their problems discreetly. "For now she is our highest concern for getting a hero who sides with us to become her internship." Madam President said, getting a round of nods from everyone.

SHIE HASSAIKAI BASE

OVERHAUL LABORATORY

(THIRD PERSON POV)

Since today was the UA sports festival where Overhaul could see the most diseased ridden of the children he had a tv moved into the lab for today. Though it disgusted him, he wanted to see firsthand the children that he would soon cure with his prototype.

Normally he would not take such a risk and attack a UA student with a prototype of his permanent quirk erasing bullets. But after seeing a monstrosity like that Maple girl appear, he had to make sure it would work on her before he fully releases it. After all, he had no doubts others like her would appear more often as time goes on.

"STAY STILL!" He shouted at a shaking Eri who was currently strapped to the operating table. Normally he would restrain himself better, but his patience was already at its limits due to having to force himself to watch this sickening display of humanity's worst disease. Er nodded slowly in response before stilling herself in a moment.

Letting out a sigh he wiped his forehead with his forearm as he was getting clammy from the displays of the Maple girl and her adoptive brother.

"You damn monsters, go disappear already." Overhaul said to himself as he saw both Maple and Izuku transform two different race sections into hell for the others. Such a display of powers should have made it clear to them all that he was saving humanity, but instead they cheered more because of it. Seeing the boy now, it was a shame but he would make sure to return them to normal when his cure was ready.

Apparently he was quirkless originally when Overhaul looked into him, but now he had managed to catch the disease despite how he was clean before. If his mother did not die, then he would have gotten to him before he got lost on the streets with the other trash. His ability to analyze quirks he heard about from his subordinate who showed him a photo of one of the note books of the boy, would have been quite useful.

It was something that genuinely impressed him enough to put resources into tracking the child down once he was shown it. But he was just a few days late apparently as Mirko had snatched the boy up out from under his nose.

As the race went on his stomach churned even more in disgust as he saw what was basically a slightly feral, female, and obviously younger version of All Might rescue the Maple girl. He had considered taking his research to Humarise to see if they would help give him resources for it, but decided otherwise.

Though he preferred the quirkless as they were clean of the disease, he did not think it was right to worship them. Cause as far as he was concerned, they were what humanity was supposed to be before they all or rather around eighty percent of them were monsters.

Eri, while he was scowling under his mask, was enamored at the things she saw on the tv her father brought in today. When she heard him call someone else a monster, she became curious and despite her bad view saw them well enough. The girl her father said was the reason for him increasing the sample taking sessions he did made a hole filled with a pretty coloured fire. Though he said it was her fault that she was suffering more today, Eri did not blame her as she understood how badly a monster gets mistreated.

Then she saw the boy, the photo of which she saw once was apparently on the screen. But all she saw was a big bird till she saw his face and learned it was really him. 'Maybe if I find them, the three of us monsters can live together somewhere away from everyone?' Eri thought longingly not wanting to hurt anymore but not able to escape him no matter how much she ran. The funny girl with the pink hair that was swimming through everything made her feel warm when she saw the smile they had.

Then the racing began and the fighting on the tall pieces of concrete started just as her father gave her a short break so he could process the samples he took from her this time. The fighting was scary, but seeing the other two monsters made her almost want to smile… almost. But the last time she smiled, her father punished her really badly so she learned to not smile even when she felt happy. Though that was really rare so she did not have to put her practice to use that often.

The pink skinned girl who shouted was funny cause she miscounted how many people had not touched the ground yet. Then that weird looking boy with a bandana started shooting those green scales again and knocked two people off the tall pieces of concrete that were called pillars. The fighting and racing then stopped with the pillars starting to sink into the ground with everyone going into the tunnels.

Overhaul upon seeing the chariot race and the pillar fights was happy when those support course students suppressed the Yaoyorozu girl disease. Sadly Izuku Midoriya stopped them from eliminating her and thoughtlessly punished those smart young men instead. "A pity, but I give them credit for trying to at least suppress her disease and use their tools like their ancestors would prefer." Overhaul said, shaking his head at the two support course students' defeat.

The Chinese boy with the ability to shoot scales showed a different kind of grit than he would have expected from a hero student. If he had to place it, it was more like the members of the slowly dying yakuza who struggled against other criminals trying to start new gangs as well as the heroes. So despite being a hero student he had a small amount of respect for the young man.

But when the matchups were being done for the final round he could not help but raise an eyebrow at the sight of it going on without stopping. He could not help but feel the HPSC was fighting with Nezu again, something he was grateful for those fools doing.

If they were not butting heads with Nezu, then they could have already worked with him and All Might to wipe them out. Even a villain like him knew full well how idiotic it was for them to try and dirty UA. Who at this point was carrying the weight of hero society expectations on its back.

Then when the fights began he almost laughed, he finally let out a laugh, a genuine happy laugh not his fake one he uses for interacting with people. Endeavor son, the offspring of the man who embodies everything he hates about society. He is as violent as them the so called 'criminals', those that he looks down upon, only to get praised for it.

But now that power, the disease he spent his life chasing after is now failing his son at what was probably planned to be his greatest chance to show it off. It was too good to see, even if they won in the end the support students did a good job. Proving Endeavor and others like him wrong about centering their whole life around the disease though unintentionally was a success as far as he could tell.

Eri watching the boy with the red and white hair, along with the funny pink skinned girl. She was sad seeing them struggle. Especially since the pink skinned girl looked really nice, and her partner looked like he was hurt badly when he protected her. But when the two of them finally pulled through and won in the end she would have clapped for them if she could… that included if she would not get punished for doing so.

The next fight was similar between the two teams. One team was a crazy looking pink haired girl, and her partner who had hair that looked like a mushroom top. The other team was more calm looking by comparison, one boy was clearly a foreigner while the other looked like a bug with cool looking hair. After the fan got turned on the two boys started yelling at each other and fighting themselves instead of the girls. It was so funny she almost laughed, but managed to hold it in while her father praised the girls.

Overhaul was happy to see those two girls take down those two fighters with simple technology and a very subtle quirk. 'It's a shame she will only continue to get praise at this rate, otherwise I could convince her to drop out and join us. Now that would be a serious blow to the heroes if it occurred.' He thought to himself, not seeing yet anyone else so far who would be likely to drop out.

When the Izuku Midoriya fight came up, he was ready to see what the boy could potentially do once he was taught to kill. However he nearly fell out of his seat when he and the rest of the world was basically told by him how dangerous the swimming girl really was. Never before had he seen someone able to easily kill someone like he could just by touching them. Sadly he would be more likely to need to kill her, perhaps he should do so in the internships after the sports festival? He would decide a few days after it ends, as he will have plenty of time to arrange a hitman outside of his group if need be.

Eri, who saw one of the other monsters fight, was mesmerized by seeing how freely both him and the pink haired girl flew through the air. The sight of them able to go wherever made her wish she could be with them even more now. When they said he won she wanted to clap for him like the people in all those seats did, but decided to just cheer for him inside her head.

The fight between the two girls and the boys was something she found easier to understand than the other fights. This was because all they did was throw rocks at each other before the girls started to throw the boys themselves. She felt bad for the blond boy though as he had to fight the two girls by himself after the metal boy got stuck in the ground. In the end the two girls won, but they seem to get along with the boys so at least they were friends in the end.

Overhaul was happy to see the girl using good old fashioned martial arts to win over the quirk reliant idiots. A solid defense was only useful if the opponent came at you with raw power.

But if the opponent had technique, or in his case specifically a quirk that just needs five point contact then it was useless. This was proven by the girl activating her quirk in the end to beat him with ease. Noticing the time he called for someone to come pick up Eri as he was going to collect one last set of samples from her.
