After the battle for the citadel and jane Shepard's death the galaxy has finally begun to calm down and besides a handful of people everyone has forgotten about the Reapers or chooses to ignore them this makes things easy for the citadel council and with the majority of the Normandy crew scattered throw out the galaxy there is no one left to stop the Batarians from being stupid
