The Queen Has Returned

Prompt 2 for SM Villains Week "Victory". Scene is from a future act in Chaos Theory that hasn't been fully outlined yet. Still piecing it all together!
Sailor Charon gasps when she sees the purple haired woman before her. "Queen Pandora." She was informed the woman had reappeared but she didn't want to believe it. Charon fights her instincts to bow before the former Queen. She is the first Queen she ever bowed to, followed by Queen Serenity and Neo Queen Serenity.
"Is that any way to greet your Queen Yui-chan?" The woman chides her. Behind her stands a small army of senshi. She turns her head slightly to the other senshi. "Deal with the others; I will handle Sailor Charon myself." The other Moon Senshi are not worthy of her time. She is here for the black haired senshi in the charcoal gray fuku.
The group of senshi that accompanied the Queen fan out and quickly engage in battles with the other Moon Senshi.
Sailor Charon grips her staff tightly. The Queen's appearance on Pluto agitates her. "You are not my Queen. You were banished by Queen Serenity. Why are you back?" She tries to sound confident but this woman still intimates her, over a millennia later. When she ruled, she was a woman to be feared.
"Haven't you heard? Queen Serenity died a long time ago," Pandora sneers at Charon after uttering the dead Queen's name. "She never understood what I tried to accomplish. Our powers are special. Why not use them to your advantage?"
"Our powers are meant to protect the flow of time, not tamper with it," Charon declares trying to buy herself some time to figure out how she can try to stop her adversary and learn why she is here. She doesn't dare open the Gates of Time before the Queen even if it would ensure her escape.
The purple haired woman grins. "You and Sailor Pluto attempted to alter the present timeline when you used the Crystal Key." She is angry at the two senshi for wasting the Crystal Key when she spent so much time preparing everything and working so hard to find a way to be able to step foot within this galaxy again. They squandered that resource forcing to change her tactics.
"We never did it to harm anyone," Sailor Charon immediately fires back.
"Oh…?" Pandora raises an eyebrow at Charon's statement. "Somehow I don't think Sailor Cosmos would agree with you." Her eyes fall on the Time Staff in the senshi's hands. She wants that staff. She has waited too long for this moment, to right past wrongs. She wants her old powers back. She lashes out striking Sailor Charon in an instant.
The senshi cries out as the dark energy whips through her. She doesn't remember Pandora ever possessing energy like this. She's not the same. Her powers are something else, on a whole different level. More than she ever anticipated. This is the not the Queen she remembered. She is no match for her. Charon falls to a knee, barely able to stay conscious from the onslaught of energy.
"Give me your key," Queen Pandora commands looking at Sailor Charon.
Sailor Charon slips into her native language. "Never."
The purple haired woman smirks. She lowers herself slightly to make it easier for Charon to hear her remarks in Plutian. "You're too weak little Yui-chan. You've always been weak. You were never my first choice to be a Moon Senshi." She taunts her trying to expose her insecurities. "It is why you failed to protect the Silver Millennium."
Charon's eyes dart upward. "You were never a good Queen. You lost your crown and were banished from this galaxy."
Queen Pandora slaps her across the face. "Such insolence!" She grabs Charon by the hair. "I was going to just take the key and your transformation wand. But now… I think I will take you with me. So you can see firsthand how to bend the Gates of Time to your will. Once I am done, Sailor Cosmos will never stand a chance." She rips the staff out of Charon's hands. Within seconds she can feel her old powers rushing through her, a planetary symbol blazing on her forehead for a few moments.
Charon's inhales sharply at the image before her; it sends a chill down her spin. To see Queen Pandora with her staff, a time key, is very dangerous for everyone.
The Queen smiles as she holds the staff in her hands. It is not as powerful as her previous staff but it is a start. "You will bear witness to failing all of the Queens you've ever served." She mutters an incantation and they leave through a portal.
The other senshi that accompanied her were waiting for this sign. They quickly follow behind her.
The purpled haired lady is named Queen Pandora. Why would she expect Yui to bow to her? Do you know who she is?
