A/N: I do not accept any art commissions and/or comics for this fanfic. This chapter is just Pre-Avatar Arc. Basically, it's just Jura and Siegrain rebuilding the Magic Council and Jellal asking for Siegrain's help with the Avatar cult and them meeting with Erza and Gray.

CHAPTER FORTY-ONE: REBUILDING THE COUNCIL
Siegrain had finally arrived at the Lamia Scale guild, entering the building and getting Lyon's attention. "Siegrain-san, what can we do for you?" He questioned as him and Yuka walked over to him.
"Is Jura-san around by any chance?" Siegrain asked.
"I'll go get him." Yuka replied, making Siegrain nod gratefully at him.
Soon enough, Yuka returned with Jura. "Siegrain-dono, what do you need?" Jura questioned.
"I need your help with rebuilding the Magic Council." Siegrain responded. "The order in the Magic world is unbalanced with the Council assassinated. We need to quickly rebuild it before any Dark Mages get any ideas."
"Indeed. Do you have any ideas on how to rebuild it?"
"I was actually thinking having the Ten Wizard Saints be in charge this time." Siegrain replied, shocking Jura, Lyon, and Yuka. "I know it's asking a lot, Jura-san, considering you'll have to leave Lamia Scale, but-"
"If it's for the sake of the Magic world, I'll do it." Jura interrupted. "But Siegrain-dono, are you sure? You've been through a lot these past few weeks. Perhaps it's time for you to retire."
Siegrain scowls. "I'm only 26, Jura-san. Don't put me at the retirement stage yet. If I work for the Council until I die, then so be it." He claimed, making Jura frown.
Siegrain found himself in front of the Quatro Cerberus guild hall. Both Jura and Siegrain agreed to split up to gather the rest of the Wizard Saints. Jura had the Four Gods of Ishgar handled while Siegrain gathered the rest.
"Well, well, well! If it ain't Siegrain! To what do we owe the pleasure?" Bacchus questioned while hiccuping.
"I'm looking for Doronach." Siegrain answered.
"I heard my name."
Siegrain looked over, seeing the Guild Ace of Quatro Cerberus had joined him and Bacchus. "It's been a while, Siegrain-san. You're not the type to just drop in on a casual visit. You need something." Doronach stated.
"Jura-san and I are rebuilding the Council with the Ten Wizard Saints." Siegrain explained.
"Well, if you're rebuilding with the Wizard Saints, then I haven't got a choice." Doronach said.
"H-Hold on, Doronach-san! That means you'll have to leave Quatro Cerberus!" Rocker exclaimed.
"I'm sure Old Man Goldmine will understand." Doronach told him.
After speaking with Master Goldmine, Doronach rejoined Siegrain.
"Who's next?" Doronach asked.
"Tamdhu." Siegrain replied as him and Doronach left the Quatro Cerberus guild.
Soon enough, all of the Wizard Saints were gathered as they looked at the ruined Magic Council building.
"It seems Tartaros really put a number on this place." Furena commented with her arms crossed.
"Nothing a bit of rebuilding can fix." Siegrain claimed.
"Sir Siegrain is correct." Tamdhu agreed.
They soon heard footsteps behind them, making them turn to see Jura walking forward with Draculos, Wolfheim, and Warrod Sequen behind him.
Furena noticed someone was missing. "Where's God Serena?" She asked.
"We do not know. We couldn't find him." Draculos replied.
"Makarov?" Siegrain questioned, mostly looking at Jura.
"He's disappeared as well. Seemingly right after he disbanded Fairy Tail." Jura responded.
"Guess it can't be helped. We'll have to run the Council without God Serena and Makarov." Siegrain said as Jura nodded in agreement.
Siegrain's communication lacrima soon went off, making him walk away from his fellow Wizard Saints.
"Jellal? What can I do for you?" Siegrain asked as his twin brother appeared on the lacrima.
"You got a few minutes, Sieg? It's pretty urgent." Jellal replied.
"I could spare a few."
"Good. Meet me at our usual meeting place."
"I'll be there." Siegrain told him as the communication was soon cut off.
Siegrain sighed. Whenever Jellal asked for his help and it was urgent, it usually involved Zeref.
Siegrain eventually made it to the meeting place, but was shocked upon seeing Erza and Gray were with Crime Sorciere.
"This must be serious if you even asked Sister for help." Siegrain claimed, getting their attention.
"Unfortunately." Jellal said. "There's a Black Magic-cult that worships Zeref as their God and are proclaiming itself as a successor to the Balam Alliance. Calls themselves Avatar."
"I figured it was about Zeref." Siegrain stated. "But talk about bad timing. The Council is just now rebuilding."
"Think that's why they're making their move?" Gray questioned.
"Possibly. This is the first I've heard of this." Siegrain answered, looking at Jellal. "What did you call for?"
"I need you to infiltrate Avatar." Jellal informed.
Siegrain groaned. "Another undercover mission, Jellal?" He asked.
"You won't be alone. Gray will be undercover with you." Jellal replied, making Gray nod at Jellal's words.
"Well, if we're going to infiltrate, we're going to need a cover story otherwise they won't let us in." Siegrain pointed out.
"I already got mine. I'm using the Book of END as a cover story. It'll actually be true, but they wouldn't need to know that." Gray claimed.
Siegrain hummed. "I think I got one as well. Tower of Heaven." He said, shocking Jellal and Erza.
"Siegrain, are you sure?" Erza questioned.
"I hate to use my trauma as a cover story, but think about it. That was also a Zeref-related cult." Siegrain responded.
"You sure you could act evil?" Jellal teased.
"I'm related to you, aren't I?" Siegrain countered as Jellal rolls his eyes in a playful manner. "I'm a pretty good actor if I do say so myself. Though I would have to hide my identity and come up with an alias. I'm quite certain they most likely have a list of members that were on the Council."
"That would ease my nerves of sending you in there." Jellal agreed.
Siegrain sighed. "So, when do we start?" He asked.
A/N: And the Avatar Arc begins!
Siegrain will have a robotic arm in the time-skip. He had it made before him and Gray left for Avatar, figured I should let you guys know that now. If you guys have any ideas on what Siegrain's alias should be, let me know. I want the name to mean 'Heaven' as it'll be connected to his Magic but also sound cult-y if that makes sense? He'll also be in contact with Levy, Gajeel, and Lily as well as the Council knows where he is.
Because of Siegrain's secretiveness, Jerome would be more suspicious of him. He'll be suspicious of Gray like in canon, but more with Siegrain.
Also I might have Siegrain fight Natsu instead of Gray. Just because I think it'll be interesting and plus his Magic will give Natsu, Lucy, and Happy recognition on who it is.
