Hey guys, TheDoctor1998 here with another chapter. It's simply a basic overview of the SCP Foundation for now, but I thought it's a good introduction.
Now, the following "file" has been compiled from various sources. Most notably several introductory files on the SCP Wiki, including the ACS Guide, and the SCP Training :: Orientation video by LitterBot on YouTube.

A female voice suddenly came from the speakers.
Hello, if you're watching this then congratulations. You've been specially chosen to be a part of the most expansive secret organization in the history of mankind. The SCP Foundation.
What is the SCP Foundation? We are an international covert agency tasked with the monitoring and containment of paranormal entities and anomalies. To put it bluntly, we protect you from the things you don't know about.
With bases and research centers worldwide, and no government affiliation to limit our resources and regulations, we have limitless manpower and technology at our fingertips.
Some people raised their eyebrows. But Vee had to admit, if supernatural stuff did exist on Earth (excluding anything from the Demon Realm), the people responsible for hiding it from the world did have to be very capable at their jobs.
SCP stands for Secure, Contain, Protect, and that is exactly what we do.
The items, objects, creatures and subjects we procure vary from the microscopic to larger than life, and everything in between.
Eda frowned and spoke. "So these bozo's just put everything that's not "normal" in a cage?"
All of these entities fall on a spectrum of difficulty in containment, as well as a spectrum of danger and/or threat to humans, which are as follows.
Containment Class. This class is specifically to allow individuals to know at a glance how difficult the anomaly is to contain. The spectrum of containment are as follows.
Alador nodded. It would make sense for an organization that traps abnormal things to categorize things by how difficult it is to contain.
Safe Class. Safe-class SCPs are anomalies that are easily and safely contained. This is often due to the fact that the Foundation has researched the SCP well enough that containment does not require significant resources or that the anomalies require a specific and conscious activation or trigger. Classifying an SCP as Safe, however, does not mean that handling or activating it does not pose a threat.
Gus simply looked confused at that. "Safe things aren't safe?"
Euclid Class. Euclid-class SCPs are anomalies that require more resources to contain completely or where containment isn't always reliable. Usually this is because the SCP is insufficiently understood or inherently unpredictable. Euclid is the Object Class with the greatest scope, and it's usually a safe bet that an SCP will be this class if it doesn't easily fall into any of the other standard Object Classes. As a note, any SCP that's autonomous, sentient and/or sapient is generally classified as Euclid, due to the inherent unpredictability of an object that can act or think on its own.
Eberwolf understood some of that. Even for him, animals are inherently unpredictable. He can guess what someone or something will do, but free will is always an issue in that regard. Not that he disliked animals that didn't listen to him of course, but he did get annoyed and worried if that disobedience resulted in potential danger.
Keter Class. Keter-class SCPs are anomalies that are exceedingly difficult to contain consistently or reliably, with containment procedures often being extensive and complex. The Foundation often can't contain these SCPs well due to not having a solid understanding of the anomaly, or lacking the technology to properly contain or counter it. A Keter SCP does not mean the SCP is dangerous, just that it is simply very difficult or costly to contain.
Darius spoke up. "So the Keter's are basically Eda."
Eda, for her part, simply grinned and gave the abomination's master a thumbs up.
Neutralized Class. Neutralized SCPs are anomalies that are no longer anomalous, either through having been intentionally or accidentally destroyed, or disabled.
Barkus barked at that. If a crystal ball breaks it just becomes shards of glass. Makes sense that the same principle applies to other things.
Explained Class. Explained SCPs are commonly about anomalies that are completely and fully understood to the point where their effects are now explainable by mainstream science or phenomena that have been debunked or falsely mistaken as an anomaly. These mistaken anomalies are removed from the main SCP list, and the International SCP lists, and are instead placed on the Explained SCP list.
Luz spoke. "So they thought it was magic but it wasn't magic?"
Yahweh made a so-so motion with his hand. "Sometimes, though it's not limited to magic."
Pending Class. SCPs that have not yet been assigned an object class may be labeled as Pending. This is used to indicate that the Foundation is actively researching the anomaly, but doesn't have enough information yet to give it an object class. This is a deliberate decision to emphasize that a story is ongoing, and isn't the same as a researcher not knowing which object class to assign.
Lilith nodded. "Makes sense. You can't categorize something if you barely know what it is."
Esoteric Class. The Esoteric-class is a catch-all containment class used when an object requires additional containment specifications that are not present within the other classes. When utilizing the Esoteric containment class, personnel should then specify which containment class should be utilized in the box below. Notably, this option will not appear on the module when not in use. When this option is in use, it will appear as a secondary containment class. Some of these are used only on one specific SCP, while others are more widespread, though still rarer than a non-Esoteric-class.
King threw a fist in the air. "Rulebreakers that don't fit in!"
Next, some examples of secondary containment classes.
Apollyon Class. Apollyon-class SCPs are anomalies that cannot be contained, are expected to breach containment imminently, or some other similar scenario. Such anomalies are usually associated with world-ending threats or a K-Class Scenario of some kind and require a massive effort from the Foundation to deal with.
Everyone that was just at the Boiling Isles thought of Belos. He definitely became a world-ending threat at the end, one they were lucky enough to survive.
Archon Class. Archon-class SCPs are anomalies that could theoretically be contained but are best left uncontained for some reason. Archon SCPs may be a part of consensus reality that is difficult to fully contain or may have adverse effects if put into containment. These SCPs are not uncontainable—the defining feature of the class is that the Foundation chooses to not put the anomaly into containment.
Amity blinked. "So, they don't contain everything?"
Cernunnos Class. Cernunnos-class SCPs can be functionally contained, but the Foundation cannot achieve this for logistical and/or ethical reasons.
Luz looked towards her girlfriend. "Guess they don't, Sweet Potato."
Hiemal Class. Hiemal-Class SCPs are a system of two or more distinct but related anomalies that keep each other under control.
Willow perked up. "Like the tale of the two ghosts!"
Luz blinked, the golden glow in her eyes flickering off for a moment. "The what?"
"Oh, it's a fairytale in the Boiling Isles." Willow began, Gus creating illusions to elaborate on her tale. "It's a tale about two ghosts, one made of fire, the other made of ice. They appear twice every year, when winter turns to spring and when summer turns to fall. According to the tale, they try to fight and gain control over nature, trying to put the Isles in an eternal summer or winter. But they always end up destroying each other, their powers being equals and opposites, ultimately leaving nature to do its own thing."
"Huh." Luz said, watching the illusions of living fire and ice dance around. "Neat."
Tiamat Class. Tiamat-Class SCPs pose an immediate threat to humanity but can be "contained" via open warfare or other Veil-breaking operations.
A lot of people winced at that, reminded of the concept of witch hunters. If Belos was with the Foundation, he'd definitely have labeled the entirety of the Demon Realm as a Tiamat Class.
Ticonderoga Class. Ticonderoga-Class SCPs cannot be contained but do not need to be contained.
Edric couldn't help but ask something. "Isn't that just the same as the Archer class?"
Emira snorted. "Archon, Ed. And those can be trapped if those Foundation people wanted to."
Thaumiel Class. Thaumiel-class SCPs are anomalies that the Foundation specifically uses to contain other SCPs. Even the mere existence of Thaumiel-class objects is classified at the highest levels of the Foundation, and their locations, functions, and current status are known to few Foundation personnel outside of the O5 Council.
Masha crossed their arms. "Guess they're not above using the stuff they trap."
Uncontained Class. Uncontained-class SCPs are anomalies that are, for one reason or another, not in containment. As containment breaches are always a possibility for any SCP, this secondary class can be used for non-Esoteric-class SCPs.
Eda snickered. "Guess the almighty Foundation can't imprison them all."
Luz facepalmed, knowing that Eda would likely see them as a challenge now.
Next up is the Disruption Class. This class is specifically to allow individuals to know at a glance how easy it is for an uncontained anomaly to disturb the status quo and/or break the veil. The spectrum of containment are as follows.
Camila was pondering. How bad could these "anomalies" be?
Dark Class. The known or potential disruption is so low as to not be a concern. The object is essentially inert when not interacted with and may potentially only affect a single individual. The Foundation would find it trivial to clean up after it.
Vlam Class. The known or potential disruption would be localized to a small handful of people. The anomalous effects certainly do affect multiple people, but it would not extend very far. The Foundation would find it relatively simple to neutralize its effects.
Keneq Class. The known or potential disruption would be extended to a number of people roughly defined as a city. The anomalous effects could spread with fairly significant speed, fast enough as to cause concern. The Foundation would find it moderately difficult to neutralize its effects.
Some people's eyes widened at this. If they understood it correctly, these things could disrupt the entire Isles.
Ekhi Class. The known disruption would extend to roughly the size of a large metropolitan area to an entire country. The potential disruption could extend to the entire known world. The spread would be swift and difficult to manage. The Foundation would find it quite difficult to neutralize its effects.
Camila gulped. 'Dios mio, these things can affect an entire country?!'
Amida Class. This Disruption Class should be reserved for special circumstances when The Foundation is essentially "declaring war" on an anomaly. When an anomaly poses such a dire threat to the status quo and the Foundation's veil that there is no other option than to use all possible options in order to Neutralize it. The effects of an Amida anomaly would extend to the entire known world and possibly the entire universe.
Luz's jaw dropped. There are things that can affect the entire Universe?! Even the Collector (and, if her suspicions were correct, the Archivists as well) couldn't do that. And from what she could feel from her new magic, neither could the Titans.
Next up is the Risk Class. This class refers to the severity of an anomaly's effects on an individual person and how easily one can recover from it.
Notice Class. The anomalous effects of the object are nearly non-existent to mild. An individual within close proximity of the object would not feel anything as a result of the object. It poses no danger to any individual nearby.
Skara snorted. Things in the Demon Realm are almost always dangerous, even to the people that are used to it. The weather alone can easily get you killed.
Caution Class. The anomalous effects of the object are mild to moderate. An individual within close proximity of the object may feel mild effects from the anomalous object. It poses mild danger to any individual nearby.
Warning Class. The anomalous effect of the object are moderate to significant. An individual within close proximity of the object will feel mild effects or may feel major effects from the anomalous object. It poses moderate danger to any individual nearby.
Danger Class. The anomalous effect of the object are significant to extreme. An individual within close proximity of the object will feel major effects or may feel extreme effects from the anomalous object. It poses significant danger to any individual nearby.
Critical Class. This Risk Class should only be chosen when the object's effects will be near instant and/or extremely severe. It does not, necessarily, need to cause actual death, but death is incredibly likely and expected. Any individual nearby will feel the effects near instantly and the possibility of recovery is impossible.
Now you're probably wondering where you fit into all of this. Well, wonder no more. We will now explain our classification levels briefly.
There are 5 class levels in the Foundation. They range from A to E and are as follows.
Eda rolled her eyes. "Great, authority figures."
Class A personnel are those deemed essential to Foundation strategic operations, and are not allowed direct access to anomalies under any circumstances. When circumstances require Class A personnel to be in direct proximity to such anomalies (such as in the case of facilities housing containment units), Class A personnel are not allowed access to the areas of the facility containing such anomalies and are to be kept in secured areas at all times. In the case of an emergency, Class A personnel are to be immediately evacuated to a designated and secure off-site location. O5 Council members are always Class A personnel.
Lilith was noting things down. "I wonder who this "O5 Council" are." Mentally comparing Class A personnel with the higher ups of the Emperor's Coven, such as herself and Kikimora before she took on part of her sister's curse.
Class B personnel are those deemed essential to local Foundation operations, and may only be granted access to objects, entities, and anomalies that have passed quarantine and have been cleared of any potential mind-affecting effects or memetic agents. In the event of a containment breach or hostile action against a Foundation facility, Class B personnel are to be evacuated to a designated, secure off-site location as soon as possible.
Just like Lilith, Hunter was mentally comparing this class to the Emperor's coven. Specifically, individuals like Warden Wraith and some of the captains, and himself before he became the Golden Guard.
Class C personnel are personnel with direct access to most anomalies not deemed strictly hostile or dangerous. Class C personnel that have had direct contact with potentially mind-affecting or memetic properties may be subject to mandatory quarantine and psychiatric evaluation as deemed necessary by security personnel. In the event of a containment breach or hostile action against a Foundation facility, non-combatant Class C personnel are to either report to secure lock-down areas or evacuated at the discretion of on-site security personnel in the case of a site-wide breach or other catastrophic event.
Steve, like Lilith and Hunter, was thinking of their former Coven. He supposed that Class C personnel were basically the Foundation's equivalent of himself and his former scout colleagues.
Class D personnel are expendable personnel used to handle extremely hazardous anomalies and are not allowed to come into contact with Class A or Class B personnel. Class D personnel are typically drawn worldwide from the ranks of prison inmates convicted of violent crimes, especially those on death row. In times of duress, Protocol 12 may be enacted, which allows recruitment from other sources — such as political prisoners, refugee populations, and other civilian sources — that can be transferred into Foundation custody under plausibly deniable circumstances. Class D personnel are to be given regular mandatory psychiatric evaluations and are to be administered an amnestic of at least Class B strength or terminated at the end of the month at the discretion of on-site security or medical staff. In the event of a catastrophic site event, Class D personnel are to be terminated immediately except as deemed necessary by on-site security personnel.
Luz started choking on her own spit, reading between the lines what the Foundation did to D-Class. "What?! They're experimenting on people?!"
Amity saw something that worried her though. Luz's eyes were glowing a bright orange, and glyphs started floating around her. "Luz, calm down, please!"
"Calm down?!" Luz practically snarled, confused as to why she should calm down after hearing what the Foundation does.
Masha piped up, attempting to calm her down in their own way. "Well, there are loads of rituals that need human sacrifice to work. I've never done that, obviously, but I know that some of those rituals are made to stop something so bad that it's worth it to sacrifice someone's life."
Luz glared at her sister's partner. "And that's supposed to make it better?"
Masha shook their head. "No, but if the Foundation also needs to use those rituals, I would get why they do it. Better to let one person die instead of an entire city. Trolly problem and all that. Still hate it, but it's better then to set the world on fire."
Luz was still angry, but she did calm down a bit, causing the glyphs she summoned to fade away. She still hated what she just heard, but the new titan did have to admit that Masha had a point.
Class E is a provisional classification applied to field agents and containment personnel that have been exposed to potentially dangerous effects during the course of securing and establishing initial containment over a newly-designated anomalous object, entity, or phenomenon. Class E personnel are to be quarantined as soon as possible, monitored, and screened for potentially harmful changes in behavior, personality, or physiology, and may only return to duty after being fully debriefed and cleared by psychiatric and medical staff.
In addition, individual members of staff also have several clearance levels, ranging from 0 to 6. These clearance levels are independent from class levels, though higher class levels do tend to also have higher clearance levels. The clearance levels are as follows.
Eda, who was also in a bad mood after hearing about the Class-D's, frowned. "Great, so they keep secrets even to their own people."
Level 0: Public. Level 0 security clearances are given to non-essential personnel with no need to access information regarding anomalous objects or entities in Foundation containment. Level 0 access is typically held by personnel in non-secured clerical, logistics, or janitorial positions at facilities with no access to operational data. Level 0 access is also given to civilians working at Foundation front companies, and can also be used for civilians as a whole during a Broken Masquerade Scenario.
While many understood most of what was said, one thing remained a bit unclear, something that Raine voiced. "What's a Broken Masquerade Scenario?"
Yahweh replied to the extremely talented bard. "It's a hypothetical scenario for the Foundation, one where the general public learns of the existence of the supernatural. Say, Belos' lie about merging Earth and the Demon Realm became reality, and all humans learned about the existence of witches, demons and magic. That would qualify as a Broken Masquerade."
Raine nodded in understanding, looking back at the screen.
Level 1: Unrestricted. Level 1 security clearances are given to personnel working in proximity to but with no direct, indirect, or informational access to anomalous objects or entities in containment. Level 1 security clearances are typically granted to personnel working in clerical, logistics, or janitorial positions at facilities with containment capability or otherwise must handle sensitive information.
Hunter nodded. There were things that the entirety of the Emperor's Coven knew that were kept from the public, though leaks still happened.
Level 2: Restricted. Level 2 security clearances are given to security and research personnel that require direct access to information regarding anomalous objects and entities in containment. Most research staff, field agents, and containment specialists hold a Level 2 security clearance.
Level 3: Confidential. Level 3 security clearances are given to senior security and research personnel that require in-depth data regarding the source, recovery circumstances, and long-term planning for anomalous objects and entities in containment. Most senior research staff, project managers, security officers, response team members, and Mobile Task Force operatives hold a Level 3 security clearance.
Level 4: Secret. Level 4 security clearances are given to senior administration that require access to site-wide and/or regional intelligence as well as long-term strategic data regarding Foundation operations and research projects. Level 4 security clearances are typically only held by Site Directors, Security Directors, or Mobile Task Force Commanders.
Again, many of the former members of the Emperor's Coven nodded. Makes sense that some secrets must be kept by an organization, and that the leadership keeps it to themselves.
Level 5: Top Secret. Level 5 security clearances are given to the highest-ranking administrative personnel within the Foundation and grant effectively unlimited access to all strategic and otherwise sensitive data. Level 5 security clearances are typically only granted to the Ethics Committee, the O5 Council members and selected staff.
All the former Coven heads nodded at that, as much as they hated it. Belos knew a lot, and gave snippets of information to his subordinates where needed.
Level 6: Cosmic Top Secret. Level 6 security clearances are given only to members of the O5 Council. All access to this document is granted solely at the discretion of an O5 Council member.
Luz, while still a bit pissed from before, couldn't help but snort. "Cosmic Top Secret, really?"
Vee piped up at this. "Actually, NATO uses that one as well. It's an acronym, but I forgot what it stands for."
The hybrid snickered a bit. "Sounds like someone just wanted to make a cool acronym."
Darius raised his eyebrow. "What's NATO?"
Camila answered him. "A military alliance between various western governments. An attack on one would be considered an attack on all of them."
Darius nodded at that. It made sense, after all. While a nation could attack another nation, they might think differently when that attack irks a lot of other nations too.
While the primary SCP database is the largest within the Foundation, it should be noted that we've got several semi-autonomous branch offices across the world, each with their own database. Files of this nature are accessed through the international database.
That got some people thinking, though Lilith decided to take the reins on this one. "Excuse me, miss Noceda?"
The elder human smiled at the witch. "Please, just call me Camila."
The heterochromatic witch nodded. "Alright then, Camila. I was wondering, how big is the Human Realm in reality?"
Camila blinked, a bit wrong footed by the question. "I don't know the exact size, but I think it's a bit more than 20 thousand miles."
Many of the witches and demons in the theater widened their eyes, surprised at the sheer size of Luz's home.
In addition, we also have a separate database for Explained class SCPs, which are typically objects that were mistakenly identified as anomalous. Despite the fact that members of the Foundation are usually highly competent, we are still capable of making mistakes.
If you have any more questions, ask your assigned superior. Remember that there's a considerable likelihood that your question will have a classified answer, and that you may not receive a response.

The screen then went to black, leaving only a rotating symbol of the Foundation. After a moment of silence, Eda stood up and stretched out her arm and her stump. "Welp, I'm beat. Where's the bedrooms, Beardy?" She asked God.
Yahweh chuckled good naturedly. "Just think of where you want to go, and the doors will bring you there themselves."
"Neat." Eda said before grabbing Raine. "It's also time for you to go to bed. Don't give me that look, we both know what you've been through!" Before Raine could even protest they were dragged to their bedroom (which they shared with Eda, and resembled her room back before the Owl House got raided).
Everyone else started heading towards their respective or (in the cases of couples and people who simply didn't want to sleep alone) shared rooms. Once Luz and Amity got into their own room (which seemed to be a mixture between Luz's rooms on Earth and in the Demon Realm, as well as Amity's room), they quickly saw that there was only a single queen sized bed, causing both girls to blush.
"Titan." Luz started, with some irony. "My back's hurting. I think I sprained something."
Amity looked over to her girlfriend with worry. "Do you need me to get you anything?"
The Hispanic girl waved her off. "Nah, it'll be over by tomorrow, I think. If not, I can always ask Viney for a checkup or something." She then tried to take her hat off, but it seemed to be stuck to her. Luz looked at herself in the mirror. "I wonder how I get out of these clothes?"
Before Amity even had the time to think of what Luz just said, an orange flame seemed to consume the hybrid for a moment. When the flame died out, Luz was still there, unharmed but looking slightly different. Specifically, the gray pants that she was wearing were gone, leaving only black fur behind, and both the cloak and hat that seemed to have been actually fused to her form had also vanished.
"...Well, that takes care of that, I guess." Luz said before turning around and looking at her girlfriend, who was currently very busy covering her eyes while having one of the biggest blushes she had so far. "Amity?"
"Luz!" The purple haired witch practically screeched. "Put on some clothes, please!"
Luz looked down at herself, not seeing anything wrong at first, being covered with fur and all. Then, she realized something. The fur was the only thing covering her, something that she confirmed with a quick check with her hands. A blush started coating the human's face at the realization that, despite the fur covering everything, she's naked in front of her girlfriend.
Covering herself on instinct, Luz started looking through the wardrobe for anything to make herself decent. Luckily, she found her pj's, resized to fit the new her. After quickly getting dressed, she called out to her girlfriend, who was still covering her eyes like her life depended on it. "I'm dressed, Hermosa."
Amity carefully peeked through her hands, still somewhat disoriented from seeing her girlfriend's new smoking hot body in its full glory, and being unwilling to betray Luz's trust in any way. Seeing that she was in her pajamas, Amity let out a sigh of relief. "Thank you. I almost passed out there."
Luz gave an embarrassed chuckle. "Yea, sorry about that. Didn't know that that was going to happen." The titan then laid down on one side of the bed. "Night night."
The witch smiled. "Goodnight Luz." And while Luz was starting to nod off, Amity got dressed in her own pajamas. By the time she laid down next to her girlfriend, Luz had already fallen asleep, the ball of light above her head having dimmed to nothing.
