From what I found on the report of the incident was the actions of an Ex soldier of the army,a strong criminal muscle,a former wrestler turned psychopathic murderer,the yakuza of the area known as the Mushin-Kai,a member of the Chinese Triad,or at least I remember if he was,and even the mayor of the city.
Guile:Yeah that's right. Most of the crimes were instigated and started due to the actions of Mayor Bordin.
Chun-Li:We should head there. I wonder what made Kazuma Kiryu head in that location in the first place.
Kaguya:He must have a reason.

*The Gruff man looks at the two men and approaches them. They turn around and stood back a bit*

I have no clue who you all are. But something tells me the criminals being released is not the only problem,but far worse than them. I was hired however to rescue a fellow gang of ours. The Zaps told me that their co leader,KG,has been kidnapped by these guys again. Not only that but I heard about the little girl that Kiryu is looking for.

Brad:Yeah. This Haruka girl is younger compared to the teenager Zaps leader,KG. But what I also found out is one more boy is in their custody. A young japanese teenager with a red biker like jacket I guess.
