The Great Declaration of Excommunicae Traitoris
It is a somber day for these most Holy Ordos, for to witness the fall of an honorable chapter of Astartes to Chaos is to be reminded that anyone can succumb to the dark whispers of Chaos and become a heretic, and thus we must always be watchful lest the Imperium fall to the Enemy Within. This is not to mention the sheer number of chapter that have fallen to Chaos in recent times.
It has come to our attention that Chaos has spread their influence far and wide throughout the Segmentum Ultima, and has perverted the Emperor's vision. This spread is obviously tied to the heretical Panacea, which has become a new conduit of Heresy. Through the powers vested in the Inquisition, and by a majority vote of the High Lords of Terra, we hereby declare the Ultima Segmentum to be Excommunicae Traitoris. All worlds therein will be subject to Exterminatus, with few exceptions. Of course, we leave the subject of these exceptions to the purview of the Inquisition agents on site, but there shall be a quota. At least 75% of the world's of the Ultima Segmentum must be brought into compliance via Exterminatus, with some worlds and sectors being deemed unable to be saved. These worlds and sectors are as follows:
Baal- for their extensive use of Panacea, and the newly discovered geneflaws of the Black Rage and the Red Thirst, the Blood Angels have been declared excommunicae traitoris, and their successor chapters alongside them.
Ultramar- for their import of inordinate amounts of Panacea for the stated purpose of reviving their Primarch, when in fact they have been determined to be worshipping Chaos through ritualistic injection of Panacea, and are in fact in the process corrupting the comatose Roboute Guilliman through said heretical rituals. The Ultramarines and their successor chapters are declared to be Excommunicae Traitoris.

In addition, by writ of the Holy Ordos and by the hand of the Emperor, the Grey Knights are henceforth to be considered excommunicae traitoris, forever forsaken by His Holy Majesty and the Imperium for the crime of claiming the upcoming ascension of Ciaphas Cain to a Chaos "God" , and for the ritual summoning Daemons of the aforementioned Heretic. The Grey Knights claim that Cain is allied to the Imperium and to the God Emperor, but no creature of Chaos could ever be considered a friend of the Imperium ! To this end, the Grey Knights are considered to be Heretic Astartes, to be run down and killed whenever spotted. As to their replacement, we have commissioned the creation of a new Chapter based on the geneseed of the Minotaurs, the Exorcists, the Black Templars, and the Howling Gryphons. This Chapter shall be trained to resist all things of the Immaterium, and to remain loyal to the Emperor's will
