Later that night…

The somber mood brought with the sudden interruption of the Sports Festival's ending ceremony soon spread through the rest of the world.

The previous cheerful atmosphere people had for U.A. High and its Pro Heroes candidates seemingly vanished with the escape of the two Kamen Riders that stole their spotlight.

The sky, as if responding to the culmination of negative feelings gathered from the great event's failure, starts to 'cry' in response as a heavy rain takes over all of Japan.

And somewhere else within Musutafu City, a certain Phantom Thief could be seen walking inside of a back alley, stumbling around as he hit some trashcans on the way.

He was no longer in his Kamen Rider armor, mainly wearing his overall white attire and the black cape, which were now in tatters.

The mysterious man then hides behind a dumpster as he heard some desperate and furious Pro Heroes and police cars pass nearby his spot, promptly ignoring the alleyway he was hiding at.

Not that any of the authorities would truly have an easy time finding him during the dark of the night and with all the heavy rain pouring over the city.

"*Cough!* *Cough!* Argh..."

The man suddenly coughs roughly and groans in pain as he leans his back against the wall before proceeding to sit on the floor, now panting heavily.

Like Yuuki, the truth is that this Phantom Thief also received his fair share of damage in the duel agaisnt his vigilante opponent.

But rather than focusing all of his strength to defeat Kamen Rider Dark Drive, Lupin used the explosion that the clash of their combined attacks caused to quickly leave Takoba Municipal Beach Park.

It worked, but that really didn't mean that he managed to successfully escape unscathed from the area back then.

"Hehehe… At least the heist was a success." The man says and chuckles, removing the Guy Fawkes mask and the white top hat as his face is finally revealed at last.

He appears to be someone in his mid-twenties, possessing short black hair and a pair of brown-colored eyes.

*Thud!*

Suddenly, a figure lands before him, revealing to be none other than Mr. Compress - Sako Atsuhiro. The older villain, 31 years old, was wearing his yellow overcoat and one of his many white masks.

However, the man's sudden appearance didn't seem to trouble the exhausted Lupin at all.

If anything...

"Yo!" The Phantom Thief greets Mr. Compress with a tired grin.

The other man reveals his mask to show an expression of concern over the fallen individual, despite the fact that the black balaclava is concealing most of his face.

"Kaito..." Atsuhiro speaks softly, calling the white-clothed Phantom Thief for his real name.

"Look, Nii-san. I did it." The one now identified as Kaito tells Mr. Compress with a smug tone, showing him the three medals that he stole from the U.A. Sports Festival's awards ceremony.

Kamen Rider Lupin's real name is Sako Kaito, the younger brother of Sako Atsuhiro - Mr. Compress.

The older criminal only sighs exasperatedly at the sight before him.

"One of your little assistants here told me where to find you." Compress tells his brother, gesturing to a sentient regular Bat Viral Core at his feet.

It really semmed to have guided Atsuhiro all the way to Kaito's location.

"I see. Thanks, little guy!" Kaito smiles at this, being grateful to the minicar in question as it beeped in response, being happy for being praised by its user.

And as if suddenly remembering about something else important, the white Phantom Thief shows two certain Shift Cars to Atsuhiro: Max Flare and Dream Vegas.

"What the!? Those are-!" Compress gasps in surprise, recognizing the Shift Cars since Kaito also told him about everything related to the Core Driviar technology - Both the Kamen Riders and the Roidmudes' related information.

"These are my spoils of war. I managed to snatch them away from Dark Drive at the last instant. But I was also close to being blasted away." Kaito speaks triumphantly before he suddenly starts coughing again in pain.

"Kaito!" Worried, Atsuhiro comes closer to his little brother, placing a comforting hand on his shoulder. "Come now then. You can boast all you want later about today's heist. Let's get out of here first. And I don't need you also catching a cold here with this rain, it will be already troubling enough to take care of your injuries. Good grief."

"Hehehe… Sorry, Nii-san." Kaito apologizes, looking sheepishly at his brother.

He then passes out, closing his eyes and adopting a peaceful expression as exhaustion finally catches up with his body.

At least his little brother was safe for now, away from the authorities.

And the older man was, not that he would immediately admit to anyone, still proud with the stunt that Kaito managed to pull out earlier at the Sports Festival.

'Yeah. Out of the two of us, you're indeed the one most suited and with the potential to become a legendary Phantom Thief. Who knows? You might even surpass our great-great-grandfather.' Atsuhiro thinks fondly.

Villain

Peerless Thief

Real name: Harima Oji

He was an infamous villain, and the great-great-grandfather of the brothers Sako Atsuhiro and Kaito.

Oji had an appearance similar to that of a clown or jester. He had dark maroon hair, spiking on the side of his head. His face had make-up on it, with dark lipstick, eye shadow and painted eyebrows. He also had an orange bandana on his forehead.

He wore a white male kimono shirt with a black sign on its back. Oji sported a wide black belt, from under which a blue shirt with white stripes sticks out. He wore light-colored baggy pants with narrow dark stripes, which went into his maroon calf-high tight boots. He had two long bracelets on his forearms.

Nothing is known of his personality, aside from the fact that he stole from the wealthy heroes and gave it back to the civilians, showing his Robin Hood-like philosophy.

Oji was a criminal who lived during the years when the current hero system began settling into place. His main objective was to steal goods from the heroes who were profiting from the system, preaching reformation while returning what he pilfered back to the people on the streets.

He came to be known as the Peerless Thief, and for his actions, Oji is considered one of the great villains of the past, alongside some of the world's most infamous villain figures, comparing him to the likes of All For One and Destro.

After him, all the members of his lineage are instilled with the values of fighting corruption and exposing injustices, Atsuhiro and Kaito included.

He then uses his [Compress] Quirk on Kaito, trapping him inside of a blue marble as this will make it easier for Atsuhiro to carry his injured brother around without drawing unwanted attention.

'Now then… Towards the next show!' Mr. Compress thinks, adjusting his own top hat before looking into the sky.

He then leaps into the air upwards, disappearing into the stormy night.

Drive 08: Moving On...


At the hospital…

"Tensei! Tensei!" Tenya yelled, opening the door to his brother's hospital room.

"Tenya, calm down! He just needs to rest! They just finished treating him a while ago!" His mother said, insisting that he calms down.

"Hey, Tenya." Tensei said, smiling a bit at his younger brother. "Sorry about worrying you..."

He had woken up just a few minutes before they came in, having many bandages wrapped up around his torso and head.

"He's lucky," The doctor said, approaching Tenya and his mother, who was using him to keep herself steady, woozy from seeing her oldest son in such a state. "His body is bruised and he suffered a minor concussion in his head from a kick, but it was a good thing he was using a helmet. It absorbed most of the shock.

Any higher or harder and his brain could've been bleeding. He'll be able to return to hero work after a few days off. But I will need to further perform some X-rays exams to confirm that everything is indeed fine and the electrocution he suffered hasn't damaged anything."

The doctor then leaves, giving the Iida family some personal space for them to talk amongst themselves.

"What... what happened?" Tenya whispered, struggling to hold back tears at seeing his brother in this pitiful state. "Who did this to you!?"

"Well, it technically started when the Hero Killer managed to paralyze me somehow..." Tensei said, recalling what happened. "He licked my blood from a knife he threw that nicked me in one of my unarmored spots, which somehow caused it..."

"Then he broke your helmet and kicked you in the face!? What about your body's electrocution? Was that Stain too?" Tenya finished, clenching his fists.

He'll... he'll never forgive-

"Actually, no," Tensei said, doing his best to make a shrug with his shoulders. "It was someone else... I was electrocuted by a guy named Judge, who happened to be targeting Stain."

"Huh?" Tenya and Mrs. Iida look at him in surprise.

Tensei proceeds to explain to his brother and their mother about the Roidmude's sudden appearance, and how he easily defeated Stain, shocking the other two. Next, he talks to them about Mashin Chaser showing up to attack Judge.

"This last guy... This purple guy had a sinister aura, unlike any villain I've ever seen before. With just one blow, he broke my helmet by giving a roundhouse kick straight into my face, soon knocking me out next. Out of the three of them, he might be the most dangerous. That's what my instincts tell me.

And the guy has fast reflexes as well. He easily grabbed me by the neck despite the fact I was using my Quirk to move faster than him.

If it had been the Hero Killer, he'd have definitely crippled me far worse than him... And Judge wanted to kill me after I tried to stop his quest for revenge. But no. That wasn't what happened. It was the third one that got me in the end.

Stain and Judge were also afraid of this guy. In a way, I was lucky he decided to leave me alone once the other two left first. " Tensei finishes with a grim expression, now suddenly turning serious.

His little brother definitely shouldn't meet Mashin Chaser. No matter what. That was someone even worse than Stain. He could feel it.

Tenya sweated and gulped a bit, swallowing hard what he just heard. So it was three people who were responsible for his brother's injury? And each of them could have easily defeated Ingenium!?

"But this last guy... Judge called him Shinigami - The Grim Reaper. But who exactly is this guy really…?" Tensei wondered, looking outside through his hospital room's window.


Meanwhile, within the same hospital…

In another room, which actually happened to be the one next to Tensei's…

"Argh..."

Yuuki groaned as he blinked a few times before managing to properly see with his eyes.

He rubs his head in pain as a slight headache comes over him.

The police detective analyzes his surroundings to find himself resting inside of a hospital room.

What happened?

How did he get here?

'Ugh… My head...' The man winces.

The last thing he remembers is using a powerful Rider Finisher against Kamen Rider Lupin before a large explosion consumed the two of them back at Takoba Beach.

But what happened afterward?

"Ah, so you're finally awake at last, my boy."

A familiar voice says as Krim enters the room, closing the door behind him.

"Krim? Were you the one that brought me here? What happened with Lupin?" The raven-haired cop quickly starts asking questions to his ward, now looking worried as he wonders what he missed while he was knocked out.

The scientist grabs a chair nearby as he sits next to his charge before retelling the events following the aftermath of the Rider duel at the beach.

"Lupin was nowhere to be seen after the explosion was subdued. He must have actually used it as a distraction to escape or he was blasted away to somewhere else."

The bespectacled man then proceeds to explain next about Yuriko and All Might's arrival at the local, the brief interaction between them and the others eventually arriving at the now ruined Takoba Municipal Beach Park a while later.

Steinbelt then talks about how he ended in the water before secretly leaving the premises in order to regroup with Yuriko once Yuuki was sent to the hospital.

Needless to say, the police detective adopted an expression of pure frustration once the older man finished telling him the all major details Yuuki needed to know.

"I failed… I let Lupin escape with the medals..." Yuuki uttered, resting his head on the pillow as he stares at the ceiling of his room with a bitter feeling that starts to take over him.

Krim only sighed at this, looking dejected once he saw the angry state his adoptive son was now showing. He understands how hard working the young man is, sometimes even pushing himself to insane lengths. Trying so desperately on these occasions.

"You have done everything you could back then, Yuuki. It's not your fault." The bespectacled scientist says, trying to comfort the ravenette cop.

But this didn't seem to be enough to pacify the black-haired Kamen Rider.

"Why aren't you mad at me, Krim? If what you said about Max Flare and Dream Vegas missing is true, then Lupin must've probably stolen them from my Shift Car Holder when I wasn't paying attention. Then it's…. It's my fault that we even lost some of our comrades in the duel." Yuuki replies, burying his head, in shame, into the palm of his hands.

The two men and Yuriko did not see the sentient Shift Cars as mere tools, truly acknowledging the minicars as true comrades fighting alongside them on the cause against the danger that the Roidmudes represent to the world.

And it terrified Yuuki to think about what the Phantom Thief would do with the pair of Shift Cars that he stole from them. Flare and Vegas are irreplaceable despite not being true living organic beings. Krim told him and Yuriko about how he would not create 'new ones' if the Shift Car in question was too damaged or destroyed in battle. The scientist told the police detectives how a lot of feelings were poured into the minicars, giving them unique personalities befitting of the motifs they were based from.

If only Yuuki had been more careful, then maybe-!

"Yuuki."

Krim calls his name, now looking firmly into the raven-haired detective's silver eyes.

"We will get Flare and Vegas back from Lupin. Both of us. I promise." Steinbelt vows, speaking determinedly. "You're not alone in this fight. This responsibility is not just yours."

Now, this seemed to be enough to finally calm Yuuki at long last, with the cop remembering the numerous talks he had with his ward about the importance of teamwork.

"Okay. I get it now. Sorry." The ravenette replies, taking a deep breath to calm his nerves.

Krim smiled at this, nodding his head in understanding.

"For now, just focus on your recovery, Yuuki. Both your mind and body. You will be discharged very soon if everything turns out all right. Yuriko and I will manage to somehow take care of things during your time here."

However, this only semmed to confuse the police detective.

"Wait… Speaking of it, I thought you came here to speed my body's healing. Can't you just use Mad Doctor? I'm already used to the pain he causes." Yuuki inquiries Kirm, narrowing his eyes in suspicion.

Based on an ambulance, Shift Mad Doctor is a sentient Type Wild Shift Car which allows Dark Drive to gain the Mad Doctor Shift Tire, equipping him with the Cure Quicker to heal either himself or other civilians.

If used in Mashin Chaser's Break Gunner, it allows him to heal anyone the Destruction Nozzle touches via a painful yet healing defibrillation-like pulse of energy. However, it was revealed that fighting against poisons created by Over Evolved Roidmudes, like Brain, can be proven futile.

The downside is that, true to his name, Mad Doctor's healing is excruciatingly painful to the Rider that uses it to heal himself.

The Cure Quicker is a Tire Specific Item modeled after a first aid kit, with a stethoscope-like attachment called the Pain Scope, that is wielded by Kamen Rider Dark Drive when he uses the Shift Mad Doctor Car to activate the Mad Doctor Tire.

The Cure Quicker can be used to heal injuries, poisoning, and even heat stroke. If Dark Drive initiates a Full Throttle, the Cure Quicker will make him hover in the air as medical equipment appears from it to surround him and remove whatever ailment is affecting him, such as poison. However, during the healing process, Dark Drive will experience excruciating pain.

If a Kamen Rider initiates this Full Throttle on a civilian, the syringes from the Cure Quicker will instantly heal said civilian, painlessly.

But Krim merely shook his head at Yuuki's observation.

"I can't use Doctor to heal you. You need to properly rest your body and let it recover naturally. Remember what I told you about using [Program Advance]? Your body needs to adapt itself gradually to the power it releases. Or else, you will literally explode from the excess of energy being placed inside of you, Yuuki.

If I use Mad Doctor now or someone with a [Healing] Quirk cures your current state, your body will suffer later in case we end needing to execute [Program Advance] again. And judging by our fight with Lupin, we cannot take any risks. We will definitely face stronger opponents in the near future."

"But..."

Yuuki tries to protest, but the words were not coming out of his mouth. He understands his guardian's point of view, but that still leaves him with another troubling issue.

"But what about the Roidmudes? And Lupin? Who will take care of them in the meanwhile?"

"Why ask me a question you already know the answer to?" Krim asks back, raising an eyebrow at Yuuki.

Yuriko.

But that answer was left unsaid as the detective becomes troubled...

It's not like he didn't believe in his new partner's capacity or anything of the sort. But there was still some doubt lingering within the back of his mind.

A little voice telling him that it still felt too soon for her to join the front lines.

"So, you think she is finally ready, Krim? Yuriko can become a Kamen Rider now?"

Steinbelt could guess what the ravenette was thinking, looking a bit disappointed with the partial lack of faith Yuuki held towards Yuriko.

"She has been training diligently for this ever since she joined us, Yuuki. In terms of hard work and determination, she won't lose to you either. I didn't choose Yuriko just because she has a high compatibility level with the Rider System similar to yours.

Despite our short time together, I can already tell how passionate she is about her job as a police detective that simply wishes to help and protect the people. She is moved by a drive similar to yours, Yuuki. She is already someone special and strong on her own."

Krim explains, smiling fondly as certain memories came to his mind.

Yuuki and Yuriko are different from Shinnosuke and Kiriko, but the four of them had a common thing: A strong sense of justice and duty towards the people.

They all have their hearts in the right place.

'And that girl can be as stubborn as you sometimes, Yuuki. You two definitely fit together as partners.' Steinbelt thinks amusedly of the times he spent training Yuriko to use the Drive Rider System, with the rookie detective pushing herself way past her limits on several occasions.

A common trait her more experienced partner shares with the woman.

And when the scientist asked her about her hurry to finish the training, warning her to be patient and more careful with her body, Yuriko simply replied to him:

"I just want to make things easier for you and Tomari-san, Krim. I want to lessen the burden you two have to carry as Dark Drive."

"So, what do you have in mind? Do you plan to make Yuriko become Dark Drive while I'm stuck here?" Yuuki asks Krim, crossing his arms.

"Not at all." The older man replies, shaking his head. "It's not just anybody that can transform into Kamen Rider Drive with me. No, that's a special role reserved just for you, Yuuki. Yuriko's specialty lies somewhere else."

Realization hits Yuuki at this as the black-haired detective only blinks in surprise upon hearing Steinbelt's answer.

"You mean..." He trailed off.

"Yes, I'm going to give that Driver for Yuriko to use. It also has to do with some of the skills she acquired before being promoted to detective." The bespectacled man adds. "Did you know she was previously part of the traffic police division before joining as your new partner? She also happens to have a license to ride motorcycles."

That little detail actually got Yuuki to think about his partner. He wasn't aware of that. He didn't bother to learn this about her.

He did ask Yuriko some questions, wanting to know her better. But they have all been superficial ones so far. He never even made any actual effort to know more about Yuriko's past or her personal life since he only cared more, so far, about getting her to cooperate with him during their missions.

'Guess I should have talked more with her about that, huh?' The detective laments, sighing.

He really should have talked more with Yuriko and learned more about her, maybe even outside of their police work.

And what Yuriko honestly thinks of him? Did she at least consider him a friend? Or just a simple coworker and ally?

Now a part of the ravenette actually becomes afraid of asking his kouhai's opinion over this, starting to care more about her.

But the Kamen Rider stops thinking as he notices Krim standing up, preparing to leave.

"Well, I have to get going. I have other matters to attend." The scientist says, looking at his wristwatch before turning to face Yuuki. "Yuriko will come later to check on you, Yuuki. Make sure to talk with her, okay? She was really worried about your condition."

"Okay, fine. I will. I promise." Yuuki assures the older man with a nod as he starts to think about his partner and how to have a nice talk with her.

'That's all I ask from you, my boy.' Krim smiles at him before leaving. "See you later, Yuuki."

Now alone, the police detective rests his head on the pillow and stares at the ceiling, having nothing else better to do as time passes.


As Krim leaves Yuuki's room, Tenya and his mother also happen to be leaving Tensei's room at the same time.

'I suppose I could start working on the Heavy Acceleration Alert App so that people will have an easier time sending locations of Roidmude activity to us.' Krim thinks, walking away, as he is now focused on something else.


(Flashback)

At the Drive Pit

"Hey, do you two wanna develop an app?" Yuriko asked with a smile, but in a voice that was as casual as you can get for a sales pitch.

Yuuki and Krim only raised an eyebrow at the woman.

"Why an app?" Yuuki asks back casually.

"It's an app you two would want to develop."

"What kind of app would it be?" The scientist asked.

Yuriko's casual smile shined.

"Good question, Krim. That's the most important question and the first step in app development." Her tone remained casual.

"Ok, I'll bite. Why would I want to develop an app?" Yuuki presses, curious to hear her answer.

"YOU do NOT need an app. Kamen Rider Dark Drive DOES. Primarily, because he does not or, in other words, CAN NOT have a hero agency. I'm sure you already know this, but dozens or sometimes hundreds of requests come to the police department and a hero agency every day, asking for help about something.

Imagine if you had an app that you could notify the public the moment you go on patrol. And instead of reporting those incidents to the police, who send them to hero agencies, the public sends those requests to you, personally asking for YOUR help.

You could still listen to the police scanner and radio in your helmet. But if you had a list of reported crimes on your smartphone, you could handle them and then call the cops and Pro Heroes to come later as the clean-up crew." She explained excitedly.

Yuuki thought about it for a moment before responding again:

"That's all good but couldn't villains and the authorities use it to lure me into traps?"

"Let them! Have they met you?! They'd basically be inviting you to come and kick their asses, and it's not like they could catch you anyway. That sounds like a win-win to me!" She said putting both thumbs up.

"It would definitely feel like I'm a one-man hero agency, but with fewer steps. Let's do it!" Krim said excitedly, surprising his charge. "And we could also use it to ask people to report about Heavy Acceleration incidents as well. That way, the app could also be used to track Roidmude activity."

Oh.

That's actually a good point, now that Yuuki thought about it. With everyone now being aware of [Slowdown] and taking it seriously, a lot of people could surely report to them about it. Given that he is the only one able to fight Roidmudes, in this case, there's no other option for anybody else. They have to rely on Dark Drive.

"Both of you've gotten even more famous over the past few weeks. There's no doubt in my mind this will be a success. And the best part is that you tell the people when Dark Drive is on patrol. That way, you're not being beaten down with constant requests." Yuriko tells to the two men.

"Hm, I guess you're right." Yuuki chuckled.

His and Krim's fame had grown over the past few weeks as Dark Drive was mentioned in the news practically every week.

The public talked about him a lot, with many people just seeing him as a hero and liking him more than most of the pros. The news interviewed people he saved numerous times, but they refuse to denounce his actions.

He held nothing against them, but his rapport with heroes was not great, as he usually got to scenes first and many of them were over before any of the pros arrived.

The media made a point to ask if a vigilante was outworking heroes. It was controversial and just made even more Pro Heroes in the city hate him.

The public support was strongly leaning towards him over the licensed heroes. He would also step in and end a situation if he felt pros were taking too long and the worst part of it was they could never catch him.

Dark Drive left before the public could praise him, but that just left resentful heroes.

With this app, the Drive Team could still do what they had always done, just a little more organized.

Unbeknownst to Krim, he was being stared at, from behind, by the two members of the Iida family. While curious and surprised to see the CEO of one of Japan's biggest corporations there, Tenya and his mother didn't think much about it in the end since this was none of their business.

If only they knew any better...


At U.A. High School - Conference Room

The U.A. staff was having a meeting to discuss the aftermath of the Sports Festival's unfortunate ending.

"Now then, the reason I called for this meeting." Nezu said as he pressed a button on a remote and the report of the incident of the Sports Festival came up on the screen in front of the room.

The news was talking about how Kamen Rider Lupin managed to steal the award ceremony's medals right under the nose of U.A. High and the Pro Heroes. It then proceeds to talk about the brief speech Kamen Rider Dark Drive gave to the literal army of heroes that failed to arrest him, stating how he wanted to go after Lupin to get the medals back from him.

For failing to capture both Kamen Riders, all the Pro Heroes present at the Sports Festival event were harshly criticized for their inability to take care of the pair of masked men.

Even and All Might and Endeavor did not get away unscathed from this, the top two having to issue a public apology as well.

And, if that wasn't enough, several fans of the black vigilante also criticized the Pro Heroes for getting on Dark Drive's way since he was currently the only one able to freely move during the [Slowdown] and the most suited to confront Lupin. While the public was disappointed that he failed to recover the medals back from the Phantom Thief, it was not as bad as the current negative view towards the heroes' failure.

Of course, not everyone was on the black Kamen Rider's side. Seeing how both Dark Drive and Lupin are able to cause [Slowdown], the people agaisnt them became even more fearful of these masked warriors. They were becoming plagued with terrifying thoughts such as what would happen if Dark Drive decided to become a villain or if Lupin's stunts became more violent, possibly harming innocent bystanders.

None of Japan's Pro Heroes would be able to do a thing against them at this rate.

And as for U.A. High, their reputation also took a blow thanks to this episode. The failure of their Sports Festival's main purpose only caused more public unrest. And it was clear that this would later lead to many villains becoming bolder to act as the crimes across all over the country will definitely rise from this.

And even All Might's strong presence, which used to keep evildoers at bay, was slowly degrading and losing its importance. With him also failing to capture either Dark Drive or Lupin making the invincible pillar that he represents lose its image.

In the end, it was decided by the Hero Public Safety Commission and other Japanese government agencies that both of the Kamen Riders were to be labeled as S-Rank criminals, regardless of the fact that neither of them has actually harmed enough people to earn this sort of treatment. It was left unsaid that the main reason for this was because of the damage both did to the Hero Community's image and how serious it was.

Nobody wanted to guess what else the future has in store as the status quo was gone, with people questioning the current Hero System while the Villains saw this as an opportunity to commit more crimes.

"It seems that our local illegal hero is expanding his influence," Nezu stated calmly as they checked the effects of the black Kamen Rider's actions.

Several teachers in the room, namely All Might, Eraserhead and Vlad King, groaned after hearing this.

"We need to find him and lock him up before he further ruins the good name of heroes!" Hound Dog roared.

"He's been active for weeks and has already gotten involved in many incidents. How do we still not know who the vigilante is?" Ectoplasm asked no one in particular.

"Unfortunately. Despite the best efforts of pros and the police, no one has been able to surmise his identity as of yet." Nezu answered.

"I'll be blunt, I don't like the guy. But I don't think that this is a game to him nor do I think he's secretly a villain like how other pros would claim. However, his complete disregard for the rules bothers me. Even if it's for the sake of saving someone, the Kamen Rider doesn't care one bit about how he does it, he also doesn't care about fighting pros. We've several cases of him doing so now. Some have tried spying on him but to no avail.

But my biggest concern is that he'll inspire others to follow his path. He's strong, consistent and he's effective. And it doesn't help that the media and the public are starting to talk about and praise him. But young impressionable kids who aspire to be heroes are watching him and it sets a bad precedent." Sekijiro said, clearly annoyed with the actions of the black-themed illegal hero.

"We also shouldn't be simply calling the vigilante by Kamen Rider anymore."

Midnight says as the others turn to face her.

"With the appearance of Lupin, there are now two individuals going by the title of Kamen Rider." She clarifies. "Are there any suggestions?"

One of the things Nemuri is responsible for is helping the Hero Course students come up with their own hero codenames.

Her coworkers now agreed with her. What should they now call the vigilante then?

"Dark Drive. Kamen Rider Dark Drive."

It is at this point that All Might makes the decision. Everyone looks intrigued by why he said that.

"Explain." Aizawa requests.

It is then that Yagi explains to the others what he managed to hear from the Kamen Riders while they were fighting each other back at the Sports Festival's Stadium before they escaped.

"Lupin made sure to address the vigilante by calling him Dark Drive. Given his appearance and the motif towards cars, the name seems to be fitting." Toshinori says as the others seem to agree with him.

"Then it's settled. Kamen Rider Dark Drive it is." Nemuri confirms with a nod.

That seems to be what they will be calling the vigilante from now on then.

"Original Drive. Roidmudes. Core Driviars. None of these keywords make sense now. How exactly can we tie this to the Kamen Riders? Which one could it be the source behind their abilities?" Nezu ponders.

"There have been rumors going around that Dark Drive's as strong as you. What do you think about that, All Might?" Cementoss asked the Symbol of Peace.

The man in question, in his skinny form, crossed his arms before speaking:

"I don't know if he's stronger than me, but he's definitely faster. I can't reach him whenever the [Slowdown] Quirk is active. And I can't relate to Vlad King since I've never fought the guy. But given what I've seen, he may give a run for my money. There's also the fact he might have multiple Quirks, and that's actually the biggest reason I want to catch and question him."

The ability to emulate fire, ice and electricity and anything else that Dark Drive hasn't revealed yet to the public.

How many tricks does he still have under his sleeves? And what about Lupin?

"Do we have any idea of how many he has? Because given what we've seen, this definitely isn't the work of a single Quirk." Midnight asked.

"All we can say for a fact is that Dark Drive has super strength, speed, durability and a very advanced support tech given his car and the blue flying vehicle he used the other day, something I doubt anybody in Japan could easily make now. And The same also goes for Lupin." Nezu said as he sipped his tea.

"Well, at least we now know why Dark Drive and Lupin can move during the [Slowdown]. Maybe only people that have the Quirk can move freely during the time distortion. We just have to now find a way to stop them before they can activate it." Snipe theorizes, believing this to be the hardest part.

It was a bit strange and surreal to imagine how several people could have the same exact Quirk. However, this was currently their best lead to understand the Kamen Riders, the villains Dark Drive faced and the secrets behind their abilities.

"About that… My Quirk... It… It didn't work on the black Kamen Rider." Aizawa declares.

Huh?

Everyone within an earshot heard him.

Nezu, All might, Vlad King, Power Loader, Hound Dog and Midnight stared back at him with expressions of disbelief and confusion.

"Uh…Could you run that by us again?" Ectoplasm requested, shakily.

"No, no, that had to be a mistake! Your Quirk never fails! Maybe you weren't using it right!" Present Mic babbled in denial.

"I'm telling you, I focused as hard as I could on that guy but nothing stopped the [Slowdown] that he caused around the stadium back then." Aizawa responded, sounding defeated.

This was going to be a black mark on his career.

It was the same for everyone.

That is until Power Loader spoke up:

"What if it's his armor? What if it's shielding him from any known Quirk suppressant power?"

"That's possible…" Recovery Girl mused as she tapped the floor with her cane. "But for all we know, that suit of his could be giving him his power and there's also the possibility that he could be Quirkless if Eraser Head's claims are true, which I believe they are."

Pro Hero

Youthful Heroine: Recovery Girl

Real name: Shuzenji Chiyo

She is a nurse at U.A. High School. She has two offices; one located in U.A. and one in the Sports Festival Stadium.

Chiyo is a short, elderly woman with gray hair styled into a netted bun, a large syringe poking diagonally out of it to the left. She has a notably small nose and eyes which are usually drawn as two little dashes, and a long mouth with defined nasolabial folds.

She wears a doctor's lab coat and a dress with yellow and red vest-like designs on either side, two yellow buttons, and a belt with a pink "R"-shaped buckle. She wears pink boots and has a helmet around the sides of her head, a purple-tinted visor joining it over her eyes. In addition, she walks with a cane designed like a syringe that she can also use for healing the injured.

Quirk: [Heal]

Chiyo's Quirk allows her to amplify and speed up the human body's natural healing process by planting a kiss on the injured person. The process is fueled by a large amount of life energy that comes from the recipient, and could potentially drain enough energy to kill the said recipient. She also seems to be able to stretch her lips to an abnormal length.

With this Quirk, she is able to quickly heal broken bones in several limbs in a matter of seconds. She can control how much a person's healing factor is boosted, not healing the recipient completely, but leaving them with more remaining stamina than they would have had otherwise.

But this Quirk is not able to regrow lost body parts.

Quirkless...?

How could they have not considered this before?

It was probably because a part of them would refuse to admit that they lost to a Quirkless man.

"And I really don't think he has a Mutant-type Quirk." Aizawa adds grimly.

This was the other category of people that were mostly immune to his [Erasure]. But aside from the tires he equipped himself with into the torso, there was nothing abnormal with Dark Drive's body.

"Not to point out the obvious, but I don't think wearing a suped-up armor gives you super strength comparable to someone with a powerful [Strenght] Quirk and I'm also pretty sure it doesn't give you the ability to slow time out of nowhere." Vlad King jadedly notified, also feeling troubled with the direction their talk was taking.

"Again, this is just a theory. It would be easy if we knew what his Quirk was but nothing in the registry points to all that he can do." Nezu says.

"Still, it could also make sense that Dark Drive is relying entirely on technology. This could explain his vast arsenal of powers and the ability to slow time that he shares with others." Power Loader comments. "Given his advanced black car, the flying blue vehicle and his weapons… Come to think of it, doesn't he also need to use those minicar toys to change the tires across his chest?"

Well, things were indeed starting to make more sense this way.

"But looking at Dark Drive's arsenal, I don't think we know of anybody in the Japanse Support Gear Industry who could actually make something that fits his gear's description." Toshinori says. "The closest person I know that has the essential knowledge to make something similar to these items is my good old friend David Shield.

However, he doesn't have the funds necessary to make something like Dark Drive's armor. One must imagine the amount of research and money necessary to make a project of this sort of caliber. I also really can't imagine my friend doing something like this, out of the blue, and without a good reason, to support a vigilante. And even then, I might be stretching things a little bit considering that Dave is back at I-Island. His presence would be known if he was actually in Japan."

Yagi only thinks that someone like David could have made the black car and the rest of the Support Gear since the scientist also happend to build the amazing red Allmobile.

"I will talk with David about Dark Drive's tech. I will send a message to him explaining the situation and ask for his opinion about the Kamen Riders' equipment." The Symbol of Peace tells his coworkers.

But if it wasn't David, who else could have an intellect that could match his? And the funds?

Wait, there's actually another person indeed! And they are also Quirkless and rich!

Yagi suddenly realizes, eyes widening.

And it might be none other than-

"Good idea. So Mr. Shield is definitely not involved in this. In that case, we have to check a list of Quirkless people that fit the criteria. This is our best lead at the moment." Nezu suggests to the others.

"Do we even know about any notable Quirkless people that could be Dark Drive?" Midnight asks the others.

The answer is no. They didn't.

Not only them but the rest of the world as well.

Nowadays, in this Quirk-centered society, nobody paid attention nor cared about Quirkless individuals. And since they were rare, it will take some time until they find all the possible suspects.

"..." All Might remained silent while the others kept talking.

Unlike them, he personally knew a few Quirkless people. Heck, he himself even was one before obtaining [One For All] from his late master Shimura Nana, the previous user.

The first person was the one he choose as his successor, Midoriya Izuku. And like him, the greenette is technically no longer a Quirkless individual after inheriting [One For All] from Toshinori. So it can't be him. That and Dark Drive is as tall as an adult while his successor is only a 15 years old boy.

The second one is Melissa Shield, Dave's daughter. Toshinori sees her as his niece while she does the same, occasionally calling him 'Uncle Might'. She couldn't be the vigilante either since she is also living in I-Island with her father.

And lastly…

Well, this person could be indeed a potential suspect, unlike the first two, and Dark Drive's real identity.

The CEO of Steinbelt Corporation - Krim Steinbelt. This Quirkless man certainly had the necessary funds to make the Kamen Rider's suit! But what about the knowledge?

And like Izuku and Melissa, Krim was a person Toshinori liked and cared about as well. He even had a certain debt of sorts with the bespectacled man.

'Krim…' All Might thinks, looking troubled as he thought about the older man before bringing him up to the others.

There's still so much none of them seems to know about what's going on...


Back with Yuuki…

Having nothing else better to do while being stuck in his hospital room, the Kamen Rider uses a notebook Krim left behind for him to check for any possible Roidmude activity, through the internet.

*Knock!* *Knock!*

"Tomari-san." His partner calls for him, opening the door, as she steps inside of his room.

"Hey, Yuriko." Yuuki acknowledges the woman with a smile, nodding to her as he closes the notebook and leaves it on the desk next to him.

"How are you feeling?" She asks him, looking at the man in concern.

"I already had way worse." He replies, trying to sound casual.

His kouhai only gives a small and sad smile, looking sympathetically at Yuuki.

"Tomari-san, I wasn't the only one that came to check on you." Yuriko adds, making him look back at her in confusion.

Who else came with her?

The rookie detective glances at the door as she gives an okay for the others to come in as Tsukauchi, Tanuma and two other individuals enter his room, the latter both wearing the standard police uniform.

One was a woman with a hairstyle that makes Yuuki think of crabs.

The other is a man with a cat Mutant-type Quirk.

They were also acquaintances of the Kamen Rider, having worked with him in some previous cases.

Police Force

Kaniyashiki Monika, also known as Kaniko.

Monika is a short, petite girl with quite a round face and semicircular eyes, their irises white. Her hair is short, and worn styled like a crab's body in two high bunches with claw-shaped ends, six short tufts protruding out to the sides, and split bangs hanging over each eye.

Quirk: [Scissors]

Monika's Quirk allows her to give her index and middle fingers the properties of a pair of scissors. She can snip through almost anything placed between them. Monika can apply the same power to her legs, allowing her to make larger cuts.


Police Force

Tamakawa Sansa

Sansa is a lean man with large yellow eyes and the head of a ginger tabby cat.

He wears a pale blue button-up shirt with a protective vest over the top, and is dressed like most Police Force members, with the exception of a golden bell at his neck.

"Suprise!" Kaniko greets Yuuki with a cheerful smile.

However, the only reaction she got from him was a blank face as Yuuki only blinked back at the assembled group before him.

"Huh? You guys… Why are you here?" Yuuki asks them, looking genuinely confused at seeing his coworkers there.

"Your partner here told us about your situation. She asked if we wanted to come. So, why not?" Tanuma explains with a grin while gesturing to Yuriko.

"The chief also wanted to drop by, but he's too busy dealing with paperwork related to the Sports Festival. We were all worried once we learned how you ended getting caught in the Kamen Riders' attack, Tomari." Tamakawa adds.

"Yuriko-chan is really nice! I'm glad you managed to get a partner like her." Kaniko says, wrapping an arm around the other woman, before giving a thumbs up to the bedridden man.

'Yuriko-chan?' Yuuki repeats in his mind, surprised to hear how close Monika became with his partner.

But when did that happen?

And once again, that's something else he didn't know about her.

Now that he thinks about it, Yuuki noticed that one of the things Yuriko was really good at is managing to get along with the others, which semmed to have allowed her to quickly befriend a lot of people back at the precinct.

Still, for Yuriko to get all of them to come just to see him…

Yuuki, before being partnered with Yuriko, probably wouldn't have done the same for the others. Unless he was obligated to do so. After all, he was not interested in becoming buddies with them. It was enough for him to just work professionally with them withouth having any major trouble.

"Tomari, I think I understand what's going through your head right now." Naomasa finally speaks, making the Rider look at the older man. "We do care about your well-being, even if you don't see us as friends. You're still one of us. And none of us here care if you and Shijima-kun are Quirkless. You're an excellent detective and even Chief Tsuragamae thinks so."

The others seem to agree with Tsukauchi's words, nodding in agreement to Yuuki.

This got the vigilante to think about the previous interactions he had with all the present coworkers.

In fear of being rejected and ostracized due to his status as Quirkless, Yuuki never opened up to the others besides Krim, and now Yuriko. He managed to get the others to work with him and that was it.

He always kept a barrier between him and the others because of the pain Quirks brought to him. He was afraid of getting hurt again, just like before Krim adopted him.

But seeing all of them here…

It made him remember the earlier talk he had with his guardian.

Maybe he should also try opening himself up a little to others just like how Yuriko did, huh? She may be his junior, but there are things he could learn from her as well.

"I also have to admit that part of the reason the little lady here was assigned as your new partner was to help you soften up a bit." Tanuma suddenly admits with a sly grin.

The others all look sheepishly with the confession as Yuuki snorts upon seeing their expressions.

"Heh, figures." The silver-eyed man says with a small smirk of his own, now surprising the others.

They don't remember whenever it was the last time that they ever saw detective Tomari smile genuinely like this.

The other times he would always give a fake one or not smile at all, maintaining an apathetic expression on his face. But not now as everyone seems to think about the positive impact Yuriko seems to be causing on the man.

'At least he's starting to change a bit more.' Yuriko thinks, pleased, as she manages to observe the changes in her partner's usually aloof attitude.

She will do her best as well to support her senpai. But Yuriko can't help but wonder what caused him to change.

'Thanks, everyone.' Yuuki thinks with a small smile, not something he is not ready to tell the others just yet.

We get to finally learn more about Kamen Rider Lupin's real identity and his relationship with Mr. Compress, with both being brothers in this story and descendants of the Peerless Thief. Because of this, there is the possibility that Atsuhiro will not join the League of Villains as he works alongside his younger brother Kaito as a duo of Phantom Thieves.

As for what Kaito will do with Shift Max Flare and Dream Vegas that he stole from Yuuki, you will find out very soon...

I didn't just give Tensei and Yuuki hospital rooms next to each other as a mere coincidence. They might interact with each other sooner because of this.

And more character development for the main characters of this story as Yuuki learns to open himself up to Tsukauchi and the others thanks to Yuriko now being a part of his life. And while Yuuki is recovering at the hospital, this will be the perfect opportunity for Yuriko to debut as the next Kamen Rider.

And the U.A. High's staff talk amongst themselves as they briefly considered the possibility that Kamen Rider Dark Drive is indeed Quirkless. However, they are still a bit skeptical about it.

I hinted in the previous chapter that Krim/Belt-san personally knew All Might/Toshinori, which I now confirmed in this one as Yagi thinks about him. Their relationship will be explained later.

#2nd review: What? Not really.

I mean, yes, there will be more hero system bashing for the next chapters, but not for the whole story. The MC will also learn his fair share of lessons from the Pro Heroes and the U.A. High students, eventually starting to work together with them to face both the Roidmudes and the League of Villains, who might team up to face the good guys.

It was shown at the start of Drive 06(chapter 6) that Kamen Rider Dark Drive told the heroes that he would go after Lupin to get the medals back from the Phantom Thief. But the Pro Heroes did not like that, wanting to arrest the vigilante instead. So there was no point in him to keep arguing with them about this matter.

As for the protagonist staying silent, it's a part of his personality trait that will later get through character development as he will learn to better reason and open himself more to Pro Heroes and the U.A. students in the future. I even explained in Drive 02(chapter 2) that the MC had trouble interacting with others due to his status as a Quirkless.

And what happened so far is to also make the Pro Heroes first realize that they can't handle problems related to Heavy Acceleration(either it's the Roidmudes or Lupin) without perhaps coming to a truce with Dark Drive.

#3rd review: Yes, after much thought, I decided to make Yuriko become Kamen Rider Mach in this story.

As you have seen during this chapter, Lupin did not get away unscathed from his duel against Yuuki.

The reveal about Kamen Rider Dark Drive's real identity will probably happen during the Final Act Saga, after the Paranormal Liberation War. Until then, the Drive Team will use many tricks to confuse and fool the Pro Heroes and the other Law Agencies who will come close to revealing their secrets, such as Izuku/Deku, All Might/Toshinori, Endeavor/Enji, Hawks/Keigo, Aizawa/Eraser Head, Nezu and Tsukauchi.

And who are you exactly to decide when there is character development or not? In the end, that's just what you think. This story is not even over yet.

On the same note, there are no right or wrong opinions. Everyone just has their own way of thinking. That's it. And nothing more.

Plus, I never said that I'm always right or anything of the sort, I'm just expressing my point of view in this story.

As for Tensei's discoveries and him forming his own theories over what he heard from the Judge Roidmude, some of the Pro Heroes will consider ridiculous, at first, the idea that [Slowdown] is not really a Quirk and that the Roidmudes are not humans. But others(like All Might, Nezu and Aizawa) will definitely believe him once they finish forming their own theories over the Kamen Riders and everything related to the Core Driviar technology.

Still, a lot of people will definitely form wrong conclusions about the characters related to the Kamen Rider Side of this story until they hear the actual truth from either the Kamen Riders themselves or one of the major Roidmude Executives.

You can bet that the Hero Public Safety Commission and the Police Force will label both Kamen Riders Dark Drive and Lupin as 'very dangerous' due to what they managed to show at the Sports Festival, with the ability to freely cause and control Heavy Acceleration at will with no Pro Hero being able to capture neither of them. Since nobody without a Shift Car or a Signal Bike will be able to freely move during the time distortion effect to stop and arrest them and [Slowdown] was shown to be a terrifying power in their hands, the two will be later labeled as S-Rank criminal threats by the overall Japanese Law Agencies and government.

The same will be later applied to Mashin Chaser and the Roidmudes once the authorities get a better grasp of their existence and abilities.

Yes, my MC will eventually get his own upgrades/ Super Forms later in the story. Other than a possible 'Type NEXTridoron', I have at least two more unique forms that he will gain later.

For'Sleepy: Yes, Krim knows that All Might's real name is Yagi Toshinori. As for how exactly, you will find out eventually in the next chapters.

Well, ok, now you got me thinking again. I'm still pondering about whether I should make Yuriko become an original Kamen Rider or not. It's basically that I'm kinda lazy and stuck thinking about a proper original female design for her to use. That's all. But the DekaSwan suggestion actually sounds like a good place to start. I will have to brainstorm a bit more before I reach a conclusion.

And if Yuriko doesn't end becoming Kamen Rider Mach, I wonder who will fill this role later? Or maybe I won't really end using Mach at all in this fanfic.

The idea of All For One becoming a Roidmude by converting his consciousness into data is just a possible scenario for now. It's not something I'm fully sure yet about doing. Maybe it will happen. Or maybe not.

As for the possible ideas involving the interactions between Eri and the Drive Kamen Riders, maybe I will make something like all of them eventually having a soft spot for her. Not sure yet about the eventual moments of the little girl interacting with each of them though.

Yes, I will make Kamen Riders Sango and Yongo appear in this story during a possible later arc also involving Shocker, with their respective personal Rider Machines present and being put into use as well. Sango will also give the Shift Legend TriCyclone Shift Car to Yuuki for him to use.

Muscular would definitely be another target but I'm not sure yet about making the Judge Roidmude hunt him before he is canonically introduced into the story.

No, Yuuki is currently the only one able to use the Drive Driver and the Shift Brace to transform since he and Krim share a strong bond that can't be easily replaced by others. So Yuriko will be instead given a Mach Driver Honoh and her own Signal Bike to fight.

It will take a little longer before All Might finally gets suspicious of the detectives. As for his troubled thoughts, they will become reality very soon.

Yeah, Toshinori has part of the clues while Tensei has another piece of the puzzle. Combing them, the Pro Heroes will go through a brainstorming session before they come up with proper theories to explain the abilities that the Kamen Riders and the Roidmudes use.

I don't see why the U.A. students would think that the Riders are students or something of the sort. They already know Dark Drive is an adult because he drives a car, and a kid wouldn't do that.

Yeah, Enji will be one of the first to see the similarities between the disguised red Mercedes-like car and the NEXTridoron. The brief interaction with Yuriko will be the main reason for that.

Yes, all the Kamen Riders will be natural-born Quirkless individuals. I will later reveal why Pro Heroes, Villans and regular people with Quirks cannot use the Rider System.

No, Krim would not do something to permanently damage someone's Quirk or genes because it would be something too cruel in his opinion. And if his tech falls into the wrong hands, nothing will happen. His Rider System will not react at all with people that have Quirks.
