Heroes Public Safety Commission
"Right now, we have all the intended targets accounted for. The most recent one was the first civilian target the subject has taken as an objective. From what we can gather, this group is operating on minimal capacity for manpower and available assistance."
A meeting was taking place with chairmen of the hero safety commission in regards to the recent escape of Nine. Among those attending were Hawk in place of Haru to keep the decision making in line to the man's best interest. The subject known as Nine had been in the wind for a few days now with an operative assigned to keep tabs on the man.
The loss of several heroes and their quirks was an expected loss with the information the organization garnered about the ability thief. Their reasoning to simply allow the man to do as he planned primarily was due to the lack of information about the actual goals of the individual. There were several others working with the man and to simply stop him dead in the water would prevent a clean apprehension of the group as a whole. They needed movement to catch every bit of the group and their resources to prevent any part of the terrorist entity from growing back from even the smallest remnant.
"Our man on the inside has reported that the first actual act of domestic terrorism was prevented by his intervention. Right now, it seems that this group is moving to the final stages of their operation if they are willing to commit public destruction."
Hawk was standing in a corner of the room listening in on the meeting. His father requested he be there in his absence to ensure that his best interests are being met. So far the meeting was progressing smoothly enough with the commission board looking to act within their instructed parameters.
"Nakamura-san, what say you?"
Keigo was called upon to offer his impute. Now that the information was all laid out, he pondered a few moments to deliberate the information before speaking for the group.
"... Have we identified the individual who the civilian victim was? Does he have any children to speak of?"
It seemed off that the villain group suddenly shifted gears to a civilian after targeting heroes one after another. Being cautious about one's hunch was a lesson that his father instilled in the young man from a very early age.
Turns out that the man was a father with children on a remote island where the current junior hero class was located. Going over their medical reports revealed an extremely concerning piece of information that he knew the operative on the inside was going to need to know asap. He excused himself to make the call and get their man on the inside on the same page as the rest of them.
Nabu Island
Another beautiful day on the island as it were. All the students were doing their due diligence with all the work that was being asked of them from the island inhabitants. Izuku was always the one who volunteered to pick up the slack with the more mundane tasks assigned to the junior heroes since he was well aware of the nature of the work being done by his fellow classmates.
Dismissing himself, Izuku was out the door and turned down the street when he saw the familiar sight of a light blonde straw hat tied off with a blue ribbon retreat around the corner. It was obvious to him who it was that was seemingly hesitant to approach the hero office.
There was no need to be confrontational after the lecture that he and Katsuki gave the two troublemakers the other night. Izuku leaned up against the stone wall to his left with his arms and legs crossed while giving the young child the opportunity to speak his mind. His patience was rewarded with the boy's presence slowly coming out of hiding. A gentle smile was on Midoriya's face to communicate that whatever the boy had to say to the junior hero would be listened to. It took a few moments; but eventually, Katsuma was able to muster up the bravery to speak his mind.
"U-um… I'm… I'm sorry for lying."
Asking for forgiveness was no small feat. Either pride or shame had their tendency to keep children withdrawn inside of their own emotions whenever they were faced with guilt. Something about this child gave Izuku a sense of how mature this boy was emotionally.
"Apology accepted. We just want to make sure you guys are safe, so don't feel too bad for a one time mistake."
Katsuma got a pat on his head through the straw hat as Izuku knelt down to give the child said head pat. Looking up at the older teen, Katsuma was the one impressed by how mature this older teenager was in comparison to his other classmates. It was as if a man that was just as old as his father was speaking to him.
The child extended his sister's sentiments for the trouble they caused the other night. Her guilt
trip was a bit of an extended one since it was her scheme from the very start. Izuku told the boy that there was no bad blood and to consider the event water under the bridge. Just then, Katsuki exited the second floor balcony door with his tourist book of the island with a popsicle in his mouth. Another day with little to nothing happening left Bakugou inactive to the point that he didn't even bother changing into his hero costume during the day.
His ears were sharp enough to overhear the conversation taking place out front of the building on the opposite side of the stone wall. There wasn't enough going on for him to just not eavesdrop on what sounded like a relevant conversation pertaining partially to him.
"Wow, is that Edgeshot? That's a limited trade pin you got there."
Proudly displayed on the strap of his shoulder bag was a collectibles pin with the caricature of the paper quirk hero. Katsuma and Izuku shared a common love for heroism which they gushed over for a few minutes. The subject of Katsuma's desires came up in the conversation over whether or not he wanted to become a hero, to which the boy responded that his desires to do so were mostly in contention with what his sister wanted for him. Now Midoriya understood why it was that the little girl was trying to give the temp heroes on the island such a hard time.
Mahoro was trying her best to be the good big sister while still being a child herself. Any person so naive and young could easily be as stubborn and strong willed as she was; given that they were put into similar circumstances. What she saw in Katsuma's dreams was risk and potential for him to get hurt or possibly lose his life.
"Since daddy is away for so long, she always said that doing something so dangerous should be left to people who need to know better."
For the most part, Midoriya understood how difficult of a position Mahoro was in for her younger sibling. If the past few months told him anything about being a hero; it was that heroes were still people. People who have personal loved ones who only want to keep the one they love out of harm's way.
This was a rickety bridge for Izuku to properly answer for the young boy. Fortunately, he's already been to hell and back in less secure circumstances.
"Hm, I see. How does it feel to hear that from her?"
The conversation went on for a little longer between them before Izuku finally drew a conclusion over what he heard from the younger boy. It seemed that the boy still had greater ambitions while starting to feel a little conflicted about why his sister was being so hard on other heroes. Midoriya asked for Katsuma's attention and spoke directly to the child while making eye contact.
"... What do you think a hero is? Just what you think one is."
Both his emeralds were peaceful while digging deeply within the boy's heart. This connection prompted an unadulterated, honest answer from the boy.
"They beat up bad guys. I wanna do the same because they're so cool."
At first, Katsuma thought that he was going to be in trouble for being so straightforward. Rather than being confrontational or correcting the boy, Izuku just gave an understanding nod after learning the child's motivation.
"They do look cool, don't they? There's nothing wrong with feeling like that at first. Even I felt the same… But if I can say something…"
A firm hand placed itself on the child's shoulder as Izuku spoke just as honestly to the boy over what his thoughts were on the matters of being a hero.
"Remember that great heroes are good people, first and foremost. Being a hero is more than just beating up bad people. To protect those you can while being there for those who need you are just as important. I can see a lot of potential in you, Katsuma; so keep working on yourself. Just remember this as you do so…"
Katsuma felt the words he heard next sink into the deepest part of his soul when he heard them. Words that would eternally shape the boy into someone he could only dream of becoming at the present time.
"Keep your eyes open and your heart strong. It's easy to be called a hero. Becoming one you want to be is all up to you. Think about those who love you, no matter what."
With that, Katsuma left with a new purpose in life while Izuku went on with his business. Katsuki had heard the whole thing from start to finish and was in a different headspace than the child with what Midoriya said. There was more to unpackage for Bakugou with the message that Izuku was trying to communicate to the country bumpkin of a child. Memories of someone he felt responsible for passed through his periphery as the popsicle in his fingers was melting rapidly in the sun.
A passing neighbor who gifted Midoriya with a fresh radish harvested that morning thanked the young man for being so kind and understanding towards the youth. Hearing the sordid past of the now deceased mother made Bakugou oblivious to the splat of his dessert hitting the floor. More memories of his deceased father made Katsuki increasingly uncomfortable.
Kirishima was in the lounge when he decided to go see if there was something in the fridge for him to drink. He was bumped by the shoulder as he was getting out of his seat by Bakugou. What kept Kirishima from vocalizing his surprise was the look on Katsuki's face he managed to get a look at as the blonde left the office. It was the look of someone who needed to be alone with their thoughts.
Nabu Island Docks
Over the horizon, the sun was painting the landscape scarlet and orange with the end of the day approaching. Some fishermen stood out on the main docks while being too preoccupied with the sight of a large yacht barreling towards the concrete walls to properly finish their work day. The foreman of the docks alerted the other fishermen that there was a vessel on approach that hadn't responded to any of their hails.
On top of being unresponsive, the vessel was coming in too hot for any sort of normal docking attempt to be viable. All of them had no choice but to make a break for it as it looked to be gaining speed on approach. Chunks of the solid concrete dock went flying into the air as the ferry crashed violently enough into land to tilt the whole thing onto its side.
Up at a park overlooking the fishing piers, both Katsuma and Mahoro were shocked to see a yacht suddenly crash into the fishing port below. They could barely make out something through the massive cloud of dust that was enveloping the entire bow of the ship.
Nine and his henchmen were already standing on the side of the ship that was facing the sky. He was going over last minute commands before dismissing them all to their roles.
"Chimera, Huntsman; Go in and target the comms and police station on the island. I don't wish to be interrupted before obtaining the target…"
Huntsman loaded his rifle with his three wolves ready to follow while Chimera, a humanoid with spliced animal traits, nodded his wolf head in affirmation to the command. Behind None was a woman with scarlet red hair that went past her waist. After the villains leapt off the beached ship, she got to work launching red beams of energy from her locks to decimate the now empty ships docked at the pier.
Their means to completely isolate the island from the outer world was just the first of several steps to obtain what they came to take from one of its residents.
Nabu Hero Offices
Another neighbor was chatting with some of the young heroes out front of the temporary office as Izuku returned from his daily rounds. He was briefly greeted by the group as he passed them to get back into the office. Inside, Katsuki was already in his hero costume while yawning when the phone went off.
Since he was the one who did absolutely nothing during the day, he elected to take an extended nap before going on his eventual patrol rounds. Everybody else had left him by his lonesome to finish up any last minute tasks around the town before returning for the evening. ANswering the phone, his usual calloused demeanor was the best he could do to act courteous for the one calling the office.
"Hello? Hero- Whoa, slow down."
From what he heard, it was a very familiar voice of a child he heard earlier in the day. After calming down Katsuma, Bakugou got the boy to relay only the critical information as Izuku entered the mostly vacant workspace.
"Ka-chan? What's up?"
The look on Bakugou's face was enough of a tell for Izuku to see that whoever called was in serious trouble.
Elsewhere
Panic spread through the town as the citizens were all running from a mysterious figure dressed in winter wilderness gear and his trained animals. Rifle fire sent the majority of the crowd running while the wolves following were crashing through walls and vehicles with their impressive speed. Nobody was seriously hurt since Huntsman wasn't actually aiming into the crowd. His trained animals were also instructed to just damage the surroundings without actually hurting anybody.
Destruction of public property was often a good way to illustrate how dangerous one could be to the populace.
Intercepting the public menace were three students from UA Academy. Mineta, Aoyama, and Toru were the first responders on the scene to cut off the unexpected public terrorist. It was only when they made their appearance that the masked gunman stopped in his own tracks. The rest of the wolves under his command lined up next to him with their eyes piercing through the nervous students.
Looking at the carnage left in the wake of this unknown villain, Mineta was starting to lose his nerve at the prospect of having to take on what looked to be a professional killer. What confused the students the most was when the masked man holstered his weapon on his back.
His rifle would be more than enough of a tool to end the fight if he was as good of a shot the youths thought him to be. Apparently the weapon was overkill in the villain's eyes.
Instead, the man whistled a strange string of notes through his mask. Right on cue, the three wolves all started to walk forward at a steady pace towards the teens. All of them were starting to sweat as Mineta and Aoyama were trying to figure out a game plan while Toru was trying to call for help.
Both teenage boys were the first to strike back against the advancing party of wolves after they decided to just play it by ear with how they were going to defend themselves. A flurry of sticky balls and lasers showered down where the wolves were as Mineta's and Aoyama's first attempt to defend themselves. An attack as effective as one would think a pair of flimsy teenagers against enormous wolves were capable of.
Immediately, the speed difference between the two parties was more than immediately obvious. The first volley of lasers and sticky balls whiffed completely when the trained predators leapt into action. Each and every wolf leapt to the sides and closed the distance with zig-zag patterns of approach to avoid getting tagged by the teens.
"S-stay away!"
None of the wolves were even baring their teeth. On top of being commanded to not show aggression against these opponents; the wolves could sense how much of a non-threat these teens were without even giving it a second thought.
The first to experience the skill of these trained animals was Mineta. One wolf closed the gap between itself and the teenage hero to then snatch the yellow cape into its teeth before flipping the boy into the air. Things didn't end there for Mineta as a second wild then leapt into the air in front of him to then kick off of him to flip backwards while launching its human springboard tumbling down the street.
All the wolves backed off and stood next to their master once more as Toru continued to fail at getting a signal on her cell. Aoyama was starting to feel nervous at the dull ache in his abdomen starting to grow in intensity. Mineta was out cold a couple dozen meters beyond both teens.
These guys weren't even treating the UA students as actual threats while they were just down the street from the police station. If things were allowed to continue as they were…
Nabu Island Beach
It was on the most densely populated beach on the island that Chimera decided to make his move against the local law enforcement. While the UA students were herding the crown from the area, Chimera simply kept his ground against the teenagers trying to fight back. His strength in comparison to the youths was like a fire hydrant to their fountain.
Ojiro was holding his own, but only enough to keep himself from getting seriously hurt. He was able to determine how strong the villain was with his very first strike that got blocked. All he could do was sneak in a shot here and there. Even then, the damage looked to be negligible at best.
Tokoyami was one of the few heroes who was on duty with the tail user. After Ojiro was forced to back up, he engaged the villain with his shadow covering the distance between them. His shadow had a clear speed advantage and even managed to bind him in multiple sprouted arms for just a moment.
That moment was cut short when the villain mustered up his strength to burst out of his binds with a shockwave from the force of his escape.
Unfortunately for the students; the villain was now the one to make his move. Several boulders larger than Chimera were lobbed like river stones towards the defensive heroes. Each impact shook the earth as Chimera was relentless in his assault.
They had no breathing room with the aggressive strength of the villain threatening to overwhelm them. If they didn't get help soon, things were going to go south fast enough to make all their heads spin.
Nabu Island Police Station
Out front of the precinct was a one sided melee between three junior heroes and three well trained wolves. Commanding the animals, Huntsman allowed his companions to fend off the young heroes as he approached the building. Aoyama was starting to feel extremely ill with all the lasers he fired off in a row while still being unable to hit a single one of the trained animals. Mineta was desperately trying to bind the wolves down with his sticky balls with no success.
None of their attacks could even touch the hairs of the three wolves. Had the animals been allowed to use their teeth, this fight would have been long over.
Their master signaled to the three animals much earlier to fend off any aggressor without baring their teeth at anybody who attempted to stop him. Seeing the children and how slow they were, it was an easy enough command to follow since they didn't see the heroes as a viable threat. Most of their attacks were tackles and kicks as the wolves were practically running circles around the teens.
Only Toru was spared from the fight since she hadn't actually made an impact on the fight. She attempted to blind the wolves several times with intense beams of light, yet not even their fur had shown any signs of burning after multiple beams. These wolves were clearly a cut above those you would find in the forests.
A solid kick that treated Aoyama as a springboard for the umpteenth time sent the teen flying face first into the asphalt. The fight had moved itself from the local residency to the parking lot of the police station. Huntsman had been walking unimpeded towards the precinct and successfully arrived at his destination.
He had been ignoring the young heroes this entire time as he was making his way across town. His trained animals were more than sufficient in addressing the obstacles so far. Arriving at the building, Huntsman reached into his jacket to retrieve several devices that looked like oversized pens with digital displays built into all of them. Before they could even object, the weathered and worn heroes were helpless to stop the masked villain from throwing the devices into several windows out front of the police station.
Right after he threw in the last of the devices, a detonator was retrieved from the outer jacket pocket and was primed to blow the police station to kingdom come. What blew up wasn't the building, but the detonator in the villain's gloved hand.
All three wolves returned to their master in a defensive formation to protect him from the newest threat that just arrived. Surrounding the villain and his attack wolves were more students from UA.
Toru almost cried tears of relief to see Katsuki and Kirishima arrive on the scene. Backup had finally arrived for the desperate group barely fending off the villain that had them up against the ropes. Momo, Kyoka, Kaminari, and Mina were running down the street towards the rest of their fellow classmates to lend their assistance to the fight as well.
Both sides were now staring each other down with the trio of silver wolves staring down the youths with crystal clear focus. Their master was still silent as he began to dust off the hand that had the detonator in it.
Bakugou was certain that the explosion should have injured the villain's hand to some degree. After the soot was dusted off, all that remained was an immaculate white sleeve and gloved hand.
It seemed that this individual was more than just an animal trainer armed with a firearm. His reaction was rather lackluster for someone who just had their hand blown up out of nowhere. He even put his hands into his jacket pockets before whistling a sequence of seemingly random notes. Aoyama knew what was coming up next.
"Guys, watch ou-"
That command was permission from the wolves' master to start taking more aggressive measures. They began to growl in a low tone before launching themselves towards the young heroes.
Katsuki had a fast enough reaction time to respond to the sudden advancement from Huntsman's attack wolves. Blocking his face, he raised an arm in front of his face to keep the animal bearing down on him, sinking its teeth into his face or neck. A reaction that the animal expected.
From what it could tell, those big arms of the boy weren't part of his body. Katsuki was startled to see the teeth of the wolf that latched itself onto his gauntlet sink into the armored plating that the costume was made of. He was about to counter the bite by releasing a series of explosions from the sides of the cylindrical armor piece when the animal suddenly tucked itself in and kicked off of the boy's abdomen. To say that it hurt was the understatement of the year.
When he went flying backwards, the wolf kept its jaw locked down on the gauntlet. Bakugou's arm was wrenched free and out of the gauntlet as he went flying into an unsuspecting Kirishima.
The hardening quirk user had been preoccupied with another wolf coming up on the right when it suddenly stopped dead in its tracks right in front of him. A nanosecond later, there was something that felt like someone tackling him from the left; which sent him sprawling to the floor along with whatever hit him in the first place.
Kaminari used the brief chaos to launch his disc towards the floor in front of Huntsman. It buried itself into the asphalt in front of the villain; right in range of his next move. A switch was hit which was located on the side of his wrist mounted launcher.
"Tesla Mine!"
On cue, waves of electrical energy radiated from the metal disc and enveloped both Huntsman and the remaining wolf standing next to him. There was a moment of elation for Denki as his stored electricity worked its magic.
Although, the more time passed; the realization that something wasn't right kept mounting itself within Kaminari. Neither the wolf or Huntsman looked the least bit bothered with the hundreds of thousands of volts coursing through their bodies. Arc after arc of lethal amps poured into them without any sort of visible reaction. All that actually moved was the fur on Huntsman's coat and the wolf's pelt. Huntsman simply patted down the offended hairs on his leather jacket while the wolf shook off the static like it was a mild spray on its coat.
Collecting themselves, the teens felt that perhaps this villain wasn't just some small-time offender looking to make a name for themselves on a remote island population. Even Katsuki could tell that this was someone who was leagues above the average bank robber.
Both Kirishima and Bakugou got back up while Denki retrieved his disc with a single magnetic pull from his launcher. This was gonna take a good deal of effort if they wished to bring down this criminal.
Elsewhere
Katsuma and Mahoro were sprawled on the dirt road in front of their small hobble of a home; at least, what used to be their home.
Smoking wreckage of the siblings' home smoldered in front of them as they were making a break for it. The older of the duo wanted to guarantee her brother's safety more than anything, so getting home was of the utmost importance for her. That option was now just a burning pile of wood and mortar.
"Found you…"
From out of the burning wreckage, a man emerged from the smoke; like a phantom of destruction. His irises were glowing bright yellow as he confirmed the quirk that the boy had was what he had been searching for.
Nine had finally found a pure enough version of cellular regeneration in this child for him to utilize for his own needs. Cellular regeneration for people with type B blood. If he were to absorb this quirk, he would be able to circumvent all the issues of his new powers.
Mahoro tried her best to shield her brother from the scary man getting increasingly closer to them. Unfortunately for her, the man was already aware of her abilities to conjure illusions. The large beast she summoned was nothing more than a light show for Nine. Things truly were looking dire for the children as Nine aimed his right hand at Katsuma.
Out of the blue, a boy dressed in all green suddenly burst from the wheat field to Nine's right and scooped up both children into their arms. They all disappeared into the forest to Nine's left to evade the mysterious villain.
"... An enhancement type power quirk."
For the villain, there was no rush to obtain his objective. What could a few children do to him at this point?
Meanwhile, Izuku dropped off the two children on the other side of the treeline next to the dirt road and told them to make a break for it. Their hesitation was quickly quelled when he promised them that he would be alright. Being the more responsible one, Mahoro took her brother's arm and forced herself to break free from the boy she suddenly felt rather strongly about. Her family still had more importance to her than anything. Still, she was deathly worried for the young Midoriya as he was about to face off against the terrifying villain.
In the forest, Nine didn't walk faster than a comfortable pace along the dirt path in pursuit of the young boy. He was in no rush to locate his target since they were all kids in his mind. While walking through the forest, a sudden chill in his spine told him to block towards his left flank out of nowhere.
Barely catching the kick, Izuku's kick landed itself on a strange golden barrier seemingly made out of air. He quickly planted both hands on the ground to pitot himself enough to spin and land another kick low enough to bypass the barrier.
This actually caught Nine off guard. Years of fighting experience and trial combat to further develop his own physical abilities. There were only a handful of people who were able to move as quickly as Midoriya did, and fewer still who were quick enough to pick up on an opening as fast as Izuku did. It forced him to physically leap to pull his legs out of the way of the sweeping kick.
Right as he thought he was safe, Nine was forced to yield more ground to the teenage boy when Izuku charged an axe kick with his heel into the barrier that was used to block the first blow. With both feet in the air, Nine flew backwards while Izuku caught himself and stared down the villain with eyes sharper than razors.
Regaining his balance, Nine could see that this boy was far from being some naive child that would come out of the woodworks from the many supposed hero academies all around the country. Those moves were well trained reactions that even exceeded the experience he possessed after years of fighting. Even the gaze he was met with was something that he could feel pierce his skin if he didn't tread carefully. His opponent may be young, but they were far from incompetent.
"... Interesting-"
Another charge that Nine had barely enough time to react to almost connected with his neck before he repelled the boy with another barrier. He had no time to aim his fingers to land a killing shot, so defensive measures were the only option for him at that moment.
Midoriya clicked his tongue at the second failed kick that he tried to use to end the fight quickly. The only positive from his failures was that he had been successful in pushing the villain back little by little.
"... Very interesting."
Nine was now extremely interested in Izuku. Just barely being able to defend against Midoriya's kicks gave Nine a great deal of understanding of how powerful the boy's quirk was. Perhaps too much of an interest for Izuku's comfort level.
Nabu Island Precinct
For a few trained wolves, the students who were faced off against the animals were finding it increasingly difficult to find an opening in their offense. No animal, no matter how well trained, could be so well adapted to combat like these canines were. These three wolves were demonstrating skills that exceeded some villains they've faced off against in the past.
Bakugou had the advantage with mobility amongst his peers; though that advantage was significantly less effective against Huntsman. Gaining air and attacking from above did absolutely nothing, since each and every wolf possessed enough physical ability to chase the teen into the air with a single leap. Missing Katsuki on the first attempt didn't slow down the wolves when he managed to evade them.
If the teen managed to dodge an attack, another wolf leapt into the one already in the air and used their brother as a springboard to launch themselves into the defenseless boy. What these animals lacked in prehensile movement, they compensated in coordination.
What was even more concerning for the UA students was the lack of any sort of movement from Huntsman. During the entire fight, he had his ambiguous gaze set upon the fight the whole time.
For Katsuki, this whole fight felt like a thorn in his side. Royally pissed off didn't even start to describe how ticked off he felt right then and there. This guy was sitting on the sidelines with his thumb up his ass while he let his mutts do all the hard work.
Deciding that it was for the better, Bakugou firmly chose to use a new technique that had yet to see any sort of success during practice. It would be dangerous for both himself and the villain, but it was a risk that he had to take at this point. So without further delay, Katsuki took a deep breath to psyche himself up into using his bold strategy. His mistake was even doing the exercise as Huntsman could pick up that the explosive quirk user was already planning something.
Without wasting any more time, the villain reached into their inner jacket pocket to pull out another detonator which looked similar to the first one that was destroyed by Bakugou.
A gigantic ball of fire and debris erupted from the building that used to be the police station of Nabu Island.
