Chapter V

Turf War Ends!

The End of the turf war draws near! While Tokuga heads towards the new spirit portal, the Avatar and company move quickly to stop him before it's too late. Meanwhile, the protest by the Air Nomads continues and picks up more eyes from the civilians.

Naruto, Korra, Mako, And Bolin.

"Jargala, come on!"

"I'm not leaving my turf in the hands of these goons. Go!"

Naruto, Korra, Mako, and Bolin run outside before Mako and Bolin jump onto a nearby motorbike, while Korra moves a short distance away and begins airbending an air scooter and jumps on top of it.

Naruto takes off just above them, as he and Korra race off, Bolin starts the motorbike's engine and rides after them out of the refinery's grounds and into Republic City's streets.

"Follow me! We'll take Kyoshi Bridge!" Korra yelled as she went down the streets.

The group races after Tokuga's airship as it makes its way toward the spirit portal, Korra gritting her teeth with a look of determination on her face.

Up above, Varrick was directing those with the cameras. "Get that camera on the ground! We need some low-angle shots of Zhu Li! Make her look heroic!"

"BRING PEACE TO THE PORTAL! THE PORTAL FOR THE PEOPLE!"

The crowd chants as a cameraman looks up at the airship. "Do you want any footage of that airship?

Varrick Looks up with a puzzled look. "Huh. That's not the United Forces..."

"This is Tokuga, leader of the Triple threat triad... And the soon-to-be leader of Republic City! President Raiko and Avatar Korra have failed this city. The spirit portal stands not as a symbol of hope, but as a harbinger of destruction. That's why I'm stepping in. I will ensure this once-great metropolis rises again and becomes the most dominant power in the world. Starting immediately, the President and the Avatar will answer to me."

Raiko glares up at that. "Who does that hoodlum think he is? He has no idea what it means to lead a city."

"No, but he does have a way with words. We should steal that "metropolis" line for your next speech, sir." Wenyan says hand on his chin before Tokuga continues.

"My first order is for President Raiko to immediately and permanently withdraw the United Forces from Republic City! Should the President refuse to comply, he should know that I've equipped this airship with poison gas. And I won't hesitate to use it!"

"Please, everyone remain calm!" Zhu Li said to the panicked crowd.

Tenzin looks over at the nomads. "Airbenders, get ready! If he drops that we must funnel it away from everyone!"

"What are your orders, sir?" Iroh asks as Wenyan looks over as well.

"And think carefully... Whatever you decide may very well determine the election."

Raiko brought a hand to his chin at that. "I backed down against Kuvira and I'm still paying the price. I'm not about to make the same mistake again to Iroh. Withdraw your troops as Tokuga asked. It'll buy us some time."

Iroh blinks at that. "Time for what?"

"I want you to call in a squadron of airplanes. Force Tokuga's airship out over the bay... Then take it down."

Meanwhile, Zhu Li, Tenzin, and Ikki are standing near the now calm crowd. "We need to start clearing everyone out of the area." Zhu Li says as Tenzin nods.

"Agreed."

At that moment, Naruto, Korra, Mako, and Bolin race through the gap in the wall as Zhu Li begins directing the crowd away from the portal Mako and Bolin dismount from their bike and Korra dissipates her air scooter. "We're going to get you all somewhere safe!" Zhu Li says helping an elderly woman as the others walk up.

"Is everyone alright?" Korra asks, crossing her arms under her bust.

"For the moment. Thankfully, Raiko's decided to withdraw the United Forces." Tenzin replies as Iroh Walks over.

"Don't be thankful yet. You need to know that Raiko ordered me to bring down the ship. Airplanes are on their way."

"Isn't that dangerous?" Naruto asks as he walks up. "Just a little of that poison gas could be bad for the city."

"He wants to get it over the ocean."

Naruto sighs and hovers. "I can take him out quickly."

"I'm going too!" Korra jumps up having Naruto grab her and fly up to the blimp.

Going to the side, Naruto then dived to the window before pulling a rock out of his pocket and flicking it using earthbending to send it to break the window before both dived in and rolled up to their feet. Tokuga attacked with his sword having Naruto duck as Korra swung her leg to throw fire out before Naruto uppercuts Tokuga.

Tokuga then attacked with his tentacle, having Korra jump over it, before using the momentum from the jump to throw a roundhouse kick at Tokuga, bending a gust of wind that slammed him against the other side of the gondola. Before he can recover, Korra uses her metalbending to wrap a strip of metal around his tentacle arm, trapping him in place. "You're done terrorizing this city!"

Tokuga breaks free of the metal. "No, I've only just begun!:

Korra is momentarily stunned by this before she punches a gust of air at Tokuga, who sidesteps to avoid the blow and strikes Korra with the tip of his tentacle arm. Only for fire to hit it before Naruto dives over to knock Tokuga out of the window and drop him. Making her yell out in pain.

On the ground, Mako and Bolin have just come through the portal to see the airship hurtling downward, as well as the falling Tokuga. "I've got Tokuga! Go help Korra and Asami!" Mako says to Boli as they run in their separate directions, Bolin discovering the vines beneath his feet to be covered in thorns.

"Quit poking me, vines. These are new boots!"

Inside the crater, Zhu Li is assisting the evacuation efforts as Varrick stands nearby her, and his cameraman is filming her. "That's nearly everyone-"

"HELP!"

Zhu Li looks around for the source of the cry to see a little girl, lying on the ground, struggling to get to her feet as the gas approaches. "Mommy! I hurt my leg!"

Zhu Li starts running toward Sachi before yelling. "Stay here! I'll get her!"

"No, Zhu Li! It's too dangerous!"

"Now!" Tenzin yells as Zhu Li runs toward Sachi.

Tenzin and the airbenders use their bending to keep the gas away from them, allowing Zhu Li to pick Sachi up and bring her back to her parents. After Zhu Li hands Sachi over, she is hugged by a smiling Varrick. "You never cease to amaze me. Whispering to the cameraman. Please tell me you got that rescue on film."

"I sure did."

"And I just got footage of Raiko hightailing it out of here like a coward!" A camerawoman yells out having Varrick grin.

"Grinning. Brilliant!" The airbenders funnel the gas into a ball as sky bison hover around the portal. "I think we got ourselves a docu-mover!"

Spirit World.

In the Spirit World, Bolin runs toward the now crashed airship as Korra, Naruto, and Wukong before they look around to see an approaching group of dark spirits, the giant rock spirit and the dragon eel spirit among them. "The dark spirits are back!

The Dragon eel spirit looks at Korra. "Haven't you brought enough turmoil to our world, Avatar?"

"I promise, we're not here to cause any trouble," Korra said walking up.

"As long as that portal remains open, there will be strife between humans and spirits." The spirit explains as Wukong looks over. "How can there be balance when men like him are determined to exploit our world?"

Korra looks down and sighs. "Maybe the spirits are right... Keeping the northern and southern portals open was one thing, but maybe this one was never meant to exist."

"No, you can't close it. It's too precious." Naruto places a hand on her shoulder.

"Naruto's right."

Everyone looks at Wonyong, Korra, and Naruto looking surprised, as the property developer approaches the dragon eel spirit. "What if I abandoned my claim on the land around the portal?"

"And why would you do that?"

Wonyong looks at the Avatars. "I owe these two my life. And the last thing I want to do is cause more hostility in Republic City. I'd rather do what I can to support the Avatar in bringing peace."

"If what you say is true." The spirit says turning back to normal. "Then I'm willing to let this matter lie and allow the future to unfold." The other spirits also return to their normal forms and start to leave the area. The dragon eel spirit remains behind as Mako comes running over. "But we'll be watching what happens next, Avatar. And for your sake, I hope the situation improves. Otherwise, you'll be seeing us again soon."

He leaves as Korra sighs in relief. "Thank you, Mister Keum."

"Tokuga's gone... I searched the area where he fell, but there was no sign of him. And I didn't see him go back through the portal." Mako pants as he runs up to them.

"I bet he'll lay low for a while. But I doubt we've seen the last of him."

Three Weeks Later.

Naruto sat at a table in a ballroom listening to Shiro who was talking into a microphone as a mover of the crisis played. "It's election night here in Republic City! The panel changes to show him sitting at a table in the hotel ballroom, a microphone and some notes on the table in front of him. And this is Shiro Shinobi coming to you across the airwaves, live from the fabulous Four Elements hotel ballroom!"

"Everyone who's anyone has come here tonight in support of Zhu Li Moon, hoping to see her become the next president of the United Republic! Raiko's hasty retreat during the crisis at the portal has left many voters scratching their heads. Many folks have praised Zhu Li's selfless heroics that day and say she's exactly the kind of leader the United Republic needs! But did her actions do enough to change the voters' minds? We'll soon find out!"

Among the crowd, Mako approaches Bolin, getting his attention with a fist bump. "How's it going, partner?"

"Oh. Beifong didn't tell you?" Bolin asked Mako who blinked.

"Tell me what?"

"Don't take this too hard, but now that the triad situation is under control, I've decided to move on. I'm quitting the force."

"Really? But I thought you loved being a cop."

Bolin nodded at that. "Yes, it was thrilling while it lasted, but I can't be tied down. This little bird needs to fly."

"Indifferent. Okay. Whatever." Mako sighs at his brother.

"Brave, brave, Mako. Please, don't make this any harder than it needs to be. What we had was a special partnership, but I'm afraid it's time we go our separate ways."

"But I'm going to see you at home in, like, two hours." Mako deadpans as Bolin walks away.

'I'll give you some time to process all this."

Shiro then continues reading the results. "And with a whopping 68 percent of the vote, Zhu Li Moon wins in a landslide!"

"Woo-hoo!"

"Congratulations, Zhu Li!"

"Yay!"

"ZHU LI! ZHU LI! ZHU LI!"

Zhu Li walks out onto the stage, waving to the cheering crowd as she does so. "Thank you! Thank you, everyone! Standing on the podium. I stand before you humbled and honored to serve as your next president, with no illusions about the challenges we face. If the events of the past several months are any indication, there are still dark times ahead." She said to the crowd before continuing.

"And our path is far from certain. Our republic and this city are unique in the world. There's no place else where so many disparate groups and traditions have come together to live as one. But Republic City is only in its infancy… And too often, our differences become a source of conflict. But it doesn't have to be this way."

"Next time you're walking down the street, look up. Say "Hello!" to that stranger passing you by. Imagine what it's like to walk in their shoes. Hopeful. If enough of us do that, we might someday find balance as a society, and with one another. But I realize that peace and harmony won't happen overnight."

"After all, the Avatar has been trying to achieve balance for millennia and there is still much work to be done. It will take all of us supporting one another to fight the forces of hate that seek to throw our lives into chaos. I know the portal has caused a lot of problems, and I will work tirelessly to rebuild and help the evacuees find new homes."

"A new spirit portal in the middle of downtown is not something any of us could have anticipated. But it's here to stay. And now that Wonyong Keum has generously donated his land to our city, we need to plan for the portal's future. And that is why, as my first act as president, I will bestow the spirit portal and the surrounding wilds to the Air Nation. I hope that the Air Nation continues to thrive and flourish in an area rich with spiritual energy."

Naruto walked outside with his wives to look up at the sky before looking down to kiss them.
