Chapter 47

The Movements for the Huge Country

Everyone knew about Milishial… Every single person in the world knew that the Holy Milishial Empire was the strongest country. They had become prosperous by themselves, without any help from other countries. Their advancement level was so incredible that they used to be known as the "center of the world," which led to the empire's continent being named the Central World.

The Holy Milishial Empire had:

The world's most advanced magical technology

A strong government that stabilized the country's foundations

Vast territory and an excellent system for mass-producing materials

A superior education system

With all of these world-class advantages, compared to all the other countries in the civilized areas, and even compared to other superpowers, there was no doubt that Milishial's national power far outstripped any other country's. There were ruins from the ancient sorcerous empire all over Milishial. Investigating these ruins with the support of their advanced technology led them to develop their military in a very warped fashion, at least when compared to countries from Earth.

In the imperial capital Runepolis, two men were having a discussion inside a room in the foreign affairs bureau building.

"But… for the Papaldia Empire, the only superpower in the Third Civilization, to actually lose… Not only that, but they lost to a country outside the civilized areas, a vast land which we thought it's underdeveloped… I still can't believe it," the head of Foreign Affairs Riage said. "Our fleet of magic ships could easily blow away something on the level of Papaldia's navy, but, aside from us, and considering the Third Civilization's technological level, Papaldia's military power should be far above any other nearby country's reach. This 'Celestina' has captured my attention."

"Indeed! That's why, if you could, about this delegation…"

"Arneus, as the information director, I get that you like to go out and gather information, but we're the most powerful country in the world, you know? For us to be the ones sounding things out from our side, asking to negotiate, and sending a delegation… And not only they are not a superpower, but they're also not even in the civilized areas!"

"Sir Riage, for all intents and purposes, Celestina now is the superpower representative for the Third Civilization… no, for all the countries in the Great East. I believe they will earn superpower status soon. For the eleven-country leadership conference, we should invite Celestina in place of Papaldia. Under the guise of helping them prepare for their participation, we can send a delegation and just tack on preparations for opening diplomatic talks. How does that sound?"

"Hmm, if that's how we play it, the members of Parliament shouldn't raise a stink. Let's run with this plan for now and start laying the groundwork for it."

"Looking at the reports from Mu about Celestina, it perks our interest further. It is said that they have a larger event than the Eleven-country leadership conference each year, which I believe the event was called "The Council Meeting."

"Is that so? It could be interesting, then."

At a later date, the Holy Milishial Empire approved of sending a diplomatic delegation to Celestina.

The Gra Valkas Empire, Imperial Palace

In the Second Civilization, west of the superpower Mu, there was a great empire that suddenly appeared out of nowhere. It quickly subjugated all the countries around it in a flash, moving on to topple the Kingdom of Paganda, finally even laying waste to the superpower Leifor with only a single ship, giving birth to a new legend. To the people of this world, they were a terrifying existence, and some even speculated that they could be stronger than the Holy Milishial Empire.

The Gra Valkas had now attracted the attention of the entire world. In their flourishing capital, one man looked out from his room while lost in thought. Emperor Gralux was admiring this city, which was at the apex of prosperity.

"What do we desire from this world?"

When their entire country had been transported to another world, the unthinkable had become a reality.

In their old world, the Gra Valkas Empire enjoyed the status of being the most powerful country on the planet of Noluthe. Back there, one of the oldest countries in the world, the Divine Kingdom of Kain, who worshiped the god Mirook, divided the world in two and waged war across it. No one doubted that Gra Valkas would emerge victorious, though. Compared to any other country, they had abundant resources, overwhelming production capabilities, the most advanced technology, and superior military strength.

However, because of the sudden world transfer phenomenon, their mainland found itself in this world. Although they lost huge swaths of land, because they had recalled most of their forces in order to prepare to invade their enemies prior to the transfer, aside from any forces that were stationed in overseas military bases, the empire still retained the vast majority of their military. In addition, their rival, the Divine Kingdom of Kain, had disappeared.

After arriving on this strange planet, the empire fell into chaos for a short time, but when they explored east, they found plenty of lands populated only by natives with laughably poor equipment. In light of their unbeatable superiority, everyone in the empire was overcome with delight.

At first, the neighboring countries were all aggressive towards them, but they were far too weak and quickly fell under imperial control. But then, while dealing with all these minor countries, they discovered that this world had so-called "civilized areas" where stronger countries cooperated with one another. Since they had no idea how powerful these countries were in this completely unknown world, everyone advocated a careful approach where they tried to peacefully form international relationships.

Basically, diplomacy was preferable to blindly stabbing in the dark.

However, they went to country after country, and, despite being so-called "civilized countries," they were much weaker than was rumored, yet they still looked down on anyone outside the civilized areas. The empire's efforts at diplomacy simply never moved forward. When one of the imperial royalty was in one of these small countries as a peaceful diplomat, he was mocked with "You barbarians don't understand this world at all." He lost his patience and angrily objected. They responded by killing him.

After this incident, no one in the empire advocated for peaceful interactions in this world any longer. Just like in their old world, they would rule with force and aggressively expand their territory. First on the list was the country that committed the act of lèse-majesté by murdering a member of the imperial family, the Kingdom of Paganda; with one successful assault, they quickly fell and were assimilated into Gra Valkas. After that, the empire declared war on the entirety of the Second Civilization, took on Leifor, one of the five fingers of the world, the so-called "superpowers," and easily beat them into submission.

In this world, it didn't matter if they were an uncivilized barbarian country or a superpower, they still fell like grass before the Gra Valkas Empire.

"This… this is truly an amusing place," Emperor Gralux mumbled to himself while dreaming of world conquest, but something is bothering him.

"Come to think about it, another country on the East has managed to gain control over Third Civilization. How did they can pull it off?"

There are no reports of any casualties from the Celestina Empire, aside from adventurers who are killed during the expedition at the Pandemonium Continent. It is like somehow that Empire is keeping an eye on his Empire.

The Gra Valkas Empire, Information Bureau

In a dimly-lit room, the noise of beeping, similar to Morse code, permeated the air. Next to that room, there was a nicer room decorated in brown. A man had come to that second room to make a report to his superior—he knocked on the door.

"Enter," came a deep voice from within the room. The man did as ordered.

"Your Excellency, we've completed the comprehensive analysis of Celestina's military capabilities. I've come to request your approval for this report."

The man handed over the documents. While his superior read the report, the man provided a verbal summary as well.

"Unfortunately, we have little information on Celestina at the moment, and extend our apologies. The personnel gathering information on the Naval Battle of Selarong did not report back in time. Same regarding the Battle of Verlaine—we did not expect them to island-hop like that, let alone we cannot identify the origin of the skyship. In addition, it's very hard to enter the Kingdom of Verlaine, and our operatives were unable to witness the main battle. With regards to the main war, Celestina has made peace with the superpower of the Third Civilization, the Papaldia Empire. In other words, it appears that they lack the national power to take over the empire themselves. We believe there's a high possibility they planted some kind of flimsy diplomatic contingency in order to quell future aggression towards their country.

Celestina has a population of three billion people. This is extremely little compared to their country's size; they cannot produce enough food on their own, so trade with the countries on Rodenius has become their lifeline. If Celestina and the empire were to clash in the future, our dominant maritime forces would just need to set up a blockade between Celestina and Rodenius, and then Celestina would dry up on its own. We've confirmed that Celestina has heavy cruiser-class warships and aircraft carriers, but we haven't found any battleships as we can only find them in the book. We heard this via a third country, but, aside from aircraft carriers, their largest ships are around the twenty thousand ton-class."

The man paused for a breath then continued.

"The Celestina constitution was controlled by what the report said as the Main Council. It is perhaps for that reason that almost all of the Celestina citizens are adventurers. Frankly, their naval strength is severely lacking. Regardless, they're still very threatening to the barbarians of this world. If Celestina commissions all of the adventurers, their ground forces can reach thirty-five hundred million, which may as well be nothing compared to what our country can muster that consisting of military veterans. This might be the reason why they gave up on conquering the Papaldia Empire. Their air force currently has around five hundred aircraft, which, again, is far too puny to cause our air force any concern."

"…I see. These pitiful numbers might be why the Celestina military are adventurers. With that level of the air force, with so few aircraft, even if they had excellent capabilities, they could not even leave a scratch on us."

"Yes, there's nothing to fear from Celestina. No one can stop our conquest."

In order to establish a new world order, the Gra Valkas Empire began to move.

The Celestina Empire, Hereford, CIISA Headquarters, Intelligence Command

"Seems like they underestimate our capabilities as an adventurer."

Little do they realize that Celestina adventurers are capable of slicing their warship and aircraft if they want to. They will spare those who obtain the information by the book, but not from those who are witnessing the battle. Lyrallei records all of this conversation, and she will relay it to Cecilia for further orders.

The records already shown that the Celestina Empire survives the war, with one of the main reasons is that other nations were underestimating them in the previous Interstellar War. Even the citizens are adventurers; those who are at least at the S Rank League are capable of cutting the World War 2 Aircraft, Modern Battle Tank, or even a Frigate warship. A Valkyrie who reaches SS Rank is capable of cutting Modern Aircraft Carrier or up to a Cruiser-sized starship, practically Audhumla-class Heavy Cruiser from side to side.

Celestina will not be making any more moves until they found out what the Gra Valkas is up to at the Western Front. Despite Celestina learn that Gra Valkas wants to dominate the world, it is clear that Celestina will crush their ambition.

The Holy Milishial Empire, 26th January 1525 / 226

"All right, let us be off."

The Holy Milishial Empire, said to be the strongest country in the world, and the largest superpower, was sending an advance delegation in order to invite the Celestina Empire to the Eleven country leadership conference as well as begin preparations for diplomatic negotiations. They were heading east, far past the Third Civilization, to a country outside the civilized areas.

There were 30 representatives in the delegation, including:

- Diplomat Phiam

- Information Officer Rydorka

- Military Officer Arpana

- Technical Officer Baeluno

As a group, they headed to the airport parking apron. There was a passenger vehicle with white wings parked there. This airplane was called "The Floating Ship of the Heavens."

- The Floating Ship of the Heavens

- Type: 35

- Cruising distance: 4,200 km

- Cruising speed: 310 km/h

- Main engine: magical light discharge-type compressed air engine

- Fuel: high-purity red magic gems

If a Celestinian person were to look at the Floating Ship of the Heavens, they would probably think it looks like an Astral ship with strong engine capability. There were strange shapes carved where the engine was housed, and there was no propeller, so at first glance, it might resemble a jet. However, those carvings were necessary for the plane to reach a speed of 310 km/h, the wings weren't retracted.

They would be receiving assistance from the technological powerhouse Mu on this trip. There was a planned stop at the Mu military base in the Kingdom Verlaine to refuel with magic gems, and then they would continue their journey, ultimately landing in the Capital Territory of Mechania, Zaid. They would experience all Celestina has to offer while sightseeing, steadily making their way to Celestina's capital, Regnieburg.

All the transportation within Celestina would be handled by the Celestinian government. During that time, Mu would take custody of the Floating Ship of the Heavens, refueling it with high-purity magic gems they had prepared in advance. On their return trip, they would once again stop in Verlaine to refuel and resupply.

Information Officer Rydorka boarded the plane and sat down in a large seat. Casually glancing to his right, he saw the diplomat Phiam, who had boarded earlier, sporting a rather severe expression.

"Mister Phiam, is something the matter?"

"I know this was explained before, but… We are the number one country not just in the Central World, but on the entire planet, and here we are, going out of our way to travel all the way past the Third Civilization to some little country outside the civilized areas… This… sycophancy… does not sit well with me.

"I understand that, for all practical purposes, it is accepted that Celestina defeated the Papaldia Empire, but I do not agree with that conclusion. Papaldia basically threatened itself into power, so there was already a lot of unrest within their borders and territories. Didn't Celestina just skillfully exploit that unrest? In the first place, I'm not even fully convinced that the Third Civilization should even be considered a civilized area. They certainly have their own independent culture, but they also haven't developed any means of flight other than riding wyverns.

"The way I see it, the Third Civilization is just a huge clump of land populated by groups of primitive, developing countries. And the country we're about to visit is even further removed from that! If the Third Civilization's advancement is already this low, I can't imagine how bad it is in Celestina. My main concern right now is whether there is even a suitable runway on which to land the Heavens."

"As far as the runway goes, as you already know, Mu has confirmed that there is no need to worry."

"That reminds me… I believe this delegation was originally suggested by your Information Office. Shouldn't you just stick to gathering information? We of Milishial have our pride as number one. If they want a diplomatic relationship with us, I would prefer that they be the ones coming to us instead."

"I apologize for my office overstepping… Based on our information… No, whether I tell you or not, you'll understand. Once you see Celestina with your own eyes, I believe you'll come around."

The Floating Ship of the Heavens began to emit blue light from its engine and taxied down the runway. The ship rose up in the air and began its long flight to Celestina.

The Imperial Capital of Mechania, Zaid, Imperial Palace, Feena's Office

"Arrrghh…! There's no end for this!"

Feena continues to handle the paperwork given by Emperor Hillem, the Ministry of Commerce and Industry, and the companies that are affiliated with the Einhalzen Organization. The Main Council's work starts to pile up after forming a diplomatic relationship with the former colony of the Papaldia Empire. Thankfully, the adventurers manage to fill the Main Council's request to help the workers do their job. Without wasting any time, she contacts Sacchito to coordinate with the other ministers.

"Sachi. We already have our job here. Can you ask them to put on request?"

"Already done it. How's the orbital elevator?"

"Can't risk it. I choose to make a gravity tether to link it rather than connecting it physically. Our MCV is getting their hands full here."

"Redirect some of them to assist in the construction. I believe we have some Crawlers or Mobile MCV that can help us out, right?"

"Yes. I already deploy and redirect it. Right now, we got no worries about the interstellar threat, so we can use this momentum to divert the construction vehicle and the workers to assist in building their infrastructure."

"Alright. Sofya already deploys some field hospitals around the work field."

"On it."

Sofya deploys several medical teams and establishing field hospitals to prevent Karoshi or overworking. The adventurers and workers, who will work together on infrastructure construction, will do shift work to maintain their stamina and fatigue.

Imperial Capital of Studia, Juno, Royal Celestina Academy, Master of Headmaster Office

"It seems they haven't experienced any large-scale revolution or large-scale war for this."

Alicia, Eleonora, Shiela, and Maya are discussing the advancement of the Civilization Technology around the New World, or simply known as Planet Milishial. At first, they want to understand the mechanism of each Civilization, starting from the Third Civilization.

"The Papaldia Empire is considered the strongest country by the entire country at the Third Civilization. That's because they possess an abundant amount of personnel, along with advanced technology on their civilization such as flintlock and ships-of-the-line."

Looking at the report, Eleonora analyzes their battle formation and utilizing their assets.

"It would seem they breed wyverns through genetic modifications. They can't fly more than two hours, but it is confirmed that they have more firepower than Rodenius Wyverns. But, for their ships-of-the-line and their landing craft, they do invest more in the military."

"Things I don't like is those wyverns are not even on par with our wyverns. Even the Shock Trooper unit can handle them without too much resistance."

Alicia and Eleonora agreed to Shiela's complaint about the wyverns. It would seem releasing them back to the wild and having them trained by nature is the best choice. Eleonora looks at the report again while Maya continues to assess the situation at the New World.

"The Holy Milishial Empire. According to Lieutenant Faira Desirae's intel, they have the strongest fleet in the world known as Zeroth Fleet. But, I doubt they have arsenals that can suppress our crown jewel."

"Mithrill-class Battleship, isn't it? If they don't have adequate Anti-Air guns, all of it will be nothing. I would like to see their firepower, just in case, to know how far we can analyze it for details. If we got the data about their firepower, we can make a rough guess about their current technology level."

"Well… My Zealots are doing well, but there is some interesting intel after I ask Lieutenant Faira for this."

The photograph shows the appearance of what looks like a circular pattern object and a sea fortress. Alicia looks at it as she was curious about the appearance of both objects.

"What kind of ship was that?"

"I don't know. If we look closely, it can resemble a Scrin Mothership, but on a dwarf scale. For this Sea Fortress, I believe it can be used as a mobile base or mobile headquarters should they decide to sortie it."

"Missiles can wipe them out, isn't it?"

"But, we need to know their hull strength and such. Torpedoes could put them into slumber if they have submarines. We need to avoid an overkill rate if possible so that we can expense the money efficiently."

"But I don't think they have submarines, let alone the Milishial Destroyers are equipped with torpedoes to fight it if we look at the design of their ship."

"That makes sense… It looks like we need more digging from them."

Maya pulls out the file about the Gra Valkas Empire

"Reports indicate that the Gra Valkas Empire is attempting to enter our country as "legal" as they could. They even attempt to hire some of our citizens who work overseas to obtain any intel about us."

"Well… The problem is not even our citizen wants to spill the tech that badly. Even if they could, how will they manufacture it?"

"That's a good point, Alicia. On the other side, our Zealots manage to infiltrate and obtain the classified file from the military. It would seem they got a variety of warships and ground armor. While they have a Battleship similar to Yamato-class, they also have Bismarck-class Battleship, Hood-class Battlecruiser, Kong-class Battlecruiser, even Alaska-class Battlecruiser. For the ground forces, they have started constructing Tiger-II while they already have some possessions of Sherman, Panzer IV, Panther, Pershing, Chi-ha, and Light Tanks."

"Even the Self-Propelled Artillery?"

"Like M7 Priest? Yeah. They do have it. For the aircraft, since they abandoned the jet technology, their main force will be like A6M Zero, Supermarine Spitfire, HE-262, Grumman, and others."

"So we have to expect the Earth's World War 2 arsenals in one place, huh? Probably we should expect a nuclear attack as well. I hope we can detonate it before it can reach the target."

Eleonora found some interesting reports about the diplomatic relationship for a country that has information regarding Ravernal Empire's ICBM.

"Kar Amik Kingdom? If we look at it, they have a very advanced ICBM called Core Magic. They've found records explaining the foundation of Core Magic. Inside a hollow stone pillar, they put a detonation device and a round core. The device can use explosive magic to wrap the core in explosive pressure from all directions, causing an atomic fission chain reaction and resulting in an extremely high-powered explosive phenomenon. That stone pillar is launched into the air using a magical light discharge-type engine (instead of an air pressure engine), flies through the upper stratum of the atmosphere, then falls straight down on the target country; it's an attack that can target anywhere on the planet."

"That's way more advanced than all warheads on Earth. Even RS-28 Sarmat, the longest-range ICBM on Earth, can't outrange it."

"If Ravernal Empire did appear on Earth, it can be troublesome, especially modern era. If it was in the future, it could be turned into a brutal fight. I will see what I can do to upgrade the defenses and ask Feena to upgrade the missile denial technology."

"I agree."

The girls continue to talk as they continue to assess each threat of the country.

The Celestina Empire, 700km southwest of Imperial Capital of Mechania, Zaid

In the cloudless blue sky, a white-painted aircraft flew through the air. The two engines on the plane glowed with a blue light and spewed out air, propelling it forward. This was the Floating Ship of the Heavens Type 35 from the Holy Milishial Empire, transporting their diplomatic delegation towards Celestina at a speed of 310 km/h. This aircraft was the epitome of their technology, the Central World's strongest country, and it was a product that could never be crafted with the level of technology available in the Third Civilization.

We will be entering Celestina's airspace shortly. In addition, four of Celestina's combat aircraft will soon be arriving as planned. When they do arrive, they will only be here to escort us, so please do not be alarmed.

The in-flight broadcast gave the passengers a flight update.

"That was so long! Another two hours or so, and we'll finally be there," Information Officer Rydorka commented to the diplomat Phiam sitting next to him. "But man, this really was far. It hurts my head just to think of having to fight against someone all the way out on the eastern ends of the uncivilized world. And they're sending four escorts for us, not wyverns, but combat aircraft! That sure was a surprise. I guess I should expect no less from a country favored by Mu. I can kind of understand how they beat Papaldia now. I look forward to seeing what kind of aircraft they are."

As Phiam listened to Rydorka, Mu's reciprocating engine aircraft (a biplane) came to mind. The information office had compiled a certain level of information in advance of this mission, but the specifics were rather vague and nothing had particularly stood out; aside from the fact that this country had defeated the Papaldia Empire, there were no other details.

"Mister Phiam, I think it would be better if you approached Celestina without any preconceptions of a typical barbarian country from outside the civilized areas."

"I shall take your advice under consideration."

"You know, I'm very excited to see what kind of aircraft Celestina is bringing," Technical Officer Baeluno interjected.

The three looked outside through the windows. Far below, they could see the ocean. Inside the plane, the only things they could hear were the high-pitched trill of the magic engines and the sound of the aircraft cutting through the sky.

All of a sudden, four other aircraft zoomed past them, followed by a delayed boom. Far behind them, the four planes changed course and quickly caught up to the Floating Ship of the Heavens. One plane took the lead to guide them, while the other came up along both sides of the Heavens and one at the rear as a rear guard.

"Wh… What?! How are they so fast?!"

"They don't have any of the propellers that Mu's aircraft use! Ah! They have an intake in the front! Don't tell me the Celestinian also developed light discharge air compression engines!" yelled Technical Officer Baeluno.

"But what speed! They even surpass the Floating Ship of the Heavens, our ultimate aircraft!" Military Officer Arpana cut in.

"The shape of their wings… my goodness! Those are swept wings! They're for surpassing the speed of sound, reducing drag within supersonic flow! We're still researching that… or actually, we've only begun theorizing it. I never imagined I'd ever see the actual thing! Sir Arpana, those aircraft can, at the very least, break the sound barrier! The wings, it can be moved by its own!" Baeluno responded excitedly.

When an aircraft travels at supersonic speeds, a shockwave forms in the shape of a cone around the plane, originating from the tip of the nose and sweeping back around the body of the plane. If the wings were to touch the boundary layer of this shockwave, swept wings were necessary to maintain stable flight. Baeluno knew all about the theory behind them.

The diplomat Phiam, trembling in fear, raised his voice. "That's impossible! An uncivilized country can't have an aircraft that surpasses one of ours! You must be mistaken!"

"But, that aircraft was clearly constructed for the purpose of supersonic flight. There's no reason to make wings with such a useless shape like that otherwise."

"Our empire has the most advanced education system in the world, and we've inherited the research of the ancient sorcerous empire! We have an absolute advantage over every other country! Despite this, you're saying in-flight technology, the most important field of study, we're behind?! How is that possible?!"

Phiam watched two types of CISC combat aircraft, the Wing-class LSF-3, and INSF-10 Starfighter, his expression clearly betraying his bafflement.

The Floating Ship of the Heavens Type 35 arrived in the skies of Zaid, led by Celestina's combat aircraft. After some time, they could see an extremely advanced city spreading out before their eyes. The entire delegation felt shocked beyond belief; normally, there would only be one large city per region per country, but here, all the way outside the civilized areas, they were already greeted by the sight of this monstrosity of a city. The town they will be arriving at is the Imperial Capital of Mechania, Zaid, while they haven't seen the Royal Capital of the Celestina Empire, Regnieburg.

"I heard that Celestina walks the path of magic and science together, but… is it even possible to build a city this large by combining both of them?" Baeluno asked, mystified.

Finally, the vehicle landed on an entirely too large runway, then was guided to the passenger plane area on the parking apron.

"…!"

The diplomat Phiam felt his pride shatter to pieces and a sense of humiliation rising up in response to the sight before him. The Holy Milishial Empire was the strongest country in the Central World, widely believed to be the strongest in the world, and the culmination of their advanced civilization was the Floating Ship of the Heavens. The beautiful vehicle showed off the quality and refinement of its technology. No matter where he traveled, being able to see the difference in civilization and in national power clearly, made him proud beyond compare. So what the hell were these things sitting next to their beautiful aircraft! Why was he now being made to feel so… wretched and miserable!

Parked between an Einhalzen M-223 and L-255 that has a slipspace rate, the empire's plane seemed very, very small.

When the delegation members alighted from the aircraft, there were representatives from Celestina waiting to receive them and exchange greetings. They had prepared a method of transportation, "cars," which were used to bring them to a hotel within the city of Fukuoka.

The vehicles called "cars" were very similar to the empire's magic carriages, but their shapes were very sleek, and they were extremely fast and smooth. However, what was most surprising about the cars were their numbers; he heard from the Celestinian people that even the lowest class of citizens could easily purchase a car. As a group, they went straight to the hotel since everyone in the delegation was tired from the long journey.

Excerpt from Phiam's diary entry for that day

Today, I received the biggest shock in my life and also went through the most tiring day in my life. Our Holy Milishial Empire built up a civilization with high-quality magic as a pillar by researching the remains of the ancient sorcerous empire. Our country is, aside from the ancient sorcerous empire, the largest empire in history, undisputedly the most prosperous country in the world. Our use of magic is what fueled our civilization's advancement and prosperity. The machine civilization of Mu is also exceptional, but in terms of vehicles and such, they fall far short of our magical civilization.

However, today, I have laid eyes on a civilization that exceeds my empire in at least one field. Unbelievably, they are a country outside the civilized area, and they are very proficient at magic. For this country to be the one to surpass us, there's no way I wouldn't feel shocked. Their scientific and magical civilization has been pushed to the extremes, going beyond boundaries. We will be investigating the exact scale of Celestina's civilization, but, in quality at least, they truly surpass our empire, irritatingly enough.

In place of the Papaldia Empire, the Imperial Country of Celestina has become an existence that represents not only from the Third Civilization, but they represent all of the eastern continents. In 3 days, I must officially invite Celestina to participate in our leadership conference of 11 countries. I need to be cautious in accomplishing this task.

The other diplomats in the empire advocate a high-handed approach; they want to send a warning to Celestina, make them know their place. However, while I may have initially agreed with them, now that I've seen their country first-hand, I have to revise my opinion. For a long time now, the diplomats of the countries that reigned at the top of the world have imprinted their own countries' superiority on their very souls. Now that they will be forced to correct these misconceptions, I believe there will be a great deal of upheaval in the times to come.

"So tomorrow, I'll be mingling with Celestina's diplomats…"

The diplomat Phiam went to sleep while contemplating various worries.

"Let's just make it between Celestina and Milishial for a while. If you wish to request something, you can ask through us."

"Alright."

To avoid coercion and any sign of disturbance regarding the diplomatic relationship between the Celestina Empire and the Eclipse Empire, Sacchito wants Armada and Dragzell to lay low and observe for a while. They will also attend the bilateral meeting, so both of them can learn Milishial's capabilities down from scratch.
