Ritsuka clenched his teeth. "Professor Palmer," he said through the pain. "Do it now!"
"Professor Palmer? Who is-" Oberon said, right before his head exploded from within, as a man in blue and red tights grew up to normal size inside of it.

Second Ascension: Ray leaps through a jungle, wearing his eighties 'Sword of the Atom' costume and swinging a blade. In this Ascension he also attacks using this sword.
Third Ascension: Ray flying through atomic subspace and clad in his current red and blue armor.
Final Ascension: Ray as a glowing human figure surrounded by flashy effects.

The living embodiment of 'Size doesn't matter', the Atom unleashes all the power of his namesake against evil.
Ray Palmer, research scientist, created a 'white dwarf lens' that gave him control over his own mass and size. As the costumed adventurer and hero Atom, he fought many villains and strange menaces across time and space, not only alone but also as a member of the Justice League of America. For a brief time, Ray Palmer went undercover and a man named Adam Cray stood in as the Atom.

Assassin is nearly undetectable, not because of the standard training into stealth, but because of the gifts brought by his size altering powers. See Size Shifting below. He can make himself invisible to the human eye and ear, hiding virtually anywhere and even within enemy Servants, all the better to finish them off. In the hands of anyone with a lesser moral compass and standards, those powers would make them lethal to extremes that challenge human understanding.
A hero of the vulgarly known as 'white bread' variety and rather old fashioned, Palmer would rather not resort to murder usually. Only the Grand Order disruption and its special humanity-endangering circumstances have convinced him to use his power to kill Servants if necessary.

Ray Palmer knows judo. While an excellent practicioner by average human standards, he is still far from remarkable when compared to Heroic Spirits more adept at hand to hand combat.
Mass Controlling Combatant: B
By manipulating his body mass, Assassin can fluctuate more density into his feet and fists, making them hit harder and more efficiently. This makes for a valuable tool in close quarters hand to hand fighting.
Size Shifting: EX
Thanks to the special white dwarf star belt he designed, Assassin can shrink to subatomic sizes, and any other size in between his human normal size and atomic level as well. The transformation is instantaneous and helps his presence concealment greatly. Even when shrunk, he can hit just as potently as before, thanks to his mass manipulation stated above. This makes him a very difficult target to hit by nearly anyone.
Despite all of that, as a Servant, Ray Palmer cannot use his powers to grow up into a giant size like Ant-Man, even though otherwise his abilities surpass those granted by Pym Particles.
Noble Phantasm:
Atomic Mind Bomb- End of the Twilight Days: EX
Assassin flies (or rather displaces himself through the molecules of the air in a linear fashion) towards his target, enters their head through the skin, an eye or the nose, and quickly makes his way to the brain or its equivalent. From there he unleashes the charge of his white dwarf star belt, causing an explosion and a chain reaction of serial bursts that is intended to destroy the opponent's brain.
Through most cases, unless the opponent is extremely resiliant or gifted with incredible regeneration that is fast acting enough to save their life, the target's elimination is guaranteed, but the most likely outcome has Assassin himself perishing as well. He is obviously hesitant to deploy the Phantasm.
