To clear some confusion, Chloris is Ruby's nickname as one of Fairy Tail's "Queens", it's been mentioned before in passing, just want to make sure everyone knew.

Evergreen watched as Chloris appeared in front of her, silver eyes blazing with a fire unlike anything Evergreen had ever seen from the so-called "Fairy Queen". She stepped onto the rooftop as Fried's barrier rose around them; when she spoke, it was in an emotionless tone, "I'm giving you one chance, Evergreen. Undo the spell on the girls, and we can both walk away like this never happened."
"You're joking, right, Chloris?" Evergreen laughed dismissively, "I don't think you understand, I have all the cards here-!"
The next thing Evergreen knew, she was embedded in a crater in the Magnolia clocktower, Chloris lowering a foot from where she had hit Evergreen from twenty feet away.
"I don't think you understand," Chloris said, "you took my girlfriends and sister hostage. I have every reason to beat the counterspell out of you, and I will. So I'll ask again, one last time, undo the spell and you can walk away with the face you're so proud of intact."
Evergreen growled, how dare that arrogant worm- "Fairy Machine Gun: Leprechaun!"
Chloris looked unimpressed as the glowing bullets approached her. Breathing in, the dust turned to pure energy and flowed into her mouth.
"You forgot I ate Light, didn't you?" Chloris deadpanned, "Let me show you what a real barrage of magic looks like."
She clapped her hands together, before spreading them wide leaving hundreds of glowing balls in her hands' wake, "White God's Lance."
Evergreen was left trying to dodge the attacks, nearly being overwhelmed by the sheer number. When they finally stopped, it was to Chloris in her face, fist pulled back before it collided with Evergreen's jaw. She crashed into the rooftop, spitting out a tooth; Chloris landed on it seconds later, walking casually towards Evergreen, "You- Fairy Bomb!"
Chloris dodged it without stopping her forward advance, planting one foot on Evergreen's back, "I don't get why you ever thought this was gonna work. I'm S-Rank for a reason, and for that same reason you're not. What did you expect to gain from all this?"
Evergreen tried to raise her head to glare at Chloris, only for the other foot to lightly push her head down to the rooftop, "What I deserve! You three, you don't deserve the title of Fairy Queen! Only I do, and-"
"Have any of us ever shown any care that we have the title?" Chloris asked undaunted, before immediately continuing, "Now, undo the spell."
"You think you've won? The spell has a remote control element, I just have to say the word and your precious girlfriends will crumble to dust!"
The foot on her head rose off of it, and for a moment, Evergreen thought her threat had worked. Then the leg started to glow, and she felt a wave of magical pressure start to crush her.
"I can bring this foot down faster than you could even consider saying the word. Now, are you going to undo the spell, or am I going to have to kill you and undo it by force?"
"...Fine," Evergreen said, releasing the grip on the magical energy that was keeping the girls petrified. Laxus's plans weren't worth pointlessly throwing away her life. The foot stopped glowing…
But it came down all the same, knocking Evergreen out.

Laxus stared at the Dark Écriture writing in front of him.
Ruby Rose vs Evergreen
Winner: Ruby
He shouldn't have been surprised. He really shouldn't, it depended on the day of the week who won between him and Ruby, she would be his perfect second once he was Guild Leader but…
That meant the hostages were released. They'd think this game was over.
No.
He projected two thought projections, one where Evergreen was supposed to be and another in the Guild Hall. Speaking in a voice seething with rage, he said, "So I'm guessing you think the game's off, huh?"
Laxus watched Ruby's eyes flicker to the sky, and her already pale face lose all blood, "Laxus, you can't be seriously thinking of-"
"As Ruby just noticed, I have deployed Thunder Palace. 400 Lightning Lacrima are now in position over Magnolia. If you can't beat Bickslow, Fried and me in two hours and thirty minutes, they'll go off, reducing everything in their radius to ruin. Or, you can just surrender the guild to me."
"Laxus-" the Old Man started.
"Time's ticking," Laxus spat, before cutting off the thought projections.
It was less than a minute later when Ruby showed up. Before Laxus could say anything, she pulled back her foot and kicked.
Ruby's light wasn't like the normal thing, it was like someone hit you with a bludgeoning tool and a bunch of halberds at once. Laxus skidded across the ground before stopping himself, throwing enough lightning across the room that she couldn't dodge. Ruby responded with little more than a grunt of pain as she charged through, getting into hand and hand with Laxus.
Laxus angled a punch at her head, missing by the tip of her ear, and dodged a glowing fist to the gut in turn. Ruby followed it up with a wide kick that caught him and threw him back even as Laxus uppercut her in the jaw. Both sides steadied themselves, then went on the attack.

Fried turned from the unconscious Reedus as he heard a pair of wings flapping. Mirajane had transformed into Satan Soul; and was staring death at him. Fried raised his rapier, preparing for a fight he knew he couldn't win.

The demented grin on Bickslow's face faded as Erza landed in front of him, her normally severe face downright thunderous.
Crap. He wasn't gonna be able to win this one..

Ruby grabbed Laxus by the face with a White God's Dragon Claw, slamming him into the cathedral floor. Laxus responded by slamming both hands into Ruby's chest and coursing lightning through her, sending her flying back. Ruby landed on one hand, sending a wave of white light from her foot.
Laxus dodged, throwing a bolt of lightning at Ruby, who rolled out of the way. Ruby flashed forwards, throwing a punch at Laxus, who caught it and threw one in return, which Ruby caught. Ruby inhaled, and Laxus's eyes widened, throwing himself out of the way of the White God's Bellow. He took the moment where Ruby had to regain her breath to throw a bolt at her chest.
Ruby dodged around it, rushing towards him before he had time to stand and dropping a Whire God's Guillotine on his chest. He caught the foot inches above it, standing and throwing her against the wall.
Ruby vaguely heard Natsu trying to pound his way in through the barrier, but put it out of mind. This was a battle between two of Fairy Tail's strongest wizards, there was no room for distractions.
Ruby pushed off from the wall, fists glowing, and proceeded to pummel Laxus in the chest repeatedly. Or would have, if Laxus didn't catch each blow as it came. The ground beneath their feet started to crack from the shockwave each punch was releasing, and finally Ruby kicked up a large shard directly into Laxus's groin. He winced, staggering just slightly, and it was enough for Ruby to land a hard blow on his chest sending him flying head over heels.
"You're doing pretty good," Laxus said, "but why don't we kick things up a notch?"
Laxus' eyes became slitted, his teeth fanged, and patches of scales appeared across his body as he bulked up. No way. He couldn't- how?
"Lightning Dragon's Roar!" Laxus breathed out a torrent of lightning and Ruby responded in kind.
"White God's Bellow!"
The breaths met in the middle, crashing against each other like two waves, before an explosion shook the cathedral. Ruby started to rush forwards, before a trident made of lightning smashed into her chest and sent her flying back against the wall, spasming.
Laxus burst from the smoke, lightning covering his fist and Ruby just barely rolled out of the way. Huffing and puffing, Ruby stood up and pulled a Dust crystal out of her pouch. Laxus laughed, "You think that fake magic is enough to stop me?"
"It's not for you," Ruby said, before slotting it between her teeth and biting down. An explosion of light came from the crystal, and Ruby swallowed it all. Her eyes glowed a brilliant silver, pieces of skin flaked off to reveal glowing white light underneath, and Ruby's muscles bulged.
Less than a second later, she had kicked Laxus across the cathedral. Ruby exploded across the distance between them, burying her fist in Laxus's gut as he brought both hands down in a hammer blow full of lightning.
Ruby leapt into the air, thousands of small balls forming around her as she fired off a White God's Lance. Laxus waved them aside like a curtain, throwing another trident at her, but Ruby was already out of the way and behind him, slamming a Guillotine into his spine.
Both breathed in as he flew backwards and unleashed their respective breath attacks. They collided, struggling for dominance for a second before finally the Bellow swallowed the Roar. Laxus was slammed into the wall, sliding down it unconscious.
Ruby fell on her butt panting, before swallowing down some light to rejuvenate herself, "Sorry, Laxus. Looks like I was the better fighter this time around."

Once everyone was, for as much as they could be after the free for all, recovered, the Master Makarov and the Guild's S-Rank mages, even Mystogan, stood surrounding Laxus and the Thunder Legion. Ruby was wrapped head to toe in bandages, her left arm, which had lost most of her skin during Apotheosis, was wrapped up in a sling, alongside her ribcage and the left eye.
"What you four did was a very grave offense," Makarov said, seriously, "You took Fairy Tail members hostage, made members of our family fight each other, and threatened the lives of everyone in Magnolia. For this, I have no choice but to revoke your Guild membership. I can't begin to express my disappointment in you four."
The Guild Marks on each of the members faded, and the S-ranks watched Laxus and the Thunder Legion trudge out of the building. Once they were gone, Ruby signed and fell into the chair, "I guess I'm not participating in the Fantasia Parade. Nobody wants to see a half mummy during it, especially when they don't know what happened."
"There's always next year," Mirajane said comfortingly.
"Yeah, but I didn't want to wait till next year to do this," Ruby fished out a pair of small boxes, handing one to Mira and Erza, "It's my eighteenth birthday, so I wanted to ask… Will you marry me?"
Ruby couldn't help the grunt of pain as the both hugged her.
