Kurama has... mixed feelings.

He was quite pleased, at first. The Hokage finally noticed how Naruto was treated, and of course punished the orphanage workers. The matron was no longer the matron, a fair amount of the staff was replaced, and Naruto got a private tutor for a few months to teach him the basics of reading, writing, and math. These were all very good things

Until they were... Well, Kurama has mixed feelings.

You see, once Naruto's tutor was confident that he could read well enough (which was very quick. Naruto might not have been very interested, but Kurama certainly was and he learned fast), the Hokage got Naruto his own apartment.

Certainly, these were... mostly good things. It was appalling that a child was forced to live on his own simply because of the orphanage's bias and incompetence, but that was fine. Naruto had Kurama to make sure he didn't do anything too stupid, like drink bleach. And now that there were no orphanage workers breathing down Naruto's neck, there was no reason to sneak around or get grounded constantly just to get outside. Actually, this apartment could be a great place to keep supplies and personal belongings. Plus, it's a safe place to sleep and eat without worrying about hiding the extra food. They could even start collecting things like scrolls and books, and actually be able to use them because of the tutor!

No, it wasn't the apartment that gave Kurama mixed feelings. It was the other bit.

Naruto was a literal child, and as a child, he couldn't really be expected to budget his money. And the Hokage didn't seem to bother to give him any help on that front, so it was up to the two of them. In other words, it was mostly up to Kurama. And Kurama was not happy.

Because with the apartment, came the monthly allowance. And with the monthly allowance, came taxes.
