The Chapters will be longer (At least close to 6K) Because for those who do not know, I hate the mind control trope/cliche, and for some previous stories just skipped episodes with that unless there's one of the 3 things. 1: The episode is a character's introduction. For this, 2: It's important to the story's plot i.e the Young Justice show if the JL weren't MC at the end of S1 to attack Rimbor, the Reach wouldn't have come to Earth and revealed the meta-gene for S2 and that wouldn't be the focus of S3's trafficking.
Or 3: I don't want to skip too many episodes of a show and may skim the mind-control part(s).
So I'm making the Chapters longer to get past this comic faster.

Epilogue
Chapter VI
An Empire Ruined.
A new threat emerges! After saving the new Spirit Portal, things have calmed down. But a new threat looms. One of Kuvira's men, Guan, does not accept that Kuvira surrendered to the Avatar. Can Korra defeat this new threat?
(Flashback.)
Earth Empire Re-education camp, Gaoling. Three months ago.
Kuvira's men were practicing their earthbending in one of the metal tents, a man with fair skin and short brown hair was getting a haircut, while talking with Doctor Sheng, a bespectacled woman in a lab coat stood nearby.
"Please tell me you've made some progress since the last time we spoke." He said to the woman.
"I'm getting better responses from the subjects, commander. But that's not why I'm here."
Guan looked at her. "Then enlighten me, Doctor Sheng, what could be so important that you had to interrupt my morning ritual?"
"The radio operators just heard from our forces in Republic City."
Guan turned fully towards her. "Well, why didn't you say so? I assume Kuvira and her mecha-giant dealt the United Forces a crushing defeat?"
Sheng shook her head at that. "I'm afraid not. Kuvira surrendered to the Avatar. She ordered all Earth Empire officers and soldiers to lay down their arms immediately."
A now furious Guan takes hold of the barber's razor with his metalbending, the barber watching with alarm. "No…" Guan stands up and flings the razor away, as both Sheng and the barber watch in shock. "Out!" The barber hastily flees from the tent, as Guan turns away from Sheng and clasps his hands behind his back. "Victory was within our grasp. How could Kuvira turn her back on the empire like that? On us?"
"I don't understand it either," Sheng replies as he looks at the troops.
"You said you're getting better responses from the subjects?"
Sheng blinks at that. "That's right, but-"
She stops as Guan turns to her. "Continue your experiments."
The two-step outside the tent to see a group of Earth Empire soldiers marching past them. "Yes, sir. So, this means we're not surrendering?"
Guan nods at her. "When these soldiers came to us, they were pathetic, a disgrace to the uniform.
"Even Kuvira had little hope that they could be redeemed."
Guan nods before continuing. "But you showed me that within every broken shell lies a seed waiting to grow anew. Thanks to us, these men and women are now a force to be reckoned with. And their potential has yet to be fulfilled. The Great Uniter's reign may be over, but the Earth Empire will never die."
(Flashback End.)
Present Day City Hall, Republic City. (1.)
At the new City Hall, a large crowd of people have gathered outside, while inside, Bolin Zhu Li and Varrick in suits walk down a hallway with Bolin holding a clipboard.
"President Moon, after the speech you have a one o'clock with Councilman Huang about the evacuee relocation. Then at two o'clock with Wonyong Keum and Tenzin to sign the paperwork transferring his lands to the Air Nation."
"Thank you, Bolin." She replies before walking ahead as Varrick leans to Bolin.
"What's the earliest I can get a dinner date on the books with my beautiful wife?"
"Let's see... I don't have anything available until the end of the month. Sorry, but she's got a lot on her plate."
Varrick sighs in frustration at that. "Who knew being president would be so much work?!"
"Uh... I'm pretty sure Zhu Li knew."
The three of them come up to the entrance to the building to find Naruto, Korra, Asami, Wu, and Mako waiting for them.
"Good to see you all. Welcome back to Republic City, King Wu."
Wu smiles at that. "Thanks. And congratulations on winning the election!"
Korra nudges Wu playfully before speaking. "Are you ready for your big, historic speech?"
"I don't know... there are a lotta people out there."
"You can't get cold feet now, Wu," Mako says as Wu tries to hand his scroll to Mako. "I got an idea! How about you deliver my speech for me, Mako?"
"No way. You're the king, remember?"
"Thankfully not for much longer. I hate public speaking." Wu sighs at that.
"Relax. You'll do great. Just be yourself."
"Be myself... I can do that! You always know the right thing to say, Mako. Must be why I keep you around."
Mako crosses his arms at that. "Must be."
Wu walks out to stand at a podium at the top of the building's steps and faces the people gathered outside, Team Avatar and Varrick stand on one side, and Zhu Li stands on the other. "Good morning, everyone! As you all know, a couple of months ago I declared my intention to step down as Earth King and abolish the monarchy. Well, after much planning and many discussions with the leaders of the Earth Kingdom states, that time is almost upon us.
A disgruntled Yin heckles Wu from within the crowd while holding portraits of Wu and Hou Ting, as Chow, Liling, and Tu look at her in alarm. "Boo! Long live the monarchy!"
"Grandma! Shhh! You promised Mako and Bolin you'd behave yourself." Tu says to her as Wu continues.
"I'm pleased to announce that the very first democratic election will take place two weeks from today, in the state of Gaoling!"
"He's doing great," Korra said as Naruto nodded.
"Yep, starts to act like a leader as soon as he makes it to where the people will vote."
"After the vote in Gaoling, elections will continue in the other states. Within a year, the Earth Kingdom will have completed its peaceful transition to democracy. Any questions?"
The reporter raised their hand. "Do you think your timetable is realistic? How are you going to ensure the elections are fair?"
"I didn't... uh... let me check my notes..."
"What about the states that have already expressed opposition to your plan?" Another asked.
"Will you force them to comply?"
Wu suddenly breaks out into a song about giving up being king and tosses the crown into the crowd where Yin grabs it as Zhu Li gives him a look of surprise and disbelief.
"Well, you did tell him to be himself." Korra sighed as Mako facepalmed.
"This is not what I meant."
Zhu Li steps up to the podium. "I think what the king is trying to express through the medium of song is that once the other states see Gaoling's smooth transition to democracy, they'll be encouraged and follow suit."
Wu then faints and topples backward to the alarm of Korra, Mako, and Varrick, Mako catching him before he can hit the floor.
Later in the courthouse, Kuvira is led into a courtroom, where Team Avatar minus Asami, and the Beifong family minus Lin and Baatar Jr are sitting on one side of the gallery, all of them glaring at her from behind.
I yielded to the Avatar. I gave up my empire. I surrendered my freedom. The people I once considered family hate me. But that isn't enough for them.
She looks up as a gavel bangs down, to see five judges seated at a high table. Two White Lotus members stand on one side of the room, and Wu, Varrick, Zhu Li, Lin, Tenzin, Raiko, and Wenyan are sitting in the gallery opposite where Team Avatar and the Beifong family are sitting.
"By executive order of President Zhu Li Moon, this special tribunal is now in session."
Now those in power want to humiliate me.
"You stand accused of crimes against peace. During your reign as the leader of the Earth Empire, your transgressions included: Refusing to turn over emergency powers granted to you by former president Raiko and King Wu, numerous wars of aggression throughout the Earth Kingdom states, presiding over inhumane prison camps, invading the United Republic, a sovereign nation, and the use of spirit energy as a weapon of mass destruction."
The Judge reads the charges against her, and Kuvira's only reaction is to look up at the judge with a scowl. "How do you plead?"
Kuvira looks down at that. "I am sorry for the harm I caused to the people of the Earth Kingdom and this city, I truly am." She then looks up at them. "But this tribunal seems all too eager to list my offenses, without giving any consideration to my achievements."
"Please, enlighten us." He says to her.
"After the fall of the Earth Queen, the kingdom fell into chaos. When no one was willing to step up, I brought back the order. I dragged an ancient culture out of the dark ages and modernized it. Everything I did, I did for the greater good of the Earth Kingdom and its citizens." She explains as the judge looks at her.
"How do you plead?"
"Not guilty."
Later, the groups are outside talking to each other. They all look around when the courtroom door opens and Kuvira is led out past them. "Not guilty? The whole world knows what you did, Kuvira!" Suyin states as she stands in front of her. "What are you trying to prove?" She asks as Kuvira looks away from her. "Don't turn your back on me!"
Kuvira, still looking away, speaks. "I know I hurt you and your family. But you all turned your backs on me long before the Earth Empire ever existed."
"That is a lie! I gave you a home. I provided for you."
As the argument continues, Korra moves toward the other two women. "But I was never really part of your family, was I?" Kuvira asks her as she turns to face Suyin.
"You attacked Zaofu! You almost killed my son!"
"And I've apologized. Numerous times. When will you see through all your anger to forgive me?"
"That's what you don't get. Being sorry isn't enough. You need to take responsibility for what you've done." Suyin finishes and then turns to leave. "Goodbye, Kuvira."
As Suyin leaves, Korra watches her go, while Kuvira glances to the side.
Zhu Li's Office.
Bolin shows Naruto, Korra, Asami, and Mako inside as Zhu Li reads through a file at her desk, and Wu sits on one of two couches on either side of a coffee table while enjoying a glass of lemonade. "Welcome! Please help yourself to some cherry-berry lemonade and varri-cakes."
"How's the new job going?" Mako asks his brother.
"Great! I think I've finally found my true calling."
"Serving varri-cakes?"
"No, politics!"
Mako deadpanned at his brother. "Yeah, we'll see. That's what you said about pro-bending. And acting. And working for Kuvira. And being a cop."
Bolin gasps and feigns taking offense. "Are you suggesting that I'm fickle?"
"I'm saying you have an aversion to commitment." Mako turns and walks off at that."
Bolin crosses his arms while looking glum. "Just because you've 'found yourself' doesn't mean the rest of us have."
Mako sits down on the couch next to Wu as Naruto, Korra, and Asami take the opposite couch, Korra helping herself to some lemonade as Zhu Li walks over. "Thank you all for coming."
"No problem. I used to dread meetings with the president. Now I look forward to them!"
Naruto smiled at his wife. "You're favoritism's showing."
Bolin takes the seat next to Mako as his brother looks up at Zhu Li. "So, what's going on?"
"King Wu called this meeting. I'll let him explain."
Wu stands up to reply and address the others. As he does so, Bolin sees Mako's hand moving toward the varri-cakes and lifts the tray out of his reach while glaring at him, causing Mako to glare at him in turn. "Thank you, President Moon. I've asked you all here because I'd like Team Avatar to join me in Gaoling for the upcoming election."
"If you just want us there, for show, forget it. We're not your entourage, Wu." Mako says as Wu waves his hands.
"No, it's not like that. Well, maybe it is a little… Anyway, I promise there's a legitimate reason I need you here with me."
"Okay. What is it?"
"My kingdom is being threatened by the Earth Empire!" Wu said, causing the others to blink.
"Uh... Kuvira surrendered to Korra, remember?" Asami says as Korra nodded.
"Yeah, the Earth Empire is no more."
"That's what I thought too! But recently, I received some reports about a group of holdouts hiding in Gaoling that never surrendered."
Korra blinks at that. "What? How'd they slip through the cracks?"
"Kuvira gutted the Earth Kingdom Army when she took power. We've been doing our best to round up Earth Empire stragglers, but the army is still understaffed."
"And no doubt any of the higher-ups Kuvira made to overlook groups she left in areas to overlook the cities didn't want to give up on the dream," Naruto said resting his hands on his legs. "Something similar happened in my world: a group bent on taking over the world, the leader dies and renounces the plan only for someone else in the group to take over to continue."
"The leader of the holdouts is one of Kuvira's former commanders, a man by the name of Guan." Zhu Li says holding the information.
Korra looks at Wu while holding the document. "And you're worried Guan and his troops might disrupt the election?"
"Yes! I couldn't get a wink of sleep last night!"
Korra turns to the others. "If Commander Guan does try to stop people from voting, it might give the other states an excuse to call off their elections."
Mako nods at that. "It would put the whole democratic movement in jeopardy."
"And put the Earth Empire in a position to rise to power again. We can't let that happen." Asami muses as Zhu Li looks at Korra.
"I think it would be a good idea for the Avatar to stand with King Wu, as a symbol of balance and peace."
"Agreed."
"If Guan tries anything, we'll keep you safe," Mako says to Wu.
"Yes yes yes!"
"Um, could I go too?" Bolin asks Zhu Li who smiles.
"Of course, Bolin. Team Avatar wouldn't be the same without you.
Bolin turns to Mako, wagging a finger. "Before you say anything, I'm not being fickle. I'm just taking a few days off, then I'm right back here, doing what I love."
"I didn't say a word."
Wu, Mako, Naruto, Korra, and Asami then leave the office as Bolin stands up and watches them go. "After you clear away the refreshments, I have some paperwork that needs filing." Zhu Li says to Bolin who nods.
"Yes, ma'am."
As Bolin starts clearing up, he lets out a sigh while facing away from Zhu Li.
Outside, Wu looks at Naruto, Mako, Korra, and Asami. "You and me, teaming up again – just like the good old days. Let's celebrate with a smoothie!" He said arm around Mako's shoulder.
Wu and Mako walk off, the latter sporting a weary-looking impression, while Korra hesitates to follow the two of them. "Asami, Naruto wait."
"What is it?"
"I think we should visit Kuvira. I want to find out what she knows about Commander Guan."
"That's a good idea. But it's probably best if you go without me. I have work to catch up on." Asami says as the Avatar and Naruto look at each other.
Mountain Prison.
Later, Naruto held Korra's waist as the two were riding Naga toward the entrance to Kuvira's prison, a large door set within a mountain being attended to by a pair of White Lotus guards. Once at the door, Korra dismounts from Naga and turns to address the guards. "We're here to see Kuvira."
"Of course, Avatar Korra."
The guards bow and step aside as the doors to the prison open and Naruto and Korra walk toward them. Inside Kuvira, her eyes are closed as she recalls a memory of her childhood with her biological parents with her running away after an argument. Kuvira opens her eyes to see the Avatars standing at the entrance to her cell. "Hello, Kuvira."
"I had a feeling you were going to be my first visitor." Kuvira said as Korra walked in.
"I need your help."
"With what?"
"Tell me about Commander Guan"
Kuvira narrowed her eyes at that. "Why are you so interested in him?"
"Were you aware he and his troops never surrendered?"
Kuvira gained a surprised look before speaking. "What? No, I wasn't. Guan is a cunning strategist. I put him in charge of my southern forces because I knew he could keep that region in line."
"I'm worried he's going to try to derail the upcoming elections. How big of a threat do you think he is?"
Kuvira looked down in thought before speaking. "If Guan hasn't surrendered by now, then he's plotting something. I'd treat him like a barrel of blasting jelly with a very short fuse. "
"If you were in my position, how would you deal with him?"
"I'd take someone with me, whom Guan respects. Someone who can reason with him and bring him into line."
"You want me to bring you?" Korra asked, raising an eyebrow.
"That may not work," Naruto says, getting their attention. "He may not see you as the leader with you surrendering and may try to take the place of leader instead."
"Thanks for the info. But I can handle Guan without you." Korra says as she turns to leave.
"Think it over. I'll be here when you need me. And you will."
Guan's Camp.
Guan is addressing his soldiers while standing on top of a tank. "Kuvira may have abandoned all of you, but I never will! Together, we will bring the Earth King to his knees! Together, we will force the Avatar to yield! The Earth Empire will rise from the ruins of defeat, and become more powerful and formidable than it ever was before! And our journey begins in Gaoling! [Raises his fist.] Are you with me?!"
"ALL HAIL COMMANDER GUAN! ALL HAIL THE EARTH EMPIRE!"
Republic City, Steam Bath Room.
"Thanks for meeting me here."
Wu said to Team Avatar and Zhu Li, Wu wearing a towel, and the others in bathing suits. Korra is wearing a tube top and tight short shorts.
Naruto sat between his wives and grinned as they squirmed with his hands behind them. "Couldn't this have waited until later?" Mako asked, annoyed.
"No, it's too urgent! And I couldn't miss my morning steam bath. My muscles are all knotted up over this Guan situation."
"We've received reports that the Earth Empire holdouts are on the move in Gaoling. It appears Guan and his troops are heading toward the capital." Zhu Li explains from her spot
"Which means they're going to try to stop the election, just like we feared! Democracy is doomed!"
"Take it down a notch." Naruto sighed, pulling his hands up to rest on his knees.
"What about sending in the United Forces? They could pressure Guan to back off." Mako asks as Zhu Li shakes her head.
"No, I will only deploy them if there's no other option. I don't want to incite another war."
Wu nods at that. "I agree. There's gotta be a way to resolve this peacefully."
Korra raises a hand as she bends some water from the bucket under her feet. "There is, but you all might want to relax before I tell you what I'm thinking."
Korra bends the water onto the hot rocks in the center of the room, causing steam to wash over everyone, all the occupants except Zhu Li closed their eyes and smiled, Wu letting out a pleasurable sigh. "I assume your idea has something to do with whatever Kuvira told you?" Asami asks Korra.
Upon hearing this, Mako, Bolin, and Wu all look at Korra in surprise. "Wait, you met with Kuvira?" Mako asked as Korra nodded.
"Yes, I wanted her input on how to handle Guan."
"And what did she say?"
Korra sighs at that. "That she's our best chance to get the holdouts to surrender. So, I'm thinking... What if we brought Kuvira with us? I wasn't crazy about the idea at first, and I'm not saying Kuvira would be a part of our team, but with her help, we can avoid another all-out battle... And put an end to the Earth Empire, once and for all."
"But Kuvira's the worst. She threatened my life! More than once!" Bolin said from his spot.
"She nearly destroyed Republic City." Zhu Li says as Wu stands.
"And let's not forget how she ruined my coronation!" Wu notices the others all giving him looks of annoyance after saying this and quickly sits back down with an apologetic look. "Sorry... I probably should have aired my grievance first."
Korra looks at everyone before speaking. "I know. Kuvira has hurt us all. Terribly. But before she was our enemy, Kuvira was our ally. She was the captain of Su's guard and helped us fight Zaheer and the Red Lotus. And there's part of me that feels like I still owe her for saving my father's life at Laghima's Peak.
"The problem is, we don't know which version of Kuvira is going to show up if we bring her with us." Asami muses as Korra looks over.
"Kuvira thought she had died when we were blasted into the spirit world. It was a huge wake-up call for her. When I visited her in prison, I could see that she was still broken. I think she wants to redeem herself in the eyes of the world, and her people. I say we give her that chance."
"Kuvira has a special talent for getting people to do things they don't want to do. For once, we can use that skill to our advantage." Bolin said hand on his chin
"You think this will work?" Asami asks as Korra nodded
"I do."
"Then let's do it," Naruto said as the others nodded before Zhu Li put her glasses on.
"I'll sign an order for Kuvira's temporary release."
Prison.
The Future Industries airship flew toward the entrance to Kuvira's prison. Four White Lotus guards are standing outside along with Kuvira, her wrists shackled and one of the guards clutching her upper arm, as the five of them watch the airship approach. The airship lands, and Korra steps out and walks toward the guards and Kuvira and hands some papers to a guard. "Here's President Moon's release order. I'll take the prisoner from here."
Having handed over the papers, Korra takes Kuvira's arm and guides her up the entrance ramp of the airship. "'The prisoner'? No need to be so formal, we're partners now." Kuvira says as Korra turns to glare.
"We might be working together, but we are not teammates. If you step out of line, or do anything to harm my friends, I won't hesitate to take you down. Do we have an understanding?"
"Of course. You're in charge."
Korra and Kuvira step out of the elevator and into the meeting room of the airship's gondola. Waiting at the elevator are four Earth Kingdom soldiers and Naga, the latter of whom growls at Kuvira. Mako, Bolin, and Wu are shown sitting down around the room's table, all of them giving Kuvira suspicious looks as Pabu hisses at her from atop Bolin's shoulders.
Korra and Kuvira walk on and approach a stony-faced Asami, who is wearing her electric gauntlet and standing next to a platinum pod. "Step inside."
"That won't be necessary. If I was planning to escape, I would have done it before I got on this ship." Kuvira said as Naruto walked over.
"I'll watch over her. Kurama's here as well-!"
Kuvira meanwhile walks over toward the table and sits down on a nearby couch, Mako, Bolin, Wu, and Pabu watching her the whole time. "Nice to see you too, gentlemen."
Three days later.
A trio of moo-sows are grazing in a field and look up to see the airship flying toward Gaoling. The airship lands at a small airport out of town, where it is met by an ostrich-horse carriage, out of which step Mayor Rhee, a bespectacled middle-aged man in a beige suit jacket and green pants, as well as Chief Magistrates Ling and Bak, two elderly officials in bluish-green robes.
Mayor Rhee waves up at the airship, where Wu is looking out the window as the others are all gathered around the table. "Any sign of Guan?"
Wu shook his head. "No, just Mayor Rhee and a couple of elderly magistrates that look like they're about to keel over."
"Oh, Commander Guan will show up," Kuvira says as she looks at her shackles. "And before he does, I need to get out of these rags and chains and into something more... Presentable."
"No way," Mako says before Korra looks down in thought.
"She has a point. Guan might refuse to meet with us if we show up with Kuvira looking like a prisoner."
Asami sighs as she crosses her arms under her bust. "I have some extra clothes Kuvira can borrow. I'll go pick something out.:
Korra walks away while holding a radio. "While Kuvira changes, King Wu and I will meet with the mayor. I'll radio if we need you. Come on, Naga."
Gaoling City Hall.
Naga sat outside the building entrance at the top of a large set of steps. Inside, Mayor Rhee leads Korra, Wu, and the Earth Kingdom soldiers into a room with voting booths on either side. On the far wall in front of them are portraits of Chief Magistrates Ling and Bak.
"And this is where the voting will take place. As you can see, everything is in order, King Wu."
"Ah, the sweet smell of democracy!" He smiles as Korra walks up to the portraits.
"Wait… Are those the candidates running for governor?"
"Chief Magistrates Ling and Bak are two of Gaoling's finest government officials. Either one will make an excellent governor."
"Yeah, I don't know how the voters will ever be able to decide. Let's go, Wu. It's starting to stink in here." Korra says and they turn to leave with Wu sighing wanting younger candidates instead for new ideas before they hear rumbling and run out to see the Earth Empire army coming in. "Commander Guan's here."
Airship,
Kuvira, now wearing a white shirt with a dark gray waistcoat, reddish pants, and brown boots, and with her old hairstyle, applies the finishing touches to her appearance in front of a large bathroom mirror, while Asami stands next to her, and Mako and Bolin wait outside the room.
"I can't tell you how good it feels to be out of those shackles."
"Don't get too comfortable. You'll be back in them soon enough." Asami said from her spot.
"It must be challenging for you, being the Avatar's wife."
Asami blinks at that. "Excuse me?"
"Well, you could be back in Republic City, running your business or inventing another awesome piece of machinery. Instead, you're stuck here in a bathroom, guarding me."
"I'm exactly where I want to be protecting Korra from you. So whatever little game you're playing it's not going to work. You're not going to drive a wedge between me and Korra."
Kuvira leaves the room at that, "I'm not playing any games. I'm genuinely impressed by the loyalty all four of you have to Korra and each other. I never had that in my life."
"That's because you've always pushed people away," Bolin says as Kuvira looks over.
"And what do you know about it, Bolin?"
"Opal told me that when you two were growing up, she always tried to be your friend. But you didn't want anything to do with her."
"Don't believe everything your girlfriend tells you. Opal and I may have lived under the same roof, but we had very different experiences being raised by Su. You and everyone else, have me pegged wrong. I'm not the same person I was when I was leading the Earth Empire. I've changed." She said as Naruto walked up.
"I believe that people can redeem themselves. But no one changes overnight."
