(Calling-In) Yul Metagh, Spectre of the Citadel and Sanctioned Assassin of the Illuminated Primacy

Councilors convene. Discussion of STG report regarding assassination of Covenant xenoarcheologists.

-Councilor Rushim presents Councilors Dhasura and Hatavius with a report from the Salarian Union Special Tasks Group (STG)'s spies in the occupied Terminus Systems. The report describes a series of assassinations of Covenant xenoarcheologists, which the Covenant's Anuranite Lustration believes to be the work of Spectre Yul Metagh. The Salarian Union sees no reason why the Covenant would deceive itself regarding this matter and believes that Metagh's involvement in the murders is probable.

-Councilor Dhasura states that while she morally and pragmatically objects to the assassination of xenoarcheologists, she finds the STG's evidence for their conclusions thin. Councilor Rushim concurs, but argues it warrants further investigation. Councilor Hatavius expresses a general mistrust of Spectre Metagh. The Councilors resolve to raise this matter after their review of Spectre Yul Metagh's mission on Jailun VI.

-Councilor Hatavius fully articulates his view that Spectre Metagh has always been an unreliable loose cannon who cannot be trusted and should be relieved of his position. Councilor Dhasura cautions that the Council cannot afford to diplomatically offend the Hanar Illuminated Primacy at this moment. Councilor Rushim offers no comment.

Spectre Yul Metagh calls in. Review of his mission on Jailun VI.

-Spectre Metagh's mission was to help the Terminus Batarian colony of Jailun VI defend itself against Kig-Yar piracy. Spectre Metagh explains that he instead associated himself with the Kig-Yar pirate Tun Taka and helped her to despoil the planet's leadership. The Councilors express anger. Councilor Dhasura notes that Tun Taka is notorious for her outrages against the Asari frontier planet of Sinshene and expresses especial shock and fury at Spectre Metagh's actions.

-Spectre Metagh clarifies that the Kig-Yar pirate Tun Taka is an entirely different person than the Kig-Yar pirate Ton Taka, infamous pillager of Sinshene and Tun Taka's sister. Spectre Metagh asks how the Councilors can possibly judge his work while they make such ignorant and embarrassing errors as confusing the Taka sisters.

-Spectre Metagh asserts that the "yangban" Batarian leaders of Jailun VI were abusive to the (also Batarian) slaves of Jailun VI and expresses his satisfaction that the chaos sown by Tun Taka will allow slave rebellion a much greater chance of success. He explains how in assistance for his aid, Tun Taka went out of her way not to disturb the lives of Jailun VI's "repressed mass." Councilor Hatavius demands to know what this has to do with defeating the Covenant. Spectre Metagh acknowledges that it has very little to do with defeating the Covenant.

Questioning of Spectre Yul Metagh regarding alleged assassination of Covenant xenoarcheologists.

-Councilor Rushim describes the findings of the STG and demands to know whether Spectre Metagh has been killing archeologists for no clear reason. Spectre Metagh expresses confusion and demands to know the details of the STG's report, requesting descriptions of specific incidents.

-Councilor Rushim describes the assassination of the Sangheili xenoarcheologist Wul'Tazamuna on the Terminus Salarian world of Narsompasi. Spectre Metagh asserts that he has never in his life heard of Narsompasi, much less been to it. Councilor Rushim notes that the Covenant believes that Wul'Tazamuna was killed with the aid of rogue Kig-Yar, and that the murder would have taken place around the time Spectre Metagh involved himself with the Kig-Yar pirate Tun Taka.

-Councilor Dhasura reiterates her frustration that Spectre Metagh would think to involve himself with the perpetrator of the raids on Sinshene. Spectre Metagh reiterates that the raids on Sinshene were carried out by Ton Taka, who is different than her sister Tun Taka.

-Spectre Metagh claims that he has no more information regarding the xenoarcheologist assassinations than the Councilors do but speculates that the assassinations may somehow be related to the Covenant's "Relay Dissension." Spectre Metagh asserts that the quality of STG's intelligence analysists has badly declined if they cannot put that together. Spectre Metagh goes on to suggest that STG agents are envious of Spectres and prone to prejudiced judgements against them, but he states that he would never have expected the STG to stoop so low as to blindly parrot the judgements of the Covenant.

-Councilor Rushim acknowledges that Spectre Metagh's arguments merit consideration but goes on to say that Spectre Metagh has lost any benefit of the doubt because of his overall record. Spectre Metagh asserts that despite the photographic memory of the Drell, he cannot recall ever having done anything but serve the galaxy's law and its peoples to the best of his ability.

Evaluation of Spectre Metagh's overall record.

-Councilor Rushim refers to the occasion Spectre Metagh shot a Terminus Volus that he knew was an important informant for the STG. Spectre Metagh maintains that although he cannot prove it, he is certain that this Volus informant was deliberately leaking the STG false information on behalf of the Covenant's Anuranite Lustration.

-Councilor Hatavius refers to the occasion Spectre Metagh slapped a Turian soldier suffering from shell shock. Spectre Metagh maintains this was necessary for force morale. Councilor Hatavius refers to the occasion Spectre Metagh slapped an Elcor journalist giving him an interview. Spectre Metagh maintains this was necessary for public morale.

-Councilor Dhasura again expresses outrage at Spectre Metagh's cooperation with the Kig-Yar pirate Tun Taka and argues that all of Spectre Metagh's other indiscretions, including the potential assassination of Covenant xenoarcheologists, pale in comparison to this act of borderline treason. Spectre Metagh maintains that Tun Taka would be a far more valuable ally to the Citadel Council than the "yangban" of Jailun VI could ever have been and speculates that the Batarian "yangban" are doomed as a social class. It is not clear what he means by this. Spectre Metagh continues to deny that the deaths of the xenoarcheologists have anything to do with him.

-Councilor Dhasura begins to call for Spectre Metagh to be stripped of his position as a Spectre and is seconded by Councilor Hatavius mid-sentence.

Yul Metagh faces the judgement of the Councilors.

-Councilors decide by 3-0 vote to formally relieve Yul Metagh of his position as a Spectre.

-Yul Metagh formally accepts the judgement but adds that his only regret is that he ever chose to work for those who callously left the Drell homeworld of Rakhana to die (over one hundred and fifty years prior to this meeting).

-Councilor Dhasura begins to deny that the Council's judgement reflects any larger attitude toward the Drell people or toward the Illuminated Primacy, but Yul Metagh cuts off the transmission in an act of calculated rudeness.

-Councilors decide by 3-0 vote to recommend that the Illuminated Primacy order that Yul Metagh return to Kahje and face court martial.

-Councilor Dhasura speculates that the Hanar government will most likely commend Yul Metagh instead, retain his services as a Sanctioned Assassin, and order him to stay in the Terminus Systems and keep doing exactly what he's been doing. Councilor Rushim speculates that Yul Metagh may have assassinated the xenoarcheologists on the orders of Hanar religious authorities. Councilor Hatavius only expresses relief that, whatever the decision of the Illuminated Primacy, Yul Metagh is no longer the concern of the Citadel Council.
