At first I wanted to do a Jason Macendale Hobgoblin file, but the character had so many identities- Regular Hobgoblin, Demogoblin, Cybernetic Hobgoblin- it was difficult integrating them all into a single take, so Roderick it was.
But I unironically like Macendale. That Todd Mc Farlane story with him may have been rubbish, but as a kid I loved it.

Final Ascension: The Hobgoblin is flying above New York tossing a pumpkin bomb down at an angle of the shot, from where we only see one of Spider-Man's arms throwing a webline from offcamera.
Biography:
A mongul of fashion and parfume, Roderick Kingsley was often seen as an effeminate, inoffensive minor business player by New York's financial movers and shakers such as J. Jonah Jameson and Wilson Fisk. In truth Kingsley was a canny and calculating mastermind who played others like fiddles to gain more wealth and influence.
When a criminal working for him found the secret stash of Norman Osborn's weaponry as the Green Goblin, Kingsley had the man killed, and took the Green Goblin's cache for himself, dressing up as the first Hobgoblin.
A first fight with Spider-Man was a lopsided showdown Kingsley only escaped from through sheer luck. Driven to improve himself, Kingsley found Osborn's notes on the Green Goblin's serum, granting him superstrenght, and refined the formula so it wouldn't induce insanity in him. As the Hobgoblin, Kingsley plagued Spider-Man, becoming a manipulative player in the New York City crime scene, allied with Richard Fisk also known as The Rose.
When the pressure got too stressing on Kingsley, he hypnotized reporter Ned Leeds into thinking he had been the Hobgoblin all along and retired. Leeds was murdered by some men of The Foreigner short after that. A mercenary who had worked for the CIA, Jason Philip Macendale, took over the Hobgoblin's mantle. He wasn't very successful.
Years later, Kingsley got tired of Macendale making a mockery of the Hobgoblin name. He returned and killed Jason. Then he fought Spider-Man again, but finally was caught and sent to prison. He escaped with Norman Osborn's help, who used him as a pawn to dispose of the hero, but Kingsley fled to the Bahamas and established a new empire of supervillainy, branding the Hobgoblin identity to villains who wanted to make a name for themselves.

Independent Action: A+
Roderick Kingsley doesn't like answering to anyone, and he is an extremely selfish person. He is able to stray away to look for information and scouting grounds on his own as a Servant, without the Master's say-so or orders for it.
He won't backstab an useful ally until they have survived said usefulness, but he must be watched over just in the event of a better offer being made by another. He can stay around for week and a half without a Master.
Personal Skills:
Legacy of the Green Goblin: A
Kingsley pillaged most of Norman Osborn's old hideous while Osborn was recovering from injuries received fighting Spider-Man and believed killed by the hero by the New York public. He seized most of the Green Goblin's paraphernalia for himself and worked to upgrade them.
These include the serum that gave the Green Goblin his enhanced Strength but without the mental twisting resulting from ingesting the liquid. Also a metal flying glider, pumpkin shaped bombs and sharp metal bat projectiles.
Golden Rule: B
Albeit not as wealthy as Norman Osborn, Kingsley was never lacking in money, not even after Osborn took most of his funds away. He keeps hidden stashes of money stored away anywhere else for such contingencies. He also is very apt at bouncing back from losing fortunes, building them again. Traveling and sustenance expenses will never be an issue, although a Master wasting money away frivolously will be seen as unwanted resource and preparations to replace them will quickly be put in motion by Archer.
Disengage: A
Roderick is not a coward, but he is extremely pragmatic and knows when to fold them. He won't flee at first sight, only once he has analyzed the odds and concluded that the only sane thing to do is escaping.
Information Erasure: A
When leaving a scene whether of a confrontation or a crime, those he left behind won't forget the Hobgoblin was there, but they will forget his secret identity if they learned it. Any data left by him on his true self is likewise deleted automatically. The only exception is if he revealed his identity willingly, something he would never want to do anyway.
Likewise, the issue of who is his Master will also be forgotten.
Noble Phantasm:
Actually it was Just Another Hob Goblin: A+
Whenever the Hobgoblin is killed he turns out to have just put another of the six men who wore the identity there. These men are Arnold 'Lefty' Donovan, Roderick's twin brother Daniel Kingsley, Jason Macendale, Kingsley's butler Claude, and Ned Leeds. Kingsley appears alive by the Master's side right afterwards.
As a Noble Phantasm functionally is not unlike Heracles' Nine Lives, but it doesn't grant immunity to the method used to kill a Hobgoblin, and once all decoys are killed Kingsley is next if he is struck down.

As the agitator of several gang wars in New York from behind the scenes, Kingsley can push several armed thugs, faceless minor criminals who never achieved the notoriety needed to become Anti Heroic Spirits. They are equiped with machineguns, flamethrowers and throwing knives.
Depending on the available mana Archer can send up to 75 hitmen at a time. But they are easily dealt with by most powerful Servants, so they mostly work as a distraction.
