Night Owl 1 wasted no time in thinning the herd and making up time by sprinting for it. The only advantage he had against the Winter Soldier and his remaining forces was the dark as they headed west toward the now most pitch-black parts of Toronto thanks to the blackout.
And with how everything was going, he made the chase look like an epic sniper, or combat in general, montage with his CDX-50 Tremor, C7A2 and C4 Explosive Charges.

Chemo: Ho ho! Meat and Royce would've LOVED to be in this!

Chemo: Shouldn't have slowed down, poor fuckballs! *throws C4 Explosive Charge* Kobe!

Storm Shadow: Storm Shadow to Night Owl 1, we're getting pretty jittery here at headquarters. Is it just us, or are you actually close to outrunning a tank?
Chemo: I'm running and gunning with everything I have down here, Storm! What's slowing them down is a traffic jam of abandoned cars! They're gonna get stuck eventually! Interrogative: Do you still have any assets on the west side of the city, over?
Storm Shadow: Negative, Night Owl 1. All our jets are bingo fuel (now have enough fuel to return to base only), and our troops think we already won just because the Russians are going away. They're all tending to the civilians and wounded outside of town now. We only have one asset left for the Winter Soldier problem. You.
Chemo: Understood! I'm steadily closing in! Night Owl 1, out!
Now that most of the Russians were dead and the survivors were running with their tails between their legs, the Canadian Armed Forces believed that the hard work was done. So, it was up to Chemo alone to save his countrymen from complacency.
5 minutes later, his predictions became true when a clump of scrap metal jammed both of General Tupković's tank's tracks and brought his escape to a screeching halt. After realizing that he could not move, he ordered his T-90M's crew to hold Night Owl 1 off while he made a break for it.
Only to lose his right arm to a .50 BMG round that killed one of the tankers who was behind him as he dismounted.

General Tupković: YOU AGAIN?! I THOUGHT I KILLED YOU!
Chemo: Nice to make your acquaintance, General Tupković.

Chemo: (off comms) Nice knowing you, General Tupković. *pulls out smartphone* (on comms) Storm Shadow, this is Night Owl 1. Mission accomplished. Confirmed, target: Winter Soldier, K.I.A. Sending you some pictures now, over.
Storm Shadow: YES! *laughs* Nicely done, Night Owl 1! I knew you still got that magic touch. Sorry I doubted you or something like that.
Chemo: Ah, don't sweat it. Even though I love my job, this is war. No one's content. Anymore Russians on ISR?
Storm Shadow: Deep scans show no more Russians anywhere in Toronto. You did good.
Chemo: WE did good. Canada can now recover without something biting its ass in the future. Time to disappear.
Storm Shadow: Oh, right. Will I see or hear from you again?
Chemo: I wish I could say. I'm already gone. In fact, I was never here in the first place.
Storm Shadow: Of course. Take care of each other.
Chemo: Likewise. Look after Canada. This is Night Owl 1 signing off. Overlord, Battle Captain, you got all that?

Battle Captain: Outstanding work down there. Making JTF 2 real proud.
Bishop: Your extraction point is the Toronto Pearson International Airport. You're actually close to it now. The last Shadows, Metal 0-4 and Hunter 3-1 will meet you there in a few.
Chemo: Roger that, bosses. Hey, Bishop, what's up? Australia's front is finished already?
Bishop: Way earlier. Get back to us and I'll tell you all about it.
Chemo: Roger. I'll see you.

Chemo: Ah. Good early morning, Toronto. They weren't kidding when they said Toronto Pearson's close. It's just sprinting distance. With that and this empty but bright atmosphere, I've always wanted to try this.

When the power came back on, the city's lights revealed that Toronto Pearson International Airport was just a good run away. And with the current unique atmosphere, Chemo connected his smartphone to his headset, played The Weeknd's "Blinding Lights", and parkour'd and sprinted all the way to his exfil point.
Something he always wanted to do when Toronto was dark yet equally well-lit and almost empty. But doing it with his full JTF 2 gear was the ultimate form of that experience.
He then arrived just as the song was ending, and the leading Task Force Rogue C-5M Super Galaxy was landing.
Helen: And I said, ooh, I'm blinded by the lights. No, I can't sleep until I feel your touch.

Chemo: Helen! Graves! Frost! Blizzard!

Chemo: I shouldn't have rushed here. I should've been with you in Tucson. I'm sorry.
Helen: Hey, now. It's okay. Don't worry about it. I'm still here, aren't I?
Chemo: Okay.
Frost: How about you, Chemo? How are you keeping it together?
Chemo: Good. Good. Even though the only good things that came out of the war were reuniting with Storm Shadow and that run with Blinding Lights on my headset.
Frost: A blessing's a blessing, dude.
Graves: Hey, you completed your bucket list.
Blizzard: Or in a video game sense, you've done the achievement.
[Chemo chuckles and exhales]
