Usually Batman wouldn't be concerned...until he saw the video footage. The spy was a teenaged girl. They had to talk. It would not be safe for her, especially alone. Batman meets Stephanie for the first time to try to talk her out of vigilante work and ends up almost falling off a roof three times in less than an hour.
