Foreword
This is a book on Panem's history Pre-Mockingjay Rebellion, and I was comissioned by the Panem Museum after a series of "master tapes" was recently discovered at the home of the late Doctor Volumnia Gaul, the original Gamemaker of the Hunger Games. Doctor Gaul was sadistic, often experimenting on Avoxes and her own students, as seen with Clementisa Dovecoat. It is stated by Hunger Games historicans that Gaul was the main reason why Coriolanus Snow was able to get the Games running for three quarters of a century. The Games has it's origins from a Project Dr. Gaul got her students to do, to create a punishment for their enemies so horrific they won't ever forget how they wronged them. Casca Highbottom and Crassus Snow, father of ex-President Coriolanus Snow, were paired together. Casca had a love of puzzles, and began brainstorming the project. Crassus, however, wanted to make the project as brutal as possible and so as he plyed Casca with alcohol, the more brutal the idea became. Eventually, Casca passed out and while he was sleeping the alcohol off, Crassus Snow handed the project to Dr. Gaul, who then kept it. At the end of the War, Dr. Gaul introduced Casca Highbottom as the "Creator of the Hunger Games". Casca, however, thought the Games would die out due to how barbaric it was. The first ten Hunger Games was very primitive and spartan in comparison to the Games that came later, and it was common for Tributes to die of injury or infection before and during the Games. Moreover, Mentors didn't exist, so Tributes have to rely on wits alone. Tributes that died lay where they fell, while Tributes wore whatever they were Reaped in. No Interviews or Sponsorships were available to the Tributes in these early Games. To look at how the Hunger Games developed, let's start with the beginning with the First Hunger Games.

The Arena for the First Hunger Games would be the Capitol Arena, which would be the setting for the following nine Games. Prior to "The Dark Days", the Capitol Arena hosted events including what may have been an event called a "Super Bowl" at one point.
The Games:
The starved and abused Tributes, having spent a week locked up in some old stables, found themselves in the Capitol Arena; weapons were in limited supply. It wasn't long until the first two Tributes perished in the Games, their bodies weakened by infection

As the day gradually turned into night, District 11's Xavier Morgan ran into the District 12 Tributes as a fight broke out. Picking up a knife, Xavier drove it into Robert O'Brien's neck, killing the District 12 male, the first Tribute killed by another Tribute

Smirking at the corpse of his first kill, Xavier celebrated, not realising that Robert's District Partner, Erin, was behind him. Without warning, Erin swiftly decapitated the District 11 male.
21st: Xavier Morgan, District 11. First Hunger Games. Killed by Erin.
As the temperature began to drop, Erin Grealish quickly dropped her sword and began to run to somewhere warmer. What she didn't realise was that Jasmine Arnold, Xavier's District Partner, had locked her out, exposing the District 12 girl to the cold air along with five unfortunate Tributes.

Meanwhile, District 7's Hazel Haaland ran into District 8's Rachel Leith. Noticing Rachel was weaponless, and trapped outside, the two girls decided to comfort each other as they awaited their fate

Meanwhile, a Tribute perished due to illness

By the morning of Day 2, sixteen Tributes remained alive. Of course, the field would be cut down to eight by the end of the day, as injuries and infection sustained in the stables the Tributes were kept in prior to the Games took a toll on them; it has been estimated that out of 230 Tributes that died in the Hunger Games prior to the 11th Hunger Games, at least half of all Tributes died through infection, injury or neglect. This was said to be one of the main reasons why most copies of the first ten Hunger Games doesn't exist, it's because Dr. Gaul fears that these Games were far less interesting to the Capitol than the later Games.* It wasn't long before a pair of District 3 Tributes starved to death.

Meanwhile, Tanusha Armstrong of District 6, weakened by fever, begged her District Partner to stay with her. Stuart White stayed beside her as the fever took her life

Back in one of the rooms, Jasmine Arnold started to stagger around as if she was disoriented. As she walked what she thought was the door, she fell from a great height. This mistake ended up causing her death

As Night 2 rolled in, several Tributes tried to look for somewhere warmer, with Edgar Parlour from District 1, Rocky Turner and Danielle Andrews of District 2, Polly Lawson from District 4, Eric Odegaard from District 5, Stuart White of District 6, Denzel Wallace of District 8 and Anita Bedford of District 10 having found somewhere warmer as the temperatures dropped. Sadly, four Tributes didn't make it to a place of safety, and so they perished during the night

Day 3 passed by without incident, however during Night 3 Dr. Gaul locked the "safe" areas, exposing six of the final eight Tributes out in the open. Edgar Parlour and Rocky Turner, the District 1 and 2 males, would live to see Day 4 of the First Hunger Games

With the last two Tributes left alive on Day 4, excitement was high in Districts 1 and 2; if their Tribute survive, they'll go down as the Games' first ever Victor. Edgar Parlour, the tall, blond-haired, green-eyed eighteen year old from District 1, or Rocky Turner, the muscular, brown-haired, brown-eyed eighteen year old from District 2. Both Tributes were the strongest, and in the Capitol, it is expected the finale of the First Hunger Games will be quite dramatic. In the Arena, the doors that kept Edgar and Rocky inside the stands opened, and both males walked into the centre of the field. "Rocky" Edgar muttered to the District 2 male. Rocky looked at his opponent, and replied "Edgar. I suppose this is it. Twenty two dead Tributes. One of us will have to return home" Edgar looked at the District 2 male in shock. The cuts on Rocky's face and arms were still raw, the reminder of the treatment he received during the week the Tributes were in the Capitol's stables. Drawing out their swords, the Districts 1 and 2 males fought. It wasn't long before Edgar swiftly ended Rocky's life when he plunged the sword into the District 2 male's chest. "I'm sorry, Rocky" Edgar muttered as he threw the sword down onto the ground of the Arena. District 1 has made history

Aftermath:
Edgar Parlour returned home to District 1 and returned back to the life he led before the Games. For the rest of his life Edgar refused to talk about the Games or his experiences, preferring to keep the First Hunger Games a secret, in respect of the fallen Tributes. Consumed by guilt over the death of Rocky, the District 2 Tribute he was forced to kill, Edgar turned to drink, dying of Pancreatitis a month after his grandson Felix died in the 68th Hunger Games. Dr. Gaul decided to keep only the "Master Tape" of the First Hunger Games, and following the failure of the 10th Hunger Games, ordered all copies of the first Ten Games to be erased.
*That and the Alliance between the Districts 10, 11 and 12 Tributes in the Fourth Hunger Games is another reason why the only copies of the first Ten Games are Dr. Gaul's "Master Tapes". The 4th Hunger Games was pretty controversial due to the actions of the Victor and the Posthumous reputation of the District 12 male Tribute. Below is a letter by Dr. Gaul on the First Hunger Games
The Tributes from the Districts were primitive as I would expect. But the way Rocky Turner allowed himself to die is cowardly to say the least. He has brought shame onto District Two. I hope to punish his District somehow for his cowardice. Maybe rig the District 2 Reapings so his siblings or cousins end up in the Arena? I should go and talk about this possibility.

Yes, I know it's quite short, but it's also to set up the City Arena years. As seen in "The Ballad of Songbirds and Snakes", the first ten Hunger Games took place in the City Arena. I would imagine there won't be as many Tribute-caused deaths in the early Games. Edgar's guilt is the basis of an One-Shot I recently wrote. I would imagine the early Tributes would have a blend of Panemian names and traditional names.
