Musutafu Police Department
Musutafu, Japan
"What!? Why?!" Naomasa yells in shock and disbelief, holding the files full of information regarding the entire Lizard Tail Incident in his left hand, and his phone in his right hand.
He and Aizawa have worked together to gather more and more information, with the former gaining more evidence about the dungeon incidents. So many things didn't line up and it was too weird to be pushed into the sidelines.
Bodies don't disappear from thin air like it was nothing. Lizard's Tail had been on the decline in the black market before they took over part of it. Unless they have a quirk to create money or supplies (which they have checked and they don't have any), no one can get that much money in a short amount of time, and no signs of robberies were there.
Then, the diary written by the former leader of Lizard's Tail was just plain disturbing. Everything the man has written in there screams 'mentally unstable'. When Naomasa reads it, he figures out that the man was another victim of the Gate Incidents like Izuku and that fake Galeforce Villain Incident, alongside the remaining members. In the diary, they saw how the man was stuck in a room full of giant gargoyle statues and killed every man except some of the members.
At first, Naomasa can't help but sympathize with the man, but it immediately vanishes when he reads the man abandons the weakest member as a distraction. He forgot that's just how the man is while reading it.
And turns out, karma was a bitch since the bait didn't work, he and his subordinates also end up barely alive from being attacked by a horde of gargoyles. Then, when he woke up, he and his teams were attacked by Hawks with zero mercy, cuffed on a stretcher in HPSC's vehicles. Naomasa almost feels bad for the man's misfortune.
The book also wrote the man broke out of the cuff and freed the remaining members, using a newly 'evolved quirk', which Naomasa assumes it to be like Gang Orca's [Magic] . He still wasn't able to believe it despite seeing it.
After the breakout, Naomasa founds out the man has gone into spiralling madness, his mental state slowly deteriorates with how he wrote every single sentence. One that caught the most attention is 'The underground empire he builts for years through all the hard works, pouring every drop of sweat, tears, and blood into it, was crumbled and his good-for-nothing, sociopathic, germaphobic little brother has taken over with Triggers that HE creates!'.
Naomasa didn't see any of this coming at all. He would never expect that the infamous leader of Lizard's Tail would have a little brother. Hell, he didn't expect everything that the man has gone through as he reads the 'diary'. He also has a clue of who's this little brother of his, but apparently, it seems that the man hates the guy so much that he tears off the part of the page, with only one word remaining, 死 (Shi - Death).
Naomasa can't help but find it disturbing. He has his little sibling and sure, they tend to fight, but it was a mere sibling squabble, not hating each other to the point of wanting each other to die. It's just messed up to him. He doesn't know what kind of life those two siblings live in, but he was glad that he and his sister's life were normal. He wouldn't be able to imagine himself fighting with his sister to the point they hate each other to death.
"You don't understand, Naomasa. This isn't our problem to solve." Naomasa can't believe he heard this. This is a huge incident, and his boss just casually said it's not their problem to solve.
"If this isn't the problem a police should solve, then who?" Naomasa asked with a growl.
"...I cannot say." Naomasa takes a deep breath, unable to hold his disbelief towards his boss' words.
"It's HPSC, isn't it?" Naomasa bluntly asked, too frustrated to care about what he had just said. When he heard his boss accidentally drop something, and stammering, he had just hit the jackpot.
"... I quit." Naomasa growls. "To think the police would end up like this. This isn't what I signed up for. You'll see my resignation form on your table tomorrow." Without waiting for a reply, Naomasa ended the call. Suddenly, he heard a knock on the door and nervously, he pulled out his gun before opening the door. To his surprise. Gang Orca is the culprit.
"Gang Orca? What are you doing here?" Naomasa asked as Gang Orca chuckled.
"I was merely visiting." Gang Orca said before looking around. "I happened to visit my intern in this prefecture, so why not make a small visit?"
"Oh, I see." Naomasa blinks. "Wait, intern?"
"Yup, when you and All Might were too busy thinking over my offers, I got myself two new interns." Gang Orca said.
"One of the interns wouldn't be Izuku Midoriya, isn't it?" Naomasa guessed as Gang Orca grinned.
"Yup." Gang Orca said as Naomasa sighed.
"Oh, right, speaking of your offers, I would like to accept," Naomasa said as Gang Orca nodded.
"Good. It's time to finally get out of the terrible work environment. Maybe you should invite one of your friends, like that cat-headed officer." Gang Orca offered as Naomasa chuckled.
"I rather not. Sansa has a weak heart. If he hears bombshell after bombshell, I think his heart can't handle it." Naomasa said as Gang Orca nodded. "Wait, what's with the 'terrible work environment' comment?"
"I heard everything, detective. Power over sound, remember?" Gang Orca said as Naomasa deadpans.
"You didn't exactly explain the full capacity of said powers in the files you gave me." Gang Orca chuckles heartily. In the shadow near them, a man grits his teeth while clenching his fist and watching their interaction.
"How's the mission, Hail?" The man feels even more frustrated when he hears his boss' voice.
"No good, president. Big Willy is with him." Hail mutters.
"English." The President replies in annoyance.
"Gang Orca. Geez, get a life and watch some classics." Hail mutters with the same amount of annoyance.
"And there goes your paycheck." Hail holds himself from groaning. He has a feeling that the president did it because he mocks her, not for failing the mission. "Come back. We're going to give you a partner-in-crime."
"I can handle my jobs easily." Hail said before using his [Hazy Snow] to disorient everyone at the Police station, making them oblivious to him.
"It's rather be safe than sorry. Now that the most competent detective and number one hero is aware of what we're hiding, we rather be safe than sorry." Hail rolled his eyes but didn't argue.
"Who do you have in mind, by the way? And please don't be Mastermind or Leviathan." Hail almost begs when he says the last part.
"I know how bad your teamwork is with them, so don't worry. Just go back and I'll introduce them to you." Hail grunts in acknowledgment before disappearing in the blink of an eye.
Tartarus Prison
An Island 5 km from Mainland Japan
A middle-age woman with ash-blonde hair, a pair of turquoise eyes, wearing black suit jacket and dress with purple shirt underneath can be seen walking on a hallway filled with imprisoned villains screaming bloody murder at her. She didn't give them a single shit, shown by her stoic and steely expression.
Besides her are Hawks and Mera, who seem to be uncertain. They were told that the president was planning to visit Tartarus but they didn't know why. They did think it wasn't something good.
"Umm, Mrs. Prssident," Hawks calls his superior, trying to sound as cheery as possible. "What's the reason behind the Tartarus visit?"
"...a contingency." The woman said coldly as Hawks winced a bit, but he remained silent. As they finally reach a certain metal door, the feelings intensified. The president merely opens the door and looks at the glass cage behind the door. In front of them is a woman in her late 30s with pink/purple hair wearing an orange inmate jumpsuit, something that was issued to every prisoner in Tartarus.
"Senpai..." Hawks mutter with wide eyes while Mera seems to look at his boss with a 'have you lost your mind?' look, which is promptly ignored by the president who walks towards the glass cage.
"Oh, to what I owe the pleasure of this visit, madam president?" The woman asked sarcastically as the president merely stared at her before getting closer to the glass.
"...I haven't forgiven your crime for what you've done to the previous president, Kaina. So, watch your tone." The woman's cold tone unnerved everyone, including the prisoner, Kaina.
"...you didn't answer the question," Kaina said as the president scoffed.
"So, the prison didn't ruin your professionalism. At least I know this visit wasn't a waste of time." The woman said as Kaina frowned. "As for your question...how about an atonement for your crime?"
"...I beg your pardon?" Kaina asks in disbelief. Mera seems to want to say something but Hawks placing his hand on his shoulder stops him.
"I have an offer...that will help to lighten your sentence." Madam President sounds a bit hesitant as she talks. "I need you to eliminate a group of prisoners for me, in the guise of bringing them to community service to 'lighten their sentence'."
"...why me?" Kaina asked.
"Even after everything, you are still the best amongst the best. You'll be partnered with one of my agents for this deed and you two will watch each other's back, make sure no one saw this." The woman said.
"...I can't help but wonder, why didn't they even get the death sentence in the first place?" Kaina asked.
"Politics." The woman deadpanned.
"Ah...their family members are influenced figures?" Kaina mutters in disgust. "...but why not my replacement?" She looks at Hawks, who nervously waves at her.
"He's the number 3 hero. He's gonna be more active." Madam President said. "Also, I'm not giving you any choices."
"You know this could cause political problems, right? I mean, killing their kids will surely piss them off." Kaina states.
"That's why make sure it looks like an accident." Madam President says coldly.
"That doesn't answer my question." Kaina deadpanned.
"The political figures will be too busy in jail time than causing more political issues, especially with how many times they abuse their powers to reduce their relatives' sentence far too many times. I have a plan to prevent it from happening." Madam President replies. It's one of the things that Kaina agrees with the President; remember, back in her days, the media never mentioned those criminals or how many times HPSC agents kept reporting about them.
"Like replacing them with some of the possible candidates that allies to you so you can get more political powers?" Kaina says as Madam President remains silent. "Figures. You HPSC has been obsessed with politics more than the citizens."
"It's because I did it for the citizens that I go so far doing this." Kaina merely rolls her eyes as Madam President glares at her, causing the prisoner to sigh.
"...fine, who's gonna be my partner anyway?" Kaina sighs.
"Agent Hail." Kaina froze before looking at Madam President in disbelief.
"Y-you're joking, right?" Kaina stuttered as the woman simply gave her a flat stare. "Oh, come on!! This is cruel, even for you!"
"Like I said, you have no choice." The woman said in a flat tone, while Mera just looked confused. He only knows Lady Nagant is a former HPSC heroes become villains, but he never know much about her personally.
"Umm...so, Lady Nagant knows Agent Hail?" Mera asked Hawks who nodded.
"Oh, yeah. They were once couples." Hawks casually drops the bomb.
"...huh!?"
