Plan B

Prompt 1 for SM Villains Week "Rivalry/Friendship". Scene is from a future act in Chaos Theory that hasn't been fully outlined yet. This scene will take place toward the end of the current arc.
Tokyo. A city with the densest population throughout the galaxy; today it continues to live up to that title. Two women in sailor fukus of almost the same height walk side by side. Their appearance draws little attention as everyone rushes to their own destination.
The black haired woman shakes her head in disgust. This is a waste of their time. They know the Guardian is close by but they have to be careful how they draw her attention. A direct attack would put them in an adversary role. Today they need to be messengers not opponents. She smirks trying to bide her time for when they can attack the Guardian. But her new Queen is counting on her and she doesn't dare disobey her orders. She wants what was promised to her.
The navy blue haired woman next to her looks around at the tall buildings. "I can't wait to see all of this gone. Such a waste of resources spent on inferior beings." She flicks a few strands of hair to the side, her finger brushing against her gray sailor collar. She sighs out of the boredom. "The sooner we find the Guardian we can leave." She hates assignments like this. While it is needed, it is lacking action.
"I wish She could come here herself but She can't risk being recognized," the black haired woman kicks a pebble further down the road with her yellow ankle boot. Her tight corset matches her boot. A yellow sailor collar covers her otherwise bare shoulders. A few red jewels are scattered across her corset. She wears no gloves or bracelets around her wrists. She wears a red ruby ring on her left ring finger and red stoned tiara. She would rather continue her covert mission inside the Scarlet Palace. She can only be gone for so long before she will need to take a portal back to that galaxy using the Queen's magic. She tries to suppress a laugh they still haven't figured out she's learned to hide the brightness of her star with a pendant provided by the Queen.
The navy blue haired woman's sailor fuku blends in more with the senshi of this planet. Her bodice is black and she has a light gray skirt to match her collar. She hides the Z scar on her forehead of where her tiara used to be underneath her long bangs. She wears a thin gold bracelet on her right hand with a sapphire. "Why did She send both of us for such a task?"
"Because She knows we won't let her down. The other senshi have their own responsibilities," The black haired senshi responds. "I wonder if the Guardian will even recognize me in my senshi form."
"You know the reason She sent you was to test the limits on her magic. It is all in preparation for when the senshi returns from the abyss," the blue haired senshi reminds her. "They will be too busy fighting her that won't pay attention to the Queen while she moves onto the next phase." She turns to her companion. "Theta, I think we should give it thirty minutes to find the Guardian. With a hair style like that she can't be that hard to find."
Sailor Theta smiles. Now Zeta is speaking her language. "Thirty minutes then," she nods at her companion in agreement. She already knows what Usagi looks like in her civilian form. "If we can't find Sailor Cosmos by then, we will use Plan B," Sailor Theta confirms. She grins a little; she wouldn't mind putting Plan B into action. Energy crackles through her finger tips. After all they can't keep the Queen waiting forever, the Queen that will return the galaxy to how it should be, how it's meant to be. Darkness. The light is going to be extinguished piece by piece as they will break Sailor Cosmos apart. They've waited years for this and will enjoy every moment of it.
The thirty minutes pass quickly and they are not any closer to finding the Guardian. "The Queen should be ready at the Galaxy Cauldron." Sailor Zeta turns to Theta. "Plan B?"
Theta eagerly agrees; they wasted enough time. "Plan B." She gathers energy between her finger tips and discharges it directly into the air above her. That should get Sailor Cosmos' attention within minutes.
Scene will be re-edited a bit when it's time for it to appear in a later arc.
