When Miles Dredd attempted to use his siphon to harness the T.U.R.B.O. energy for his own purposes, he did not expect his own siphon to become embedded into his body permanently. And he certainly didn't expect to be taking Jim's oldest son, Silas with him when he escaped N-Tek after the explosion. The few reasons as to why Dredd decided to even take the child with him in the first place was because firstly, Silas like himself, was injured by the previously mentioned explosion but like Dredd, the two year old boy ended up barely recognizable with most of his body burned at both the physical and molecular level, but his body also unnaturally absorbed the chaotic combination of not only the energy from Dredd's T.U.R.B.O siphon, and the T.U.R.B.O Star's unstable energy output caused by the same siphon.

As for the second reason Dredd made this unprecedented decision is that from when he first met the boy just a few weeks before the experiment was to be conducted, he saw much of himself in Silas almost in a kinship sort of way. So when both he and Silas arrived at THI, he immediately placed the young child in an experimental suspended animation life support tank that he had his right hand, Jason Naught develop years ago in case of any situation where such contengencies were needed. The tank was designed for critical life support, and to allow the human body to maintain its normal physical and mental development, all while remaining completely conscious, but due to the condition Silas's body was in the physical and molecular scars would remain.

"Don't worry dear boy," Dredd would say as he placed the young Silas in the previously mentioned life support tank, " one way or another, I will reconstitute you. And when you are, together we will have our vengeance."

And with this promise of revenge declared, the creation of TS-13 will begin its sixteen year development.
