Project: Kamen Rider Global integration program
Codename: Outsiders
Objective: In order to ensure that the plot point is focused within the area of Japan to prevent an EK class end of the story scenario - A hyper-meta scenario where the story is to spread out with too many plot nexus to focus on, making the narrative stretched thin to the point that the pataphysical firewalls between the real and unreal are unable to shield it. This metaphysical stretching of the 'canvas' will lead to the [Inventor] narrative anchor failing as several Type-Green entity known as: Angry Commenters breaching the localized [Redacted] entity noosphere and eventually parasitizing it until it can no longer provide sufficient stories. It's believed that this is the ultimate fate of U54 - a world possibly made by the same entity.
Methods: Many methods have been tried such as inducing Memetic Noohazards into the Roidmude emperor mind to make it focus the Roidmude emporer within Japan. This is much easier thanks to a narraplex that makes both coinciding narrative takes place primarily in Japan. Not only that but a stroke of luck is that all current Kamen Riders are based in Japan. Another method is surrounding Japan in a Narrative stasis to ensure nothing of high 'plot' energy leaves. This has been ruled out due to [Data Expunged].
One more option that is still pending is the use of a controlled anti-narrative to eliminate the concept of threats outside of Japan temporarily, this option has yet to be considered due to everyone forgetting about it.
Regardless of our methods, some Roidmudes are and will attack outside of Japan, due to various reasons. Whether wanting to not deal with Kamen Riders, inherent disapproval of a one country tactic, or personal reasons. This is why we created project Outsiders, to deal with the Roidmude threat outside of Japan with the usage of many custom made Kamen Riders that were created in conjunction with the Bandai Consortium.

A Plain cobra Roidmude with the plating 123 laugh as he witness the destruction around him. "C'mon why so sad, try a smile?" He said as he held up a woman corpse, a smile cutted into her once beautiful feature as several civilians and Pro hero watch in fear
"Oh, Hell naw mate, I ain't dealing with that" one Pro hero whispered to his comrade as they both tried to put on a brave face. Unfortunately the company behind them Vought, demanded them to deal with the Roidmude and bring it down, maybe keep it alive if possible. Pro Hero Ajax wanted to curse, 'alive?', he wasn't positive he will make it out alive. Suddenly another Pro Hero arrives on the scene - Gunhead - a pro hero with the power to manifest guns on his arms "HA! Stop right there criminal scum!" Gunhead said charging in as he fired an RPG at the monster.
"HOLY shit!" Vex one of the heroes present screamed as she jumped up, a bit slow as she is still high "They said to bwing it back abive" she slurred as Gunhead looked at her "Those son of a gun can shove it you whore" he shouted back as the 2 prepare to have a fight off when they heard laughter coming from the crater.
"Well... That wasn't very nice, no punch line, it's like the sequel only nobody gave a damn about the first one" Roidmude 123 said as his body begun cracking. Everyone was tense as Gunhead stepped up without any fear of death "Ha, Big word coming from a cracked egg" he shouted as Roidmude 123 laughed loudly once more "Oi, you retarded or some shit" he provoked as the monster simply continue laughing as a toxic green gas spill out of his orifices and cracks. Everyone ran back noticing how fast it's spreading (Ajax having to drag Vex since she was still slowed). However Gunhead merely jeered "Ha! Did you just stank yourself HAHAHAHA" suddenly he begun laughing as he smelt the gas... And he kept on laughing and laughing, collapsing on the ground as he tried to tear his throat out.
Out of the gas, and to the horrified eyes of anyone watching, stepped out monsters... Men and women, even children unfortunate enough to have breathed in the gas in the same stated as Gunhead. And out of it came the real monster... Roidmude 123 as it calls itself... No it looks different. It can be described as a animatronic with clown aesthetic as its head was white with only a blood red smile and a green top as several pipes emerge from it backs, spilling gas everywhere. A flower could be spotted pinned to its chest as Roidmude 123 looked at itself and laughed wildly. "This is incredible! This melody of suffering! Of joy! Of blissful existence as everyone is smiling!" Letting out a dramatic gesture as it 'weeps' from the overwhelming beauty of it all "It's truly wonderful, my masterpiece! My Renaissance, truly this must be a work of art" he said as he approached the scared onlookers "Allow me to introduce myself... I am the... Joker Roidmude and I am actually a pure hearted man who can't bear witness to suffering" he said as some people looked a bit confused but mostly terrified. One of the nearby onlooker defending the people shouted out "Y... You are a monster" as he drew fire on it, the bullets merely bouncing off of it.
The Joker Roidmude merely approached him as he methodically took steps by steps as he did a dramatic ballet dance. The man eventually scrambled back as he peed his pants, leaving the panicking citizen on their own as Joker asked them "C'mon why aren't you smiling? Are you suffering? Here let me show you a magic trick" he said as he took one of the kid and carved a smile as he said "See? All HAPPY now" Joker said as he started to laugh, and then the kid... And then everyone.

It looked like thermonuclear war was just announced as everyone ran around panicking, trying to contain a biological weapon of mass destruction "We need the military, fuck why did we de-militarized Florida!?" "How many heroes do we got left!?" "We're understaffed! " "I want my mommy!" "Can get sat viewing"
The head of office called the main Vought council as he begged for help. But they kept saying stuff like it's not that serious and don't overexaggerate... Motherfucker! We're dealing with a literal chemical/biological weapon that could destroy the entirety of USA! It's national news!
"Do we have any heroes who can stop this shit!" He shouted begging for anyone to say something, this is the disaster of the lifetime.
"Sir we got something on view!" "What!" "It appears to be... The Miami police force?"

Joker looked at the several trucks that arrived, he is confused as he watch a bunch of man in armor step out, all of them bearing the G3 sign on their shoulder pads... Are they Kamen Riders?
Suddenly he notice them placing some bars down as it fold out and deploy a barrier, his eyes widen as he noticed the gas not being able to enter. He was slightly interested as he saw a man who appears to be the sheriff (My Oc, Kevin Peyton).
"Joker Roidmude" he shouted out, his voice naturally loud as the men aside him set down their turrets as they aim at him "Your crimes against humanity include genocide, chemical warfare, and torture!" as he merely laugh saying "hoh? What you gonna do eh? Gonna cry?" as the sheriff merely glare more "Your life is counted in second" he said as he took out a driver that looks like a motorbike handle before taking out an USB.

After transforming, the barrier went down as he charged forth with the Engineblade, Whilst joker laugh as he commanded his 'zombies' to charge at the police
"... Fire they aren't human!" the G3 force begun to mow down the zombies as they were shot down by the Neo GX-05 Kerberos 50 rounds per second. As several zombies were shot down. Accel and Joker met in the middle as they slashed each other, Accel blade met Joker claw as they were engulfed by the monster.
[G3 unit vs Undead horde]
It looked like a certain movie as the horde of monster were gunned down when suddenly their comms lit up "Unit G3-1 there is 5 supes moving toward you - Pyrokinesis, Gun manifestation, Minions summoning, and 2 strength quirks. Should we send backup?" "Stand by G3-1 Alpha, we can handle this - using K9- Broxis"
A K9 bot with a gatling gun ported on it and a few rockets pad was launched out as the personnel inside the van manipulate it like a game. The K9 charge toward the supe with pyro power as it started firing at it. Ducking under a stray energy slash from Accel as he tried to cut Joker down, it fired off several rockets at the minion as the former supe Vex was bought down. Meanwhile several G3 units set up the GR-09 Bethesda as they prep to launch an indiscriminate attack in places that have been evacuated "G3-1 you're allowed to fire at this cords in 3...2...1" "Fire!" As several miniature missile, launch down, it scatter into multiple shrapnel as it struck a few zombies.
A G3 unit took out his GS-03 Destroyer as he charge toward the 2 supes with strength quirk as he grabbed one of them and broke his arm, his other arm slicing off the other supes.
[POV switch]
The entire staff room were cheering as they watch the G3 unit destroy the undead; however, one question still remain... What is the fate of the sheriff? The drone lost sight of him a while ago.
Suddenly an explosion rock the screen as both the Sheriff and Joker Roidmude were sent flying back.
[Pov switch]
Several G3 units flanked Accel as they aimed their guns and fired the wrath of a god at the opposite side. When their initial fury was spent, they saw the Joker Roidmude, his body scarred and dented as several part of his body were caved in. Yet he was still laughing "Why? Why don't you wanna smile?... I am going to carve a smile in your face". Seeing this, the sheriff raised his hand at his man as he stepped up and looked at the Joker Roidmude through his now broken visor "I say about 10 second left until your demise" before pulling out another device

Turning Blue, he wasted no time as Kevin pressed the trigger and charged forth faster than lightning, catching the Roidmude off guard as he activated [Heavy Acceleration] as suddenly, Kevin slowed down as Joker laughed however...
"Oi... You think it will be that easy?" Kevin voice rang out as he assaulted the Roidmude with a number of lightning fast kick. Not even giving it time to think before doing a flying scissor leg kick to finish it off.
When the [Heavy acceleration] ended, Accel appeared on the other side as he grabbed his device "9.9 second... Your ending was despair"
BOOM
[Later, Miami Police County]
"No, they were dead the moment the gas got to them, now next question" Kevin said as he pointed a young reporter "Sure, it's said that you killed the criminal instead of bringing it to justice, is that true?". "First of all, I am pretty sure Genocide and Chemical warfare constitute a death penalty." Another reporter chime in "Mr Kevin, according to your profile it says that you're quirkless..." Everyone paused as the reporter continue "So why did you interfere in a situation where the Pro hero were activel-" "I am sorry you were saying the Pro heroes were actually doing something?" "Wuh-" "SHUT IT. What I saw out there were not pros but merely ammo for the enemy to fire at will. At most a grenade to throw" Kevin said as he walk off the podium "This is a message to you Vought, for a full century, the people of Florida lived under your so called 'protection' as they paid exorbitant amounts of money just so you can send a few so called 'pro heroes' to deal with 'villains' villains that you yourself released into public" Kevin said as he shocked everyone as the previous reporter tried to retort "This is unfo-" Suddenly the screen plays a video of a dealing between a supervillain named 'Typhoon' and some Vought executive... Oh fuck "We have proof of your shady dealings and exploitation of the people fear of quirks... No more I say" Kevin pulled out a piece of paper.
"As of today, the senator and government of Florida signed the official non-superhero act. We will count ALL Pro Heroes as Vigilantes and will detain them with the full force of the law." He shouted as several G3 units walk behind him on the podium standing proudly with a few G3-X suits up front. "The police force has long been tired of being used as a hen of societal reject, from today on, we will take back the law and safety of the people of Florida back from the hand of capitalist and materialistic exploits"...
Stopping in front of the camera, he looks directly at it as his eyes burn with passion "The duty of the police is not just to uphold the law... It's to protect their home and their people. Checkmate Vought"
Report: Control test with Miami police County by giving them access to the SAUL resources including the G3 series and several technology from Bandai have proven to be more successful than initial estimates. Kevin Peyton abilities to use T2 Gaia Memory is still under investigation, however it's possibly due to a high 'protagonist' energy.
Analysis: It appears that the G3 system demand for its user mental ability are too much for someone with a quirk to handle without excessive strain, research using Kronicle analyzer have revealed that within 10 years, those with quirks who use the G3 system will suffer from mental and cognitive degradation due to over usage. Additionally, the G3-X, G4 and G4-X system requirements are too much for any human (even quirkless) to handle, a study has been put out that said that quirkless people aren't truly quirkless due to the quirk factor being present as a recessive gene. So far only 3 people in the entirety of Florida are distinct enough from Homo Quirkus to wield the G3-X system. A proposal for removal of any latent 'quirk factor' from quirkless people are in testing.

The reason I chose all the thing I did was because GTA6 is taking place in Miami plus New Zealand and Florida are close enough for me to relate. Also I saw the new Joker movie and it sucked like really sucked. It was just shit all over.
So I chose this to just complain.
Now Kamen Rider Dark Drive and Tracer are all police so I chose G3 and Accel since they're all police based. Not only that but Accel also fought a Roidmude before and I just want to say that the Gaia memory is way too OP.
They are the memory of the Earth based on concept related that humanity (and nature) made. Heat Gaia memory controls the very aspect of heat, that is why it can manifest fire. Honestly if it weren't for the limitation of plot and special effects, it would be a very different Kamen Rider series.
