Obito felt kind of bad about ruining Jiraiya's high. He knew the second they learned Jiraiya was in the village, both Minato and Kushina dragged him off to tell him about Naruto. The kid wasn't born yet, but there were few people they could tell, for reasons no one was telling. Obito understood, when Uchiha were pregnant, many of them all but dropped off the face of the earth. Everyone gushed and debated over whether the child would activate their own sharingan before they even left the womb. Just that speculation put them in danger. It was annoying that the world was so messed up that women had to hide being pregnant to begin with.
He spotted Jiraiya enter the police station. He looked around, and he knew the man was taking in new staff. Traditionally the police force mainly consisted of Uchiha. Now, Nara, Yamanaka, Inuzuka, and other members from the major clans walked around, intermingling with the civilians they were working alongside. It took him and Fugaku many months to convince the Uchiha council that the change was needed. The Uchiha were powerful, but even they would eventually be defeated with all the threats.
He waved just long enough for Jiraiya to notice him. He held in a grin as the man walked over. He was hoping the man had entered through the side, but he could make this work as well. He returned to his office, Jiraiya following him.
Itachi looked up from the latest book he was reading. Something far more complicated than Obito would ever be required to read, even for leisure. The young child smiled the barest hint of a smile.
"Heard you were looking for me?" Jiraiya asked
Obito poked Itachi's forehead and tickled his stomach. Itachi squirmed and laughed. A rare sound from the Uchiha heir. He had been too busy to find Jiraiya himself, and Kakashi owed him for whatever happened between him and Rin, so he asked his teammate to track the man down.
"Sure did. Thanks for coming." He waited for Itachi's laughter to die down. "Want to see a case in action?"
Itachi nodded as Obito picked him up and put him on his lap. "Yes, please."
"It's not as entertaining as you think, kid." Obito wheeled himself to a room in the back that was more private. He gestured for Jiraiya to take a seat at the smaller desk in front of him. It was covered in papers, folders, books and scrolls, both organized and disorganized in a fashion only he would understand. He had a secretary before, at Fukagu's behest, but Obito foisted them off on someone else they would work with better. He fished out his Digivice, and focused on it while pressing a finger to a seal on the topmost desk drawer.
He watched Jiraiya and Itachi look around as seals and sparkles filled the room. He grinned. "Never gets old."
He put his digivice back in his pocket before one of them noticed. He wanted to wait until they noticed the door shut behind them without anyone actually closing it, but he couldn't waste Jiraiya's time like that. Seals were amazing by themselves, but when combined with a digivice, they were truly on another level.
"We're waiting for the fallout." Obito spoke.
"For?" Jiraiya looked at him in confusion. Itachi dropped his gaze.
"For when Uncle F. realizes Itachi doesn't wanna be a ninja." Obito grinned a strained mischievous smile. "Too violent a career path."
To his credit, Jiraiya didn't sputter as much as Obito thought he would. Jiraiya chuckled and shook his head. "...Good luck with that…"
Itachi shrunk in on himself. Obito reached his arms around the kid in a partial hug and started shifting papers around until he found what he was looking for.
"Here we go," he murmured. He grabbed a piece of paper. "So, let's get down to business. What do you think this would do, put on someone?"
Jiriaya stepped forward and took a seat. He then took the paper Obito handed him and studied the drawing on it.
"...This looks like some sort of seal…" Jiraiya spoke as his finger hovered over the paper, loosely tracing over the symbols.
"Mhm…the victim couldn't tell me what it does."
An understanding filled Jiraya's face, alongside a frown. "Because that's what it does. Would keep 'em silent." He looked at him. "Where is it on them?"
"The tongue." Obito wrapped his arms around Itachi. The boy squeaked and protested. "Oops, sorry." He murmured, releasing his grip.
"Then it would cause irreparable neurological damage. Anything from a stroke, to a heart attack, seizure, debilitating migraine. You name it." Jiraiya laid the paper down so both parties could see it. He pointed to a particular set of symbols. "This part here means upon the victim's death the seal would disappear. This part means the same if the person who applied it dies. You'd potentially never see it unless you knew to look for it or the victim somehow found a way to show you without killing himself." He laid a hand on the table. "I thought these kinds of seals were banned?"
Obito rolled his eyes, "Get with the times, old man. Only usage on civilians was banned."
"The other side of that law didn't pass? Seemed a shoe-in." Jiraiya frowned.
"Blame the Hyuuga." Obito spat.
"Oh for fucks sake." Jiraiya held a hand over his eyes. "The Sharingan's just as powerful, but you don't see the Uchiha doing this shit."
Obito placed a hand on Itachi's head. The boy was nodding enthusiastically. Obito almost wanted to tell him that that was because the Hyuuga never go blind like the Uchiha do. However, Fugaku made it very clear that blurting out a statement like that was grounds for being expelled from the clan and executed. He kept his mouth shut.
"What kind of nonsense did you uncover?" Jiraiya asked, a serious gaze leveled mostly on Obito.
"The kind that you can stay safe from if you walk out the door and forget I asked you anything, or paint a target on your back if you ask your next question." Obito's other hand rubbed Itachi's stomach. Many didn't know it, but he watched Urushi and Kabuto nurse Itachi many times from the boy throwing up just because he got too nervous. Itachi wanted to learn, and see what Jiraiya would do however, so Obito let him stay.
Jiraiya looked at Obito for a long time.
Itachi didn't need to know that it didn't matter what Jiraiya's response was. He, Rin and Kakashi would continue on the path they already walked. Jiraiya on their side would make it easier for them to move publicly and more safely. Thanks to Rin, they already knew any more attempts had a high chance of success. They could do it again.
"The People's Sharingan indeed." Jiraiya murmured.
Itachi looked up at Obito. Obito held a frown. He hated that title with a passion. If these people knew the thoughts that went through his mind day in and out since his Grandmother's murder… He mentally shook his head. Focus.
"Who?" Jiraiya looked at Itachi. "It's gotta be someone the kid knows, otherwise you'd have told him to leave the room. It's not Itachi himself, because Konoha would be in the middle of a civil war right now if it was. So, who?"
