Chapter 24

The rain beat down on Dartmoor National Park in Devon. One of the most inhospitable climates in the UK. An aria of land so desolate the British Army use it as a place to train survival techniques.

A flash of lightning revels a single three-story town house, the likes normally found in Mayfair or Knightsbridge. This house, it could be said, was most defiantly out of place and anybody coming across it would find it very strange. The house is invisible to the passing soldiers as it is heavily warded with muggle repelling charms. A sign on the wrought iron fence surrounding a neat garden read "Umbridge."

A rather shabby looking rat scurried up the garden path keeping to the shadows. It squeezed under a crack in the front door and made its way up the stairs. The rat transformed into a rather shabby looking wizard outside of a bed room door. He tried the handle. He was in luck the door opened to reveal Umbridge asleep in bed. The Shabby Wizard was surprised to see Umbridge was not alone. Lying next to a naked Umbridge was an equally naked Minister of Magic.

'Interesting' The Shabby Wizard thought raising his wand he pointed it at The Minister. "Stupify" he cast, stunning the Minister.

At the sound of the spell Umbridge awoke and raised her wand trained on the intruder.

"Expelliarmus." The Shabby Wizard cast. "You're sleeping with the Minister Madam Umbridge?"

As if on cue the Ministers form shimmered and began to change. The unconscious man grew taller, his flabby physique became toned and firm and finally his shrivelled and unimpressive man hood elongated and became, the the Shabby Wizard point of view frankly intimidating.

"A polijuice whore?" he asked. "you are a strange one." he threw a dressing gown at Umbridge. "Cover your self. Your saggy tits disgust me!"

"How dare you!" Umbridge snapped. "I am Senior Undersecretary to the…"

"Minister for Magic." The Shabby one mocked. "I know. That's why I am hear. The Dark Lord has need of your services."

"The Dark Lord is dead." Umbridge spat

"The Dark Lord is very much alive and you will serve him." The Shabby Wizard stated.

"I will not betray the Minister!"

"Oh but you will Delores." The Shabby Wizard declared raising his wand once again. "Impero"

The defiance in Umbridge eyes faded.

"Sit down Delores." The Undersecraty complied. "good." The Shabby Wizard smiled. "You belong to The Dark Lord now. You will compile any and all intelligence the Ministry has on Harry Potter. You will leave it in an envelope posted through the shop door of Borgen and Berks in knock turn Ally addressed to Wormtail. You will also report to MacNair. He will have other orders for you. Do you understand Delores? "

"I understand." Umbridge said blankly.

"good. Good." The Shabby Wizard said. "it should go without saying of Corse, but this is to remain secret."

"A secret. Yes."

"very well then. I shall take my leave of you." The Shabby Wizard said. "we will be watching Delores."

He turned swishing his moth eaten cloak and disappeared.

Harry strode into the Grate Hall for breakfast dressed in the finery of his official House Potter robes, he nodded to Sirius sat behind the teachers table dressed in his Black family robes. Harry looked around the hall and saw Draco Malfoy staring at him.

"Well it seems that the Wizenagamont will let anyone sit on it nower days." Malfoy sneered. "Half Blood bastards and convicted felons. My father says that there is even a fag sat on the Minor houses."

Harry whipped around at the blond boy and strode towards him with menace in his eyes.

"I am the Lord of a Noble and Antient House." Harry declared. "You will address me with respect!"

"Your right of course Potter." Malfoy sneered standing. "I meant to say Lord Potter, Lord of the Half bloods and Bastards!"

A deafening silence filled the hall. Sirius was half standing and Dumbeldore was on his feet but it was Snape who was half way to the Slytherin table when Harry finally spoke.

"I am getting sick and tired of your crap Malfoy." Harry said quietly. "You are standing their insulting me. Insulting my House in front of the whole of Hogwarts and you think I will just let you get away with it? Not this time Malfoy."

"What are you going to do Potter?" Malfoy demanded as Snape arrived at the table.

"What is the meaning of this Mister Potter?" Snape demanded.

"I am about to give this death eater wannabe boot licker some choices Professor." Harry said pleasantly. "Choice number one, you apologise to me, right hear. Right now. Choice number two you call me out, put your money where your mouth is, challenge me to a dual, any terms you like and I will accept."

"And Mister Malfoys third choice?" Snape asked.

Harry leant in close to Malfoy and lowered his voice so only the blond boy and the Professor could hear.

"This morning, when I stand to speak in the chamber, I offer testimony under Veritersirum I saw Lord Lucius Malfoy in a cemetery licking the feet of a newly resurrected Voldamort. Once I am done testifying Infront of the whole god damn chamber I will call upon Lord Malfoy to prove me wrong in ither words or deeds. Do you think he can?" Harry demanded. "because I sure as shit don't think he can. What's it to be Malfoy?"

"Apologise Malfoy!" Snape sneered.

"What?" Malfoy demanded.

"I said apologise!" Snape repeated quietly. "Do you think you can best Potter in a dule?"

Malfoy stared defiantly at Snape but faltered under his Icey glaze.

"I apologise Lord Potter." Malfoy said clearly but quietly attempting to hide his shame.

"Will that suffice Mister Potter?" Snape asked.

"Thank you, Professor. That will do, this time. next time however, I will not accept an apology." Harry said. He turned on his heel and stroud towards the Griffendore table.

"Nicely done." Hermione approved.

"Thank you." Harry smiled.

"I thought you where marvellous Harry." Ginny gushed. "Perhaps we could talk about how we could join our houses this Saturday?"

"Unbelievable." Hermione muttered.

"What's the matter Granger?" Ginny demanded. "Don't want competition?"

"Your not competition for Hermione Miss Weasly." Harry said. "I would have gladly joined our houses as ally's and friends, but your brother doesn't seem to want to be my friend any more."

"But Harry, you need a pure blooded woman at your side to keep your blood line strong." Ginny argued.

"I was good enough for your brother!" Hermione declared.

"Ronald is the youngest son." Ginny sniffed. "He can lay with any guttersnipe he wants and it wont hurt the family."

"You dare say another word against Hermione, Miss Weasly, and I swear to Godric, I will make the Minor house of Weasley my enemy."

"You wouldn't dare Potter." Ron said. "The Weasleys and Potters have been ally's for generations. You need us."

"Your right of course." Harry consided. "I need your brothers. But as Ginny pointed out Weasley you're the youngest brother. You don't mean shit to your family highrachey. Test me. Go on, I dare you!"

Harry and Hermione finished their food and left the hall together. In the entrance hall Harry saw Sirius and Remus waiting by the front door. He gave Hermione a quick peck on the cheek and followed the elder wizards out of the door.

The Chamber of the Wizenagamont was unusually full. It's not every day that they would see a miscarriage of justice be righted.

Madam Bones banged the Staff of Merlin down on the floor.

"Order! Order!" she called out. "First order of business Lord Potter wishes to appoint a proxy. Lord Potter."

Harry stood and addressed the room.

"My Lords and Ladys for the Antient and Noble Houses, Minister and Right Honourable members of the Ministry Benches and Honourable Heads of the Minor houses. Today I seek to place a Proxy to vote in my sted when I am away from this chamber ither at Hogwarts or on Family business. I appoint Remus Lupin, who serves House Potter as my Estate Manager, as well as a professor at Hogwarts to hold my Proxy and vote in my name."

"Very well Lord Potter." Bones declaird. "The question is should this chamber accept Remus Lupin to be Lord Harry Potters Proxy in this place. All of the same opinion say Aye"

A loud corus of Ayes rang out in the chamber.

"All of an apposing opinion say Nay!" Bones continued. No one called out. "The Ayes have it. The Ayes have it. Remus Lupin will act as Lord Potters Proxy."

Harry sat down.

"Order!" Bones called again slamming the staff down a second time. "Now we move to the benches of the Most Noble and Antient houses and their Spokesperson Lady Augustus Longbottom who has a very pleasant duty to perform."

"Thank you, Chief Warlock." Lady Longbottom said taking the Dispatch box. "Today is a great day for this Place, and these Benches in particular as today we fill another of our vacant seats. Lord Sirius Black has returned to this chamber. Lord Black was wrongfully imprisoned yet not convicted by a corrupt and unjust government and was left to rot by this current administration, but today thanks to Lord Potter, Lord Black is free to take his place among us. My Lords and Lady's, Right Honourable Members of the Ministry and Honourable Heads of the Minor Houses it is my extreme pleasure to welcome to this Chamber Lord Sirius Black!"

Polite applause broke out around the chamber as Bones stood once again.

"I would remind Members of this Place that when someone makes their maiden speech it is traditional for them to do so un-interrupted. Lord Black."

Sirius stood and moved to the Dispatch box, shaking Lady Longbottom's hand as he passed.

"My Lords and Lady's, Right Honourable members of the Ministry Benches and Honourable Heads of the Minor Houses it is my great pleasure to take my place amounts you all finally. Now many would expect me to be bitter towards the Ministry for my wrongful incarceration, bitter about the injustice I have endured, but I find that an undisclosed sum of Galleons may sweeten my disposition somewhat. No, what I am bitter about is that our Government is allowing Darkness to creep into the very bowls of our judiciary. In this place alone I suspect no less than four marked Death Eaters. For shame!" Sirius declared as the witches and wizards in the benches broke out into loud boos and geers.

"ORDER!" Bones called again. "I WILL HAVE ORDER IN THIS PLACE!" and things quietened down again she motioned for Sirius to begin speaking again.

"You may jeer in derision, but I know in my heart I present no falsehood. In fact, I would call upon any one who does not believe me to demand a forearm check of every one in this Place!

"It is my intention." Sirius continued, "to sponsor legislation to do just that. First, we need to root out the Dark Witches and Wizards amongst us hear in this hallowed of Places, then also from within the Ministry itself. From department heads to the people who clean the floors. We should not accept evil into our government or our civile service! We need to send a message to Voldamort and his followers once and for all Grate Britton will not stand for his evil and his bigotry! I commend this statement to the Chamber!"

Sirius sat down and once again people called out against him.

"Point of order!" Minister Fudge declared. Bones nodded to him to continue. "Lord Black, welcome to the Wizenagamont. I would like to remind you, My Lord it is against the standing rules of this place to speak falsehoods against members and to mislead the Chamber. This Ministry makes every effort to combat Dark Magic and misguided practices." Fudge sat down.

"Order!" Bones declared. "Next order of business is Professor Dumbeldore who would like to propose a debate in this Place."

Dumbeldore stood from the back benches of the Minor Houses and made the traditional salutations to all benches in the Chamber. He spoke at length on the inequality of the current system, where the Minor houses are not allowed to introduce legislation for debate. If their was something they desperately wanted put forward they would have to find some one from the most Noble Benches to front the Bill. Many from the Ministry Benches supported the motion, but it was Delourus Umbridge who rose to oppose the motion on behalf of the Executive.

"Hem Hem." Umbridge began. "I rise to day to oppose this motion on behalf of the Executive office of the Ministry of Magic. Many of the members of the Minor Benches hold office within the Ministery of Magic, it is their fore not their place to propose legislation. They should represent the interests of the Ministery as a whole and the Minister in particular. Support from those Benches could lead to advancement and even promotion to these august Benches. Disloyalty, however, could find the Members of those benches in disfavour from the office and career opportunities severely, hem hem, limited."

Bones stared in disbelief. It was one thing for a member of the Wizenagamont to face back lash for the way they voted in the chamber, it was completely another for a Member to face back lash from the Ministery in of its self.

"Ordrer!" Bones declared. "I would like to point out that it is against the rules, of both this place, and of the Ministry for a Member to be punished for voting with their conscience. Now, the question to the Chamber is, Should the Minor Houses be allowed to put forward legislation for debate in this place? All those of the opinion say Aye!"

All of the Minor Houses voted Aye, as did many of the of the Noble Houses.

"All those of the Contrary say Nay!"

The Ministry Benches called out Nay, as did just less than half of the Noble Houses.

"DEVISION!" Bones yelled. "Clear the Lobby's."

Voting in the Wizenagamont mirrored that of the Muggle Parliament. Those who voted Aye went into a chamber and were counted by a clerk, those who voted Nay went into a different chamber and counted by a different clerk. Names were taken during the count to ensure that no one was counted by both sides. All in all it took ten minutes for the vote to be counted and for everyone to return to the chamber.

"Order!" Bones called out again. "The question is should the Minor houses be allowed to put forward legislation in this place. Tellers, step forward."

Two Clerks stepped forward.

"AYES TO THE RIGHT, ONE HUNDERD AND FOURTY." The First Clerk declaird.

"NOES TO THE RIGHT 91." The Second Clerk called out.

"AYES TO THE RIGHT, ONE HUNDRED AND FOURTY." Bones repeated, "NOES TO THE RIGHT 91. THE AYES HAVE IT. THE AYES HAVE IT!"

Harry was amazed. That result meant that a significant number of the Ministry Officials had voted in favour of the motion, despite the Senior Undersecretary's warning. There was certainly some interesting developments coming in the futcher. He caught Dumbledore's eyes and nodded to the Headmaster who winked in return then turned to Sirius and Remus who led him from the Chamber, back to Hogwarts.

It was after lunch when Umbridge managed to get away from the Wizenagamontt chamber. She stalked along a corridor in the Magical Creatures department untill she made her way to the office of Walden MacNair. She slipped in unnoticed to find a dark and dingey room. In the centre of the room was a small workbench. If Umbridge thought the drain in the table was strange she didn't say anything. Along the back wall of the room where swords, axes and scythes all sharp and all stand with blood.

"On your knees Delores." MacNair ordered she obeyed. "you will kneel whenever you come in here. Do you understand me?"

"I understand." Umbridge replied.

"You will call me Master."

"Yes Master."

"Very good Delores." MacNair smiled. "you will bring me any information you hear in the Ministry and the Wizenagamontt that pertains to the Dark Lord and Harry Potter."

"Yes Master." Umbridge replied.

"You will have other duties as well. If you serve me well then I will provide you with all the whores you wish. But for those privileges you will first have to service me."

MacNair stepped towards the kneeling Undersecratery and windlessly locked the door. He unzipped his fly and allowed his trousers to fall.

"You know what to do Delores." he said genteelly as if speaking to a child.

"Yes Master." Umbridge whispered a smile spreading across her face as she reached up and grasped MacNairs member. Even if she was not under the Imperius course she would enjoy this, despite her prim and Propper front Delores Umbridge was, in privet somewhat of a sexual reprobate and there was not anything she would do to get her polijuiced whores.
