Minerva Thornewood, President of Panem

"As a reminder that all of the districts joined together in their rebellion against the Capitol," The host of the Hunger Games Kallia Haversham read from a piece of paper, "All twenty-four tributes shall be reaped from the same pool."

Minerva wasn't surprised. She'd heard the words before. As a matter of fact, she wrote them. But she certainly had to act surprise. If anyone realized that she'd rigged the min-quell twist, that would lead to far more questions than she was ready to answer.

"That's odd." Juarez Nicolby, one of the junior members of the Panemian Ruling Council said. He was a sharp one, and Minerva had expressly invited him to this party so that she could keep an eye on him. Clearly that was a smart decision.

"Assuredly." she answered him, "But I for one am excited. Every year we get two tributes from each district. The same mix of people every time. Does it really hurt to mix things up now and again?"

Juarez shrugged, "It could."

She laughed, "You are quite the pessimist, aren't you Nicolby?"

"I suppose." He said, shrugging again, "I guess I just see patterns in everything. It's good to plan ahead, isn't it? But perhaps it's too early to tell. The tributes are what make the games. Everything comes down to them."

It was true. Minerva nervously took a sip of her drink. The tributes were the one thing that she couldn't control. She had the quell twist rigged, the tribute center redesigned, the arena filled with tools she could use at her leisure. But the twenty-four individuals who would be picked out of a single bowl this year could change everything.

Hopefully, they were tributes she could work with.

AN: So this is a really silly thing that I'm doing. Technically this is the exact same setup as my existing SYOT A Dangerous Pasttime. Which I am still writing and is very much my number one project. But I ended up having a very silly conversation, so now I'm doing a sort of alternate universe of my 94th Hunger Games. So if the twist isn't clear, I'm taking any tribute I want. No District limits, no gender requirements. I know for a fact that there's going to be at least seven from one district. So like.. go wild. This fic is probably going to be shorter and less ambitious than ADP. Possibly sillier? We'll see how it goes. And it might be a partial because I want this to be low pressure.
