The ruler of Latveria had to behave that way… because his time, intellect, abilities and insight were in high demand.
That's why Doom didn't give Ezekiel Stane's "Surveillant Council" an answer straight away. No sir.
He eventually left the meeting after telling Tony Stark that he'd give him an answer in three days.
Taking three days to respond to someone's "invite" wasn't uncommon, and Doom really didn't think much of it.
Before he disappeared from the deliberation room, the woman named Donna Strange asked him if he had the ability to arrange a "civil" conversation between the Strange family and the Scarlet Witch.

Oh? You want to have a friendly conversation with the Scarlet Witch? Good luck with that…
Doom could already foresee what was coming, so he refrained from responding to that question as well.
He couldn't leave the subject on that note, of course, so he told Stephen's sister that he'd think it over.

Doom also happened to catch onto the fact that SHE was channeling the power of someone called The Ancient One, and some might say Donna Strange was technically a ghost.

Actually, everyone in the "Strange" family who wasn't Stephen, Clea, and Sofia was technically supposed to be navigating the dark depths of the underworld.
That means they were supposed to be DEAD, remember? Well, there were a number of folks out there who held a grudge about that.
The hypocrisy behind Stephen Strange's ability to keep his family intact had rubbed a number of people the wrong way, and Wanda Maximoff happened to be one of those people….

Details, details, oh the pesky details…
You see, some time ago…the Scarlet Witch used her abilities to conceive two children.
They were twin boys, but her spell had been broken… which tragically erased those children from existence.
Wanda desperately tried to get them back by utilizing a power that was too great for her to control, and her loss eventually led to a mental breakdown… of sorts.
SO… in an effort to help her recover AND potentially recreate her children… Victor Von Doom found himself interacting with Wanda all the time.
She currently wanted to kill him, so, on that note… Doom considered the answer to Sofia Strange's innocent question to be very "complicated."
The Scarlet Witch meant something more than the word "girlfriend," so Victor Von Doom wasn't sure how to properly respond.
Her powers alone were what brought the ruler of Latveria to "lend her a hand," years ago… but he kept circling back to her for reasons that were his own…
Doom honestly wanted to marry the Scarlet Witch, at times, and some might say he's tried to make that happen on more than one occasion.
She was of Romani descent, just like him, and Doom happened to know that they had similar upbringings.
None of that information was up for grabs, of course, so the ruler of Latveria went about his business without giving the Strange family or the "Surveillant Council" any additional information.
Doom went back to Latveria after the meeting, and he entered a section of his home that was off limits to everyone but a special few…

The Scarlet Witch was resting there, in his actual bedroom, and some might say she was in a very delicate condition.
Her current "condition" was technically stolen, and Victor Von Doom was very aware that what Wanda did could be viewed as an act of war.
It could also be viewed as a cry for help too, in some aspect.
Either way, Doom was smart enough to understand the gravity of the Scarlet Witch's present situation… and that's another reason why he couldn't give the Strange family any sort of response.
