Chapter 1: Quorum Call

A quorum is the minimum number of members within a legislature that is required for the business of that body to be officially conducted. In Robert's Rules of Order, the definitive guide for parliamentary procedure based on the US Congress, it says "requirement for a quorum is protection against totally unrepresentative action in the name of the body by an unduly small number of persons."

"Rio!" a voice called, "RIO!" it said louder.

The voice's owner, a black and white tuxedo cat, none more pompous than Morgana himself grumbled. He hopped down from the windowsill onto the mattress. He looked at his owner and dear friend, Rio Amamiya. A girl in her late teens had frizzy, thick black hair which reached all the way to the middle of her back. She used to wear fake glasses, which she had ditched months ago. Her facial features were nothing to scoff at and even in her sleep, her lips formed a smirk both dubious and cheerful.

Morgana crept along and got to her face. He raised his paw and brought it down. The light battering on her nose made Rio jolt up, her sharp grey eyes exasperated.

"What the hell dude!" she called out to the cat, who had retreated to his windowsill.

"You're going to be late if you don't get in the shower." Morgana said flatly.

"Right." Rio said, she checked her phone and saw that she only had an hour to get to school, "Probably gonna skip breakfast today." she said drearily.

"I'll stow a protein bar in your bag, now hop to it!" Morgana said.

She hauled herself to the floor and got ready for the day. She didn't take long to get onto the subway where she managed to find an open seat. The heat from the July sun wasn't helping her relax though, the underground tunnels being more like a kiln than public transit. She turned the pages of her book, a novel called Run by Douglas Winter.

Such was Rio's morning, she barely made it on time to Shujin, crashing into her desk behind her good friend Ann Takamaki. Their homeroom teacher was the same as last year, Sadayo Kawakami, who had moved up to the third year along with her students. In fact, the class was largely the same except for the addition of Ryuji Sakamato, who sat parallel to Ann. There were two empty desks near the back of the room too, one beside Rio and one behind. She wondered if they'd ever be filled

"Cutting it close Rio." Ann muttered.

"Still here though." she replied.87

"Always one to rush, Amamiya." Ryuji chided.

"Shove it Sakamato." Rio replied pleasantly, jerking a thumb into the air between them.

It looked like he'd reply but Ms. Kawakami came in. She sat her books and materials on the podium before getting to the day's lecture.

"As you all know this is the last day before the summer break." Ms. Kawakami said, her voice barren of enthusiasm as she read from a small pre-written note, "Given last year's events the administration would like to urge all of you to be discreet and productive during your vacation. The school's reputation is still repairing itself and relies on the student body to maintain our course." she concluded.

"Yeah, right." Rio muttered.

"The school also wishes to reveal the destination for the school trip, which will take place from September seventh through the eleventh. The first and second years will be visiting Bangkok, Thailand. Third year students are expected to help chaperone, and I have already made selections for those positions. I will contact my choices after class." Ms. Kawakami said.

Rio hummed with curiosity. The teacher had glanced over at her when she talked about the chaperones.

"Now, since today is the last day of the semester, I think it would be prudent to review what we've already done as next semester's materials will build on the last exam…" Ms. Kawakami began.

Rio's mind started to wander, and she got the signal from Kawakami that it was okay to slack off for the day. She set up her textbook on the desk and dug around in her bag some more. She found the policy brief she was looking for.

Written by the staff of Dietman Tora's office, Rio was asked to proofread the brief before it was distributed to the press. Since his re-election to the Diet, Tora had offered a part time job to Rio as a staff member, or a Legislative Fellow as the title claimed. Her responsibilities included writing memos, doing background research, and other small tasks for the main staff. The pay wasn't great, but Rio saw immense value in the experience. She didn't need the money anyway, her bank account had about ten million yen saved up from the Phantom Thief days. And that was after transferring enough money into a savings account for college.

Around lunchtime she had gotten most of her proofreading done and joined her friends.

"Are Futaba and Sumire not here?" Ann asked. Herself, Ryuji, Rio, and Morgana sat in the alcove in the courtyard.

"They said they'd catch up with us later." Rio said, "Futaba texted me earlier saying that anyway."

"Their loss, that just means we can scheme for summer plans." Ryuji said devilishly.

"What do you mean 'scheme'?" Rio asked.

"Y'know, we can have our ideas take precedent." Ryuji said.

"But we do everything as a group." Ann chipped in, "So I think you can scheme but I'll listen to the others before I listen to you."

"That's just cold Ann." Ryuji said flatly, "What about you Rio?"

"I'm with Ann, the way you drooled over us at the beach last year makes me think you'll try and perv on us more." she replied.

"For real?!" Ryuji burst, "I don't know what you're talking about!"

Rio glanced at Ann and the two giggled to themselves as Ryuji squirmed.

"I'm just joking man." Rio said, "But yeah, maybe we should do something this summer. I'll be bogged down with Tora's office though."

"And studying for Tokyo U too!" Morgana said, "That goes for all of you!"

"I'm going overseas remember?" Ann said. Rio recalled Ann's plan to attend a fashion school in Milan after graduating high school, Istituto Marangoni she thought it was called.

"And I've already got in, no use in studying." Ryuji said. Ever since things with Dr. Maruki settled, he had made a name for himself in Shujin's baseball team, catching the eye of a Tokyo University recruiter, earning a full ride.

"You both need to study regardless." Morgana said, "Remember Makoto's warnings?"

"Ah yes, the third Detective Prince." Rio quipped. The others giggled. Makoto had taken a criminal justice major in Tokyo U and decided to shift her focus from being an officer to a detective. Earning her share of ribbing from the other Thieves.

As if she had a sixth sense, Makoto texted the group chat,

[Prez] Remember to keep up your grades guys, college isn't a walk in the park

"The timing is impeccable." Rio muttered as she went back to her lunch.

"She's ravenous." Ann said, "It's almost like she reverted back to Miss Student Council President."

"True," Ryuji said, "it's almost hard to believe Mishima took her place. He's so laid back."

Rio smirked. She was one of Mishima's main supporters. She had crafted his campaign strategy, coached him on public speaking, and he won by a decent margin. She probably would've joined the council too if not for her job.

[RyuRyu] You know what Queen? You are NOT my President

[Prez] You can't just hit balls in college, you actually have to pick a major and keep up your grades y'know.

[Inari] I think Ryuji knows quite a lot about hitting balls though

Rio and Ann laughed at the chat while Ryuji pouted.

"Futaba got you there." Ann said.

"So not cool." Ryuji said.

The three chatted some more until the bell rang. Before Rio entered the classroom, Ms. Kawakami pulled her aside in the hallway.

"Rio, I think you've figured it out but I'm recommending you, Takamaki-san, Sakamato-san, and Mishima-san to chaperone the Bangkok trip." Ms. Kawakami said.

"I got the message, thanks for tapping us." Rio said pleasantly. She's always one to take a vacation, even if a little work was involved.

"I'm glad to hear that." Ms. Kawakami said, "As is procedure, each class's student chaperones can choose a fifth by themselves, I don't need to know until summer break ends though so take your time picking. Mishima-san and the student council are also in charge of crafting an itinerary, so be sure to check in with him."

"Yes ma'am." Rio said, giving the teacher a small salute. "Will you be on the trip?"

"I will, yes." Ms. Kawakami.

"Gonna bust out that swimsuit again?" Rio asked innocently.

Ms. Kawakami blushed and shooed her student back into the classroom, a goofy smile on both their faces.

The rest of the day went by quickly and Rio waved goodbye to her friends before taking the train to Ikonashira Park, where she met Yusuke, letting Morgana roam around.

"What's up?" she asked, finding the artist trying to set up an easel in one of the lake boats.

"Oh, hello Rio." Yusuke said, looking up from his crouched position, "I'd like to share some news with you." He got up from the boat and faced her.

"Well, out with it." Rio said excitedly.

"I received a letter today from the Pratt Institute in America. One of their faculty is touring Japan and saw one of my pieces at an exhibit in Kosei. They've offered me an opportunity to attend their school with a generous financial aid package." he said.

"Oh my God that's amazing!" Rio exclaimed. She hugged the artist, who was a little stunned at the reaction, "I'm so happy to hear that!" she pulled back.

"Thank you." he said, "With this news, I need to build up my portfolio and I'd like your help today."

"Anything you need." Rio said.

"I'd like to practice my landscapes, and I think this is a beautiful day to capture the lake." he said, "Can you row the boat and keep it steady as I sketch the outline on my canvas?"

"Of course, you have it set up?" Rio asked.

"I believe it should suffice, let's cast off." Yusuke confirmed. The two pushed the boat down into the water and hopped in, Rio taking the oars as Yusuke got himself steadied at his canvas, a pencil and charcoal stick in his hands.

The two spent a pleasant few hours on the water, making idle conversation as Yusuke sketched, erased, and reworked his canvas. The blue and green of the sky and trees turned to a golden auburn as the sun set.

"I believe this should be sufficient." Yusuke said as Rio picked up the oars again.

"Will you remember the view? It's quite nice out." Rio asked while he took the canvas off the easel.

"I think it's a fruitless endeavor to try and remember the specific aesthetics. I'll simply recall the emotion of the evening and impress them into my work." Yusuke crooned.

"You really are quite dense sometimes you know." Rio teased.

"Forgive me, I just feel inspired is all." Yusuke said as they touched the shore again, "Thank you, this has been quite the productive afternoon."

"Of course." Rio said, "Now it's on me to find Morgana."

"Take care Rio, have a good night." Yusuke said. She waved back at him and wandered into the park.

It didn't take long to find the totally-not-a-cat. He was sitting on a bench with none other than Haru and Makoto. Rio called out and went over to her two older friends.

"Morgana said you were around here somewhere." Haru said, the cat perched on her lap.

"Something about taking Yusuke out on the lake?" Makoto pondered, "One might wander what you two got up to out there."

"Ha!" Rio burst, "You're the last one I'd expect to make a jab at me."

"I'm just saying, we all know not just any man can take on the Amamiya Challenge." Makoto replied coolly.

Rio sighed at that. In place of rumors of her being a violent fugitive from last year, Shujin had moved on to her love life. Despite advances made by Ryuji, Mishima, Yusuke, and many more she hadn't felt attracted to them at all. In fact, she hadn't felt romantically attracted to any boy as far as she could recall. It kept her up some nights, not knowing what to make of it, but now wasn't the time to dwell.

"Say, why don't we go out and get dinner somewhere?" Haru said.

"I'm free tonight, how about you?" Makoto asked Rio.

"Sure, how about we hit Ogikubo and get some ramen?" Rio replied.

"That sounds like a lovely idea." Haru said.

The four of them went off to the restaurant, chatting about the classes each of them was taking. Rio eventually found herself sitting at the counter, menu in hand. The owner knew her as a regular.

"I'll have the Sapporo Bowl, extra bean sprouts and tonkatsu please." Rio said. The item wasn't on the menu, but she knew it was one of the chef's specialties.

"Shoyu Bowl please." Makoto ordered.

"Miso Udon please." Haru said.

Morgana just grumbled from inside the bag, at least he'd be getting some pork.

While they were waiting, Rio wanted to strike up conversation, "So, Makoto." she began, "If you're gonna dig into mine, how's your love life going?"

Makoto went a little pink at the question, "I have nothing to report."

"Oh, but plenty of nice guys have asked you out already Mako-chan." Haru said pleasantly.

"You telling me the Nijima Challenge has started?" Rio asked, her fists pounding lightly on the counter.

"You're no better about it Haru." Makoto grumbled, "You're like the only girl in the botany program and you're still single."

"There's still plenty of other girls in my business classes though." Haru deflected. Rio recalled that she was a dual major in botany and business administration, a killer combo given she was still operating Okumura Foods as CEO.

"Whatever, I doubt either of us will be bringing any boys back to the dorm." Makoto said.

"So, you're a 'sneak out the morning after' kinda girl huh?" Rio teased.

"Shove it Amamiya." Makoto said. Haru and Rio laughed at their friend as the chef served their bowls.

Rio dove into the meal quickly, her lunch being a long-faded memory by that point. The corn and butter mixed in with the salty broth was heavenly. She knew that she'd have to work it off later but that didn't concern her now.

As the three's appetites lessened, Makoto looked around the place.

"Doesn't it seem a little empty in here?" she said.

Rio looked around too, "Yeah, it's like we're the only ones here." Besides the three of them, Rio only saw one other customer. A lanky younger man with wavy blue hair that draped over his eyes. Something felt off, but almost familiar, about him.

The three finished their ramen and split for the night. Rio walked back to the station and transferred at Shibuya.

When she got there, Morgana poked his head out, "Hey, don't you have a DVD to return?" his voice was drowsy, to say the least ever since io had snuck him some pork at the ramen shop.

Rio hummed in agreement and went across to Central Street to the rental place. She returned her copy of Rush and stood at the shelves pondering what movie to get next. She heard some other customers enter and was startled when one of them tapped her on the shoulder.

"Oh, I'm sorry Senpai!" Sumire Yoshizawa said, she was there with Futaba, both looked well and truly exhausted.

"All good Sumire." Rio said as she adjusted her skirt, "What have you two been up to?"

"I was training at the gym with Futaba." Sumire said.

"You actually got her to train with you!" Rio exclaimed.

"I'm standing right here you know." Futaba said, her voice muted from exhaustion.

"She's actually quite limber when she wants to be." Sumire said, "I'm just sad I can't go all out with you just yet."

"Yeah yeah, Olympics or whatever." Futaba muttered.

Sumire had told Rio previously she was shooting for a spot on the Japanese Olympic team next year, her training was already incredibly intense.

"Well, I'm sure it's just a matter of time." Rio said, reassuring Futaba, "So, what brings you here?"

"We were leaving the gym and saw you come in, figured we should say hi since we missed you at school." Sumire said.

"Well, help me pick a movie then." Rio said as they started wandering though the aisles.

"Which one were you watching before?" Futaba asked.

"Movie was called Rush. It was about some Formula One drivers in the seventies." Rio said.

"Oh, I bet that was action-packed." Sumire said.

"Yeah, the driving scenes were really cool, I might even start following the current season at this rate." Rio said.

"Here's one!" Futaba said, holding up a box for a movie called Ford v Ferrari, "Looks like another racing movie."

Rio grabbed the box and looked it over, "Yeah, I think I'll go with this." she said

Rio checked out the movie with her rental membership and the three went towards the train station.

"Well Sumire, it was nice meeting up with you. Have a good night." Rio said.

"You too senpai, and don't forget to stretch before going to bed Futaba!" Sumire reminded the other girl.

"Yeah, yeah I'll do it." Futaba grumbled as they separated.

Futaba was relatively quiet on the train ride home, which was fine by Rio. They said their goodbyes when they reached Leblanc. Sojiro had closed early, and Morgana was in a food coma. So, Rio was basically alone.

She got ready for bed and was about to go lights-out when her phone went off. Her boss, Tora's Chief of Staff, Hidetoshi Odagiri.

[H. Odagiri] Could you join me for lunch tomorrow? A lobbyist from the Kirijo Group is in town and asked for a meeting. He's an old friend from high school and I think this could be a good learning experience for you.

[R. Amamiya] Of course, thanks for the invite. Where should I meet you

[H. Odagiri] Meet me at Shibuya around 11:30, where Tora used to do those late-night speeches. We'll be treated by my friend to L'Osier.

[R. Amamiya] Fancy!

[H. Odagiri] Indeed, I've only been there once. The food is excellent, and their wine selection is quite good too.

[R. Amamiya] It's sad I won't be able to try, but I bet they have a good juice pairing too

[H. Odagiri] I bet they do, so get a good night's sleep and dress sharp for tomorrow. This guy is someone you want to impress.

Rio left a thumbs up on the message and laid back on her bed. Morgana was already fast asleep on the windowsill. She fell asleep dreaming about the outfit she'd pick out for tomorrow. There hadn't been an excuse to dress up beyond business casual in a while, so she'd take this opportunity by the horns.


Instead of warm dreams of stitches and seams, Rio was treated to an all too familiar feeling. A blue glow, a dreamless vibe, the weight of her Thief attire, the Velvet Room. But instead of the prison she was used to, Rio found herself sitting in a well-appointed office. She was sitting away from the main desk on a small couch.

Igor was behind the desk. A few people were in front of him either standing at the ready or sitting attentively.

A tall woman with short-cropped blonde hair was speaking, "-Erebus isn't due to come back soon. But it's been reappearing more frequently now." her tone was very formal, her intonation allowing every word to pass.

"Very well, please keep monitoring the Seal." Igor said, "We cannot allow this development to disrupt it."

The woman nodded and turned. She gave a pleasant smile to Rio before exiting the room through the office's door. Next were two more figures. One was dressed in an elegant evening gown, her hair was stacked up in two spikes. Next to her was a man wearing a blindfold.

"The sound out there is a little off." the man said.

"Things are changing fast." Igor said, "I need both of you to continue investigating the disturbance, I expect you to report back soon."

The two nodded and left the Room, not acknowledging Rio at all.

The room was silent after that, Igor was writing something on his desk while another attendant waited patiently beside him. They had an androgynous look about them, with pixie-cut blonde hair accentuating their style. Rio guessed they might be around her age.

Igor looked up to Rio after a time, "Apologies for the wait Trickster. Welcome back to the Velvet Room." he said.

Rio stood up and reseated herself in a chair in front of his desk.

"Before we begin, I would like to introduce Alex, my new assistant." Igor said, gesturing to the person beside him.

"Nice to meet ya Trickster." Alex said. Their voice was on the edge between feminine and masculine, Rio couldn't place it in one camp or the other.

"You too." Rio said pleasantly, "I do wonder where Lavenza is though?"

"Lavenza is taking care of some other tasks for me." Igor said, "She will not be back for a time."

"Okay." Rio said, "So why am I in an office this time?"

"It seems that the trajectory of your heart has changed Trickster. You no longer see yourself imprisoned by fate." Igor said, "However, the tides are turning once again, and you are being cornered by threats previously unknown by you or I."

"But I thought the Demiurge was done and gone when I shot Yaldabaoth's stupid face." Rio spat.

"Indeed, that incarnation of the Demiurge has been thwarted. Yet there is another threat to take the God of Control's place." Igor said.

Alex took over, "Y'see, the Demiurge is not some singular entity you can just keep pinned down. It's more like a cosmic role that must be occupied to keep things in balance."

"So, Yaldabaoth was just playing a role?" Rio asked.

"In a general sense, yes." Alex confirmed, "And your role as the Trickster was to rebalance the Demiurge's power by acting as the conduit for Satanael. Pair of rebels you two."

"Despite your previous victory over the Demiurge there has been a shorter than usual rebound in its strength." Igor claimed.

"Our intel right now is quite weak." Alex said, "But some jackass from another universe preformed some ritual and moved their problems onto our plate."

"Another universe?' Rio questioned.

"Indeed." Igor confirmed, "As was stated we know little of the situation so far, but we are investigating."

"Is that what those other people were doing?" Rio asked.

"Yes, Elizabeth, Belladonna, and Nameless are all past servants of mine. Perhaps you shall meet them later in your journey." Igor said, "Now, our time here is almost at an end. I summoned you here merely to inform you that your services will be required again. Soon there will be new people you must ingratiate with, keep an eye out for them. And be sure to prepare and train yourself before the time comes."

"New people? You mind telling me who they are?" Rio asked.

"We really are outta time." Alex said, "You'll find them no problem."

Before Rio could question further an alarm bell rang and she pouted while leaving the Room, waking up in her bed with a start.


Sunday, July 24

It was hard to focus on anything. The day was beautiful. A radiant blue sky, jolly people milling around in metropolitan bliss, the sound of trains underground. But Rio couldn't focus on any of it. She was still caught up in thoughts of velvet and mystery people. She had called a meeting with the other Thieves. Morgana had opted to stay with Futaba for the day, leaving her without anyone to talk with.

Rio kept pondering what they had told her last night, about new threats and other universes. She was especially cautious about the new people she was meant to befriend. Igor was never one to be so insistent. She was so lost in thought that she failed to notice Odagiri come to her side.

"Amamiya-san!" he said.

"Oh!" Rio exclaimed, "My bad sir, I was daydreaming."

"No problem, you look great by the way." he said. Rio smiled at the comment. She took more consideration with her outfit this time out. She wore a sharp racing red dress shirt with a black circle short skirt, textured with knife pleats and finished with a pair of matte black pumps. She also bothered more than usual with her makeup, black eyeliner and a subtle red lipstick made her expressions more vibrant than they otherwise were.

"Thanks, you look quite dapper too." Rio said. Odagiri was dressed less fancifully. He wore a light gray sports coat over an off-white dress shirt. Smooth blue jeans covered his legs capped off with brown Oxford shoes.

"Let's get going, the restaurant isn't too far from here. My friend is already there." Odagiri said.

Rio nodded and the two took the subway to Ginza where they eventually found the restaurant. They were ushered inside by a polite man dressed in a double-breasted navy-blue suit. Odagiri gave his name, and they were guided through the place by another usher.

The interior was a masterclass in art deco design, a central spiral staircase led them down through to the dining room. In the center was a magnificent chandelier and art display. Rio saw herself in the mirrored walls and subtly fixed her bangs.

They were led from the stairs through the dining room and had to dodge servers and sommeliers on the way to their table. Already seated was a man Rio thought she recognized from the ramen shop last night. A tall thinner man with draped dark blue hair. The same feeling of familiarity radiated from him. Maybe this is who Igor was talking about?

His smile was pleasant enough as he stood to greet the new arrivals, but Rio noticed a certain emptiness in his eyes which contrasted with his impeccable black suit and blue tie.

"Makoto Yuki." the man said, reaching out to Rio. She shook his hand.

"Rio Amamiya, nice to meet you." she said formally.

"How you been Odagiri?" Yrui-san said, reaching a hand to Rio's boss.

"Just fine, glad to see you again." Odagiri said, the two gave each other a half-hug before the three sat down. Almost immediately a server appeared with a pitcher of water and menus.

"Welcome to L'Osier, we are currently serving our lunch tasting menu along with our a la carte offerings. We also have a wine list that you can peruse to your liking." she said.

"We'll all do the tasting menu." Yuki-san said, "And us two will take your premium wine pairing and a juice pairing for the young lady here."

The server nodded and gracefully left the table.

"I take it you've been here many times?" Odagiri asked.

"I wouldn't say that." Yuki-san said modestly, "Maybe four or five."

"That's more than me for sure then." Odagiri said pleasantly, "So, how's things been for you?"

"Nice all things considered." Yuki-san said, "I'm actually moving to Tokyo from Port Island. Yukari's filming is also moving here pretty much full time."

"He's dating Yukari Takeba." Odagiri mentioned to Rio.

"Yukari Takeba as in Pink Argus Yukari Takeba?" Rio asked innocently.

"The very same." Yuki-san confirmed, "Are you a fan?"

"Not myself, no." Rio admitted, "But some of my friends are, I know one is a diehard."

"Maybe the stars will align one day." Yuki -san said lightly.

At that the sommelier came with the first set of wine.

"The first wine we have for you today is a two-thousand and seven vintage Blanc des Millenaires champagne." the sommelier said as he poured a small portion of wine into a glass. Yuki-san took the glass and swirled it around, talking with the server about the flavor notes and giving the liquid a sniff. Satisfied with the selection, two glasses were poured.

"And for the young lady we have a rose and rhubarb soda." the sommelier said as a glass was placed in front of Rio. It was a light pink concoction that smelled like roses, as advertised. The sommelier bowed and left their guests to enjoy a bread basket which was also brought out.

"This champagne is quite good." Odagiri commented as he sipped from his glass.

"The wine cellar here is quite a sight to see." Yuki-san said, "I got a tour with a client the last time I was here."

"Really? That's quite interesting." Odagiri said.

Rio meanwhile sipped her soda and was delighted by the flavors at play. The rose was featured prominently with the rhubarb syrup providing a sweet aftertaste.

"Have you and Yukari-san found a place to stay yet?" Odagiri asked.

"We found a penthouse in Shibuya actually." Yuki-san said, "Yukari likes the hustle and bustle of the city center, I could take it or leave it personally."

"I bet that isn't cheap." Odagiri commented.

"Well neither is my salary." Yuki-san said confidently.

"You see Rio, maybe working for Tora-san isn't the best idea after all!" Odagiri laughed.

"Oh, you know the door's always open at the Kirijo Group." Yuki-san said to Odagiri.

"I'm sure it is, but I still have work to do in the Diet." Odagiri said.

The server came back with their first course.

"We have here a blue lobster salad with zucchini flowers topped with a tomato and basil reduction." they said.

The sommelier was just behind with the second wine, "This is a Domaine Faiveley Grand Cru from two thousand and eleven." they said, "And for the lady a Chai Blossom mocktail."

The salad was a vibrant pile of greenery covering portions of perfectly cooked lobster tail. The presentation was brilliant and colorful, in contrast to Rio's drink which was more reserved with a dark amber color.

Rio took a cursory bite of the salad and fell into the taste of the greens, the basil reduction accenting the buttery lobster perfectly. The Chai drink was a lovely accompaniment, being one of the most refreshing things she had tasted in a while.

"Now that we've reconnected, I do want to get down to business." Yuki-san said.

"Of course." Odagiri said.

"I've been hearing rumors that your office is preparing a new piece of legislation on education reform?" Yuki san asked.

Odagiri finished chewing before responding, "We've been working out a proposal. Specifically surrounding high schools."

"Well, that's good to hear." Yuki-san said. Rio got the impression that he already knew everything there was to know about the legislation. Probably more than she even did despite having worked on it.

Yuki-san continued as the three wore down their salads, "The Kirijo Group is eager to cooperate with Tora-san on this." he said, "From what we gather, many of the methods you seek to employ have already been successfully done with Gekkoukan High, sponsored by the Kirijo Group of course."

"I see." Odagiri pondered. He dabbed his lips with a napkin and finished the rest of his wine, "The legislation right now is still in the early stages, and we are aiming to make it central to Tora's platform."

"I see the value in that." Yuki-san said. He was going to continue, but the server and sommelier came back with their next course. Two attendants took away their empty dishes and they were replaced with new food.

The sommelier went first, "The first red wine we have for you is a Domain de la Romanee Conti Richebourg." they said while pouring two glasses.

"That's quite the special selection." Odagiri commented.

"Indeed it is sir, we take much pride in our collection and hope that you do enjoy." the sommelier said, "And for the lady a tangerine juice infused with rosemary."

The server then took over, "The next course is roasted filet on top of a black currant and beetroot chutney." they said while attendants sat plates in front of their guests. The server then took a small cup of sauce and poured it next to the portion of filet mignon, "This is a pepper sauce infused with white truffles." they explained.

The diners thanked their service and were left to enjoy the food.

Rio took her knife and fork, cutting a small portion of steak and covering it with the sauce and chutney. The favor was absolutely divine, and her lips curved into a pleasant smile as she went back for another bite.

"This is simply incredible." Odagiri said.

"They always surprise me every time I come back here." Yuki-san said.

"But back to it, what exactly did the Kirijo Group have in mind for assisting us?" Odagiri asked.

"The major obstacle that I see with your effort is going to be the introduction of the legislation itself." Yuki-san said, "Tora is an independent first term Diet member and I don't think your proposal will have enough momentum. Not to mention the remnants of the United Future Party. Shido was at the center, but he wasn't acting alone."

"These things have all been taken into account, I can assure you." Odagiri said.

"The idea was to have the Kirijo Group fund an outside committee to assemble the legislation and submit it through the Prime Minister's Cabinet. After the submission your office would be at the center of the publicity campaign with political support from us." Yuki-san said.

"I think you know how Tora-san feels about the Prime Minister though." Odagiri said.

Rio was all too familiar with Tora's distaste for the interim PM, Kaguya Sugimura. She was the de facto head of the Sugimura clan, who had members strewn about the Japanese government like a plague. She was also the one who had organized the betrothal between one of the junior Sugimuras and Haru.

Rio didn't do a deep dive into her politics, but she had been Shido's closest ally in the House of Representatives within the Diet. She had also been in the game longer and more in depth. If Shido was the face, the brawn. She was the brain, the shadow. Her platform, like Shido's, mostly relied on falsehoods and allusions to things that scared people into voting for them.

"I am well aware of Tora-san's distaste for the administration." Yuki-san said, "However, I think there is room to move within her cabinet. Many of those ministers were uninvolved with Shido's activities from my understanding."

"Which ministers do you see an opening with?" Odagiri asked before sipping his wine.

"Education, health, and defense." Yuki-san rattled off.

"Explain?" Odagiri asked.

"Shido had many faults, but his practicality wasn't one. So, it's a good thing Sugimura didn't replace anyone after he resigned." Yuki-san began, "The education minister is a pragmatist at heart. I think we can negotiate with them if we wrap up one of their pet projects into the legislation, it shouldn't affect the core of the legislation though. Health and defense are more political. I have it on good authority that they'll be replaced once Sugimura is elected permanently. Their cooperation with us on this would open doors for them once they're out."

"You make some good points, but what exactly is this 'pet project' the Education Minister wants?" Odagiri asked.

"School vouchers." Yuki-san said succinctly.

Odagiri's face stiffened. Rio wasn't a fan of the idea now school vouchers were brought up. The education bill they were writing placed emphasis on public schools and vouchers promoted private schools at the expense of public ones. Having provisions for school vouchers would undermine their messaging regardless of what was in the legislative text.

Odagiri was about to say something, but the server came back with their dessert. An apricot and lavender ice cream served with Domain de la Romanee-St-Vincent and a strawberry nojito for Rio.

"What exactly does that look like?" Odagiri asked.

"A merit-based voucher pilot program focused on microchip manufacturing and design." Yuki-san said, "He wants to promote STEM high schools, which he of course has a private stake in."

Odagiri's face stiffened again.

"Wouldn't appealing to private vouchers undermine our messaging for the bill?" Rio asked, "That's the carrot for our office after all."

Yuki-san looked at her, "It's a fair point you make but the message could always be reframed. The bill with vouchers could be pitched as a compromise with an otherwise unwilling Diet. Tora-san pushes from the left with a better case than anyone on the right can counter. For them, it's a loss but one they can't stop if the education minister whips the moderates within the UFP."

"But couldn't they focus the media attention solely on that rider and disregard the bill itself?" Rio asked.

"Well, that's when you have to ask what's really important here." Yuki-san said, looking at her seriously, but not sternly, "Do you want to pass something that will actually do what its meant to? Or do you just want the fight?"

Rio was left to ponder this while Odagiri took over again.

"This is something I'll have to discuss with Tora-san before we move onto anything concrete." he said.

"No problem." Yuki-san said, "This is just an overture is all. But speaking to you as a friend, right now would be a good time to do this. We don't know how this snap election will turn out. There might be some lame ducks we need now that we could lose later."

Rio hummed at that. After Shido's resignation, Sugimura took over as PM to settle the field but called for a snap election at the end of October. So far polls have been bobbing between the remnants of Shido's United Future Party and the traditional Liberal Democratic Party who'd been in power for decades beforehand. If the UFP were to win a governing majority, Sugimura would undoubtedly reclaim her position as PM, without the baggage of Shido to weigh her down.

The waiter brought over the check not long after along with the petits fours. Rio tried out a tiny éclair. Odagiri meanwhile tried his best to sneak a look at the bill.

"That's quite a lot." Odagiri said.

"No worries, it's on Mitsuru-san's dime anyway." Yuki-san said, pulling a black metal credit card from his wallet. Rio could tell from the sound it made when it hit the clipboard that it had some heft.

Shortly afterwards the trio found themselves outside.

"I have a car coming if you two would like a ride." Yuki-san said.

"Sure, you got anything to do Rio?" Odagiri asked.

"I'm supposed to help out a friend today actually." Rio said, reaching out a hand to Yuki-san, "I hate to leave early. That really was a wonderful lunch."

"Oh, it's all okay." Yuki-san chuckled as they shook hands, "I know all too well the importance of bonds. Take my card, you've got a good head on your shoulders."

Rio accepted graciously and bid both men farewell before walking into the station. She didn't like having to leave like that. A part of her thought it was unprofessional. But she was running late for the meeting with the Thieves at Leblanc.


Leblanc's door chimed open as Rio rushed back in. The place was empty save for Sojiro and Futaba, who had been helping out today.

"Lookin sharp." Sojiro commented.

"Just got back from an important lunch, had to be a little fancy for it." Rio said. Futaba placed a mug of coffee on the counter.

"The others should be here soon, better get changed if you don't want to leave Ryuji drooling." Futaba quipped.

Rio giggled and took a sip of coffee, "I already told him no, like, twice now, I think? Wonder when he'll catch the hint."

"He's hopeless." Futaba sighed.

"I think I'll keep the makeup on though, Ann showed me how to do this a while back and I want her to see it." Rio said.

"By the way," Sojiro cut in, "I got a letter this morning. It seems like the adoption service has a stray they can't place anywhere else, and I came 'highly recommended' to this kid's handler."

Rio took the letter from him, it had a strange aura.

"Do you mind if I read this upstairs? I really want to get outta these heels." Rio asked sweetly.

"Sure, I got no need for it anymore. Your new room mate will be here tomorrow night." Sojiro said while Rio raced upstairs.

She'd have put on the 'shocked and awed' act at the news, but her Third Eye was calling. Rio stumbled into the room and kicked off her shoes before sitting on the bed. She read the normal text first.

I am an agent at the Aoi Birōdo Orphanage in Hiroshima. A friend of mine has recently recommended you to act as a guardian for a particularly troubled youth who has failed to find a place in our world.

It would mean a great deal to myself and to this bright young woman if you would guide her onto a better path.

Rio shook her head at the note, Lavenza could have been more subtle with things, but the message underneath read differently. The text glowed a faint blue when Rio used her Third Eye.

Trickster,

Igor has told you about the circumstances. Ryuko will be able to tell you more in-depth. Normally we wouldn't intervene as much as we have, but it is vital for you and Ryuko to work together going forward. She will arrive at Leblanc tomorrow night. The Meta-Navigator should appear on your devices shortly.

After reading the letter, Rio could hear voices downstairs. The first of her friends had arrived. The time for changing had past as she saw the signature twin pig tails of Ann come up the stairs.

"Hey Rio!" Ann said, waving to her friend. Yusuke, Futaba, and Makoto filtered in behind.

'Hey guys." Rio greeted, "Take a seat. Things have just gotten a lot more interesting."

"Where's Morgana?" Ann asked.

"I don't know, where is Morgana?" Rio asked, turning to Futaba.

"Uh, I left him at home after you dropped him off. Sojiro re-really needed the help today. You know h-how bad his back's been." Futaba stammered.

"It's cool Futaba." Rio said. She sipped her coffee and pondered, "He's probably got the hots for some other cat out there and forgot about us."

Ann giggled, "He really isn't subtle about that is he?"

"He's been outlawed to the windowsill for a while after the last stunt he pulled." Rio said.

"Oh God…" Ann said, head in hand.

"Oh GOD!" came Ryuji from the stairs.

Rio looked at him and blinked a few times at the bright yellow top he was wearing. Her lashes only seemed to kill him more. Rio's face pouted at the boy and Makoto stepped in.

She yanked on his ear, "How many damn times Ryuji!" she chastised.

"I get it! I get it!" he whelped.

Makoto let go and Ryuji massaged his ear.

"So, what was the occasion?" he asked Rio meekly.

"I had lunch with someone earlier." she said simply before sipping her coffee.

His face drooped even more before he flopped down next to Ann on the futon.

"It was my boss and a lobbyist from the Kirijo Group." Rio added. Ryuji's eyes sparked once more, but Makoto's glare kept him down.

"Something juicy cooking?" Futaba asked.

"It's that education bill we're writing. Kirijo wants to provide us with political support among other things." Rio said.

"That's a good thing, right?" Ann asked.

"I don't know to be honest." Rio said, "Things are still in the early stages, and I don't actually know a lot about the Kirijo Group except they have a really young CEO in Mitsuru."

"Where'd you guys eat?" Ryuji asked.

"L'Osier" Rio responded.

"Ohh they're amazing!" Ann said, "We went there after a shoot once."

"I agree, their food is quite brilliant." Yusuke said, "And one can't help but admire their interior decorations. It was one of the first places Madarame took me out to eat to."

Rio was going to chime in again but was cut off by Sumire and Haru joining the group. They all said their hellos before finding seats around the middle of the room. Morgana was still notably absent.

"So, last night I was summoned to the Velvet Room." Rio began, "It's changed since I was there last. It's no longer a prison, more like a lawyer's office."

"Does that mean anything?" Haru pondered.

"Igor said that it reflected a change within my heart." Rio said, "I guess I don't subconsciously view myself as imprisoned anymore."

"That's a good thing, right?" Ann chimed.

"For now it is." Rio said, "But instead of Lavenza, there were some new assistants. One was a taller woman named Elizabeth. She was saying something about a being called Erebus which she had to keep destroying. Igor also told her to check on 'the Seal' or something."

"Erebus and 'the Seal." Makoto pondered, "In mythology, Erebus was the embodiment of darkness. The eternal void that surrounded the Underworld and Tartarus."

"Doesn't sound very pleasant at all." Sumire noted.

"Elizabeth didn't stick around long, she was the first one to leave." Rio continued, "There were two assistants. one was dressed like a lounge singer and had a Frankenstein haircut almost. The other was a man who wore a blindfold. The man told Igor that 'the sound out there was off'."

"Assuming he was talking about reality." Makoto said, "What were their names?"

"Belladonna and Nameless according to Igor." Rio said.

"Nameless?" Yusuke questioned.

"I wouldn't worry about them now." Rio said, "The real big change was Igor's direct assistant, someone named Alex."

She then told the others what Igor and Alex had told Rio in brief terms.

"So, let me get this straight." Ryuji said once Rio was finished, "The Demiurge is a cosmic, divine, role which is filled periodically by beings who view themselves falsely as God but the real God doesn't seem to care. And it's the Trickster's job to balance out The Demiurge and you're filling the role by acting as a conduit for Satanael?"

"I'm surprised you put that together so quick Ryu-chan!" Rio teased.

Ryuji blushed and sat back into the futon.

"And on top of all that there's another universe from our own that's causing The Demiurge to resurface sooner than expected?" Makoto said.

"I think that's the gist of it." Rio said, "This letter also gives us another clue." She held up the letter Sojiro had gotten earlier. She read aloud both the plain and hidden text.

"I take it Lavenza is caring for this Ryuko girl now?" Yusuke asked.

"I guess." Rio said, "Igor said she was doing something else for him, given Alex coming in her stead."

"So, what all can we even do?" Ryuji spoke up.

"I'm thinking we split up for the rest of today and meet here again tomorrow when Ryuko arrives." Rio said, "In the meantime I want you all to scour every single source you can find for information. Look out for any odd happenings. Things that are more extraordinary than they ought to be. Influential people gaining traction abnormally quickly. Like what we saw with Shido and the shutdowns."

"How should we split up?" Sumire asked.

"I want Panther, Skull, Fox, and Violet to look online, link up with Mishima if you can and get him to help but don't lead him on as to why. Queen and Noir, keep your ear to the ground at Tokyo U, especially with the more well-connected students. Oracle, you and I will do some deeper investigation into some more specific people." Rio paused, the use of their old codenames getting the others into the Thieving mindset, "Any questions?"

The group around Rio was determined. Their lives so far had been peaceful, and Rio could sense an urge for the excitement of their past lives burning in each of their eyes. She stood up and looked at each one of them.

"As of now, the Phantom Thieves are back and looking for targets." Rio said, "I'm counting on all of you."


Monday, July 25

"Tora-san," the anchor said, her voice professional and meticulously made to be non-offensive over years of evening broadcast work, "Welcome to the show, thank you for joining us tonight."

"I'm glad to be here." Tora said.

Rio was standing off to the side of the news desk out of the cameras' view. She was staffing Tora today for this interview. She'd also been asked to relay the basics of the Kirijo Group's proposal after they wrapped.

"You came on the show tonight to talk to us about education?" the anchor asked.

"I have." Tora said, "The state of high school education in this country could be greatly improved. I have some ideas which the people need to hear so we can build a better future for our children."

"And what might those ideas be?" the anchor said, "Japan is one of the highest ranked countries in the world for the academic prowess of our students. Why change anything if it works?"

"You see, it's that kind of viewpoint that I have a problem with." Tora said, "This idea that since Japan preforms so highly in rankings like PISA and TIMSS doesn't make the issues we do have invalid."

"And what might those issues be Tora-san?" the anchor asked.

Tora looked to the cameras as he spoke, "I'd like to ask everyone watching at home if they truly think their secondary educational experience was something they like to remember. Of course, a few students will have fond memories. But the truth is that with the stress induced by college entrance exams, bullying, and apathetic teachers I'm surprised our students are performing at all. The way things are is not sustainable and children deserve better from us. Not just in government but from society at large."

"Those are quite broad topics you've discussed, what practical solutions do you have in mind?" the anchor asked.

"First of all, cram schools need to be reformed." Tora said, making Rio smile a little bit. She had told him to lead with that once the conversation turned to his solutions. "The way of life of many students nowadays is to wake up, go to school, and then immediately spend their evenings and nights studying in another academic environment. It's ridiculous how many hours some students are putting in! These students are not being adequately prepared for life at all. They never get to apply what they learn in the classroom into their own life outside of academics, which dosen't allow them to retain that information long term."

"And yet many would say that cram schools are necessary to pass college entrance exams." the anchor led on.

"Of course, and that's why I think there should be two exams." Tora said, "Students would take both, and the highest scores they receive per subject ought to be used by universities for admittance. This would provide students with a bonus opportunity to improve their scores. But to be frank, pinning a student's future on a standardized test is quite a backwards way of doing things. The two exams would act as a stopgap while a better admittance system is developed."

The anchor was looking a little frustrated, "Thank you Tora-san for your ideas." she said before turning to the camera, "Now we will go on commercial break. We will be back shortly with more from Dietman Tora on education."

"And cut!" the producer said from behind the cameras, the show was live, so there was only a limited amount of time between segments.

Rio went up to the table and started sorting through some papers she had in a folder.

"How am I doing?" Tora asked.

"I don't see any reason to be concerned, but I'd tone it down a little." Rio said, she got a little closer to him and spoke down, "I think she's getting a little upset." Rio blinked towards the anchor discreetly.

"Well, we didn't agree to come on here for the nice people and good music now did we?" Tora joked.

"No sir." Rio concurred, she started laying out some papers for Tora, "Here's a copy of the revised talking points Odagiri wrote up. And here's the most recent PISA rankings, bullying statistics, and college acceptance rates in case she asks for specifics."

"Thank you, Rio." Tora said.

"And we're back in ten." the producer said. Rio quickly got down from the set and went back to her side position.

The producer counted down aloud before sticking out three fingers silently for the last seconds.

"We are back now again with Representative Tora from the National Diet." the anchor said, "We have already made some spirited discussion regarding education, and I want to talk more about the political aspects of this."

"I see no reason why anyone would not support education reform." Tora said.

Rio looked a little disheartened. She knew how headstrong he could be, and delegitimizing any opposition wasn't going to win him any sympathy from undecided voters.

"Be that view as your own." the anchor continued with an annoyed inflection, "Some members of the United Future Party have been against reform, citing a greater need for private education in the country. Prime Minister Sugimura is especially keen on this issue, do you have any thoughts on the matter?"

Tora sighed and looked again to the cameras, "I believe Minister Sugimura is coming from a dishonest and privileged position. She claims to have been raised with a small town's heritage but that only counts by geography. Her family has been a wealthy and politically powerful dynasty for decades now and her claiming to be representative of what the average Japanese person wants is ridiculous."

Rio's face looked a little worried. He was really starting to take off.

Tora continued, "As someone who was actually born and raised in a commoner's position, I can firmly say that Minister Sugimura has no perspective. Where in a small rural town would a family even find a private school to send their child to? Where would a working family in Osaka find the money for tuition when they can barely make rent? We need to make our public schools the best option everywhere for everyone. Education is the silver bullet to society's problems. Public schools should be palaces, the best teachers should be fought over by administrations like pro athletes, and every student should feel as if their education means something."

Tora looked back at the anchor, "And every single yen sent to the pockets of private schools is one taken away from achieving a better system that works for everyone."

The anchor looked a little stunned at Tora's monologue. But she recuperated quickly, "That is certainly an interesting argument Tora-san. I believe that our time is nearing a close, so thank you for coming in today. And now onto the weather with Adachi-san."

"Cut!" the producer said. Tora disconnected his mic and shook the anchor's hand before joining Rio. The two walked towards the back door leading to the nearby Shibuya Square.

"You know sir, I think what you said will really light a fire." Rio said.

"That was the intention." Tora said as they walked out onto the street.

"I think things will complicate themselves with the Kirijo Group though." Rio said, she gave him a brief overview of what Yuki-san had proposed over lunch the previous day. The two neared the station but were going in different directions. They paused amid the crowds of people filing in and out of the station.

"I want you to do something for me Rio." Tora said, "Assemble for me, and me alone, a dossier on Makoto Yuki and Mitsuru Kirijo."

"Why not show this to the rest of the staff?" Rio asked.

"I don't want anything to get pushed around or removed after you hand it to someone else." Tora said, "I think your, unique experience will help with the information I'm looking for."

"And what exactly are you looking for?" Rio asked, a hint of concern in her voice, she knew she was talking about her Phantom Thieving. He didn't know any details on how they had changed hearts, but he knew enough to keep it at arm's length. His asking this of her was breaking a boundary they had established when she started working for him. But given Igor and Alex's warnings, she wasn't going to turn down a lead.

"Back during my first stint in the Diet there was a mysterious situation that was brewing in Port Island called Apathy Syndrome." Tora said, "I doubt you'd have heard of it because the Minister at the time did a decent job of covering up. I do know that Gekkoukan High, the Kirijos, and a girl associated with both were involved, her name escapes me now."

"How did you even find out about this?" Rio asked, "If they were covering it all up how did you know?"

"Just rumors I heard through the grapevine. Politicians love to gossip." Tora said.

"Okay, I'll do some digging around." Rio said, "I will say that Yuki-san did feel off when I met him. But in a familiar sort of way."

"Familiar how?" Tora asked.

"It's like we're cut from the same cloth." Rio said, "You know in time travel stories how they always say that travelers should never interact with their past or future selves in case they get a severe reaction? It's almost like a faint version of that. It's nearly dangerous. But I might just be being silly."

"It's not silly Rio." Tora said, "I shouldn't have to tell you given the incredible things you've done already. Courage is the ability to recognize danger and choosing to face it anyway. This new man is just another challenge."

"I know." Rio said warmly, "Thanks for listening. I'm not sure if my associates could keep themselves from overreacting if I told them."

"From what I've seen of them, they certainly do care about you." Tora said, "Keep them close Rio. Now, I must get going. Send me that dossier when it's finished, not before or after."

"Of course, sir." Rio said, "Have a good evening."

The sun had already set by the time they were done talking. Rio went home, her head still stirring. She opened the Thieves group chat and saw several lines from her friends about the information they were finding. But it wasn't anything concrete. Rio was just glad that she had already told Futaba to start looking into the Kirijo Group.

The train sped down the tunnels and Rio's mind turned away from her phone and to the person she was going to meet shortly. Sojiro had been disappointed when she had been tapped to staff Tora, but he understood. Thus, Rio had been out all day preparing for the interview and hadn't gotten to meet her new roommate.

As she walked out of the station towards Leblanc, she started having second thoughts. Maybe it wasn't such a good idea to have another girl living with her. She did have enough money to rent an apartment. Maybe she could convince Sojiro.

For some reason, just the idea of rooming with another girl made Rio's insides tumble. She reached the alley where Leblanc sat and stood on the corner. She leant against a light pole and steadied her nerves.

Rio didn't expect to get nervous over something like this.

She straightened out her clothes and walked towards the café, the lights were on inside, and she couldn't hear any customers. Just the TV tuned to a shopping show Rio probably wouldn't care for.

Rio reached for the handle and made to open the door, but it opened into her.

A girl about her height met her face to face. Short black hair, roughly cut with a red streak in it. Rio saw in her eyes an intensity. Almost all her raw energy packed into gear-shaped pupils. Rio couldn't help but stare into them.

"Sorry." the girl said timidly, "Boss said to flip the sign over."

"Yeah, it's okay. I'm Rio Amamiya." Rio said.

"You're the one." the girl said, her tone shifting, "I'm Ryuko Matoi.":

-The rewrite of Time Will Die is here! I wanted to get this out sooner, but I had a few ideas floating around and started to write but I ended up scrapping them for what you read now. I also want to make chapters longer, minimum of 8k, max 12k words is my goal per chapter. My main hang-up was building the scenario itself. I think I over-complicated things by making the original idea a time travel story. But doing it as a continuation instead opens more doors and allows me to do more worldbuilding. The involvement of Persona 3 is also a solution to my "scenario problem" since, as it will be revealed later, the stakes of this story will be much higher than in Persona 5. -Tora's education speechifying was largely based on both my own personal views on public education, being a child of two teachers, combined with some phrasing from The West Wing (the silver bullet analogy) and Gov. Tim Walz's recently viral clip criticizing the GOP for being out of touch weirdos. There will be more political stuff in this fic, just not as lengthy as in this chapter since it won't need to carry characterization along with the message itself. Just to add more context, I'm a Democrat who went to college for this stuff. Politics is a passion of mine and I think it can make for some great drama. I hope you're into it too!
