Shaak takes stock in her heritage as a Togruta, then displays openness toward Galactic legislators, while various malefactors ply their trades; Valles's big day arrives with pomp and circumstance
Chapter 16: A Queen for All
Shili, Corvala City, 1 ABY 5 months, 22 days
The Empress had returned to her native world of Shili, to a hero's welcome. She gave a series of prepared remarks at a gathering in Corvala, the seat of government for the planet. One of the topics she covered was the institution of a program that would bring more development to the planet. Shaak stressed that the Togruta's traditional culture and way of life would not have to change, but that many younger members of the species were interested in more modern things and were keen on advanced technology. She further indicated that those individuals that were Force-sensitive were encouraged to join The Order and work on expanding or improving their skills. During her speech, Shaak was accompanied by her young apprentice Muu'saama, and her maid-servants, Emuu'ta Ree'zaa and Tuu'waasa Ree'zaa, who stood behind her wearing ceremonial robes representing the pink and green of the Imperial household. Muu'saama was dressed in a new dark green and black uniform of The Order, and insignia representing her recent promotion to Knighthood.
When the Empress's presentation had concluded, she was then honored by another group of Togruta dignitaries, and then seated herself on a ceremonial throne that had been constructed for her when she made official visits to Corvala. The group posed around the throne for photos that would later run in local holovision programming and be shown on news broadcasts by local media outlets. As the proceedings concluded, Shaak thanked her hosts and indicated her pleasure with what they had done to honor her. It went without saying that life on Shili was going to change due to it being the birthplace of the Empress and much good fortune would come their way. But, at the same time, there was some fear among the elders that these changes might end up bringing unwanted outcomes for the planet. Shaak wanted to address those concerns, while at the same time offer a bright future for younger Togruta. Thus her plans had been well-received overall.
As she left the City, her Royal Shuttle – part of the Empress Shaak royal yacht – carried her along with her maidens, and her apprentice, to the underground temple of the Kuu'gru on the red-grass plains, far from the capital. As they arrived, Shaak and her group descended the gangplank of the shuttle and were then shown into the Temple entrance. They descended, via the Force to the underground meeting area, where the Empress had earlier addressed the Shili priesthood. All remaining holocrons on Shili – there were still twenty – leftover from when they were first brought there immediately following the fall of the Republic. These were to be transported to the vault on Felucia and would then be in the custody of the Order.
Muu'saama, who had been spending much time on Felucia in the holocron vault, studying various volumes recommended to her by Shaak on Force-related topics, had already summarized the contents of the remaining twenty. She presented her tablet to the Empress, and noted, "Master, these mostly deal with Jedi history and relations with governments. There is some more theoretical material about life beyond our Galaxy."
Shaak paused. "Which one has that? I'd like to review it."
"Number 89, my Empress. But I didn't find anything there pertaining to a tall white lady, that calls herself Su."
"Ah, that might be because Su likely goes by various identities. During my recent time with her, we had energy exchanges and my mind was opened to many new possibilities."
"Yes. As you said, we are Group 17 in her naming convention."
"Which, of course, means there are many other such groups that we are just a small part of. Jedi astronomers over the centuries tried to map as much of the nearby universe as possible, but it was thought that we could not escape our own galaxy."
"I've already instructed the Kuu'gru to package up the remaining holocrons and load these aboard the shuttle, Master Shaak. I will ensure they are delivered safely to Felucia – aboard my own ship."
"Very good. Master Jocasta will also want to review Holocron 89, once it has been transferred to the vault. She has taken up parttime residence at my palace in Felucia City."
Shaak approached her apprentice, and placed her hands on Muu'saama's shoulders.
"Your development has been exemplary. I am proud of you. Your next steps will soon arrive."
Shaak paused, mulling something over, then added, "Actually, I will hold onto holocron 89 for now and later take it to Felucia."
"Yes, Master, I will leave it with you."
At that exact moment, a figure appeared in the underground cavern and walked up to them. She was in a smart-looking black and red bodysuit, with black boots and a satin cloak over her shoulders. She looked directly into Shaak's eyes, then lowered her head in a sign of deference.
"Greetings, your majesty. I was sent by my queen to meet with you."
Shaak, a bit startled, replied. "And whom might that be … might I have your name?"
"Please excuse me, madam Empress. I am Lizza. A servant of Su, whom I've been told has earlier made your acquaintance."
Shaak stared at the woman, the one she'd heard about but only now was meeting face to face for the first time – or so it seemed. Fumbling for words at first, she then managed.
"Su? Oh yes, the one in white. Quite interesting, yes, so what is your connection to her?" Shaak, in her momentary confusion, had apparently forgotten what she had just been told.
Lizza smiled. "I work for her. My partner and I have been given oversight responsibility for Group 17."
Shaak then thought. Oh, yes. This is what these extra-Galactic people are calling our area. She then asked. "How did we get that particular number assigned to us?"
Lizza chuckled. "It was more or less arbitrary. It's not like Group 16 is the next one over."
"How big are these "groups", as you refer to them?"
"Usually around fifty or so galaxies, of various sizes. But they do not all have advanced sentient life forms."
Shaak again mulled it over. She began to see Lizza as someone useful – provided, of course, that she could be trusted.
"Tell me, Lizza, who is your partner, and where are both of you originally from?"
"She is called Magnifica and is not originally from Group 17, but was created on a world in Group 25. I am from Group 17. Su directed us to disclose no more than that at the current time."
Shaak chuckled, feeling a little more relaxed. "I see. Well, you may tell her that I enjoyed her first visit with me on Avalonia. And I look forward to seeing her again. Her presence was quite … educational."
"I will indeed," Lizza laughed, then gave a sly smile. She gazed at Shaak, awaiting a response, which soon came.
"Will I see her again … soon?" Shaak heard herself say, then realized it was not the kind of question an empress should be asking.
"I cannot answer that, madam," came the response. Lizza gave her a look that seemed to say. Your secret's safe with me.
With that, Lizza turned away from Shaak, then simply disappeared, leaving the Togruta ruler baffled, yet again. She turned to Muu'saama, who had remained silent during the time that Lizza had been there. Her apprentice gave her an expectant look, but remained silent, awaiting her direction.
"Master?" Muu'saama broke the silence, as it was becoming a little awkward.
Shaak shook her head for a couple of seconds, then answered. "What were your impressions?"
"Something about that one. She seemed like someone from this galaxy."
"Why do you say that?"
"Just a feeling the Force is giving me. Don't you feel it, too?"
Shaak thought a second, then concentrated. Something familiar about 'Lizza', yes.
"Yes." That was all she said.
Their business having been concluded, Shaak and Muu'saama returned to the surface of the planet and boarded the shuttle. This time, they went to the Ti Family ranch, on the outskirts of Corvala. As they entered, Shaak's mother greeted them.
"Ah, my dear daughter, it's wonderful to see you. I've missed you and your father was just asking me the other night about you. Are you still happy being the Empress?"
Shaak laughed. "Thank you, dear Mother, I needed that. You're looking well, would you like to come to Coruscant and spend more time with me?"
Luu'maas Ti chuckled as they hugged each other. "You'd like that, yes? Well, of course, all you need to do it ask."
"Well I'm headed back, so treat yourself to some pampering on the royal yacht and revel in all that luxury you are so fond of."
Shaak grinned as her mother smiled back and nodded. "Indeed I am, my darling daughter. I've worked most of my life. Your father and I built a strong foundation for you and your brother. When the Jedi came to tell us of the great opportunity, we were proud at first, and you did well with them, but I couldn't shake the feeling that it was not the life that was best suited for you. But we were so grateful for the fact of your survival. Yet I'm still trying to understand how you of all people could become the Empress."
"Well, Mother, I would have never believed it either, but I spent much time in the Jedi studying the political realm and how governments should work. The other things – learning how to appeal to people and project the right image – came later. But it's working out."
Luu'maas smiled, then hugged Shaak again, this time caressing her large rear lek, squeezing it slightly. Shaak returned the gesture and the two bonded in a joint affection for each other.
"We leave tomorrow, Mother. Make sure you have all you need. I've created a lovely space for you and Father when he is able to come."
"Ah … you know your father, he's never completely happy, but Tuuk can see to things in his absence."
"I'm actually here for one other reason, it's for my adoptive daughter Ahsoka."
"Oh, yes … how is she? She's become such an elegant beauty, and the holo-news is always talking about her … even more than they do you."
Shaak laughed. "I'm not surprised. At first, it seemed she was a bit overwhelmed by her new role but she's come to terms with it and is starting to define it in the way that she wants."
The Empress followed her mother inside, with Muu'saama behind her. They were quickly seated in the main room, with Shaak taking her father's favorite chair. Luu'maas took a position on the large sectional sofa, and gestured for Muu'saama to join her.
"Come, child. You're the closest thing I have to a grand-daughter and I know how fond Shaak is of you."
Muu'saama, feeling a bit embarrassed, blushed slightly, though with her orange complexion it was difficult to tell. Shaak glanced at her and smiled. She then continued.
"It seems that Ahsoka's birth parents have not been well as of late. They have many health issues. I promised her I would look in on them."
"And they are at the hospital in town?"
"Yes. Though I've not been able to visit them until now. I intend to go over there quietly. I've informed the hospital that I want no fanfare or attention paid to my visit. Their condition is what matters at the moment … so I can determine the correct course of action."
Luu'maas nodded. "Well, I hope you can help them. I've never met anyone from Ahsoka's family before, but they should be able to share in their daughter's success. But how do you suppose they will regard your, er, "adoption" of her?"
"We'll just have to see about that." Shaak took a deep breath, then continued. "I understand that they, as Ahsoka's birth parents, must feel some pride in what she's accomplished over her life thus far, but they hardly know her, as she was brought into the Jedi around her third or fourth year of life. And that I, as someone that has more recently taken her on as an ally and then a trusted friend and comrade, have more of a parental role in her life. I feel confident that she agrees with that."
"Very well, my dear daughter, I'm sure you will do what you think is best. I am also fond of Ahsoka and having her as a grandchild is rewarding. She has shown our family nothing but respect so far."
"And that will continue."
Shaak nodded again, in a decisive way, indicating the matter was concluded. Luu'maas smiled then opened her arms and the two of them hugged for about fifteen seconds, then silently smiled.
Shaak turned to Muu'saama.
"Come. We are going to the hospital to see the Tanos."
Her apprentice then asked, "Master, should I accompany you into the room where they are living?"
"Sure. I will introduce you. This is my first time meeting them as well."
After a short speeder trip to the Corvala Medical Centre – to which Shaak had called ahead and asked that her privacy be respected – the two arrived and were taken up to the floor where Ahsoka's parents were located. When the Empress entered the room, she noticed they were both sleeping lightly. Muu'saama seated herself on an available chair, while Shaak approached the bedside of Ala'ka Tano, Ahsoka's mother. She slowly ran her left palm over the patient, collecting basic information. The readout from the machines showed Ala'ka's heart to be still functioning, likely due to medication. The patient then awakened and Shaak spoke.
"Good morning, Madam Tano. I am Shaak Ti, now the Galactic Empress, but I am also someone practiced in the healing arts. Can you hear me and understand?"
"I can, your Majesty. I am greatly honored that you would visit me."
"Very well," Shaak chuckled softly. "How are you feeling today?"
"I am very tired, my Empress. Can you help me?"
"I believe so. But I have to know exactly what your problem is."
"The doctors say my heart is failing, and they have me connected to a device that assists it. It's keeping me alive so far. Also my breathing is difficult."
Shaak nodded. "I see. Well, I won't stress you further. I'm going to examine you via the Force."
She then ran her hand over Ala'ka again, this time more slowly. Her amulet soon winked in a light blue hue while she was doing so. Shaak then gently took both of the patient's hands and grasped them firmly, then began a slow energy exchange. Ala'ka started to feel a warmth penetrating her body, but also a sense of calm descended over her mind and she relaxed, to let the energy in. While it was proceeding, Shaak was performing molecular-level repairs of sorts, while also noting the patient's latent Force sensitivity. After about five minutes, she released Ala'ka's hands, then asked her …
"How does that feel, Madam Tano?"
"Oh, much better, my Empress. I think you are healing me .. maybe?"
Shaak chuckled again, more loudly. "We'll see about that, but your body is reacting well. I've got a plan for you and I will discuss it with your caregivers."
"Great! How about my husband?"
Shaak nodded. "I will examine him now."
A few minutes later, after Shaak had done a similar process with Mr Koto'ma Tano, Ahsoka's father, she also noticed some level of Force ability, but that it was mostly dormant. She informed him that she believed they could be healed but it would be a slow process as they were both badly damaged. She then spoke aloud to both of them.
"Mister and Miz Tano, your daughter Ahsoka has become a member of my extended family and I see her as my daughter now as well. I have informed her that I will help both of you to better health and a chance to resume a more normal life. Both of you have sensitivity to the Force. You will both need to connect with that internally and this will greatly assist in your healing process. I will be giving your caregivers explicit instructions on how to proceed and I will relay all of this to Ahsoka so that she may oversee your progress. May the Force be with you both."
Coruscant, Imperial Palace, 1 ABY 5 months, 23 days, 6 hours
Early the next morning, the Empress arose from one of her bedrooms in the Coruscant palace. She had slept for most of the previous twelve hours and many thoughts crowded her brain. Some of these were hopeful, others mysterious. But she knew that she wanted to go over everything with Ahsoka first thing. The younger Togruta had stayed the night on Coruscant and was still in her pink morning robe and gown while she awaited Shaak's entrance to the reception area. The older Togruta sensed her presence and sent her a private alert via the Force: Please join me, my dear. I am in my small study – between my two bedrooms. We've much to review.
Ahsoka soon shuffled in, and the two embraced, with Shaak expressing more affection than usual. Ahsoka felt this and gently kissed Shaak's right cheek.
"How are you, Mother …" she opened softly, then chuckled. "Or is that a silly question?"
Shaak just smiled. "Not this time. No, my dear … we need to put our heads together."
Ahsoka waited, knowing Shaak had more to say. After a long pause, the Empress then spoke.
"I visited your birth parents yesterday … on Shili. I told them you would be looking in on them in the days to come. I think you'll be optimistic about the results."
Ahsoka smiled. "Thank you so much, Mother. So it wasn't too late?"
"Oh, not at all," Shaak chuckled. "But the healing will take time. I think they deserve to see what their daughter has – and will – become."
Ahsoka extended her left arm to Shaak, who took her hand and squeezed it briefly.
"Ahsoka. I am pleased with the progress of your development. You have become more serious and you understand how important your role is in all of this. I'm going to need you – I already do – more than ever."
Ahsoka sat on the bench across from her adoptive mother, nodded briefly, then gazed across, waiting for the next revelation.
"My dear, I met the one calling herself Lizza yesterday – she found me in the Kuu'gru underground temple on Shili."
"Did she appear via matter transfer?"
"I believe so. She seemed to just appear and then later disappear."
"Which means," Ahsoka paused. "That she had somewhere to go."
"Indeed. Likely the same place she came from … which would have to be a ship of some kind. So I inquired with the Corvala spaceport, but they had no evidence of such a ship."
"Mother, did you get a chance to scan her?"
"I started to, but she was so fascinating that I didn't concentrate on that at first. But she left before I could get a fix on her identity. Still, there was something familiar about her ... I think her origin is this Galaxy. I didn't get that same feeling when the one calling herself Su visited me on Avalonia."
"And there is a third person – do we know more about this one?"
"Not really," Shaak replied. "The image that Maris and Anakin saw was a lovely woman in red with light hair."
Ahsoka nodded. "I don't know … yet. But these three are troubling. What do they want?"
Shaak simply stared out the window, then said nothing. She decided to change the subject.
"My dear, I would like you to also spend time on Avalonia. It's your palace too. And I would also like you to check the sanitarium. Observe my predecessor from a distance and take mental notes."
"Should I engage him in conversation?"
"Yes, if you feel it would be useful."
"Okay, sure. Mother, one other thing I've been meaning to ask you about, which is the situation of Mandalore. My good friend Sabine Wren and her mother, along with Bo-Katan Kryze … they were able to escape the planet about one year ago while Palpatine was still Emperor. He ordered a devastating attack on the planet, which destroyed the domed cites there, including Sundari. Millions were massacred."
Shaak shook her head silently. "Yes. I am aware of that. What would you like me to do?"
"I'm really not sure. Can I pull together a fact-finding group that could go to the planet and get some ideas? After all, Valles has decided to expend Liannese funds to build a New Alderaan."
Shaak chuckled at that mention. "Yes, she informed me of that. It seems she and the former Queen of Alderaan, Breha Antilles Organa have become close."
"Isn't that interesting? I mean, when her daughter Leia is so suspicious of Valles and all."
"Yes, dear, I am aware of that. She and I had a talk about Valles, and I told her that I am watching the Queen of Lianna most carefully. But you still admire her, no?"
"I do. There is something in her that is likeable. I'm sure she's got her own agenda. She didn't get where she is by being laid back. But I sincerely believe she thinks there is more to be gained – for her – by working with us, not against us."
"Well, of course," the Empress laughed. "Anyway, I promised some senators I would meet with them this morning, and
the lady I'm going to appoint as the Galactic Grand Magistrate."
"Ah …" Ahsoka smiled. "I've been wondering about that, ever since you told us you were serious about creating a Galactic Judiciary."
"It's still in the formative stages, but I thought I should inform the Senate as well."
"Probably a good idea …"
Ahsoka then rose, and Shaak stood facing her. They embraced warmly again, then the Princess turned to leave.
Coruscant, Imperial Palace, 1 ABY 5 months, 23 days, 10 hours
Shaak Ti had another tendency in common with Sheev Palpatine – she preferred informal meetings to lavish and scripted encounters. Of the latter, she would use them more as a means of demonstrating her principles and ideas to the Galactic public, so that her stances and positions could be well understood. On this particular morning, she agreed to meet with a group of senators and hear their opinions on how she was conducting Imperial affairs.
She chose an expansive conference room on the tenth level of the Imperial Palace and this was attended by a group of ten members of the Imperial Legislature (the name now given to refer to the Senate and House of Delegates in concert) senators, which included Mon Mothma of Chandrila, Garm Bel Iblis of Corelia, Riyo Chuchi of Pantora, Newly elected Senator from Lianna, Davit Abajian, Chancellor of Delegates Strem Gicahglo, and a few others that were among the more senior members of the Senate. Everyone was in ceremonial robes as they awaited the entrance of the Empress.
As Shaak strolled in, she was in a pair of light robes in pink and green, over her plain white gown, and was accompanied by her apprentice Muu'saama and her two Togruta maidens. A thick pink carpet had been rolled out for Shaak, who was barefoot. It led to the lavish throne, which she slowly walked towards. She smiled broadly as everyone stood to honor her presence. As she took the throne, her apprentice and maidens took their seats behind her so they might observe the proceedings. Muu'saama was silently recording everything for Shaak's later use.
Shaak sat, then noticed a few prepared notes on the small lectern before her, which also had a series of controls that would enable the Empress to present her ideas using holograms if she so desired. She then spoke.
"Please be seated, everyone. I am pleased to join all of you this morning and I have been looking forward to this occasion for some time. I trust that I shall be able to answer everyone's questions and adequately convey my plans for how things will proceed as we go forward." Shaak then cleared her throat and made a gesture with her right hand, which caused a small vessel to come to her, which contained one of her herbal beverages, from which she took a quick swig. From her throne, Shaak's position was slightly elevated above the others that were seated at the oval-shaped table, giving her a regal air as they mostly had to look up to her.
"Everyone, I'm sure there are a series of questions you have for me, but I want to begin today with some of the objectives we have and the steps that are being taken to achieve them. The first of these is the Peacekeeper project, where we intend to roll out a series of ten large stations that will be fully able to navigate around the Galaxy. We see these as a way for the Empire to establish more direct contact with the various worlds around the Galaxy and we hope to establish a spirit of good will. As your Empress, my goal is to serve the many worlds and population of this galaxy. A huge undertaking, to be sure, but one that I expect to be greatly rewarding. The Peacekeeper mobile stations will be able to contain a quarter of a million people at any one time and there will offices and recreational facilities on board, plus a new Galactic University system is being conceived and this will take the place of the existing Imperial Academy. The best and brightest young minds from around the Galaxy will have the opportunity to learn and later on serve the Empire in various capacities."
She then took a deep breath, and drank a bit more of her herbal mixture.
"Next, I have arrived at the final makeup of the Galactic High Court, and I will be meeting with the newly designated Galactic Grand Magistrate. Once we have conversed, I will place her name in nomination for consideration by the Senate. I expect you to give her your full consideration."
A brief silence ensued, as Shaak carefully scanned the faces of those seated around the table, while giving a half-smile. Satisfied, she continued. "Finally, as has been alluded to earlier, there is the creation of a Galactic Central Bank and the reworking of the Galactic Credit standard. When I was a member of the Jedi Order, one of my areas of interest was in banking and the working of the Republic's credit system, which was more or less continued under the Imperial system by my predecessor. After some conferences with our friends on Muunilinst, I believe we have arrived at the right solution. We are going to move away from physical credits and use a new system that will be known as Galactic Block Chain. What this system will enable is for all Galactic citizens to have their own accounts at the central bank, all of it manageable via your personal com devices and any backup systems in your homes and/or vehicles. When someone pays you, the entry will go into your personal ledger, and the reverse happens when you pay someone – for whatever you purchase. There won't be a need to carry physical credit chips around anymore, reducing the danger from rogue actors that prey on innocent people."
When Shaak was finished giving the presentation – which had various slides showing how the Galactic Block Chain would work, along with others showing model mock-ups of the Peacekeeper stations – she then threw it open for questions. The first to pose a question was Senator Chuchi.
"Your Majesty. I am greatly in favor of much of your plans, and the block chain system might be a good way to take power away from the syndicates, which as we know is one of your most cherished objectives. Do you expect that to happen?"
"I do, over the longer term," Shaak answered. "But I also know that these syndicate organizations have many legitimate business activities as well. Thus it is a challenge to be able to separate these. But we believe that placing money and payments into a unified system across the Galaxy is the right way to go and we will be in a better position to fight them."
She then turned to the group, acknowledging a member. "Senator Bel-Iblis."
The Corellian lowered his head slightly to Shaak, then asked, "Your Majesty, regarding the Peacekeepers. I've heard it mentioned that these will be similar to Palpatine's old "death star" station, which blew up Alderaan. Can you confirm or deny this?"
Shaak smiled, and then nodded. "Garm, I can tell you that these are envisioned as military platforms, but there will be civilian personnel stationed on the Peacekeepers, as well. We see them as mobile cities."
"Ah, that makes for a better vision. My Empress, what is cost of building one of them?"
"Fully outfitted, around a quadrillion Imperial credits. Yes, that is a huge amount, but we believe it's a great investment for the Galaxy, so I've commissioned up to ten of these, with roll-out for each taking from one to two years. Many lessons were learned during the construction of the original version and we've been able to shorten the completion time. The Liannese are quite advanced in modular construction techniques and methods. The various sections involved are in ongoing manufacture and the parts are assembled at the construction site using their huge platform ships."
Bel-Iblis seemed satisfied with this explanation, and Senator Mothma asked the next question.
"Your Majesty, I first want to assure you that we are in great debt to you for having ended the previous regime. But some of us have concerns over where your empire seems to be a continuation of the earlier one. Many of the same people are still in place at various parts of the government on Coruscant. What are your longer-term goals here?"
"Ah, Senator Mothma. I would first like to commend you on having been a steadfast leader of the opposition to the previous regime. I was partially inspired by that and came to realize we could indeed take it down. I then came to understand that I had to start at the top. So it was that I decided to become Empress. And in doing so, I have come to understand much of the situation you describe. But I don't wish to start over completely, as I believe there were many talented people in the Empire in various places. They did their jobs and helped to hold things together. The old man was not very attentive to detail, he mostly wanted to ensure he could stay in power and thus he became blinded to my eventual overthrow of him. No one around him ever told him anything he didn't want to hear."
She then paused, seemingly gathering her thoughts. The group began to see that Shaak was very serious about her approach to power and fully intended to do the best job she could and was going to be somewhat flexible. She also cut a figure of elegance, which was amplified by her tall montrals that were carefully detailed in her favorite colors of pink and green.
She then noted, "but you asked about personnel across the administration, I believe?"
Mothma nodded, wanting to hear Shaak out, and hoping she would like what she would hear.
"Yes, your Majesty."
"This is, as I mentioned, an ongoing process. And we are conducting talent searches across the Galaxy, looking to find people who want to work in government."
"I understand, can you also tell us more about your plans for the Judiciary?"
"Ah, yes. I will be meeting with the person that I intend to nominate for the role of Grand Magistrate, as I mentioned. You all will have the chance to conduct hearings and ask questions of her."
"Can you give us her name, at this time?"
"I would prefer to wait until after I have met with her later today. But you will soon have a chance to meet her, before the vote on her confirmation." Shaak then added, after taking another sip from her beverage cup, "I intend to finalize things with her when we meet."
The session continued, with Shaak engaging the group candidly. Her desire was to show that she valued input into her decision-making and would take outside advice seriously. During the Q&A, her apprentice Muu'saama paid close attention and was taking mental notes that she planned to off-load later. Her desire to assist Shaak was genuine and she also was working hard to progress with her skill in the Force. When the meeting broke up, most of the group seemed satisfied. Mothma, Bel Iblis and Chuchi then went off together to the new Senate office building and met privately.
Bel Iblis spoke first, "Mon you seemed satisfied at the time. Is that a correct reading on my part?"
"Yes, Garm, to a point. Shaak seems quite sincere, but I get the feeling that she expects us to do her bidding and is simply laying out the plan."
She turned to the Pantoran. "Do you agree, Riyo?"
"I do. But I also very much want to trust her. The Empress seems so gentle, and in my opinion, it's quite agreeable to have a non-human in this position. She seems very accessible."
Mothma nodded. "I'll grant you that. Shaak is quite smooth. Garm, what is your reading of the Senate at large on her?"
He chuckled. "They're ready to vote in whatever she wants. Most are very supportive, partly because of what Riyo just noted."
"It's basically quiet power, then. My guess is that Shaak is also quite skilled at reading a room. She knows what they want and she's prepared to give them some of it, but always keeping her options open and unstated," Mothma responded.
"And we're just going to trust her," Chuchi muttered, half smiling.
"For now, yes," Bel Iblis added. "She sure has some big plans, too. How are the Muuns taking the proposed Galactic Bank idea?"
"They're probably fine with it," Mon chuckled. "They're some of her staunchest supporters. The Block Chain has been one of their ideas for a long time. The Republic of the past would never consider it, but Shaak will just ram it through."
"She and Valles are likely the two richest individuals in the Galaxy, anyway," Chuchi laughed.
"Speaking of Valles," Mothma laughed. "That Peacekeeper project is likely a pet favorite of hers. Lianna is going to clean up with it."
"Yes, they and the Kuatis," Bel Iblis also laughed. "I can't get my head around the idea of ten death stars. The old man never planned anything like this."
The three of them then broke up and headed back to their individual offices, with much to study, as Shaak's plans were going to be carried out and they had to understand the implications of all of it.
Lianna, Vallesia Capital City, 1 ABY 5 months, 24 days, 6 hours
Coronation Day had arrived on Lianna, and the Queen was feeling jubilant – her hour was finally at hand. Various people – dignitaries from all over the Galaxy – were already staying in the new Royal Palace in Vallesia, and these included Vestalia of Hapes and her son, Valles's soon to be husband. The massive palace in many ways resembled a luxury hotel, with hundreds of guest suites on its seven levels, with only the top floor reserved for Valles and her closest allies and friends.
The Queen herself was in seclusion, working on finalizing the speech that she would give once the crown was on her head. Valles saw this as an opportunity to present her vision for Lianna and the Outer Rim to the Galaxy as a whole. In doing so, it would cement her relationship with the Empress. Shaak had decided not to attend the ceremony, understanding the symbolic value. Were she to attend, there would be (among many on-lookers) a natural expectation that she would be placing the crown on Valles's head and thus establish Lianna as ultimately a dominion of Her Imperial Majesty. Shaak wanted to show Valles that she was comfortable with Lianna and the Outer Rim having a measure of self-government. The region – always difficult to govern due to various factors – had already been administratively divvied up by Valles to her top nobles, Grand Duchesses Ana and Berit, who helmed the Northern and Southern halves of the region respectively. The duchesses were sometimes working together to coordinate policies and to ensure that the Queen would be amenable to them, as Valles always had a veto should she decide to use it.
At the same time, other elements – mostly affiliated with the crime syndicates – had also arrived on Lianna and were taking space in some of the luxury hotels that had been constructed in Vallesia since its founding a few months earlier. Countess Janne was also there, as were all of Lianna's peerage, and she was meeting with Berit briefly before the ceremony would commence. They were in adjoining suites on the fifth level of the new palace.
"So how, exactly, does this coronation work?" Janne asked.
"Ana and I will jointly conduct the ceremony and we will both have our hands on the crown as we place it on Her Majesty's head. We had suggested having the Magistrate do it but she wanted us, to show everyone how much she honors us."
Janne chuckled. "Seems a little awkward but I'm sure you can pull it off. Having to share duties with Ana might be troublesome, though?"
"Nah," Berit laughed. "We can get along well when we need to. Ana's really a decent sort, after all. She can be as formal as anyone, despite her tropical background. But I don't see eye to eye with her on cuisine."
"Absolutely," Janne laughed. "Their dishes are a bit on the spicy side. I don't know how they taste anything sometimes."
They both laughed out loud, their regional sensibilities coming to the fore.
"Of course," Berit remarked, "I'm sure Ana would say that our food is so bland, why even bother?"
"So, have you spoken with Valles, yet?" Janne asked, gently.
"Not much beyond the perfunctory. You know the Queen. Rarely is the time when she lets the veil drop and we get an idea where her mind is. But I get the feeling – from talking with Willis and some others – that she's going to move quickly once the crown is officially on her head. I presume you are aware of the situation on Hapes?"
Janne paused for a second, realizing there was much she needed to know, but not wanting to be obvious about it. "Something about Vestalia stepping down? That's the basic info I have."
"Correct, but Valles will be her replacement."
Janne's jaw dropped. "Whoa … that is … rather a 'big deal', wouldn't you say?"
"You bet. Even for her, it's huge amount to get under one's belt."
"So can she do it, while also running much of the Imperial administration for the Empress?"
Berit smiled, then added, "As you no doubt realize, Valles is a master delegator. She doesn't want to run Lianna day-to-day, that's for Willis and the PM's office. As for Hapes, I really don't know, but I suspect her husband-to-be will be doing much of that. She once told me that her duties to the Empress are the highest priority."
"So this gives us lots of leeway to work the Southern Outer Rim …"
Berit looked at her friend a little sideways. "What exactly are you referring to, dear friend?"
"Nothing in particular, but with your position as overlord, would we not be able to receive some of the tribute funds?"
Berit shook her head. "That's entirely up to Valles to decide where those go. You don't want to ask too many questions, dear."
"I understand, but hasn't she given you any say in this?"
"Not in so many words. I was told, along with Ana, that we would each receive what the Queen deems to be "fair", but as of yet, I don't know what that is."
"Does Ana?"
"If she does, she's not going to tell me …" Berit chuckled, then added, "Don't worry, we're going to get something. Valles isn't stringing us along or anything, she's just quite busy right now and this is a lower priority. We only have this opportunity because of Valles's arrangement with the Empress."
"You of course will remember your friends when the time comes …" Janne smiled in a coy manner.
"Yes, dear. And I'm sure Ana will be doing the same."
"Like with that Mandalorian … that Kyver woman."
Berit laughed. "I suppose. It's well-known that she and Ana are close now, and that Valles likes her too. That's why she's a countess of Astride … along with a couple others."
Janne seethed. "That's such a plum gift. Astride is one of the richest districts on the planet …"
"And the Queen basically just deeded over one of her palaces there for Kyver to use. The Mando calls it "Kiveria," Berit noted.
"She's either got something on Valles, or the Queen is just very grateful to her. Love to know why …"
"I don't have a clue. But I get along well with the Empress and I'm not going to do anything to jeopardize that."
"So Kyver is part of the package?"
"Maybe, I'm not sure how that works, but I can tell you that Felucia is very important, and Valles just gave that planet to Ana – which I thought was going to be mine."
"So Kyver is involved with whatever's going on with Felucia? I never understood why anyone would want it in the first place. Just a sweaty jungle rock."
Berit shook her head. "You're a little behind the curve on that, pal. The Empress uses that planet for training her acolytes, it's very important to her. I've heard – from Ana – that Kyver is working with the Empress's people to reengineer the planet and make it little more comfortable for off-worlders – but without changing it too much. It's a delicate operation."
Janne shook her head. "She's so lucky. Kyver is going to be one rich lady when this is all said and done."
"You sound jealous."
"Well, yeah. For an outsider to receive all this? Things just seem to fall into place …"
They both shared a sigh.
"Well, I'll see you tomorrow for the crowning ceremony. Valles will notice who's not there."
"Right!" Janne grinned. "I'll be there, save me a seat next to you."
Berit shuffled away, wearing a dark blue full length dress, while her friend was in an elegant white.
Janne's com device then buzzed with a message. Countess, we're all eager to get the word from the coronation … pls send info when you have it.
She chuckled, then replied, We will meet in three rotations on Issagra – it will be worth your while.
Lianna, Vallesia Capital City, Royal Palace, 1 ABY 5 months, 24 days, 8 hours
Valles and Vaston were relaxing in one of her many sleeping rooms on the seventh level. The Queen had designated one hundred rooms for her personal use and for her direct family and anyone she deemed a "close friend."
They exchanged kisses and rose, Valles wanting all of her wardrobe pieces for the big day to be laid out in advance, with instructions given to her staff on what she would be wearing and when. Baroness Lasivia was overseeing all of the preparations for the Royal House, and both of Valles's parents would be in attendance, though neither would have any official role. After sitting down to a small meal together, Vaston asked her, "so it's true that the Empress will not be in attendance today?"
"Yes. She explained to me a while back that she did not want to overshadow me in any way. I welcomed the gesture. Shaak is really quite considerate and careful."
He laughed. "Well, that's one way of looking at it. The more I learn about her, the more like Palpatine she is in many ways. She has a softer exterior, and some have called her a "great beauty" – which may be true by her people's standards – but underneath is a very careful calculator. And you're doing your part to make her reign a massive success."
"I am, dear. The value to both Lianna and Hapes is obvious, and the Empress is happy with her relationship with our home worlds."
"So, love, are you planning a rousing speech today, or more of one designed to project stability and continuity?"
"More the latter. Liannese are a conservative people. We have a good life here and the expectation is that we govern ourselves with an eye to maintaining that. I've projected that all along. My grandfather always stressed the importance of knowing where your support is and why you have it. The absolute last thing I ever want is to move in an authoritarian manner. My general approval is quite high now, and that's partly because I want to be everybody's queen and stress what we all agree on as a people. Much as your mother wants me to do in the Hapian sector as her successor."
Vaston gently pulled her close and stroked her sumptuous long dark hair.
"My mom has asked that I act in a unifying way over the next year so as to prepare the ground for your succession."
"Right. And she wants me to spend a few days each month in the Sector and try to visit – eventually – all of the 120 settled worlds."
"You will indeed need to do that. On the surface, Hapian worlds seem to have much in common, but we are not all one species. The planets have very different living conditions, and the various Pa'tsa will want to show you that."
"Yes, I've met the lovely Milama – she appears to be aquatic and, from what I can tell, can breathe under water and on land. Quite remarkable. Similar to the Mon Cala species on the Outer Rim."
Vaston nodded. "You'll need her support to be successful on many of the worlds. She's very intelligent and one of my mother's most trusted subordinates. Her people have a long lifespan as well, some are over 300 standard years old."
"I've also come to understand that some of the Pa'tsa are quite adept with the Force. This while Palpatine was making it difficult to be that way openly."
"Right, but you also know the deal between him and my mother. They had a healthy respect for each other. He did not want to underestimate her, so we were able to continue as always, and Mother's policy of strictly limiting who could come and go in the Sector was amenable to him as well. The Hapian self-defense forces tended to cooperate with the Imperials, per his orders."
The conversation continued for a bit longer, as Valles was seemingly more interested in topics not pertaining to Lianna and the Outer Rim, and more on her future pursuits. Vaston was always amazed at how complex his lover's mind could be and was enthralled with her. A brilliant mind always attracted him, as his mother had raised him to think. With Hapes being mostly governed by women, men had to find where they could fit in and be something more than just sexual partners for ambitious women. Those kinds of men could rise in the Hapian society and Vaston had a vision that once Valles became the Ta Chumé, he would quietly govern behind the scenes with a handful of loyal Pa'tsa and thus carry out his own designs. Valles seemingly had no issue with that.
They rose from their breakfast table and, still in their morning robes, walked out onto the terrace overlooking the capital city, taking in the view beyond the vast palace grounds. The buildings were surrounded by various sub-tropical plant species, which included fruit-bearing trees donated by Duchess Ana and the Livornia District. The seventh level terraces went most of the way around the building and many flowering species were planted in window boxes or along the railings, which also featured seating areas. The capital was growing rapidly as all 75 Liannese districts had business with the government in one form or another. The planetary legislature would draw up annual budgets that would direct funds to various projects in the districts and these were always fought over, as the tropical districts seemed to favor agricultural subsidies, while more temperate and frigid districts wanted improved transport and housing. The move of the capital away from Lianna City was starting to change the dynamics as it was now in a warmer climate than the City.
Lianna, Vallesia Capital City, Royal Palace Arena, 1 ABY 5 months, 24 days, 15 hours
The coronation ceremony went as planned. It was conducted indoors in a new structure that resembled an arena that could hold up to 25,000 spectators, while the seating closer to the main stage consisted of larger seats that had unobstructed views of the proceedings. All of Lianna's leading politicians and nobles had taken their seats, while Berit and Ana shared the duties of hosting the program. Each of them gave short prepared remarks where they lauded Valles and her leadership capabilities, along with her grace and beauty.
Ana spoke first. "Fellow Liannese and honored guests. Today we celebrate a day long in coming. As we all know, it was over 130 years ago that our planet decided to end the monarchy. It was probably the right decision at the time as our society was going through some turmoil. More recently, the destruction caused by the Clone Wars here – though far more limited than on some of our neighboring worlds – caused us to have a discussion about the path we wanted to follow. Out of that period, our gracious queen rose as a figure that could unite us as a people. She has done more than that and with her keen foresight, has been able to receive the love and support of nearly every Liannese citizen. So today we come together as a people to celebrate our wonderful ruler and leader and know just how much she cares about us all…"
Ana then turned to Berit and nodded. The Bergamian Duchess then began. "To all of you, I will echo what Ana has pointed out. Queen Valles is a truly visionary leader who has done more than anyone to unite us and cause us to look to each other with good will and a sense of community. This is not an easy task when you consider there are more than five billion of us and we come from such varying environments – some from the frigid polar districts, others from the warmer lands near the equator, and still others who live in areas where the change of seasons is more obvious. There were times in our past that these differences created rivalry and conflict, but today, I can stand here and say – as someone from one of those colder areas – that we have more in common than anything that divides us. And that has been the vision of our queen, who encourages us to love one another as we are all Liannese. So I can turn to my sister from the equator …" She turned her head to smile at Ana, who returned it with a nod. "And know that she is in full agreement. And what we agree on is that the time has indeed come for us to crown our beloved Valles as our official Queen."
Berit and Ana quickly embraced, while the thousands in the arena applauded, those in the general seating area being more spirited in their response.
Soon after, a group of seven musicians came out onstage and blew a short fanfare on their trumpets. Ana then took the mic again.
"Please welcome Mister Gaylin Dubo, from the District of Fulan … as he leads the orchestra in this wonderful concerto, long a favorite of our people."
The center horn player, a dark-complexioned man of about 25 years of age, performed a trumpet solo that was a soon joined by the small orchestra (which was located between the stage and the nobility seats). [For comparison, see "Concerto for Trumpet and Orchestra in E minor", Movement 2 Andante, performed by Wynton Marsalis and the English Chamber Orchestra.] The solo reached varying heights of emotional power. The Liannese were a people that greatly enjoyed their music and were moved by complex and emotionally touching performances. As the slower part of the concerto was concluding, the audience clapped softly, then the more spirited "Rondo" portion began, leading to a thrilling conclusion that had the arena on their feet applauding when it ended. Both numbers took about seven minutes to perform.
When it was completed, Berit took to the mic. "Well, that was surely invigorating. Thank you, Mr Dubo." She paused a minute to allow applause, then watched. At this point, four men in dress uniforms directed a small repulsor vessel out to the center of the stage. On it, surrounded by luxurious turquoise velvet, was the newly created Crown of Lianna, a truly magnificent piece made of platinum and silver blends and bedecked with large gems, mostly dark red and deep blue. The crown had many sharp points around its perimeter and its velvet base was expressly designed to fit Valles's petite figure and her smallish head.
Berit then extended a hand toward the crown, as did Ana, who had taken a position across from Berit on the other side of the vessel. "This crown was expressly designed for Her Majesty the Queen and reflects Lianna in its design and details. Although it looks massive, it weighs less than one kilo so it won't unnecessarily put undue strain on Her Majesty's neck. Queen Valles will be expected to wear the crown when she conducts matters of state and opens the annual session of the Legislature, and when she welcomes Our Gracious Empress on her visits to Lianna in her official capacity."
Ana then added, "the jewels for this crown originate from the Empress's private world of Avalonia and she provided them as a gift to the people of Lianna, for our Queen and those who may follow her in the years to come."
"That's right, Ana," Berit remarked. "Her Magnificence the Empress wants the people of Lianna to know that she holds us in high esteem, just as did her predecessor."
Meanwhile, behind the scenes, Princess Ahsoka Tano had just arrived on the planet and she contacted Valles via her private line. Somewhat surprised, the Queen answered.
"Hello, Ahsoka. I'm waiting for you."
"Yes, Valles, apologies for my late arrival. Something came up that couldn't wait. But I've just arrived and my shuttle is at the Palace spaceport."
"Oh, I'm so glad. Since Shaak decided not to come, I was very much hoping you still could. But did you come all the way from Coruscant?"
"No. I'm aboard my private SSD ship, which has been given my name, the Princess Ahsoka. I have my own sort of palace on board. Since I'm doing so much traveling these days I wanted to have one of these craft so I could make a proper entrance. The ship is in orbit around Lianna now."
"Oh, that's wonderful, Ahsoka. So glad they are taking proper care of you … both of my Grand Duchesses have similar craft, but neither of them have one named after them."
Ahsoka laughed. "So have I missed anything? I brought a suitable gown and robe to wear. If you don't mind, I would love to escort you."
"It would be my distinct honor. Did Shaak approve of your role in my coronation?"
"Sure, but I don't need to get her permission. She knows I will always honor her wherever I go in the Galaxy."
Valles sighed. "Okay, great. I'll have an honor guard meet you at the spaceport."
"I'm wearing a silvery suit that I like to travel in, it helps when I might need to land on certain planets and moons …" Ahsoka paused for a second, then added. "Oh, and Tri'ku is coming with me. He wanted to be there to celebrate your big day."
"Oh, that's wonderful. See you in a few minutes."
Ahsoka and Tri'ku were quickly taken to their assigned suite on the seventh level of the Palace, accompanied by the Princess's two Togruta maidens. Once inside, Ahsoka quickly went to the dressing area to get made up for the ceremony. A few minutes later, she emerged in a brilliant ankle-length blue gown that was covered in dazzling shiny palettes. The maidens then draped a light robe in a similar shade of blue over Ahsoka's shoulders. Both of them quickly donned shorter dresses in the same color, while Tri'ku had on a blue tux with sparkling lapels to show his connection to Ahsoka. His shoes also matched, completing the royal couple's theme, while honoring the Liannese Queen. Everyone was then quickly transported via repulsor bench to the arena and were soon backstage with the Queen.
When Valles saw them, she was delighted. She and Ahsoka quickly hugged, then Tri'ku kissed the Queen's cheek.
"Good to see you again, Valles, er, Your Majesty. You're looking most well."
Valles laughed. "Oh, you needn't stand on ceremony with me, Commodore … at least not privately."
"Oh," he added. "Congrats on the birth of your daughter. I know you both must be so happy."
"We are," Valles sighed. "Things have been moving so fast, I'm hoping to get away from here for a while so we – Vaston and myself – can just take some time for ourselves."
Ahsoka smiled broadly, then gave Valles another hug. Tri'ku simply kissed the Queen's right hand – palm down – when she offered it.
"To a long and successful reign, your Majesty," he chuckled.
"That's the plan," she smirked in return.
Tri'ku left, to find his reserved seat in the front of the gallery across from the orchestra.
Valles was finally ready, with her plain white gown – to perhaps be used for future coronations and soon to become a Liannese treasured artifact – with its sleek satin outer layer shimmering. She also wore matching white shoes with 8cm heels that were perfect for her 150cm frame. Her glorious black hair had been carefully braided behind her, as it was too voluminous to pile atop her head and still be able to support the crown.
The moment having arrived, Ahsoka led Valles out and they walked slowly together toward the coronation chair – an intricately carved piece made of wood from the northern district of Manyade that had been expressly designed to perfectly fit Valles's small frame. Ahsoka gently grasped Valles's right hand as she took her seat on the chair. The Princess took out a remote mic and spoke.
"Good afternoon, Lianna. I am of course Princess Ahsoka of the Galactic Empire. Queen Valles has given me the distinct honor of presenting her to you today. She and I have become close friends over the past year and of course, I well remember and remain grateful for her role in my recent wedding on this wonderful planet. So imagine my joy when she asked me to be here with all of you today. It's not everyday that a world such as this crowns a sovereign and especially one of the quality, dignity and stature of this remarkable woman. Valles has dedicated her life to making Lianna one of the most important worlds in the Galaxy and this is an amazing feat considering its position on the Outer Rim. She has also dedicated much effort and resources into making the Outer Rim into an important part of the Galaxy and we stand with her in helping to further this effort. So let the ceremony begin!"
Ahsoka then took her seat on another chair near the coronation chair, then the Grand Duchesses rose and joined them, with Ana to Valles's right and Berit to her left. Ahsoka then rose as well and stood behind the coronation chair. The orchestra then played a rousing overture that reflected the spirit of Lianna. It featured much percussion and horns, but then ended on a soft note. The vessel containing the crown then floated over to a position directly facing the coronation chair. Valles sat quietly, her lips curling into a relaxed smile.
Ana and Berit approached the vessel together and jointly lifted the crown off of it, then holding up high for all to see. No words were spoken and arena was quiet, awaiting the moment. Ana gazed into Berit's eyes and the latter duchess smiled, then snapped her head downwards in a gesture that said, let's do it. They stepped together over to the chair facing the Queen, then carefully lowered the crown onto Valles's head. Ahsoka stepped forward, and spoke into the mic.
"I give you, Her Majesty Queen Valles of Lianna. Rise, your Majesty and address your loyal subjects!"
With that, the Queen rose slowly, turning her head slightly to take in the entire gathering. She then stepped forward, as Berit and Ana both curtsied before her. Ahsoka then took her hands, and their gazes meeting, delivered a short burst of Force energy into her friend the Queen, then released her. Valles smiled, then leaned forward to kiss Ahsoka's left cheek. The audience responded, first politely applauding but then responding with vigor as Lianna welcomed its Queen with a rousing reception. Valles nodded her head a couple of times, then bowed slightly (taking care to balance the crown on her head). Ahsoka, Ana, and Berit remained seated.
The next part of the ceremony was the honoring of Valles by placing a series of light robes over her shoulders, a total of nine of these, each one representing the key worlds in the Greater Lianna Sector that were under Valles's direct dominion. These included Cadinth, Voss, Pasmin, Thanium, Desevro, Raxus, Tion, Jaminere, and Rudrig. Over these was draped the magnificent Mantle of Lianna, an artifact dating some 2000 years into the past that had been worn by ancient sovereigns well before the current era. Valles inwardly reveled at all of the pageantry, feeling the sumptuous elegance of these garments and inwardly congratulating herself for having the sense to have such a light gown under all of this. She took a deep breath and exhaled, smiling broadly and looking around to acknowledge as many of the well-wishers as she could, including her birth parents, who were seated in the front row a few places to the left of Commodore Je'har.
With the coronation complete, the crown on her head and the many robes on her shoulders, it was time for the Queen to address her subjects and the many well-wishers in the arena, as well as those viewing the ceremony via the Lianna holovid network. A lectern and podium had been rolled over for her, in case she had wanted to bring prepared remarks, but Valles decided to simply speak from her heart. She stepped forward, took a wireless microphone from the lectern and began.
"Thank you, friends, Liannese, the Dominion Worlds, and also to my loyal vassals across the Galaxy. I have been planning for this day for many years, always thinking about the moment when I would formally become your Sovereign. I see this role as one of service, because without the people of Lianna, I simply would not be here before you all today. There are a large number of you I want to acknowledge personally, so I will start with my good friends Ana and Berit, the able Grand Duchesses who have such a key role in my success – as well as organizing this wonderful ceremony. Also, all other members of the Peerage who are here today and represent the 75 districts of our planet. Next would be my able Prime Minister, Sir Willis Dragoo, and now First Baron Dragoo, who will continue to steer Her Majesty's Government and see to the day to day affairs of Lianna and the Dominion Worlds. Of course, to every member of the Legislature and to the heads of the various Ministries of my government as well. All of you help make sure things get done every day and we are all so very fortunate to have such dedication. It takes a team of thousands to make a world like Lianna run successfully. So please, rise and give yourselves a hand."
With that, Valles stepped back from the lectern, raising her hands and clapping gently, then carefully nodding her head in the direction of the audience. Everyone stood and cheered, greatly enjoying Valles's presence and her sense of gratitude and warmth. The moment over, she then stepped back up to the lectern.
"I shan't keep you all too long – I made a promise to Willis, and I knew he would hold me to it …" she smiled and laughed, "but then, how often does a moment like this occur in one's life? So I would like to tell you all just how I see things … Our gracious and wise Empress, Her Magnificence Shaak, has conveyed to me her plans for the Galaxy going forward and as her primary advisor, she has permitted me to share these with you all. Lianna is positioned to lead the Outer Rim and that is what we have been planning to do over the past year or so. This task will include the economic development and aid to many of the worlds in the region which will start to bring the standard of living on these many worlds up to a higher level. I feel – sincerely – that prosperity is something that should be shared. This is the Empress's clear vision, and it is mine as well. Toward that end, we have embarked on the construction of the Peacekeeper stations, a series of structures, each the size of a small moon, that will house up to a half-million full time inhabitants, and offer the chance for people in the Galaxy to be educated aboard these stations and perhaps have a career with the Imperial structure – be it civic or military – a chance to serve the Empress while serving oneself. The first of these structures is already over half complete, currently in the Endor system on the southwest Outer Rim, while the second is about to start construction in the Almania system on the northeast Outer Rim. Duchesses Berit and Ana, respectively, will be overseeing the progress of these projects. And expect to see more news regarding these over the months to come. Her Magnificence sees them as a way to make her vision a reality. These stations will also be fully armed and able to project Imperial power, to serve as a warning against those that wish to profit from a life of crime."
Valles then took a sip from a water bottle that was on the lectern, and continued.
"And of course, I would be remiss if I didn't mention the upcoming elections for Imperial Delegate offices. If you feel you have something to offer the Galaxy, what better way than to represent Lianna in the Imperial legislature? It was also Her Magnificence's bold vision that saw the need for a more representative and responsive Galactic government and what better way than to have a second body to stand alongside the Senate. All those who are interested are encouraged to get into the game and see if you have what it takes to run and win election to one of the five slots that are afforded to the Greater Lianna Sector. Good luck to all of you ..."
She then took a deep breath and exhaled again, looking around the arena with a broad smile, still savoring the moment of her triumph.
"In closing … I again want to think everyone for being here and wishing me well. I will be a queen for all of Lianna and the Dominion Worlds. I do this job out of a sense of duty and love for the world on which I was born. I won't let you down. Let's go boldly into the future together."
With that, Valles stepped away from the lectern and again seated herself on the coronation chair. Ana and Berit each made some closing remarks, then wished everyone a "great life" under the reign of Valles I. Ahsoka immediately went to Valles's side and congratulated her. The two royals hugged, then exchanged kisses.
"I am so happy you were able to attend, dearest Ahsoka. It made the event special."
"I had to be here, darling. After how you made my wedding, it was the least I could do." She paused, then asked, "I guess the next event is your wedding – will that be here or on Hapes?"
"Likely the latter. His mother would prefer it that way, and I like to please her. She seems to think I can curb some of Vas's 'inconvenient' habits."
"Well," the Togruta laughed. "I'm not going to even touch that … unless you want to share …"
"Some other time, love," Valles chuckled. "It's been such a great day, let's leave it at that."
The two of them were seen (by Ana and Berit) walking away together, presumably headed to the Queen's private apartments on the seventh level of the massive palace.
Coruscant, Imperial Palace, 1 ABY 5 months, 25 days, 11 hours
Shaak was expecting her new pick for Chief Galactic Magistrate to arrive at her home on the 11th level of the Palace. Soon she arrived, her entrance being announced to the Empress by her loyal household staff.
As she arrived, Shaak rose to greet her directly.
"Welcome to my home, Countess Denza. It's good to meet you at last."
"Likewise, your Majesty. I've wanted to make your acquaintance for some time now. Let me first say that I am most impressed with the job you have done thus far. It's like you were born to rule."
Denza was now the Countess of Serreno and was a relative of former Jedi Master (later Sith Lord Darth Tyranus) Dooku, who held the throne on his home planet when he died around the time of the Jedi Purge in 19 BBY. She was an older human around 75 standard years of age. She presented herself to the Empress in a pale blue long-sleeved gown and robe, and had an air of dignity about her. As she approached Shaak, she gracefully knelt on her right knee and gently kissed Shaak's right hand when it was offered to her.
"Please rise," Shaak said softly. "I've been looking forward to meeting you as well. You come highly recommended, and my research of you and Serreno have confirmed my decision. But first, tell me why you feel you are the right person to hold this crucially important position in the Imperial government."
Shaak turned and headed toward a portal, with Denza following. She then led her guest to her private study area and they sat facing each other on comfortable benches.
"Denza, give me your hands, please," Shaak asked softly, and her guest immediately complied.
As the Empress took her hands, she immediately detected a gentle, yet strong, Force presence, which had a mixture of light and dark. You remind me of Dooku, who was once a close friend and mentor of mine. Shaak then sent a current through her, which was returned in a respectful manner.
As Shaak relaxed her grasp, she then asked, "how are you related to Dooku?"
"He was my uncle. I am a daughter of his late sister Jenza. Born and raised on Serenno. I've become the Countess by skillful adaptation to circumstances. I was outwardly loyal to Palpatine, but I feel I can be more directly so with you."
"So the castle there is yours now?"
"It is, your Majesty. We would be most honored to welcome you to our home, if the Empress so desires."
"I might just take you up on that." Shaak murmured, then gently caressed Denza's hands, finding the woman much to her initial liking. She then withdrew her hands back into the sleeves of her dark green velvet outer robe, one of three she had on at the moment, over a light silvery gown.
For her part, Denza was immediately drawn to Shaak, finding her most elegant, beautiful and graceful. She was about to speak, but Shaak then asked, "tell me why you would like to serve as the first Chief Galactic Magistrate."
"Your Majesty. I have been following the progress of your reign thus far, and I have become greatly inspired. When this all started, I had little idea who you were … although some quick research revealed your Jedi background. But now I can see what an intelligent and thoughtful person you are, and that you have big plans for the Galaxy. I want to be part of them. When you designated me for the position, I was elated. I determined that I would do the best job for you. I'm sure your research into me has uncovered my experience in legal matters and you already know of my work with the Empire leading up to your time on the throne. I bring to the job a great desire to help you find a system of law based in fairness and to truly treat systems and sectors in an impartial manner. I want to help you construct such a system and to work with your other appointees to the Galactic High Court."
Shaak simply nodded, then gazed into Denza's eyes, as her amulet started winking in a dull shade of orange.
"I think we'll need to spend the day together. I have a good idea of who you are and I am pleased at my choice. Come, let us walk together for a bit."
Shaak proceeded to lead Denza out of her study area, back to the ante room and then onto a lift, where they descended one level. Upon seeing the Empress, various people immediately snapped to attention, their gaze never direct, out of deference for their sovereign. Shaak and Denza softly brushed past everyone, their robes elegantly trailing them as they slowly moved across the carpeting, eventually reaching the large reception area where Shaak often greeted guests and staged impromptu meetings and discussions. Denza was greatly enjoying her time with Shaak and carefully noted everyone's reactions toward the Empress. Shaak then took her seat on the elegant repulsor throne she was accustomed to using – which was strictly forbidden to everyone else at all times – and waved her left hand, causing another comfortable repulsor chair for her guest to appear. She gestured to the chair, which Denza immediately fell into, noting how soft and comforting it was. Shaak liked using this type of seating for her guests, as it put them at ease and perhaps encouraged them to be more candid in their responses to her inquiries and observations. At any given hour, the 10th-level reception area might feature senators, delegates, or important officials from the various Imperial ministries in attendance. Knowing that the Empress could possibly enter at any given moment and take up her throne always added a special air to the reception area, especially when Shaak, per her usual custom, was rather opaque with her expressions and difficult to read. She usually had a contented smile on her face and might offer a soft wave with one hand if she wanted to openly acknowledge anyone's presence.
As they sat, Shaak remained quiet, simply gazing ahead and observing the behavior of others in the large room. It was customary for everyone to always stand at attention when Shaak entered, but they were only expected to hold this position until the Empress was seated, then they were at ease, knowing that if she desired anything she would make it known. Denza, for her part, preferred to wait for Shaak to initiate conversation, and thus glanced around the room to gauge the general mood, which was light and relaxed. When Shaak finally spoke, she told a quiet joke, which Denza chuckled at, then they began discussing judicial philosophies and some of Shaak's greater vision for the role of the Galactic High Court. After a couple of hours, Shaak had to attend to other business and Denza was welcome to spend some nights at the Imperial Palace before she would return to her home world and start transitioning into her new role. As Shaak left, she softly spoke as she turned to Denza. "I will be presenting you to the Senate for your confirmation in two rotations. I expect there will be no issues with your candidacy. The other four members of the high court – they will be equal to you in voting power – will be selected in a few days. The High Court shall have two domiciles – one here on Coruscant, the other on my personal world of Avalonia, on the Outer Rim. I will see you later tonight so we shall dine together, and I will convey my expectations for how the Court shall operate. Congratulations are in order.
Shaak was amenable to her continuing to hold the Countess position as the leader of Serenno, and Denza had become rather wealthy over the past few years, with her prospects improving as Shaak's reign was beginning to look like a period of peace and prosperity for the Galaxy as a whole. The Empress preferred to govern with a light touch, providing reminders here and there as needed, that she was very much in charge and would not hesitate to act if she deemed it necessary. This situation greatly pleased the business interests (Valles had conveyed much of this to them on earlier occasions as she spelled out Shaak's vision and her 'complete support' of it) and they made sure to inform Shaak of their "total loyalty" to her. For her part, Denza was most pleased at her success with the Empress and knew it was time to further press her advantage. It remained for her to learn the names of those who would be joining her on the high court and she expected to stress her role as the Chief, feeling she had Shaak's blessing. But the Court would not be a place where favors were doled out, and a major reason why Shaak selected her was due to her already substantial wealth derived from her family's long-time dominance of their home planet. In her mind, Shaak saw Denza as someone that could act as a check on Valles's ambitions, which were only growing due to her coming coronation on Hapes, to go along with her control of Lianna and the Outer Rim, symbolized by her coronation on Lianna the day before.
As Shaak thought about it, it was clear to her that she had sent the correct (unstated) message.
Valles, my friend, I trust that having Ahsoka attend your coronation was adequate from your standpoint. Of course, I didn't want to appear and take away the spotlight from you, and you may – or may not – deduce something else. That is entirely up to you.
