Within a dark room, lights are suddenly turned on to reveal a familiar figure.
*Flash!* *Flash!* *Flash!*
It was none other than Kamen Rider Lupin who was under the spotlight.
Staying low for quite some time, the Phantom Thief finally makes his return!
"Ladies and gentlemen! It's showtime!" He announces, acting as an entertainer of sorts before bowing dramatically.
The thief Rider then faces his 'audience'.
"I have returned to the stage of destiny!" He boldly declares before 'magically' producing a calling card on his hand. "And I bring you marvelous illusions to make your lives shine!"
*Poof!*
Through another hand trick, the calling card becomes enveloped in a small explosion before being replaced by a white dove that flies away.
The Kamen Rider then flaunts his black cape before producing a picture of what he plans to steal this time.
"This time, I will be coming for the world's largest conch pearl, mounted on a silver ring: The Fairy Lip!" Lupin then points at the audience, in a gesture similar to that of a challenging gesture. "I dare anyone to try stopping me once more! Not just the police force and the so-called Pro Heroes! But my fellow Kamen Riders as well! I await you all once I decide to strike at midnight! Don't miss the miracle that awaits under the moonlight tonight!"
*Poof!*
The Phantom Thief then makes a dramatic bow before disappearing in a puff of smoke.

Drive 21: Showdown at the Grand Museum! Who gets the Fairy Lip!?
"So he finally decides to show up again after all this time laying low… Kamen Rider Lupin."
An exasperated Yuuki has just finished watching, on his smartphone, what was a video of Kamen Rider Lupin announcing his newest heist plan to take the world's largest conch pearl: The Fairy Lip.
This treasure is currently being held at Musutafu City's Grand Museum, being part of an exhibition about rare gemstones.
It has been a few days ever since the urgent fateful meeting back at Steinbelt Manor. Ever since then, everybody involved in the war was now using their time to rest and recover before preparing themselves for the next battle against the Roidmudes.
Or that was supposed to be the case for Yuuki and Yuriko until now…
Currently, the cop duo of Kamen Riders, Tsukauchi, Krim, Tsuragamae and the defected Plain Roidmude trio were in a conference room of Musutafu City's police department, planning how to deal with this newest situation.
"Lupin's video has already gathered millions of views on the internet. And he plans to raid tonight at midnight." Tsukauchi noted as he faced Kenji. "What should we do about it, sir?"
The police chief simply sported an annoyed look.
"We are to deploy our personnel to guard the city's museum." Kenji explains to them before facing the vigilante Riders. "Tomari. Shijima. You two are in charge of this case. Tsukauchi and I will cover and create alibis for the two of you should the need arise."
Yuriko was looking back at the man-dog in disbelief.
"Chief Tsuragamae, you can't be serious!" She protests. "Shouldn't we cancel the museum exhibition right now and move the Fairy Lip to a safer location?"
"That's exactly what I believe that it should be done. It's the Sports Festival's disaster all over again. But those are orders from the higher-ups." He explains back to his subordinate with a sympathetic and yet still annoyed expression at such an impractical decision. "They don't want us to look weak and to actually use this opportunity to capture Lupin."
Yuuki facepalmed at this.
"Of course they would. What a brilliant idea." He speaks sarcastically. "Guess the previous experiences with Kamen Riders still aren't enough to convince them otherwise."
"And the Hero Public Safety Commission also wants to put their part into this." Naomasa adds tiredly. "They have already ordered several Pro Heroes from all over the country to participate in this operation. Even some of Japan's Top 10 are included, such as Endeavor, Mirko and Ryukyu."
However, it was pretty clear to all of them what exactly the Commission actually wanted to do…
Given all the incidents involving the Kamen Riders and the Roidmudes so far, the public began to lose faith in the Pro Hero System and doubted their capabilities, especially given that none of them has managed to do anything meaningful so far in regards to dealing with the new elements that decided to show up.
Is there any use for the Pro Heroes if they can't even do their damn job? Many were now wondering.
It didn't help either that they were also losing face because the ones people now had to count on to deal with the new evil android menace were vigilantes, and not their 'legalized' workers.
So now, the Commission is desperately trying to do everything they can to restore the 'good name' of the Pro Heroes. Even taking part in such a reckless operation despite the best choice being not to do so.
"And the good news just keep coming!" Shinra adds with a sneer. "A perfect recipe for a disaster. Just waiting for something or someone to blow the fuse!"
Kanade faces Shinji with a troubled look.
"How about you, Shinji? Did you find anything important on your end?"
Unlike the bluenette and Shinra, both who worked directly for Krim as employees of Steinbelt Corporation, Saijo Shinji has a different job.
He was the Drive Team's network researcher, much like how Saijo Kyu was for the Special Crimes Unit, but also a skilled underground information broker.
Exploiting the default Roidmude ability of data camouflage to disguise as all sorts of people, he 'became' all sorts of dark figures and thug-like criminals over the time as he infiltrated several key spots of the Japanese Criminal Underworld, doing his best to secure and use these 'channels' to obtain all sorts of information related to Roidmudes, from the villain side, while everybody did the same from the legal perspective.
Shinji also previously used his job as an 'olive branch', back at the Steinbelt Manor meeting, to help the U.A. staff retrieve the medals that Kamen Rider Lupin stole during the Sports Festival and use them to solidify the Drive Team's partnership with the hero academia.
Going 'undercover' as a villain, the defected Plain Bat Type Roidmude searched through the Japanese black market and several interested buyers until he eventually located the individual that bought the Sports Festival's medals from a third party that Lupin contacted to seal the deal.
And so, while they were not able to trace the Phantom Thief and the money that was used to purchase the stolen medals, the Drive Team was at least able to arrest their 'current' illegal owner and turn them back to U.A. High, further consolidating the alliance between Krim's group and U.A.
"Nothing solid on my end either. Sorry." Shinji apologizes to the rest. He then adopts a worried look. "Although, I have been hearing some worrying rumors lately in the underworld."
"What sort of rumors?" Yuuki questions, narrowing his eyes at the 072 android.
"It's the League of Villains. They have been looking around for Lupin everywhere." Shinji explains as he adjusts his glasses. "They probably want to recruit him and make use of his services."
This got the expected reaction from most in the conference room, some of them going pale at the unsaid implications.
"The idea of a Kamen Rider working for the League of Villains… Well, shit." Yuuki inhales sharply. "And considering how All For One must be their real mastermind while Shigaraki Tomura is simply a figurehead…"
The detective trailed off as everyone let this sink in.
"But there's the possibility this might not end up happening." Shinji resumes talking. "Lupin must have also heard by now about them wanting to find him. And yet, he made no attempt to get in contact with them so far. Perhaps this means that he probably isn't interested in working with (or for) them. He must be purposely avoiding them as well."
Everyone sighed in relief at this.
"Maybe this means that he isn't some mercenary willing to do any kind of work for the right amount of money." Yuriko says as she and the others remembered the incident of when the female Rider encountered him fighting some Roidmudes and even saving people and Pro Heroes from them.
"But this still begs a question: Why is Lupin after the Fairy Lip? Just to make some money or is there another hidden motive?" Tsukauchi wondered aloud.
"Regardless of his real intentions, I want everyone to remain on high alert." Kenji orders the others. "I have a nasty feeling that we won't be dealing with only our dear Phantom Thief tonight."
And the police chief's words would prove to be correct as several other parties would come to Musutafu City's Grand Museum tonight…
League of Villain's hideout, Kamino
{Do you understand, Tomura? I want you to find and meet Lupin tonight at the grand museum.}
All For One was talking with his protege through a TV screen, giving him instructions about what Tomura was supposed to do once he and the others went to Musutafu City's museum for the midnight heist.
Just like how Shinji predicted, the League of Villains was indeed interested in Kamen Rider Lupin's abilities.
Initially, they believed that they could perhaps recruit the elusive Phantom Thief for their cause.
However, that did not work.
It seems that he wasn't interested in meeting with them. Even Giran, their mutual contact, was having trouble locating and getting into contact with the thief Rider.
And if this didn't work, they would resort to their second option of forcefully dragging the Kamen Rider back with them. All For One and his Doctor already had plans of experimenting with the Phantom Thief and whatever Quirk he had once they captured him.
"Why should we bother doing any of this, sensei?" Tomura questions his mentor once again.
{Lupin's Quirk and his equipment are very important to us. I wanted him to willingly join us so that we could have a better understanding of this new group of villains that can cause [Slowdown] and how to better prevent it with his help. Other than the Kamen Riders and this mysterious Mashin Chaser, nobody else is able to bypass the [Slowdown].} All For One reminds him, his ever-menacing grin present on his now deformed face.
{But since he refused our invitation offers so far, it seems that negotiations are no longer available between us. Given that Lupin is also a criminal, I doubt society will despair once we get our hands on him. It's better for his talents to belong to us than in the hands of the Heroes. We already have Dark Drive and Tracer as unknown variables. We don't need another one in the form of a Phantom Thief.}
"I see…"
Tomura's lips curled up to form a cruel grin.
So he could have a 'fun time' with one of those new masked freaks?
How could he say no to his sensei's proposition now?
He would be lying if he denied being furious with how these Kamen Riders have been stealing the spotlight a lot lately. Especially when it feels as if everybody almost basically forgot about him and the rest of the League of Villains.
"Alright. I will tell the others to get ready, sensei."
Maybe it was also a good thing that, thanks to Giran, they have also gotten plenty of new recruits lately for their cause.
Elsewhere…
With Gentle Criminal and La Brava…
"So Lupin plans to make a heist at a museum this time? Not on my watch!"
At their place, having also seen the video on the internet of the Phantom Thief Kamen Rider announcing his plan to steal the Fairy Lip, Danjuro and Manami were preparing to make their move as well.
They won't let the bastard steal the spotlight again this time!
"I simply need to steal the Fairy Lip before my rival does!" Gentle states confidently as if he just said the most brilliant thing ever. "I'm sure this will increase my popularity again! Hahahaha!"
"Yeah, Gentle! If there's anyone that can beat Lupin it's you!" La Brava tells her idol, the ever-present look of devotion towards the man before her.
"Don't you mean us, La Brava?" Her partner reminds the petite woman, making her remember how he always appreciated her extra help.
"Right! The two of us!" She nods back to him.
Grinning, Danjuro then raises a finger above him.
"Just wait for it, Lupin! We're coming for you!"
And speaking of said Phantom Thief in question…
With Kaito…
At Bistrot Jurer
Said Kamen Rider was working on his restaurant, having just finished serving his last customer for today before finally closing his establishment.
"Today's dessert is Fruit Gelée. Enjoy," He tells his customer with a smile before placing the food in front of her.
It was a fanciful dessert combining the flavor of fresh, juicy fruit with the fun of a silky-smooth gelatin.
"Itadakimasu!" Chitose thanks him before tasting the food.
She soon becomes happy with it as Kaito becomes delighted to see the orphanage owner's cheerful expression.
Behind the counter, Atsuhiro could be seen sporting a cheshire grin, wondering when the two of them would move their relationship to the next stage.
"So, how was it, Chitose?" Kaito asks for the blonde's review. "I have been trying some of my own new recipe ideas lately."
"This is delicious, Kaito-kun!" Chitose replies to him, making the ravenette happy, as she finishes eating the dessert. "I'm glad to actually get to taste this dessert before you added it to your restaurant's menu."
"I see. I'm glad you liked it." He nods in satisfaction at her positive review.
"So, how much was it? Fruit Gelée, was it?" The blonde asks the cook, ready to pay for her bill.
But he simply shook his head at the prospect.
"Don't worry about that, Chitose. It's on the house." Kaito assures her.
"What? But I…" She becomes hesitant at this.
They both liked each other and it wasn't the first time the two of them did this sort of favor to each other.
But when Chitose comes to think about it, there were a few times she felt that she owned a lot to Kaito for the help he offered her, whenever he could and he also wasn't busy with his work at Bistrot Jurer, to take care of the kids back at the orphanage and the blonde felt that she would be taking advantage of Kaito's kindness once again, making her feel bad about it.
"I know what you're thinking, Chitose." The cook snapped the blonde out of her thoughts as he smiled warmly at the woman. "And I don't want you to worry about it. It's fine, really. I'm doing this out of my own volition. And you have also been busy and exhausted taking care of the kids back at the orphanage, right? Then it's fine to treat yourself to something good and try to relax once in a while."
"Kaito-kun…" She felt touched by his words, her cheeks becoming red.
"I don't care for the money, but if you feel bad for being helped, then when the opportunity comes up, help someone else in need. It could be tomorrow or years from now, but when you see someone that needs help simply give it. That's good enough for me." Kaito said kindly to her, making the eyes of Chitose to fill up with disbelief.
"You're right… I should try to do the same…" The blonde agrees with him as a newfound resolve seems to be taking over him.
"I-I mean, not that I'm implying you're not doing that already. I know about how you also go help people at the homeless shelters." Kaito quickly continues before scratching the back of his head with a sheepish look. "Okay, I just wanted to sound cool now."
Atsuhiro snorted at this from the back, with a certain fondness, while Chitose simply chuckled at that.
Yes, that's what they both liked the most in Kaito…
After Chitose left, Bistrot Jurer was finally closed for the rest of the day…
"You know, it's kinda funny how you are always confident whenever you are in Phantom Thief mode. But you tend to become flustered a lot whenever you get to spend some quality time with Chitose-chan, especially now that I get to see how close you two are." Atsuhiro teases his little brother with an amused smirk.
It has the desired effect as Kaito becomes embarrassed at the remark, his cheeks becoming pink as he could only groan in response.
"Nii-san… Come on, not now."
"Ah, but where's the fun if I don't get to tease you every now and then." The older Sako replies. "But seriously, Kaito. When do you plan to ask her out on a date?"
"D-Date!? C'mon, Nii-san! S-Seriously!?" The ravenette looks back at the [Compress] user with an incredulous expression, waving his hands around in denial. "I-I think it's too early to even consider that!"
Atsuhiro's grin only widened.
"Really? Because I think Chitose-chan might feel the same towards you, Kaito." He tells the thief Rider, winking at him. "Don't hesitate at times like these, my dear little brother. You never know what might happen if you take too long to make your move."
At this, Kaito scowled at his brother.
"And who are you to start giving me relationship advice? Are you some kind of love expert now?"
Atsuhiro simply shrugs in response.
"I'm just saying, you know~."
But the brothers eventually sobered up as they finally finished up with the friendly bantering.
"So… Are you ready for tonight's heist?" Atsuhiro asks his brother, his voice becoming serious. "Considering how different it will be from the Sports Festival, I will also help you from now on, Kaito."
"Yeah, everything's set." The Phantom Thief Kamen Rider confirms, now becoming determined to execute the special 'show' he had in mind for midnight. "I will take away the Fairy Lip."
Later…
Nighttime
Musutafu City, Grand Museum
Midnight was approaching and everyone within the museum's premises became tense.
Police forces and several Pro Heroes were all mobilized across the place as they waited for their enemy to finally make his move and reveal himself.
Yuuki and Yuriko were currently inside the room the Fairy Lip was being displayed in. Security was certainly tight there given that Endeavor himself was also present with them there.
The Flame Hero quickly recognized Yuriko, remembering the female cop as one of the few people that had the 'audacity' to talk back to him while Enji quickly deduced that her partner was the same man being carried on an ambulance back then after the battle between Kamen Riders Dark Drive and Lupin, which took place at the now ruined Takoba Municipal Beach Park.
Other than a simple 'cordial' greeting between Endeavor and the duo of detectives, there were no other exchanges or small talks between the two parties as they already discussed beforehand a strategy to capture Phantom Thief Lupin.
"Anyway, this is indeed an impressive pearl." Yuuki comments as he takes a look at the precious treasure on display alongside Yuriko.
Meanwhile, Enji simply looks at them from afar, looking uninterested in the item they are supposed to protect. Truly, he could hardly care what would happen with it as long as he managed to arrest that damn masked thief tonight.
'Why am I stationed here playing security?' The Flame Hero wonders, irritated at the prospect of being given the job of a glorified watch guard.
"Certainly for its size and color, but this pattern on the surface is quite exquisite." Yuuki resumes his analysis of the gemstone. "It truly is worth the name of Fairy Lip."
"Ah, so you must be the detective in charge of this case. You've got a good eye."
Yuuki and Yuriko turned around to face the newcomer that entered the display room.
It was a bearded man with slicked brown hair and black eyes, he has tanned skin and is in his mid-forties. Wearing a white business suit, the man approaches the cop duo with a smug expression on his face. Though not directed towards them, but rather, at the Fairy Lip before them.
His prize, his possession.
This is Torigoe Naeji, a Gemstone Broker and the owner of the Fairy Lip pearl.
"This pearl was found inside a giant oyster sleeping at the bottom of Mie Prefecture's Ago Bay. " Torigoe proudly reveals to them. "I was drawn to the brilliance of the pearl's unique orient effect, and paid a huge sum for this one-of-a-kind jewel."
"We are thankful for your cooperation and for letting us use the Fairy Lip, Torigoe-san." Yuriko thanked the gemstone broker, giving a light bow to the man.
The Kamen Rider duo initially wanted to actually use a decoy jewel in order to draw Lupin to the museum.
However, the higher-ups ordered the Musutafu Police Force and the HPSC to make a deal with the Fairy Lip's owner and instead use the real deal, suspecting that Lupin would somehow know if they were using a fake dummy and that the Phantom Thief would likely not show up if this was the case.
"I'm honored to be part of this plan to capture Lupin." The gemstone broker tells them. "But in exchange, I expect to be compensated if it actually is stolen."
"Of course, the Police Force and the Hero Public Safety Commission will take responsibility if anything happens." Yuuki assures him.
"After all, this jewel already received a high offer at an auction, and is my personal possession." Torigoe states with a big grin.
"He's lying!"
Hmm?
Everybody turns around to face a young woman that just entered the room, being held back by two uniformed police officers.
She is a 21 years old office lady, possessing long black hair, purple eyes and light skin. She also has large fox ears on the top of her head and nine tails of said animal. Her current attire consists of casual clothes. This is Shiomi Moena.
The police detectives looked at the woman with a confused expression while Endeavor could hardly care about her, resisting the urge to roll his eyes at the incoming drama and extra headache.
"That's a gift my grandfather received from a wealthy Caribbean man while he was traveling overseas!" The fox woman explains before pointing an accusing finger toward the gemstone broker. "I let you hold onto it because you said you'd determine its value, but you won't return it!"
"I looked into yours because it looked similar to my own pearl, but as I recall, I already returned yours to you." Torigoe replies, smiling amusedly at Shiomi.
And she only scoffs at him in response.
"Yeah, you sure returned the ring! Just after swapping the jewel out for a fake pearl!"
Great, if this night couldn't get any messier…
Yuuki pinched the temple of his forehead in annoyance, now wishing that Tsukauchi was there so the police could check whoever was telling the actual truth there.
"What's the meaning of this?" Yuriko questions the supposed owner of the Fairy Lip.
"I get crazy customers like her sometimes." Torigoe says in response, shrugging nonchalantly.
"In any case, give it back! That pearl was the wedding ring my grandfather gave to my grandmother!" Shiomi pleads desperately, some tears starting to form in her eyes. "I want to put it into my late grandmother's coffin so she can take it with her to heaven!"
Before either Yuuki or Yuriko could speak anything, Endeavor finally reached his patience's limit.
"Get her out here!" Enji orders the two police officers restraining Shiomi. "She is in the way of this operation!"
Afraid of the Flame Hero's anger, the two officers quickly complied as they began to escort the fox woman out of the museum.
"Let go of me!" Shiomi protests as she is taken away from the display room. "My grandmother's funeral is tomorrow!"
"..."
Both quiet at what they just witnessed, Yuuki and Yuriko looked at Endeavor's decision in disapproval, the car-themed Rider subtly scowled at the man's attitude while the rookie detective felt pity towards Shiomi.
They understand the Pro Hero did that mainly because they couldn't afford to be distracted when the time Kamen Rider Lupin would appear was getting closer...
But regardless if she was telling the truth or not, the fox woman didn't deserve to be rudely treated like garbage that needs to be quickly tossed away…
*Ding!* *Dong*!
"It's time!" Yuuki announces as he checks his wrist watch "It's midnight!"
"Stay on alert, everyone!" Endeavor cried, his flames getting intense. "That bastard could show up from anywhere!"
*Whoosh!*
As if on cue, a flying white top hat suddenly comes into the room from an opening in the ceiling, spinning across the area as it gets everyone's attention.
"*Gasp!* That hat…" Yuriko recognized it. "It's Lupin's!"
*Poof!*
The top hat then releases some white smoke screen from its inside, covering the whole room in it and hindering the vision of everyone present there.
"*Cough!* *Cough!* What the hell!? I can't see a damn thing here!" A pro hero cried.
"Don't panic! It's just a smoke screen!" Yuuki cries to everyone else. "We can vent all the smoke. And since the entrance is sealed, he'll be likely caught like a rat in a trap!"
And just as the detective claimed, thanks to the ventilation system installed within the room, the smoke screen brought into the area quickly dispersed away.
But the sight that greeted them next astonished most of the security personnel.
"*Gasp*! It's-!"
"Lupin!"
And there he was…
The country's most wanted Phantom Thief, already standing on the display that was supposed to contain the Fairy Lip as said jewel was now in his hands.
"Hi~" He greets everyone, especially Yuuki and Yuriko as he flashed a victory sign to the cop Riders while brandishing the precious treasure before them. "As promised, I will be taking the Fairy Lip away with-! Whoa!"
*Boom!*
He barely had time to react at the last second, avoiding a torrent of blazes from Endeavor himself, who was now glaring at the Phantom Thief.
"Trigger happy, aren't we?" Kaito sarcastically questions the Flame Hero, further provoking Enji.
"LUPINNNNNN!"
Wasting no time, Endeavor quickly charges towards the elusive Rider, showing no restraint as he uses several powerful fire attacks that could even kill a person, depending on the circumstances.
"Whoa! You're really trying to kill me now!? Geez!" The thief cries in amusement, still not taking the No. 2 Pro Hero of Japan seriously as he quickly runs away from the room.
He then takes out the Lupin Gunner and prepares to use it to transform.
Almost everybody else leaves the room, with Endeavor leading them, leaving only Yuuki and Yuriko behind.
"..."
The cop duo then makes sure that the room's cameras are not working and that there are no listening devices nearby.
"Alright, let's go now. Belt-san is already on his way here, Yuriko." The male detective tells his partner, placing the Shift Brace on his left wrist.
"Right, Tomari-san." She complies with him, pulling out her Signal Tracer.
"Henshin!"
*Crack!* *Crash!*
Jumping and smashing his way through a window of the upper floor, the Phantom Thief runs away as he eventually lands in the Grand Museum's reception hall.
"Henshin!" He chants, using the Lupin Gunner to transform.
[Lupin! (Jazz music)~]
The authorities finally catch up with the thief Kamen Rider, now surrounding him from all sides.
"The elusive sterling phantom thief! Kamen Rider Lupin!" He announces himself dramatically, striking a triumphant pose.
But this only seemed to infuriate his opponents even more.
"Give it up, Lupin! You're surrounded!" Pro Hero Burnin(Kamiji Moe), Endeavor's sidekick, demands from the masked thief.
"Ah, but where's the fun if you get what you want without struggling a bit?" The Rider challenges them. "C'mon. Catch me if you can!"
"Get him! Before he causes [Slowdown]!" Someone desperately shouts as everybody rushes towards Lupin from all possible directions, leaving no possible opening for him to make his move.
That might have worked if certain cyan-colored marble-like objects didn't come suddenly into view…
*Pop!* *Pop!* *Pop!*
Unaware to everybody else but Kamen Rider Lupin, Mr. Compress was hiding behind a pillar, preparing to use his [Compress] Quirk to support his brother. The older Sako threw several of his marbles at the authorities before snapping his fingers in order to release all the items trapped inside of his marbles.
'The show must go on!' Mr. Compress thinks.
Some of the compressed items included pieces of debris and junk, giant rocks, sticky substances and even random objects such as a broken toilet. It wasn't anything lethal or that could cause serious injuries, but certainly, enough to get in the way of everyone there.
Needless to say, they were all caught off guard at the sudden arrival of these timely distractions.
"Ah!" A random police officer cries as a trash bin hits him.
"Whoa!" A Pro Hero lets out a surprised yelp as a marble becomes a banana peel, making her slip on it and fall face fault on the floor, smacking her face against the hard surface.

Lupin inserts a regular Spider Viral Core into the Lupin Gunner's Viral Landing Panel before using it to summon a Spider Type Roidmude Berserk Body through the use of his special energy-made film strip projection.
[Lupin Spider!] The Lupin Gunner announces.
"A giant spider!? I thought reports said that Lupin was supposed to be able to only summon a giant bat!" Kido, another one of Endeavor's sidekicks, cried in horror at the sight of the giant mechanical monster.
Snapping his fingers, the Phantom Thief Kamen Rider commands for his new minion to attack several of his and Compress' enemies, using its webbing to restrain anybody that did not have fire/heat-type Quirks or enough strength to fight against it.
"Ahhh!" Kido was one of the first unfortunate victims, being quickly trapped inside of a web cocoon despite doing his best in using his [Traject] Quirk to avoid being immediately defeated.
The mummy man was still alive and not gravely injured or anything of the sort, but he wouldn't be able to do much else to contribute now.
"Kido!" Onima, the third sidekick of Endeavor cries, trying to rescue his colleague.
The museum's reception hall quickly becomes a mess as spider webbing is flying everywhere.
Endeavor and Burnin were having trouble getting closer to the Phantom Thief as they could only use their Quirks to protect themselves and the others from being trapped inside of cocoons. That and there was the risk of the whole place exploding if the Flame Hero increased his flames' powers.
With everyone busy, Lupin and Compress jumped on the back of the summoned Spider Type Roidmude Berserk Body, ready to take the confusion as their cue to leave the place.
"I hope you all enjoyed the show!" The masked thief cries as he unleashes his Special Finisher.
[Ultimate! Lupin Spider!]
The giant Spider Type Roidmude Berserk Body strikes its summoner's enemies with its gigantic spider legs, causing several explosions on the enemy in the process. But they aren't powerful or deadly enough to destroy the reception hall. Just enough to incapacitate almost anyone there.
"Ahhhh!"
*Boom!* *Boom!* *Boom!*
"Seems like the party's already begun."
Kamen Rider Dark Drive comments as he and Kamen Rider Tracer rush towards where Lupin probably was, making their way through the museum's halls.
They could hear the distant sound of explosions coming from the reception hall.
"Yeah." His partner agrees with him. "Are you eager for a rematch against Lupin?"
"I suppose." The black vigilante replies to her, nodding in agreement. "Although I'm not one to turn down the extra help you can offer me. Might be kinda unfair to go two-on-one, but you're in charge of support. I'm counting on you, Yuriko."
This feeling of trust and reliance the veteran cop had towards her and the idea of fighting together seemed to greatly please the rookie police Rider.
"Okay!" Tracer replies determinedly to Dark Drive, smiling underneath her mask.
Of course, things might not always go smoothly given the fact that the duo of Kamen Riders suddenly stumbled upon two familiar figures on their way.
"Mirko… Ryukyu…" Tracer is the one to identify the two female Pro Heroes that now stand in their way.
"*Gasp!* Tracer! Dark Drive!" The Dragoon Heroine addresses the two of them back, adopting a dreadful expression. "It seems that Lupin isn't the only Kamen Rider here after all."
"You!" The Rabbit Heroine glares fiercely at Tracer, remembering the humiliating experience she had with the newer vigilante when they met for the first time. "Did you also come here to have a fight with Lupin!? I wouldn't mind facing him either, but I believe you and I have a score to settle."
The female Kamen Rider stepped forward and cocked her head to the side.
"Mirko-san. Ryukyu-san." She addressed them kindly. "Forgive me for pointing this out but…" Under her helmet, her eyes narrowed menacingly. "I believe we've been down this road before."
The two heroines in question both remembered their respective times dealing with Tracer, neither of them being successful at beating her. This thought seemed to only infuriate Mirko even further while Ryukyu became more concerned and nervous, especially when wondering about their chances of fighting and winning against two Kamen Riders.
Two S-Rank threats…
However…
"Drive." Tracer spoke, not turning her head to glance at him. "Go ahead."
[Have faith in her abilities. She has grown so much ever since she obtained the Mach Driver.] Belt-san reminds his operator, sporting a supporting emoji on the Drive Driver's display.
The older vigilante nods in acceptance at these words.
"Alright. Be careful," The black warrior softly said back to her as he took off, quickly passing through the two Pro Heroines.
"Wait!" Ryukyu cries as she transforms into her dragon form, trying to stop the dark speedster with her massive body.
"Safety Protect!"
Tracer lifts her hand up, summoning a light blue-colored energy ballistic shield between Ryukyu and the fleeing Dark Drive, separating the two of them. And as soon as one appears, six more of the tactical shields appear next to the first one, completely separating the three females there, in the museum's hall, from everyone else.
Ryukyu also turned to face the cop-themed Rider with a frown of her own.
"Drive is your best shot at capturing Lupin tonight." The vigilante warns the heroines. "I think that's pretty clear by now, right?"
"And you should know you can't expect us to stand still either with our arms crossed, letting you all act freely as you want here." Ryuko counters, looking disapprovingly at Tracer.
"I don't really want to fight either of you." The Kamen Rider tells the heroines. "Is there any way we can settle this peacefully?"
"Then how about you let us throw you into jail?" Rumi challenges her, the tanned woman cracking her knuckles and now grinning at the vigilante.
"Yeah, not happening. I'm sorry, but the situation is more complicated than you think."
"What is your purpose? Why do you want Lupin? Is it really just to stop him? What exactly is the connection between you Kamen Riders and the villains that can cause [Slowdown]?" Ryukyu questions Tracer now.
"You know I can't answer that. If I tell you everything, you will put not only your life in danger, but your loved ones as well, Ryukyu-san." The Rider warns the Dragoon Hero in a dangerous tone, making a chill go down her spine.
"What do you mean?" Ryuko presses, slightly afraid of what she might uncover now.
"..."
The female dragon is only met with silence, which now enrages the blonde.
"Answer me!" Ryukyu demands, showing her fangs at the Rider.
"Well, I guess we have to beat the truth out of you, huh?" Mirko comments, ready to fight the vigilante once again.
"You don't have a chance against me." Tracer states back to them.
Not as an arrogant thought, but rather, as an actual statement.
"If I was a villain, I would have already used [Slowdown] and immediately defeated the two of you." She warns the heroines, making them tense at the implication.
Mirko narrowed her eyes at this.
"Why haven't you done that then?" The bunny asks. "Are we not good enough for you to take us seriously? Should we be grateful for that?"
"I know how frightening [Slowdown] can be for anyone. If possible, I don't want to rely on this power all the time." The vigilante explains. "I also don't want to let innocent people get caught into any [Slowdown] I could cast."
This answer simply earns a scoff from Mirko, who actually feels offended by Tracer's answer.
"So I guess we must be thankful you are holding yourself back, huh?" The Rabbit Heroine sarcastically asks back. "Screw you!"
"That's not my intention, Mirko-san!" Tracer defends herself. "Please, I don't want to fight you or Ryukyu-san!"
"Too late for that!" The bunny cries, preparing to attack the Rider. "You think I'm not a threat enough for you to take seriously!? I'm gonna make you think otherwise!"
"Wait, Mirko!" Ryuko tries to call the tanned woman back, but her words fall deaf upon her comrade's large ears.
In response, Tracer quickly summons her Pat Megabo and the Zenrin Shooter into her hands, dual wielding them as she prepares to fight back.
With Kamen Rider Dark Drive…
"Alright, let's see what we got here…"
The black car-themed vigilante finally reaches the Grand Museum's reception hall, hoping to catch up with Lupin, Endeavor and the rest of the Pro Heroes that went ahead of him.
Except a different sight was greeting him…
Rather than getting to see the thief Kamen Rider trying to escape the Pro Heroes, Dark Drive was looking at the sight of some Pro Heroes fighting against Nomus and what appeared to be new Villains that weren't supposed to be there.
'What the heck is happening here?' Dark Drive wondered, trying to make sense of the current situation.
Seeing that the villains were fighting alongside the Nomus made the vigilante wonder if they were members of the League of Villains.
If so, does that mean Shinji's speculation about them being interested in a certain Phantom Thief was indeed true?
And speaking of it, Lupin, Mr. Compress and the Spider Roidmude Berserk Body the thief Rider summoned were nowhere in sight.
[Yuuki! Watch out!] Belt-san suddenly warns his user.
Just in time, the car-themed Rider ducks at the last second as he avoids a deadly laser blast that was fired from one of the Nomus.
*Boom!*
"Whoa! That was close!" The vigilante comments, looking at the now missing wall behind him, and actually sounding more amused than frightened at the prospect of almost being disintegrated.
[Focus!] The sentient Drive Driver quickly reminds the operator.
"Right!" The masked fighter quickly shifts into a serious stance, summoning his Blade Gunner.
Dark Drive first taps into his current Shift Car's power, using it to charge his weapon.
[Next!]
"Strike Raid!" The Rider calls as he hurls a spinning Blade Gunner at the Nomu that tried to kill him, instantly killing the monsters instead as the technique was faster than the abomination could react in time, hitting it in the exposed brain and quickly blowing the Nomu's head upon contact.
*Thud!*
As the now headless monster's large body dropped on the ground with a loud thud, everyone else stopped fighting in time to see the Blade Gunner returning to Dark Drive's hand as a boomerang of sorts. Some of the Pro Heroes there seemed to be puking out at the gore he just caused while others felt dizzy and were on the verge of passing out.
"Ah! It's Dark Drive!?"
"But what is he doing here!?"
"Crap! What are we gonna do now!?"
As the pro heroes and villains seemed to be panicking at his sudden arrival, the masked vigilante could only sigh and roll his eyes.
No time to deal with these guys.
But before he could do anything, a villain steps forward and decides to face him, having the guts to do so.
"So you're the vigilante everyone's talking about, huh!? I'm gonna enjoy crushing you!"
He is a large, bulky, and extremely muscular man set wide with short, spiky, and sandy blond hair with small black eyes. He has a large scar going across the left side of his face, his left eye replaced with a prosthetic one, and he has another, smaller scar on the right side of his forehead. His attire consists of a red tank top, a dark jacket that hangs around his waist, dark green pants, and black knee-high boots.
This is Imasuji Gōto, also known as Muscular. A dangerous A-Rank Villain already known for having killed several Pro Heroes in the past.
'If I remember what the reports said, his Quirk is…' The Rider trailed off as Muscular grinned arrogantly at him.
Imasuji immediately activates his Quirk, [Pump Up], it allows him to greatly amplify and manipulate his own muscle layers, reaching a point where they can't be contained by his skin. These enhanced muscles exponentially increase all of Goto's physical abilities to an immense level, roughly on par with powerful Quirks such as [One For All].
He has also been shown to use his Quirk for defense by covering his whole body in an armor of augmented muscle fibers, protecting him from blunt force and powerful vibrations. Goto can cover his body with more than 12,000 layers of muscle.
*Smack!* *Crash!*
Muscular tries to hit Dark Drive, but the vigilante avoids the deadly blow in the last instant as the Villain leaves a large crater at where the Rider previously stood.
"Don't disappoint me like the rest of the trash here did!" Goto cries, a sadistic expression on his face.
He has been having fun ever since he came to this museum. While he initially thought things would get boring once the League of Villains found Kamen Rider Lupin, Muscular was glad to be proven otherwise.
Why, he already killed several of those trash heroes here tonight! It was so fun!
'I will have to use 'that' to take this guy down!' The black vigilante thinks, focusing as he snaps his finger to call for a specific Shift Car to help him.
*Beep!* *Beep!*
It was the Shift Ridoron, the Shift Car made after Kamen Rider Black RX's personal vehicle. The Legend Rider device first hits Muscular in the face, making him recoil back in pain, before landing into Dark Drive's hand.
"Argh! What the fuck was that!?" The villain cries, scowling at his opponent. "Was it one of your freaking toy cars!?"
The vigilante simply ignores him and quickly taps into this Legend Rider's power, inserting Shift Ridoron into the Shift Brace and activating it.
[Tire Koukan!] Belt-san announces as the Drive Driver's display now shows RX's symbol.
[Ridoron!]
*Vroom!*
The Shift Tire of the Heavy Equipment Machine Ridoron quickly comes into view, attaching itself to the Kamen Rider's torso. The wheel looked exactly like the ones used by Black RX's personal Rider Machine, but with the addition of the words Ridoron RX(the letters styled after said Kamen Rider's design) present on the Shift Tire's surface.
*Whoosh!*
The Rider doesn't waste any more time and quickly disappears from there, for a brief instant, before immediately reappearing in front of Muscular.
*Smack!*
Dark Drive kicks him in the face, pushing the villain away from him.
"Urgh!" Goto grunts in pain, quickly recovering his momentum as he now glares at the masked warrior.
Hmm?
It is then that Muscular realizes that the kick he received has also injured his nose, making blood come out of it.
Rather than getting angry over this, Muscular simply grins back at the Kamen Rider.
"Finally… A worthy opponent!" He cries, raising his arm. "Our battle will be legendary!"
"..." Dark Drive only narrowed his eyes at the criminal, tapping into the power of Shift Ridoron once more. "I don't have time to play with you."
[Revolcane!]
*Flash!* *Blink!*
Belt-san suddenly calls forth as said weapon materializes in front of his user, now being held by the car-themed vigilante.

The Photon Sword Revolcane is Kamen Rider Black RX's sword that comes out from his Sunriser belt and it glows upon use, typically when executing the Revolcrash finishing attack, sending unlimited energy to the enemy.

[Hissatsu! Full Throttle! Ridoron!]
Belt-san announces as Dark Drive prepares to execute a special finisher, pointing the Revolcane at the villain before him.
"I will be done in an instant." The Kamen Rider coldly tells the villain, a blue energy aura covering him and Black RX's emblem appearing above him.
Muscular laughed at what he saw. He could suddenly feel some bloodlust coming from the black-masked fighter now. It seems he wasn't like those Pro Heroes that liked to use pretty words and fight in the name of justice or whatever other crap they would always come up with.
"Nice! This is the shit I'm looking for!" Goto laughed like a madman. "To think I can actually fight someone like you… You better not fucking disappoint me like the heroes, Drive!"
'You're not a Roidmude… But I can't let a brute like you keep roaming around freely either.' The vigilante thinks, a calculating gaze over his massive opponent.
"Come on! This time… Let's trade blows at full strength, Drive!" Muscular cried in demented joy.
"Revolcrash."
*Swift!* *Slash!*
It was over in an instant.
Faster than anyone's eyes could see, Dark Drive quickly cuts Muscular's torso with an upside-down vertical slash, using the Revolcane to do so.
Large amounts of blood were gushing out from Goto's wound, shocking him as he tried to process what just happened.
"W-What!?" A look of horror came over the blonde's face as his cocky smile disappeared.
Meanwhile, everyone else that was watching their so-called 'fight' gasped in disbelief.
"I told you… It was only an instant." Dark Drive calmly tells Goto, flickering the Revolcane around, as the large man's body dropped on the floor.
"N-No way…" Muscular manages to say weakly before passing out from the unexpected damage and blood loss.
*Thud!*
The loud cries were now coming from everyone else.
"Oh my god!"
"Did he kill Muscular!?"
"Get away from the Kamen Rider!"
Almost everybody was panicking, regardless if they were heroes or villains.
"..." But the Kamen Rider ignores them, focusing on Muscular's beaten form.
While it would be normally impossible to face a villain like Imasuji head-on and subdue him immediately, due to the natural defense his [Pump Up] Quirk provides, Imasuji Goto wasn't an invincible enemy.
If outside blunt forces such as physical blows and sword slashes would not work, then the secret to defeating Muscular lies in destroying him from the 'inside'.
First, the Rider imbues extra energy into the Revolcane he uses, boosting its slashing capacity. Next, Dark Drive lets the power flow out from a part of his body, in this case, the hand, and emits it over a short distance without a medium to carry it.
As the attack makes contact with Muscular's body, the Revolcane's Rider Slash has its unlimited energy flow into the target's body, destroying it from the inside out. Against opponents with armor and hard defenses, this technique wreaks tremendous internal damage into the likes of Muscular, allowing the Kamen Rider to land a blow on the villain's "substantial body" beneath his Quirk's natural protection.
Resuming his main task now that the psycho brute was unconscious, the black Kamen Rider continues his search for Lupin. Most of the remaining fighters there were already stepíng away from the masked vigilante, afraid of facing him now.
"Stop right there! You're not going anywhere, Dark Drive!"
Except for a new obstacle that now stands in his way.
Endeavor suddenly appears behind him, ready to hit the Rider with a deadly blow as an angry expression takes over Enji.
"Flashfire Fist: Jet Burn!"
Endeavor's signature technique, he raises his fire's temperature to its highest level and maximizes his power. By doing so, the Flame Hero can unleash devastating flame attacks or increase his speed dramatically.
The attack he uses against Dark Drive is one in which he shoots a blast of fire at his desired target. In this case, a Kamen Rider's exposed back.
*Boom!*
Unlike the previous instances, where Enji was showing restraint and trying to not destroy the Grand Museum's reception hall, the Flame Hero did not hesitate this time once he saw one of the figures that previously had the audacity to humiliate him back at Hosu City.
As a result, his Jet Burn not only hit Dark Drive but also blasted a hole through the wall standing behind the Kamen Rider, leaving a large amount of destruction and also hitting some nearby infrastructure on the other side.
'Did I get him?' The Flame Hero wonders, hoping to have burned the sneaky bastard into ashes.
But much to his dismay, the Rider was completely fine.
Without even turning around to face Endeavor, Dark Drive quickly summoned his Door-Ju and placed it on his back before activating the gun's shield function, which takes shape after the Tridoron's car door, and successfully blocking the older man's intense flames.
[The back of one's neck is any creature's greatest blind spot.] Belt-san comments. [Endeavor's attack was good, but the place he was aiming for wasn't.]
"Right, it's important to always prepare proper protection whenever we participate in a battle." The vigilante tells his partner.
Their talk only earned a scowl from the No. 2 Pro Hero.
"Dark Drive…!" He growled at the Kamen Rider.
"Endeavor." The vigilante calmly addresses him, finally turning around to face the blazing man. "I thought you were supposed to be a 'hero', someone that isn't supposed to kill. And yet, were you really trying to just kill me right now with that last attack of yours?"
"Don't talk to me like you know any better, vigilante!" Enji barked at him before gesturing to the ones the Rider just defeated. "You're still a criminal at the end of the day!"
Dark Drive tilted his head at this.
"I see. But is that really the reason you want to destroy me?"
"What?" Endeavor looks confused at him.
"I'm your best chance at getting Lupin. But rather than letting me go after the Phantom Thief, you want to first take me down here and now. Are you sure your priorities are in check?"
"Why you…!" A vein pops up on the hero's forehead.
"Why do you want to fight against me? Is it really because of a sense of duty?" The vigilante questions before his voice's tone becomes cold. "Or perhaps you have a grudge against me?"
"..." Now silent, Enji only glares back at the Rider.
If looks could kill, Dark Drive would have become ashes by now.
"If that's about the credit and fame for arresting Lupin, then you can have all of it." The masked vigilante says, shocking the Flame Hero. "It's not like I care about glory or anything of the sort."
But this has the exact opposite effect of appeasing the veteran Pro Hero.
Instead…
"I see… Do you like it?" Endeavor questions him, his flames intensifying. "Do you like it so much to tread on the things we hold sacred!? To disgrace the good name of us heroes!? I'll show you what happens when you insult our pride and honor!"
*Zoom!*
But before Enji could make his move, Dark Drive reappears in front of him, now aiming the Revolcane's tip at his throat.
'W-What!?' The Flame Hero looks dumbstruck, unable to process what just happened as he sweats nervously at the weapon a few inches away from him. 'I couldn't even see him getting close to me!'
"Our pride and honor, you say?" The vigilante mocks, narrowing his eyes at the Flame Hero underneath his cyan-colored visor "I don't want to hear shit like that from someone like you. An asshole who is willing to step on his own family's hearts just to become #1."
"What!?" Enji gasped, disbelief coming over his face at what he just heard. "How!? How do you know that!?"
The mysterious vigilante then steps away from the No. 2 Hero, making some distance between them.
Endeavor could tell that the other man still wasn't taking him seriously, deciding to 'spare' and go easy on him from out of the goodness of his heart. This small act of mercy felt like adding further salt to his already wounded pride.
And the Kamen Rider still doesn't elaborate any further about how he knows about the No. 2's darkest secret, now simply pointing the Revolcane at him.
"You are just a delusional fool that thinks your son's powerful Quirk is the answer to the dream you couldn't achieve on your own." Dark Drive lectures the Flame Hero, making the older man grit his teeth in anger. "But I'll prove you wrong. I'll shatter that illusion of yours!"
*Beep!* *Beep!*
Suddenly another new Shift Car comes to the black Rider's aid.
It was Shift Trinity(The name I came up with for the toy-exclusive Shift Speed Wild Technique Shift Car).
"To teach a lesson to self-conceited people like you! That's why I also got… This power!"
[Drive! Type Speed Wild Technique!]
The Closing Screen of this chapter shows Shift Speed Wild Technic(Shift Trinity), Shift Ridoron, Signal Tracer and a Bat Neo Viral Core, side by side, with the logo of Kamen Rider Dark Drive behind them.

Alright, one last chapter before this year ends!
Before we continue with the main story, I will make a small arc featuring the return of Kaito/Lupin and several others, like Atsuhiro/Mr. Compress, Danjuro/Gentle Criminal and Manami/La Brava.
The brief 'fight' between Yuuki/Dark Drive and Muscular was inspired by a moment of Bleach, in which protagonist Kurosaki Ichigo faces the Arrancar Dordoni Alessandro Del Socaccio. Just like in said anime, the 'duel' was quickly over the moment Dark Drive gets serious and instantly defeats Imasuji Goto with a single slash of the Revolcane.
The Fairy Lip is inspired by an item of the same name that originally comes from Detective Conan. Phantom Thief Kaito Kid wants to steal the jewel during the events of the 983rd and 984th episodes of said anime.

With the start of this new mini-arc featuring the return of Kaito/Lupin and many others, I will next focus on the events of the first anime movie after I'm done with the Fairy Lip Heist arc.

Of course, the Steinbelt Manor will be heavily fortified so that the Roidmudes will have a hard time trying to raid Krim's new home.
I have no idea what I plan to do yet with the idea of getting other countries' Pro Heroes to want to come to Japan to deal with the Roidmudes themselves. However, I will at least probably come up with a situation in which everyone in the world will want Krim/Belt-san's Rider System once the truth behind it gets revealed to the whole world. And foreign politicians will probably not take his refusal to share his technology so kindly.

Lycrow: I'm actually going with the idea that it doesn't matter what type of Neo Viral Core a person chooses to fuse with a Roidmude. Regardless of the type, they will retain the same abilities. So if Yuuki fused with either Shinra(Spider 025) or Kanade(Cobra 031), the results would've been the same.
gpierce885: I know and agree with you, but this won't be happening. It still feels more satisfying for me to see Katsuki actually mature and grow up rather than being expelled from U.A. and risking becoming a Villain in the future. To see him realize his mistakes and regret his misdeeds is equally important in my opinion. I already have a moment prepared in a future arc in which he plans to later apologize to Izuku, Yuriko and Yuuki for his idiocy.

But I won't say anything yet in response to the possible scenario you proposed because it will still take some time until Star and Stripe eventually appear in this story to fight against the Roidmudes. Maybe she will end up fighting Terminus or maybe someone else that could prove to be even worse for her to deal with.

Yes, Detnerat will probably become a rival company of sorts for Steinbelt Corporation since they will try to get their hands on the Rider System technology and try to replicate later it for their own uses.
