A/N: sithlorde1988 here, with another chapter of Phantom Files, Book 2: Rise of The Monarchs! And with this chapter, we start Arc 5, or one of my favorite arcs of Strikers (and NO, before anyone asks, it's not just because of the Thief who awakens in this arc, although that part is pretty damn epic in my opinion), though it's going to be at least slightly changed up for this story, and not just because of all the extra characters involved in the plot compared to canon Strikers either. You'll have to wait for the arc to play out to see what I mean by that, however. That said, let's get the disclaimer done, yeah?

Disclaimer: I, sithlorde1988, do not own the Persona series in any way, shape, or form ((excluding the OCs Kusa/Draconis, Taichi, Momoe, the OC personas Albus and Malefor, and the Phantom Thief attire ideas for Pendragon and Draconis. I do not, however, own either the OC Persona Hester, or Shiho/Flare's Phantom Thief attire. The design for both belongs strictly to thalassatides (at symbol) bsky on X (or Twitter as it's also called), and I am merely borrowing it for the purposes of the story, but all creative credit for Hester and for Shiho/Flare's Phantom Thief attire belongs to thalassatides (at symbol) bsky on X/Twitter, as the owner of the design.

If you want a link to the design in question for your usage, let me know in a PM (or a review, and I'll send you the link via PM) and I'll send that to you so you can check out other stuff that thalassatides (at symbol) bsky has done, as they do some great work)), and the actual ownership credit for the Persona series belongs to Sega, Atlus, and Koei Tecmo (at least insofar as Persona 5 Strikers is concerned for the latter.

Most other spinoffs might be done with other companies, like the 'Dancing' games, the 'Arena' games, and the 'Q' games, along with Phantom X and Tactica, and the studios who helped make and thus share ownership of those spinoffs know who they are, and have credit given to them for their ownership of the various spinoffs they made), so all ownership credit for the Persona series belongs to them (and to Koei Tecmo in the case of Strikers)!

With that disclaimer done and dusted, I don't think there's a lot more to say for now, so let's get on with the chapter, and I'll try to have a longer A/N after the chapter! So for now, here's chapter 23!

Chapter 23- Departure from Okinawa! Sudden Detours, Hot Spring Mishaps, and the plot thickens! Howl of the Resolute Wolf part 1

(At the ferry dock in Okinawa, with Ren, Zenkichi, Futaba, Makoto, Yusuke, Kusa, Ryuji, Sumire, Shiho, Ann, Haru, Sophia, Morgana, Sojiro, Goro, and Nanako)

"Well, I guess that's all we can do here in Okinawa, yes? We might as well get this show on the road." Ren said as Kusa spoke up.

"Did we sort out what's going to happen with Shiho and Nanako already, then? Based on our earlier conversation, I know that Nanako's Big Bro and Big Sis have allowed her to stay with us for a while, but we still haven't cleared that matter with Nanako's father. Did you two manage to get a hold of him?" Kusa asked Nanako and Shiho as the latter winced and spoke up.

"We did. It wasn't pleasant, but Nanako's dad agreed to let her remain with us under my watch for now, but he said he wanted her on a train back to Inaba by September 5th at the latest so that she would be back by the end of the first week back to school. Apparently she's going to be a second year at Yasogami High this year, and he doesn't want her to miss more than the first week of the year, so she can get caught up easily." Shiho said as Nanako nodded, still wincing at both how overprotective her dad got during the phone call in mention, and how harshly he'd criticized both Nanako's cousin and Nanako's cousin's wife for what he viewed as their inability to keep Nanako safe. Kusa then spoke up at that point with a nod.

"Ah, I see. Fair enough. If there's nothing more we need to do, then I suppose we're good to leave town?" Kusa said as Ren spoke up.

"Nah, I think we're good. I already called Mom and Dad to thank them for their help and for coming to see us while we were here, and they said we were welcome, and that they'd keep our secret. So I think we're good on that front." Ren said as Goro nodded his agreement. Zenkichi then spoke up.

"If we're going to get going, let's sort out who's driving the Ferrari so that we can get split up once we hit the mainland.' Zenkichi said as Goro spoke up with a smirk.

"That's easy. It's Kusa's turn to drive the Ferrari. Yes, he drove it while we were here, but that was to see his and Ren's parents, so that was different to driving it as part of the trip." Goro said as Kusa nodded and spoke up.

"Fair enough. As for who will join me? If they're not opposed, I think I'll have Nanako, Zenkichi, and Goro ride with me in the Ferrari while leaving Sojiro in the RV with the others. As for Shiho, she can probably squeeze in with you guys as well if needed." Kusa said sagely as the mentioned people nodded their agreement to Kusa's suggestion and Ren spoke up.

"Very well. Shall we get going, then?" Ren said as the others nodded and Morgana spoke up.

"Ah, so we're going? All right, next up is Kyushu. Let's go and do this!" Morgana said as the group nodded and drove the RV and Ferrari to the ferry...

(A little while later, that same afternoon, on the ferry back to the mainland with Zenkichi, Zenkichi's POV)

As I got clear of those damn Thieves so I could have a private moment, I pulled out my phone to check in with my superior, since I knew I was about to hit a dead zone and would be out of contact for days again, so I wanted to ensure that she was kept in the loop. Unfortunately for me, I didn't think to check for eavesdroppers while doing so, since if I had, I'd have caught a certain pair of short-haired brothers crouching down around the corner listening in as I spoke into my phone.

"Hello, Commissioner? I've just boarded the ferry back to the mainland. I'll lose my cell signal soon, so this'll have to be brief." I said as my boss, Commissioner Kaburagi, answered the phone.

"Well done, Hasegawa. I've read reports from the local precinct that are very promising. So there's now a body in play, is there? And what of the research facility?" Commissioner Kaburagi asked me as I spoke up, already knowing what I was going to tell her.

"It was surprisingly fruitful for us. While there, I found a list of individuals who are believed to be victims of a change of heart." I said as I could hear the skepticism in Commissioner Kaburagi's voice as she spoke up again.

"And why is that? Explain." Commissoner Kaburagi said as I spoke up without delay.

"Of course. Not only was the document-tampering vice-minister on there, but both of the Sapporo Central councilmen, too." I said as Commissioner Kaburagi spoke up, her disdain and surprise plain in her tone as she spoke.

"So their hearts were changed by Madicce, just as we suspected." Commissioner Kaburagi said as I smirked and spoke up, agreeing with her assessment.

"Most likely. At the very least, Madicce is benefiting from whoever has the power to change hearts. If we keep digging into the people from the list and their connections to Madicce, the mystery ought to solve itself. I'll bring everything I have to HQ once I'm ashore. I also plan to send it all to the local precinct back on the island." I said confidently as Commissioner Kaburagi spoke up, a rare note of praise in her tone, along with clear signs of respect and appreciation, as she spoke.

"Well done, Hasegawa. You've brought us that much closer to solving this case." Commissioner Kaburagi praised me, making me smile and chuckle as I spoke up.

"Thank you, Commissioner. It sure is a good thing we didn't bust the Phantom Thieves, huh? Thanks to their help, we might actually be able to blow this case wide open." I said as Commissioner Kaburagi spoke up, a clear hint of surprise and slight skepticism in her tone as she spoke.

"You seem pleased." Commissioner Kaburagi said as I sputtered before quickly speaking up to cover my tracks.

"Oh, well, it's just that they've proven to be a big help with this case so far." I said as Commissioner Kaburagi scoffed and spoke up.

"Fair enough. Let's leave it at that. From now on, be ready to swing into high gear at a moment's notice. And keep your eyes open, Hasegawa. At this point, there's no telling between friend and foe." Commissioner Kaburagi said, confusing me slightly, but I schooled my expression to appear outwardly unfazed as I spoke up, hoping my voice came off less confused than I felt by her previous words.

"I understand. I'll report when I've arrived." I said as I hung up the phone and sighed as I had a thought run through my mind in that moment.

"Ugh. Who knew being a double agent of sorts was such a stressful task? At least Amamiya the youngest has an inkling of my agenda, even if I've not fully apprised him of things. But I might be at the point where I have to let at least some of them in on parts of my agenda, in case things go pear-shaped, both for the Phantom Thieves and for me. I just hope it doesn't come to that." I thought to myself as I headed back to catch up to the others, unaware of the shocked glances the two eavesdroppers exchanged after I was out of earshot.

(With Ren and Kusa, normal POV)

"No way. You and Goro were right about Zenkichi having his own agenda, Kusa. But why would he not just tell us that he was using us?" Ren asked Kusa, who spoke up with a slight smile.

"That's simple, Ren. He knows that most of you would probably overreact and kick him out of the group on instinct, thus costing him his in with us, and jeopardizing his mission. That, and he knows that he can open up to us when he's ready and we'll at least hear him out." Kusa said sagely as Ren spoke up.

"Fair enough. I suppose for now, we'll let things play out, but keep a closer eye on Zenkichi, just in case." Ren said as Kusa nodded and the two headed off to catch up to the others...

(The next day, in the Ferrari, on the way to Kyoto, with Zenkichi, Goro, Nanako, and Kusa)

As Kusa drove the Ferrari, which had Kusa at the driver's seat, Nanako sitting happily in the shotgun seat, and Goro and Zenkichi sharing the back together, Zenkichi spoke up.

"So, Amamiya the youngest? You said you and your brothers were working on a plan to help me with the matter we discussed before?" Zenkichi asked Kusa, who nodded and spoke up.

"Correct. I've not quite finalized all the particulars with Ren and Goro just yet, but we're working on that. Why do you ask?" Kusa asked Zenkichi, who spoke up with a frown.

"Because I think things are about to get messy, sooner rather than later. And I'd feel a lot better if we had a back-up measure to fall back on, especially if all of us end up in the line of fire. And truth be told? I think we might be drawing close to the day where all of us could end up being used as scapegoats and arrested, but you guys moreso than me." Zenkichi admitted, shocking both Goro and Nanako as Kusa merely nodded and spoke up.

"I suspected as much, Zenkichi. However, if that day does happen, Ren and I know of a certain former SIU operative turned defense attorney who we can probably call on for help in a last-ditch situation. But I would prefer it if we were able to keep that as a trump card for a desperate situation if possible. In the meantime, can we trust you to have our group's back first and foremost, Zenkichi?

Goro and I are aware that your boss is putting pressure on you to keep us on hand as scapegoats, but we can also tell you're not that keen on selling us out if you can help it. Whether that's because you fear Akane's reaction, or because you've genuinely grown to care for us, I appreciate the consideration you're showing us. But let me ask you this. If it comes to a point when you have to choose between what's right and what's easy, can you summon up the backbone to do what's right, no matter the consequences?" Kusa asked as Zenkichi winced, but Goro spoke up, seeing a chance to throw in his opinion on the subject, before Zenkichi could reply to Kusa.

"Kusa has a point, you know. That said, neither myself nor Kusa will lie to you, Zenkichi. If you stay on your path, you may end up in a spot where you have to make one of the toughest choices you've ever had to make, wherein you'll have to decide between doing what's easy and doing what's right." Goro said as Kusa spoke up with a nod, agreeing with Goro's assessment of things.

"Goro is right. Furthermore, I want you to consider this, Zenkichi. If and when the day does come when you have to potentially put everything on the line, can you honestly look yourself in the mirror and say without any doubt that you have the courage to do the right thing, no matter what the consequences of said right thing wind up being? If nothing else, ask yourself this: What would Akane think of the decision you end up making in that instance?" Kusa asked Zenkichi, who winced at Kusa's words, but before he could say anything in response to Kusa, Nanako spoke up.

"Kusa has a good point. I might give my dad grief a lot for being gone for work so much, but I know that he only does it to make ends meet for us. Sure, when I was younger, I couldn't tell if he was trying to avoid being around me, or if he was just that committed to his work. Thankfully, between having Big Bro around, a near-miss with a crazy guy posing as a deliveryman, and a near-death experience for both me and my dad, we started getting closer. Not how I'd have wanted to do so, but beggars can't be choosers sometimes." Nanako said as Kusa spoke up.

"I'm sorry you went through all of that, Nanako. But it sounds like it all worked out for you in the end. Out of curiosity, did that deliveryman have a name? I ask so that I can keep an eye out in case he somehow resurfaces and attempts to repeat whatever he tried to do to you back then. After all, you can ask any of the others, and they'll agree with me that even if it takes a lot of us time to get used to new people, once we do? You're basically one of the gang, and we all do anything and everything we can to have one another's backs, even if some of us don't always get along. But back to my main point, only you can truly say what the right thing is, Zenkichi." Kusa said sagely as Zenkichi slowly nodded his understanding and spoke up.

"You raise a very good point, Amamiya the youngest. And to be honest with you? I'm not sure. I've been taking the coward's path for so long, I don't know that I have it in me to still do the right thing." Zenkichi admitted as Kusa smiled and spoke up.

"I had a feeling you'd say that. But if you can admit that, you have more integrity and decency than you think. I believe you can do the right thing if it comes to it. As such, I trust you to make the right choice when and if the time comes for you to do so. But enough of this philosophical discussion, we were finalizing our plans to try and help you out, yes?" Kusa asked as Zenkichi nodded and the group dissolved into discussions of various topics for the remainder of the trip...

(A couple days later, inside the RV on a highway in Fukuoka, with Makoto, Ann, Shiho, Futaba, Sophia, Haru, Ryuji, Yusuke, Ren, Morgana, Sojiro, and Sumire)

"Hmm. I wonder how Zenkichi's investigation is going, you guys?" Ann asked as Haru smiled and spoke up.

"Before he left in the Ferrari with Nanako-chan, Kusa-kun, and Goro, Zenkichi did say he'd contact us once he figured something out, but it's never easy to wait." Haru said as Ren nodded agreeably and spoke up.

"Understandable, Haru. It's not easy, but let's be patient for now. I trust Zenkichi to figure this out. Besides, he had Nanako, Kusa, and Goro go with him, so they can help out if needed, but I'm figuring he wanted those three to go check on Akane in the meantime most likely." Ren said wisely. Morgana nodded and spoke up from the ledge he was leaning on behind Ryuji.

"I agree with Ren. All we can do right now is put our faith in Zenkichi. He's the only one who can get the job done." Morgana said as Ryuji spoke up.

"Guess we ended up relyin' on him a lot, huh?" Ryuji said as Sojiro spoke up from the seat he'd claimed on the bottom bunk behind the group next to Sumire.

"Pretty much. Granted, some of us, like myself and Goro, had our doubts about him, so we allowed him into the group warily. So it's not just us blindly trusting him." Sojiro said as Sumire spoke up from her spot next to Sojiro.

"True, but at the same time, I feel like Zenkichi's really taken a liking to us since our trip to Kukojima, at least to some extent. So maybe he's changing his opinion of us?" Sumire said uncertainly as Yusuke spoke up with a slight smile on his face.

"Good point, Sumire. We're not wholly certain that Zenkichi is entirely on the level, especially after Goro and Kusa told us all about that phone conversation they overheard the day of the beach party. But whatever Zenkichi's motives are, all of us wish to uncover the truth behind this case. In at least that way, our goals are aligned." Yusuke said as Makoto spoke up from the driver's seat.

"That's right, Yusuke. And as long as we stay on the lookout for Jails, we'll be doing our part. That being said, we'll arrive in Fukuoka pretty soon. Sophia, do you sense anything?" Makoto asked Sophia, before a 'BIP!' from Sumire's phone, which was set on a stand between Haru and Futaba, signified Sophia speaking up.

"Hmm. Nothing unusual detected, Not even what I felt in Okinawa." Sophia said as Morgana frowned and spoke up.

"I see. So Fukuoka doesn't have a Jail then, Lady Sophia?" Morgana asked as Sophia nodded from inside of Sumire's phone, making Yusuke frown as he spoke up.

"Hm. That's strange. Hakata is quite populated, so I figured we would find at least one." Yusuke said as Futaba winced and spoke up.

"Yeah, good point, Inari. If only we could fast-travel in reality. That would speed up our search." Futaba said as Haru spoke up with a smile.

"True, but let's look at it this way. Less Jails means less trouble, though." Haru pointed out as Makoto nodded and spoke up from the driver's seat.

"Good point. Maybe we should just check Fukuoka off and move on." Makoto said before wincing as she felt a pain in her lower back that made her grunt and speak up.

"Urgh, oww, that wasn't pleasant." Makoto said in what she thought was a quiet tone, only to blink as she saw the many concerned looks the others gave her, which led her to realize she'd not been as quiet as she'd thought in voicing her discomfort. Morgana spoke up in shock.

"What's wrong, Makoto?" Morgana asked as Makoto blanched and spoke up.

"It's nothing, Morgana. Just my lower back aching a little from the drive." Makoto said as Futaba's eyes widened before she spoke up.

"Attention, we have an emergency! Get this woman to sickbay, ASAP!" Futaba said in a worried-sounding tone as Haru frowned and spoke up.

"Mako-chan, you're not hurt, are you? Is it because we made you do most of the driving?" Haru said as Shiho spoke up at that point.

"Didn't Ann tell me that Makoto was only the main driver for the first leg of the trip, and then she rotated out as needed with Kusa, Sojiro, and Goro? Granted, Haru has a license too, but she's not had a turn behind the wheel yet from what Ann said." Shiho said as Makoto spoke up.

"No, that's accurate, Shiho. And well, to be honest? I was aiming for a straight shot from the mainland to Kyushu, but I never planned on this." Makoto said as Ren spoke up.

"Don't worry about it, Makoto. If you're hurting, we should take a break so you can try and get better." Ren said as Ann spoke up with a nod.

"Agreed, Ren! I think we could all use a break right about now. Let's stop here." Ann said as Haru smiled and spoke up.

"I think we need more than just a break, Ann. I believe we also need rest. It's important to let yourself fully recover, after all. And if Mako-chan's aching back is any indication, she's not fully recovered." Haru said as Yusuke nodded and spoke up.

"Precisely. And besides, straining yourself will only lead to injury, Makoto. Let us stay in Fukuoka for the night." Yusuke said as Makoto nodded and spoke up.

"Then, it's decided. I'll pull off the highway." Makoto said as Ren spoke up.

"And I'll send Kusa a private chat to let him know we're stopping off in Fukuoka for the night so he can keep his group in the loop in case our groups have to link up quickly for some reason." Ren said decisively as Makoto nodded and the group pulled off to stop for the time being...

(A short time later, in front of a building in Fukuoka, with Ren, Sumire, Sophia, Haru, Makoto, Ann, Shiho, Yusuke, Futaba, Ryuji, Morgana, and Sojiro)

"Fukuoka at last! Ready to make some nostalgia happen!?" Futaba asked as Ryuji hung his head and spoke up with a sweatdrop.

"Nostalgia? But this is our first time here." Ryuji said as the others nodded, Shiho deciding not to mention that her mom had briefly considered moving her here when she'd transferred out of Shujin back during Kamoshida's tenure at the school. Yusuke then spoke up.

"Ryuji has a point. But enough of the semantics of the term nostalgia. So, this is Hakata Station, the gateway to Fukuoka." Yusuke said as Ryuji spoke up in confusion.

"Really? Huh. So like, if we're in Fukuoka, and this is the main station for the area, shouldn't they call it Fukuoka Station?" Ryuji asked as a 'BIP!' from Sumire's phone, which she'd pulled out of her skirt pocket, preceded Sophia speaking up to answer Ryuji's question.

"Trivia-Interestingly enough, there is a Fukuoka Station located in Toyama prefecture to the north." Sophia said as the group exchanged shocked looks as Ann spoke up with wide eyes.

"Oh, really!? All the way up there!? Then, does that mean there's a Toyama Station here in Fukuoka?" Ann asked as Sumire spoke up with a smile.

"Honestly, you'd think that, Ann. But believe it or not? There's actually not a Toyama Station in Fukuoka. Kasumi and I came here once with our parents on a trip when we were younger, and Kasumi asked that same question. Our dad answered by explaining that despite the fact that the Fukuoka Station is located in Toyama, there's not a Toyama Station in Fukuoka. I thought it was rather interesting when he explained it, even if Kasumi seemed to be tuning the explanation out by the end of it." Sumire said with a fond smile as Sophia cocked her head to the side inside of Sumire's phone at the mention of Sumire's deceased twin sister. Haru smiled and spoke up.

"That's interesting, Sumire. I had no idea you'd been here once before." Haru said as Ren spoke up.

"Yep, Sumi here's just full of surprises for the most part." Ren said teasingly, making Sumire blush in embarrassment before speaking up with a pout.

"Reeen! Don't tease me like that." Sumire said, taking a halfhearted swat at Ren's arm with her hand, amid giggles and chuckles from the others as Haru spoke up.

"As entertaining as listening to you two banter is, let's stay on topic. And we were talking about Fukuoka and Toyama's dynamic, were we not? That said, I don't think they'd switch things up on purpose. Anyway, I understand this place is Fukuoka's central activity hub." Haru said as Ren nodded and spoke up.

"Good point, Haru. But before all else, we should let Makoto rest. After all, she's no good to anyone if she hurts her back from working too hard while behind the wheel." Ren said kindly. Haru nodded her agreement and spoke up.

"That would be wise, Ren. We should find a place to stay so Mako-chan can recover." Haru said as Makoto winced guiltily and spoke up.

"Sorry for being an inconvenience to everyone. Thanks for understanding, though." Makoto said as Ryuji grinned at her and spoke up.

"You, an inconvenience? Nonsense! Don't sweat it, babe! First we grub down, then we hit the hay and get you in a nice comfy bed to rest your back. With any luck, you'll be good in no time! If not, then I'll just have to take a shot at massaging that pain out of your back if I can." Ryuji said with a grin, not seeing Sumire lean in to whisper into Ren's ear so only he could hear.

"Am I wrong, or would Ryuji trying to massage Makoto just end up as way more than just a massage?" Sumire asked Ren, who smirked and spoke up so only Sumire and Sophia, the latter listening from in Sumire's phone, could hear.

"If it plays out like the last time you gave me a massage, I'd be shocked if it didn't turn into a happy ending for them. But they're not us, so maybe they'll be able to refrain from jumping each other if Ryuji gives Makoto a massage. Also, it doesn't help that you and I have a hard time keeping our hands off one another a lot, Sumire." Ren said slyly as Sumire blushed and spoke up.

"Fair point, Ren. But still, let's not mention that when I have my phone in earshot and Sophia can listen through it." Sumire said as Ren nodded his understanding before his and Sumire's attention was grabbed by Futaba speaking up.

"And there you have it. Sophia, you know the drill!" Futaba said as a 'BIP!' from Sumire's phone, which Sumire had pulled out once she heard Futaba say Sophia's name, preceded Sophia speaking up.

"Correct. Based on data from previous drills, I've found us an appropriate hotel, in addition to a restaurant nearby." Sophia said as Morgana gave Sophia an impressed smile and spoke up, Ren smirking as he saw what appeared to be the faintest hints of pinking on Morgana's cheeks as he spoke.

"Wow, Sophia, you work fast! Okay, everyone, it's time for some R&R!" Morgana said as Shiho giggled and spoke up.

"Oh, look. Morgana's totally blushing. Is he taking an interest in Sophia? How adorable." Shiho said teasingly as Morgana sputtered and spoke up.

"Wh-What!? Don't be silly, Lady Shiho! Lady Sophia is adorable, but she's also an AI, and really young to boot. Wouldn't that be both unprofessional and not okay for me to be getting her hopes up for no reason?" Morgana asked as Sojiro spoke up.

"Not if you build her up long-term, it's not. Sometimes you have to be able to be friends with a girl before you can start to stoke the flames of affection in her. Besides, she may be young now, but if you treat her nice now, it'll be to your benefit down the line when she's older and probably even better looking than she is now, and has a load of other guys interested in her.

Girls tend to remember it when guys are nice to them at a young age, compared to guys who just try to flirt with them constantly. Trust me when I say if you take the risk now, you might just be surprised how handsomely it pays off for you in the long run, Morgana. Also, I don't think any of the rest of us want to see Sumire ruin the mood by trying to use Ren's knife to shave your head in retaliation if you break Sophia's heart." Sojiro said sagely as Morgana spoke up.

"I see. Your point is well made, Chief. I'll keep it in mind. And Lady Shiho? Kindly don't tease me. Or would you rather I tease you about how much you and Lady Ann can't keep your hands off each other most of the time. Heck, ask Futaba, and I'm sure she has several recordings of you two getting wild together." Morgana said as Futaba's eyes widened at Morgana's remark before she gulped at the twin frowns Shiho and Ann aimed at her as the former spoke up.

"Is that right? Perhaps Ann and I need to have a little discussion with Futaba-chan, girl-to-girl, about not recording us without our consent?" Shiho said as Ann giggled and spoke up.

"I'm down for that. Though, maybe we should wait until we can explain things to Kusa-kun first, so he doesn't see us dragging Futaba off and think that we're trying to lure her into a three-way with us." Ann pointed out as Shiho spoke up.

"Ann! Futaba is cute, but do we really want to be hitting on her when her dad, or the guy she considers a dad, is right over there?" Shiho asked as Sojiro smirked and spoke up.

"It's fine, Shiho. I know you both think Futaba is pretty. And I know she has a bi-curious streak, so I won't object if she decides to experiment with you three. But only IF she clears with Kusa first, so there's no misunderstandings or bad blood there." Sojiro said sagely as Shiho, Ann, and Futaba nodded their understanding before the group headed over to check out the restaurant...

(Later that night, at a tonkotsu restaurant elsewhere in Fukuoka, with Morgana, Shiho, Makoto, Ann, Haru, Futaba, Sojiro, Yusuke, Ryuji, Ren, Sumire, and Sophia)

"Oh man, this is so freakin' good! How've I been alive this long without Hakata tonkotsu!?" Ryuji asked as he dug eagerly into the meal in front of him as Yusuke spoke up.

"I'm awed by the soup's creamy, golden hue, specked with dots of green onion and dashes of red ginger, with other things mixed in for good measure. That said, these three colors combine to form an exquisite harmony in my bowl! I dare not take another sip, lest this masterpiece be ruined!" Yusuke said happily as most of the others chuckled nervously, Shiho giving Ann a pleading look, making her nod and speak up.

"Eheh, sure. Your, uh, how did you put it? Ah, right. Your 'masterpiece' is gonna get cold." Ann said as Morgana smiled and spoke up.

"Good point, Lady Ann. Still, I gotta say, these food stalls have their charm. Even someone like me, who went from being stuck in a cat-like form to being a human, feels right at home here." Morgana said before turning to Ren and speaking up.

"Hey, Ren. Let me have a little taste of your meal since Sumire basically devoured mine when I was distracted by Lady Ann's charms." Morgana said as Sumire pouted and spoke up while giving Morgana a shocked glare.

"Wha-? No, I didn't! You little liar. I ate part of it, yes, but that was after you said you were done with it. Don't make me out to be a thief." Sumire said in irritation as Ren spoke up.

"I got this, Sumi." Ren said to Sumire before turning to fix Morgana with a pointed look as he kept speaking.

"Really now, Morgana? Why are you lying about Sumire that way? I know that you know better than to make up lies about Sumire like that! That being said, I don't mind sharing with you, but fair warning? It's hot, so be careful when eating your share." Ren said as he scooped some of his share onto Morgana's plate as Morgana spoke up.

"Eheh, sorry about that, Ren. Sorry, Sumire." Morgana said, getting a nod of forgiveness from Sumire as he kept speaking after Ren scooped some of his share onto his plate, eager to try it.

"Ooh, that looks so good! I'm so glad I'm not having to live as a feline anymore. I heard that the feline tongue is sensitive and needs food blown on before it's safe to be consumed." Morgana said as Ryuji grinned and spoke up.

"AHA! So you finally admit you were a cat. And over ramen, of all things." Ryuji said, gently patting Morgana on the head appreciatively, ignoring the indignant sputters from Morgana as Ann turned to Makoto and spoke up.

"Here, Makoto, you can have some of my chashu pork. They say it'll boost your energy!" Ann said as Futaba spoke up.

"Ooh, good idea, Ann! Here, take mine too, Makoto." Futaba said as Ren spoke up.

"Don't forget your red ginger, Makoto. According to Yusuke, that makes the dish." Ren said as Makoto laughed and gave the group a closed-eye smile.

"Thanks. You guys are the best. It's too bad Kusa, Goro, and Nanako couldn't join us. But I can understand that the latter two were drafted by Zenkichi to go and check up on Akane-chan, while Kusa-kun apparently got drafted into helping Zenkichi look into something." Makoto said as Futaba slowly nodded before she spoke up.

"Yeah. That's unfortunate, for sure." Futaba said before her eyes widened as she kept speaking.

"OH, CRAP! I just remembered an important detail we may have inadvertently overlooked! Isn't it Kusa's birthday tomorrow!?" Futaba said in realization as the others all blanched at having forgotten that. Ren spoke up first of the group.

"That's right. It is." Ren said as Sojiro smirked and looked at Futaba while he spoke up.

"Relax, Futaba. Goro and I already took care of surprising him. Assuming we get there in time, Goro may or may not have booked the two of you a private suite for two for two days starting tomorrow night at a hot-springs hotel in Kyoto." Sojiro said as the others blinked at this before Shiho spoke up in surprise.

"Did you say hot springs!? Ooh, I haven't been to one of those in a while!" Shiho said with a giggle before whispering suggestively into Ann's ear.

"Maybe while we're there, you and I can have some fun together in the hot springs, just the two of us?" Shiho said with a coy wink as Ann blushed and merely nodded her agreement, not trusting herself to speak after the mental image Shiho's question had given her. At that point, Haru turned to Makoto and spoke up.

"As interesting as the idea of more hot spring time sounds, I think that we need to focus on what's important right now. How's your lower back doing, Mako-chan?" Haru asked as Makoto smiled and spoke up.

"Better, after a nice, hot bath. That always seems to do the trick." Makoto said as Morgana spoke up with a sly grin.

"Oh? And I'm sure that had nothing to do with Ryuji sneaking into the bathroom to join you for said bath?" Morgana said with a smirk, making Ryuji sputter as he spoke up.

"Wha-!? Morgana, you little-!" Ryuji snapped as Sojiro spoke up with a firm look on his face.

"I understand that he was winding you up Ryuji, but can't you and Morgana at least get along for more than a few hours at a time?" Sojiro asked as Ryuji huffed and turned away from Morgana, his arms crossed. Ren laughed slightly as Morgana did the same, facing away from Ryuji. Ren whispered into Sumire's ear.

"Those two are so adorable together, aren't they?" Ren asked Sumire, who nodded and whispered into Ren's ear.

"If you mean Ryuji and Morgana, I agree. They banter like brothers. And we saw that they can, in fact, get along when they teamed up on that voice during the Okinawa Jail." Sumire said as Ren nodded his agreement before Makoto spoke up.

"Anyways, that being said, I probably shouldn't be on the road tomorrow if only to avoid causing an accident." Makoto said as Ryuji spoke up.

"All right, then we'll take the day off. Guess we should hit up Gramps and let him know we're staying another night. Then after that, one of us should message Kusa at some point tomorrow to wish him a happy birthday, since it seems like we're not gonna be celebrating it with him on the actual day of his birthday." Ryuji said as Ann spoke up with a closed-eye smile.

"Then let's find Makoto a professional massage place for tomorrow! I say the girl deserves it." Ann said as Shiho spoke up.

"I still say we should just let Ryuji get massage lessons so he can give his girlfriend massages himself. I feel like Makoto might appreciate that a lot more." Shiho said as Ann nodded before a 'BIP!' from Sumire's phone preceded Sophia speaking up with a smile.

"Got it. I'll locate the best venue around." Sophia said as Ren frowned and spoke up.

"Ah-ah. Nothing too expensive please, Sophia. We're trying to stretch our budget here. Plus, I have a feeling either Kusa, Sojiro, or Zenkichi, if not all three, would have a heart attack if we spent too much on massage places." Ren said wisely as Ryuji spoke up with a nod.

"Truth, RenRen! Still, I gotta say, it is kinda rough only having one constant licensed driver in Makoto. Sure, we have three to four other licensed drivers in Haru, Goro, Kusa, and Sojiro, but they rotate shifts behind the wheel, so it's not like any one of them takes a particularly large chunk of the driving, unlike Makoto." Ryuji said as Yusuke spoke up.

"That's true. I believe that of all the drivers you listed, Haru hasn't taken a shift behind the wheel yet, and she has a license." Yusuke pointed out as Haru chuckled nervously and spoke up.

"That is true, Yusuke-kun. However, as I believe Goro and Mako-chan both pointed out before, I am pretty lacking in experience. But don't you worry, Mako-chan! If, for any reason, neither you or Sojiro-san are up to it, I'll take the wheel!" Haru said as Makoto blanched and spoke up.

"Huh!? Oh, well, thank you, Haru. But as much as I appreciate that you're willing to take a turn behind the wheel, I'm not sure this is the time to try and push yourself too much." Makoto said with wide eyes, making Sophia's eyes widen as she spoke up.

"Is something wrong, Makoto? You don't look so good." Sophia said as Makoto chuckled nervously and spoke up.

"N-No, it's nothing! Ahaha, nothing at all." Makoto said as Ryuji spoke up with wide eyes.

"Aw, crap! We better dig in before the noodles get all soggy!" Ryuji said as the others nodded and eagerly dug into their food amidst a synchronized call of 'THANK YOU FOR THE FOOD!' from Morgana, Sumire, Shiho, and Ren. After everyone was done eating, they set their bowls down with satisfied looks on their faces as Ryuji spoke up.

"Damn, I'm stuffed! Now, I can die happy and full of ramen." Ryuji said happily as Yusuke spoke up with a frown and a slightly disappointed look.

"I suppose I should also throw in the towel. Not a drop of soup remains." Yusuke said as Ren nodded and spoke up.

"Yep. Man, that was delicious." Ren said happily as Sumire spoke up while happily laying her head on Ren's shoulder.

"Agreed, Ren. That was amazing. I think this is the most stuffed I've been in a while." Sumire said with a smile that Ren found quite adorable. Futaba smirked and spoke up.

"Heh, go figure you two would be drawn closer by ramen. Still, I can't believe you guys got seven noodle refills. You'd think this was a ramen buffet the way you three and Sumire ate." Futaba said as Sumire spoke up with a frown, not having the energy to lift her head and glare at Futaba.

"Leave me out of your rebukes, Futaba. You know I have a healthy appetite." Sumire said bluntly as a dark-skinned man with dark brown hair, a grey bandanna, khaki shirt, dark grey pants, a cream-white apron, and silvery-white gloves walked over and spoke up.

"Well, I see you boys, and the dark-haired young man's girlfriend, had quite a meal!" The crusty proprietor said as the group turned to face him as he kept speaking.

"I should mention, customers who order over five sets of noodles get a free souvenir bowl!" The crusty proprietor said conversationally as Ryuji spoke up with a grin on his face.

"Oh, for real!? Heh, thanks for the hookup, Pops!" Ryuji said as Yusuke spoke up with a closed-eye smile.

"Ah, very nice. This should serve as good decor. Surely it will brighten up our vehicle's interior." Yusuke said as Ren accepted the 'Ramen Bowl' key item from the crusty proprietor, who walked off as Ren's phone rang and a 'BIP!' from Sumire's phone preceded Sophia speaking up.

"Ren, Zenkichi's on the line." Sophia said as Ren nodded and answered his phone.

"Hello? Ren Amamiya's phone, Ren speaking." Ren said as he heard Zenkichi speak up on the other end.

"Hey, where are you guys?" Zenkichi asked as Ren spoke up.

"We're at a ramen shop in Fukuoka, after stopping off so Makoto could rest her back for a bit." Ren said as Zenkichi nodded and spoke up.

"Fukuoka, huh? All right. Sounds like you're going at a decent pace, then. Anyway, I'm calling to let you know that I think I found our guy." Zenkichi said as Ren spoke up.

"Already!? You work fast, Zenkichi. Or was that because you had Kusa helping you?" Ren asked as Zenkichi spoke up.

"Eh, having your brother help me did make it easier, but it was all me for the most part. Anyway, I'll give you more details in person. Saves us time and energy. Sorry that it's so sudden, but how soon do you think you can be at Kyoto?" Zenkichi asked as Ren spoke up with a wince.

"Honestly? Probably not until the day after tomorrow. We might need to stay in Fukuoka for a night or two so Makoto can rest herself to be in shape to drive." Ren said with a wince as Zenkichi frowned after hearing Ren's explanation for why their arrival might take a bit longer than expected. Zenkichi winced and spoke up.

"Huh. So Niijima's down for the count, huh? Damn, of all the rotten luck to hit you guys. Then, what about a bullet train? Or, wait, can't you ask Okumura or Sakura the elder? Don't they have licenses? All either one of them would have to do is take the Sanyodo from Fukuoka to Kyoto. Not a tough drive by any means." Zenkichi said as Ren spoke up.

"I can ask them, but if they don't want to, I can't exactly force either of them into driving. Worst case, I can take the wheel and get us there in a reasonably good amount of time. Granted, I don't have a license, but I'm sure we can overlook that for the good of the case if it comes to that." Ren said honestly as Zenkichi spoke up with a frown.

"Nah, that's not gonna work. You need to get either Okumura or Sakura the elder to take the wheel if Niijima can't. I hate to lay the pressure on, but we don't have much time. A lot rides on this." Zenkichi said before hanging up abruptly, making Ren wince as he realized he should tell the others what Zenkichi wants. Ren then filled the others in on Zenkichi's call, after which Ann spoke up with wide eyes.

"Wait, so he knows who the mastermind is!?" Ann asked as Ryuji grinned and spoke up.

"All right! Finally, we get to bust this effin' punk." Ryuji said as Makoto nodded and spoke up.

"Agreed. Then let's leave tomorrow morning. Being tired is no excuse to delay our mission." Makoto said as Morgana nodded and spoke up.

"Yes, well, as true as that is, be careful not to hurt yourself, Makoto." Morgana said as Ren nodded and spoke up.

"Good point, Morgana. Even so, duty calls. And as much as it would be nice to check out the sights of Fukuoka, time waits for no one. As such, it's time to end this." Ren said sagely. Ryuji grinned and spoke up with a pumped fist.

"Hell yeah, RenRen!" Ryuji said as the group finished their meal and got back into the RV to go find a place to rest for the night before starting the drive to Kyoto...

(The next morning, in a park in Kyoto, with Kusa)

"Heh, so this is how I start my 20th birthday, huh? A very literal walk in the park? Eh, I've had worse starts on my birthday in past years, I suppose." Kusa mused to himself as he walked around the park a bit to stretch his legs. As he walked around, he blinked as he felt something brush past his legs, looking down to see a furry white four-legged shape walking past him. On a closer look, Kusa realized the four-legged shape was a dog, a Shiba Inu to be precise, assuming Kusa remembered what he'd read online about Shiba Inus online once correctly. Kusa smiled as he leaned down to gently pet the top of the dog's head, looking at it as he spoke up, noticing as he looked at the Shiba Inu that it was a male.

"Huh, didn't think I'd see a dog here today. Are you lost, little one? Or are you just here on a walk?" Kusa asked the dog, who tilted his head to the side in confusion at the question before gently licking Kusa's hand, enjoying how gently Kusa was petting him. Kusa smiled and spoke up.

"You like that, don't you? Oh, wait, is that a collar? May I look at your tag?" Kusa asked as the dog barked once in what Kusa took to be an affirmation, so Kusa gently looked at the dog's collar and smiled as he saw the name 'Koromaru' engraved on the collar, speaking up as he smiled at the dog.

"Koromaru, eh? Is that your name, little guy?" Kusa asked as the dog, or Koromaru as his name seemed to be, looked at Kusa and barked once in the affirmative. Kusa nodded and spoke up.

"That's a nice name. It has a ring of nobility and honor to it. Nice to meet you, Koromaru-san. I'm Kusa Amamiya." Kusa said as Koromaru nodded before sitting next to Kusa as Kusa spoke up.

"You got separated from your owner, didn't you?" Kusa asked as Koromaru just laid his head lazily on Kusa's lap after he'd sat on a nearby bench, making Kusa chuckle and speak up.

"You just want head pats, don't you? But I don't blame you, since you seem like a very well-behaved dog, Koromaru-san." Kusa said with a chuckle as Koromaru nodded and relaxed as Kusa petted him for a while. Eventually, Kusa heard a voice speak up and call out Koromaru's name.

"Hey! Koromaru! Are you around here!?" Kusa and Koromaru heard, making the latter's head shoot upwards with his tongue hanging down as his tail wagged. Kusa spoke up with a smirk.

"That's your owner's voice, isn't it?" Kusa asked as Koromaru barked once in the affirmative, shortly before a young man, who appeared to be around Kusa's age, if not slightly older, with short brown hair and a lean but athletic build, his hair framing his brown eyes rather well, blinked on hearing Koromaru's barking as he walked over and spoke up.

"Ah, there you are, Koromaru. Were you bugging this man for head pets?" The young man asked Koromaru, absently petting the dog on the head as Kusa spoke up.

"Not really. He did get some head pets, but it'd be more accurate to say that he and I happened upon one another while I was out walking around to stretch my legs. I take it that you're Koromaru-san's owner, then?" Kusa asked as the young man nodded and spoke up.

"Yes, that's right. Thank you for keeping him company. My name's Ken Amada. I've been taking care of Koromaru for a few years now since his original owner passed away." The now-named Ken said as Kusa nodded his understanding and spoke up.

"I see. That's too bad. But you have my respect for taking good care of Koromaru-san. He seems to be quite a happy dog for the fact he looks to be getting up there in years a bit. Oh, but where's my manners? I'm Kusa Amamiya." Kusa said as he introduced himself to Ken, who nodded and extended a hand out to Kusa as he spoke up.

"I see. Nice to meet you, Amamiya-san." Ken said as Kusa nodded and shook Ken's hand while speaking up.

"Likewise, Amada-san. So if you don't mind me asking, what brings you and Koromaru-san out on a day like this?" Kusa asked as Ken seemed to ponder his question before eventually smiling as he spoke up.

"I don't mind you asking that at all, Amamiya-san. And, believe it or not? I was brought out here for an early-morning training run by a friend of mine who's taking me on a training trip around the world with Koromaru. He means well, but I think he forgets that not all of us are protein junkies like he used to be." Ken said as Kusa blinked and spoke up.

"Used to be? He's not a protein junkie anymore?" Kusa asked as Ken chuckled and spoke up.

"Nope. He got pretty hooked on protein for a bit, but then one of our other friends threatened to literally execute him if he didn't cut back on his protein. And given the fact that some people have referred to the friend in question as the 'Merciless Queen of Executions' before, I think it's a safe assumption that she's serious when she threatens to execute someone." Ken said as a wide-eyed Kusa spoke up.

"I see. Well, as long as he's not addicted to protein any longer, that's the main thing." Kusa said as Ken nodded before another voice spoke up.

"Hey, Ken! You find Koromaru yet!?" Ken and Kusa heard, the former wincing as the latter spoke up.

"Is that your friend, Amada-san?" Kusa asked as Ken nodded once before speaking up in a tone that was a mix of resigned and amused.

"Yep. That'll be Sanada-san. He means well, but he trains pretty intensely." Ken said as Kusa winced and spoke up.

"I see. Sounds like he'd be a formidable opponent, then. Not that I'm looking to spar anyone anytime soon." Kusa said as Ken spoke up.

"Spar, you say? I didn't know you were into fighting?" Ken said as Kusa smirked and spoke up.

"I'm really not. I just happen to practice the martial arts a lot, even if I've not had the chance to really get a good spar for about three years now." Kusa said as at that point, a man with short white hair, striking yellow eyes, a fierce but honest face, and a fighter's build walked over, making Kusa's eyes widen as he saw the man's attire, as it was a pair of slightly torn brown jeans with a lot of tape on one leg, a pair of red fingerless gloves, red boots with brown soles and lining, and a distinctive smirk on his face.

Much to Kusa's shock, all the man was wearing from the waist up was a red hooded cape worn open to reveal his extremely chiseled looking physique, which sported a clearly-defined set of six-pack abs, though Kusa frowned at the sight of faded yet distinct battle scars criss-crossing the man's chest that looked suspiciously like claw marks, indicating he'd gotten into fights with animals of some sort and won, to Kusa's surprise. After he noticed Kusa gaping at him, the man who'd walked over looked at Kusa and spoke up.

"Oh, I'm sorry. I didn't realize Ken was talking to someone. Forgive me for my lack of manners. I'm Akihiko Sanada." The now-named Akihiko said, extending a calloused hand out for Kusa to shake as Kusa shook it and spoke up.

"I see. Nice to meet you, Sanada-san. I'm Kusa Amamiya." Kusa said as Akihiko's eyes widened in surprise on hearing Kusa's name before he spoke up, recognizing Kusa's name.

"Kusa Amamiya!? As in the Kung-Fu Dragon!? My former underclassman Kazushi told me about you once. Apparently you and he sparred, and you beat him without even trying. And if your reputation precedes you, you're quite the competent battler. Maybe one day when our schedules permit, we could meet up for a friendly spar to pit our skills against one another?" Akihiko said as Kusa blinked and spoke up.

"Yeah, that would be me. As for your request for a spar? We'll see what happens. And if your underclassman is the Kazushi I think he is, he was an idiot to try and spar with his knee being messed up like it was. Luckily for him, I was able to beat him without aggravating it too much. But he needs to learn to prioritize his health above his success." Kusa said as Akihiko nodded his agreement and spoke up.

"I agree. I told him that too after I found out about his attempt to neglect his knee. But then again, I had no room to lecture him, considering I was the one who went abroad for a year or two to spar with fully-grown bears using only my bare hands and without a shirt. Also, to provide some context as to why I would do something like that, I trained myself in that manner because I was a boxing champion during my high school days and I like to stay in shape in any way possible. This can include either boxing with full-grown bears as I just said, or even fighting street thugs." Akihiko said as Kusa's eyes widened in shock before he spoke up.

"FOR REAL!? You actually sparred with fully-grown bears and survived? And you went around confronting street thugs? I'm genuinely impressed. Not many people can say they've gone head-to-head with a bear and survived, let alone emerged victorious. You truly sound like a tough fighter, Sanada-san. But I'm assuming you had a schedule?" Kusa said as Akihiko nodded and spoke up.

"Correct. I was grabbing Amada here to continue our run through the park. But he stopped to check on Koromaru. I'm guessing Koromaru didn't want to join in on the run." Akihiko said as Koromaru barked and got to his feet, showing he was up for a run, making Akihiko chuckle as he kept speaking.

"Heh, never mind. He seems to still be rarin' to go. Sorry to cut and run, but time stands still for no man. Ken, Koromaru, let's get back to it!" Akihiko said as Kusa nodded and spoke up.

"I understand. I have to get going soon anyways, since I was just walking around a bit to stretch my legs and get used to the area before meeting up with a friend. It's my 20th birthday today, you see, so I decided to take a walk to start the day off." Kusa said as Akihiko and Ken nodded, the latter speaking up.

"Oh, yeah? Happy birthday, Amamiya-san." Ken said as Akihiko spoke up.

"Yeah? Well, then happy birthday. Hope you enjoy your day. Maybe if we see each other again here, we can train together?" Akihiko asked as Kusa spoke up.

"We'll see. I don't know how long I'll be staying in the area, though. So maybe rain check for now? And to be honest, I wouldn't mind training with you if the chance presents itself in the future, Sanada-san." Kusa said as Akihiko nodded his understanding and spoke up.

"Fair enough. It was nice meeting you, Amamiya-san." Akihiko said as Kusa nodded and spoke up.

"Yeah. It was nice meeting the three of you as well, Amada-san, Sanada-san, and Koromaru-san." Kusa said as the three ran off to continue their run while Kusa decided to go meet up with Zenkichi at the rendezvous point...

(Later that morning, back in the RV, with Makoto, Ann, Sumire, Futaba, Haru, Shiho, Morgana, Sojiro, Ryuji, Ren, Yusuke, and Sophia)

"So how far is Kyoto from here?" Ryuji asked as a 'BIP!' from Sumire's phone, which was on a stand next to Sumire, preceded Sophia speaking up to answer Ryuji's question.

"Roughly eight hours by highway." Sophia said as Futaba spoke up with a smile after putting her phone away following a private chat she'd sent.

"Good. Then we'll most likely make it by sundown. Bathroom breaks? Done! Seats? Comfy! Snacks? Ready for consumption!" Futaba said as Makoto turned to Haru and spoke up.

"Are you sure you're okay to drive, Mako-chan? Sojiro and I both said we have no problems taking over for you if we need to." Haru said as Sojiro spoke up.

"That's true. But at the same time, I think you need the experience worse than I do, Haru-chan. So if it comes to it, I'd prefer you take over so you can get some experience behind the wheel. If the worst-case scenario happens and you do have to take over, I can sit up front with you and guide you if you like." Sojiro said kindly as Haru smiled and spoke up.

"Thank you, Sojiro-san. I might take you up on that if needed." Haru said as Makoto winced and spoke up.

"Honestly? I'm not at a hundred percent at the moment. But even so, I don't want to let you guys down." Makoto said as Haru winced and spoke up.

"I see. At least you're being honest, Mako-chan. I wasn't wanting to have to do this, but if you're not one hundred percent, then there's nothing for it! If you can't do it, then I'll drive! Mako-chan, I'm taking over! Sojiro-san, can you move up front and guide me?" Haru said resolutely as Makoto blinked and spoke up.

"Huh!?" Makoto said as Sojiro nodded and opened the door to let Makoto out, before she got into the trailer and was led to the top bunk by Ryuji, who climbed in next to her and spoke up.

"You just relax, babe. We can let Haru and Sojiro handle the driving for now. You just rest yourself. I don't think any of us want to see you hurting yourself just to try and be useful. You're plenty useful just as you are, Makoto." Ryuji said, smiling at Makoto, who smiled back as Ryuji gently guided her down on top of him as she let herself cuddle up to Ryuji, blushing as she did so. Makoto then frowned and spoke up.

"You know, Haru. I don't mind letting Sojiro take over, but as for you? Well, you don't have to force yourself." Makoto said as Sophia spoke up, her eyes widening after getting a look at how pale Makoto's face was.

"Makoto is looking paler than ever now." Sophia said as Haru sighed, seemingly steeling herself, before Ryuji spoke up with a grin.

"You don't gotta be nervous, Haru. Just take it nice and slow." Ryuji said with a grin as Haru nervously chuckled, the sound of her chuckle making Ren, Makoto, and Sumire all get chills down their spines at the same time from hearing Haru chuckle.

"Just take it nice and slow, huh? Heh." Haru said as Ann spoke up with wide eyes, turning to face Haru as she spoke, instinctively readying herself in case she had to pull Shiho down into her lap quickly as she spoke.

"Uhh, Haru?" Ann asked as Haru giggled and spoke up.

"Hee hee, I think I'll be just fine! In fact, I have a special technique that'll make your head spin." Haru said as Shiho's eyes widened at that and she spoke up.

"Special technique!?" Shiho asked as Sumire spoke up.

"You're just as scared of the way she said that as I am, aren't you Shiho?" Sumire asked as Shiho nodded her agreement before Sojiro spoke up.

"Uhh, Haru? You're not gonna do anything crazy, are you?" Sojiro asked warily. Futaba sweatdropped and laughed nervously as she spoke up.

"Eheh. Uh, is she okay? I'm gettin' a bad feeling about this, you guys." Futaba asked as Ren spoke up with a wary look on his face.

"Uhh, what's this 'technique' you speak of, Haru? Not that I doubt you, I'm just wondering if I need to have people hold on to something for dear life." Ren asked warily. Makoto spoke up with a nervous look on her face.

"Um, so I've never really told you guys this before now, but the moment Haru's hands touch the wheel?" Makoto said as Haru spoke up with a smile on her face.

"Get ready to shift into overdrive!" Haru said as she shifted the RV into high gear and drove off fast, ignoring the horrified screams of the others behind her, as well as Sojiro in the passenger seat, as she made the drive to Kyoto in record time...

(At the same time, outside of the Hasegawa residence, with Goro and Nanako)

As Goro and Nanako walked up to the door of the Hasegawa residence, Goro spoke up dryly.

"Remind me again how we were the ones drafted into watching over Zenkichi-san's daughter?" Goro asked in a pseudo-deadpan tone as Nanako spoke up.

"If I recall correctly, Kusa said it was because I don't have a means of defending myself in the Metaverse, and you apparently were hand-picked by both Kusa and Zenkichi to oversee things. Kinda offends me that they think I need help meeting a girl who's around my own age, maybe a bit older." Nanako said as Goro spoke up.

"Oh, right. I'm here so that Akane has someone she knows with her. Now I remember." Goro said as he pulled out his phone to send a private chat to Akane.

"Good morning, Akane. I hope this message isn't waking you up." Goro sent as after a couple minutes, a reply came in.

"Goro? Why're you messaging me? I wasn't expecting that?" Akane sent as Goro sent a reply.

"Because I'm in front of your house, and I have a friend with me. We just got back from Okinawa, and your father sent us over to help keep you company and watch over you while he and the others deal with some important business." Goro sent as Akane sent a reply.

"I see. You're lucky you messaged when you did. Had you waited much longer, it's fair odds you might have walked in on me getting into the shower, since I was about to go and take a shower, and it might have been awkward for all three of us if you'd walked in while I was either indecent or only wearing a towel. But let's leave that at that. I can go ahead and let you guys in before I take a shower, I suppose. Just a second." Akane sent as Goro put his phone away right as the door opened up and Akane blinked as she saw Goro and Nanako standing in the doorway, moving aside to let them in, after which she closed the door and spoke up, blinking at Nanako, who she didn't recognize, as she spoke.

"I see that Goro's here, but who are you? I don't remember seeing you with the others when they came here last time." Akane said as Nanako spoke up, smiling at Akane as she spoke.

"That's because I didn't meet the others until after they got to Okinawa, where me and my roommate surprised them on the beach the day they arrived. But where are my manners? I'm Nanako Dojima." Nanako said, extending a hand out for Akane to shake, which she did. As she shook Nanako's hand, Akane let herself look Nanako over, finding herself smiling despite herself at how oddly beautiful she found Nanako.

Unbeknownst to Akane, Nanako was also checking her out, having similar thoughts. Akane then spoke up to break the brief yet pronounced silence that had ensued after she and Nanako had briefly gotten distracted once they had stopped speaking and just looked into each other's eyes, both ignoring the amused smirk on Goro's face at what he viewed as a seemingly instant connection between Nanako and Akane.

"I see. Nice to meet you, Dojima-san. I'm Akane Hasegawa." Akane said as Nanako nodded and spoke up.

"Nice to meet you too, Hasegawa-san." Nanako said as Goro smirked and spoke up.

"Looks like you two are already hitting it off. But in any case, I think you said you were about to take yourself a shower, Hasegawa-san?" Goro asked Akane, who nodded and spoke up.

"That's correct. Feel free to make yourselves at home while you wait." Akane said as she disappeared into the bathroom to take her shower, leaving Goro and Nanako to shrug as they got comfortable on the couch...

(That afternoon, in a secret hideaway in Kyoto, with Zenkichi and Kusa)

"They're not here yet, huh?" Zenkichi said as Kusa spoke up from where he was leaning on the wall in the middle of a flight of steps in the corner of a room that looked like an underground bunker, complete with a fully-stocked bar area that had stools, booth tables, a board with various pictures and newspaper clippings pinned to it, and even an older looking television on a table near Zenkichi.

"That could be a good thing. After all, they only have Makoto, Sojiro, and Haru as licensed drivers. And from what Makoto told me once, apparently Haru has a habit of being a speed demon when she's behind the wheel. And before you say I'm exaggerating when I say that, I'm really not! If what Makoto told me is true, we're talking about someone who is more of a speed demon than I tend to be. So it might be to the others' benefit if Sojiro drives." Kusa said as Zenkichi spoke up.

"Fair enough, Amamiya the youngest. Guess I'm a little early calling us here. Maybe I'll just keep working on the particulars of our-" Zenkichi said before being cut off mid-sentence by the sound of a roaring engine, followed by screeching brakes, making both Kusa and Zenkichi jump as the latter spoke up after exchanging a wide-eyed look of horror with the former.

"What the hell!?" Zenkichi said as Kusa winced and spoke up.

"Shit! Judging from that sound, I think they had to have Haru drive. I just hope that wasn't her crashing the RV from going too fast." Kusa said with a frown. At that point, Kusa headed up to open the door as the rest of the group filed in, most looking either traumatized, horrified, or in the cases of Futaba, Ryuji, Yusuke, Sumire, and Morgana, like they'd gotten whiplash. After the group was assembled in the room, Zenkichi spoke up in surprise.

"Whoa, speak of the devil and they shall appear, I guess. Uh, this is awkward. Well, you guys got here quick." Zenkichi said as Kusa spoke up while giving Haru a disappointed look.

"Yep, definitely had Haru driving." Kusa said knowingly as Haru winced at the disappointed expression aimed at her by Kusa, who was going around to the others to make sure they were okay, as Ann spoke up with a horrified look on her face.

"I thought we were gonna die for a second there." Ann said as Futaba spoke up with a queasy look on her face.

"I think we already did, Ann. My soul's barely tethered to my body." Futaba said as Kusa frowned and spoke up.

"Don't be a drama queen, Taba. You seem fine to me. Still just as beautiful as ever." Kusa said as Ren spoke up with a frown.

"Easy for you to say, Kusa. You didn't have to live through Haru driving fast enough to break the sound barrier several times over, on top of nearly giving half of us vertigo and whiplash, not to mention how badly she probably scarred poor Sophia with her driving." Ren said bluntly as a queasy-looking Ryuji spoke up.

"Truth, RenRen! Urp-that was intense. Gonna puke over here." Ryuji said as Sumire spoke up, still hunched over to catch her breath, despite the slightly green tinges on her face from Haru's driving.

"You and me both, Ryuji-senpai. Urf! You and me both." Sumire said as Ren walked over to gently rub Sumire's back and shoulders comfortingly to try and help Sumire's nausea pass. Zenkichi gave most of the group a very perplexed look as he spoke up.

"O...kay?" Zenkichi said as Sojiro spoke up with a straight face.

"Trust me, you don't want to know what we just lived through, Zenkichi. Suffice it to say, I regret asking Haru to take the wheel. I should've taken the wheel. I'm lucky I didn't have a heart attack with how much Haru's driving scared most of us. As it is, I think poor Morgana's still in a stupor, not to mention how badly she traumatized poor Yusuke." Sojiro said as Shiho spoke up.

"I'm sorry to say it Haru, but you're actually quite scary behind the wheel. If not for Ann keeping me in place, I think I might have gotten whiplash from your driving." Shiho said Yusuke spoke up.

"Agreed, Sojiro. And good point, Shiho." Yusuke said before turning to Haru as he kept speaking.

"My apologies, Haru, but I request you steer clear of the driver's seat from now on. I only have so many lives left, after all." Yusuke said as Kusa blinked and spoke up.

"Lives? What are you, Yusuke? A cat!? With apologies to him, there's only one cat-boy in our group, and that's Morgana." Kusa said as Morgana gave Kusa a very vacant stare before he spoke up.

"Ugh, meeeyoow." Morgana said in a rather deadpan tone before flopping down face-first on the counter and seemingly passing out, to Kusa's shock and horror, making him gasp and speak up.

"Are you all right, Morgana!?" Kusa said as a 'BIP!' from Sumire's phone, which was currently in Ren's hands since Sumire had handed it to him before screaming her head off, preceded Sophia speaking up.

"It seems that Meowgana's unconscious. Wake him up." Sophia said as Kusa spoke up while giving Sophia a disapproving frown.

"Do not call him 'Meowgana', Sophia! That's a terrible pun. And rude as heck, to boot. His name is Morgana. I know he's a human now, but that's no excuse to make puns out of his name." Kusa rebuked Sophia gently, getting an apologetic look from her as Zenkichi turned to face Haru as he spoke up.

"Hey, Okumura. What happened?" Zenkichi asked as Haru spoke up with a wince.

"Um, I don't know? I was just driving normally, Zenkichi-san. Err, at least I think I was?" Haru said as several of the people in the room sweatdropped at this before the group took a bit to catch their breath, get reoriented, and get sat down.

Eventually, Yusuke found himself leaning against the edge of the counter, with Ren, Sophia, Sumire, and Makoto taking seats at the stools by the counter, as Yusuke, Morgana, and Ryuji all stood near the counter. Meanwhile, Sojiro, Kusa, and Futaba took seats by the board, as Haru, Ann, Zenkichi, and Shiho took seats at the booth seats near Kusa, Sojiro, and Futaba as Ann spoke up.

"Whew, that's better. The room finally stopped spinning." Ann said as Morgana weakly spoke up, having recovered his voice at that point.

"Um, you have a very, uh, 'unique' way of driving, Haru. Truth be told? I think Kusa, Nanako, Zenkichi, and Goro lucked out not having to ride in the RV in this instance." Morgana said uneasily as Haru smiled and spoke up.

"Why thank you, Mona-chan." Haru said with a smile, taking Morgana's words as a compliment. Futaba turned to Kusa and spoke up in a dry tone.

"She really shouldn't take it as a compliment, Kusa. Her driving was scary. Like way worse than your supposed speed demon driving." Futaba said as a wide-eyed Kusa spoke up.

"For real!? That's insane, if true. But hopefully she'll improve if she keeps trying. Surely she's not gonna be like that every time she takes the wheel?" Kusa said warily as Haru sheepishly spoke up.

"Maybe? I guess it's a habit I have to break. Sorry, everyone." Haru said apologetically as Zenkichi winced and spoke up.

"Yes, well, in any case? Regardless, I'm glad you guys made it here in one piece." Zenkichi said as Yusuke spoke up with a frown.

"Indeed. By the way, what is this place, Zenkichi? It seems unfit for a typical gathering of law enforcement." Yusuke said as Zenkichi spoke up.

"I already gave the explanation to Kusa, but you could call this place my secret base, I guess. Basically, it's a place to hole up if shit ever goes south. A good friend of mine used to run it. But, now? It's just an empty bar, suitable for investigating far away from any prying eyes." Zenkichi said as a 'BIP!' from Sumire's phone, which had been set up on the counter next to Sumire, preceded a confused Sophia speaking up.

"Uhh, okay? So this is like your hideout then?" Sophia said as Futaba spoke up.

"No, Sophia. This is more like a safe room- no, a safe house!" Futaba said as Kusa spoke up with a smirk.

"That's what I said when Zenkichi brought me down here. This place has some definite hideaway energy to it, that's for sure." Kusa said sagely as Yusuke spoke up.

"Those newspapers on the board. Are they not from two years prior?" Yusuke asked as Zenkichi frowned and spoke up.

"Those newspapers are irrelevant. We have other sorts of business to discuss here." Zenkichi as Morgana spoke up with a smirk.

"Yeah? Then let's hear it, Zenkichi." Morgana said as Zenkichi nodded agreeably and spoke up.

"All right. Let me break it down for you, bit by bit. I cross-referenced every name we found on the list in Okinawa, minus the three we agreed to leave alone. Based on our assumption that the mastermind would stand to benefit from changing hearts en masse, which was our going theory, this is who we ended up with." Zenkichi said as he laid down a portrait of an old man with grey hair, a glowering expression, narrowed brown eyes, a back business suit, a white undershirt, and a red tie. Ryuji scoffed at the photo and spoke up.

"Yeah, no doubt about it. He sure looks like a sleazy bastard." Ryuji said as Zenkichi winced and spoke up.

"Don't I know it, Sakamoto. To think he'd turn up now, of all times, like this." Zenkichi asked as Ren spoke up.

"Do you know him, Zenkichi?" Ren asked. Zenkichi winced at the question and spoke up.

"Do I know him? Err, no. Not in particular. Err, anyways. The man's name is Jyun Owada. At 69 years old, he's on his tenth term as a legislator. Not only that, but he worked his way up to Chief Cabinet Secretary of the ruling party. In short, he's not someone to mess with. More importantly, they say he was a Masayoshi Shido supporter during his bid for the Prime Minister seat a bit under four years ago." Zenkichi said as Kusa and Ren exchanged wide-eyed looks of shock at the mention of Shido's name, neither of them expecting him to be connected to their potential mastermind. Morgana's eyes widened at this before he spoke up.

"Did you say Shido!?" Morgana asked as Yusuke spoke up.

"Unbelievable. To think that he, of all people, could be involved. I never thought I'd hear his name again." Yusuke said as a 'BIP!' from Sumire's phone preceded Sophia speaking up with a confused look on her face.

"Do you know him? I seem to remember that name being brought up a few times?" Sophia asked as Ren winced and spoke up.

"Unfortunately, we know him all too well. He was a powerful foe of ours, the first time we went around changing hearts as the Phantom Thieves." Ren said as Kusa spoke up with a sigh as he crossed his arms.

"You do recall the story I told Akane-chan when we spent the night at Zenkichi and Akane's house, right Sophia?" Kusa asked Sophia, who nodded as Kusa kept speaking.

"Well, if you were paying attention that night, then you might recall that I said then that Masayoshi Shido is the name of both mine and Goro's biological father. That man used to be quite the crooked piece of shit that could never be bothered to be there for either of his sons. Hell, he was so bad, he had Goro doing his dirty work for him just to earn his acknowledgement and praise, whether Goro wanted to do it or not! It's at least in part because of Shido that Goro's as messed up as he is nowadays. And we're not even talking about the damage his absence did to my life.

Because of him, both my mom and I went around having to deal with people constantly taunting me when I was younger for being a bastard, among other rude names people would call me that I refuse to repeat around young and impressionable ears like your own. That having been said, it's at least in part because of those taunts that I have such a short temper. But I've been working really hard to get my temper in check, as I'm sure most of the others will vouch for.

Yes, there was the one time a few years ago where I lost it, snapped, and practically screamed at Ryuji before storming off, waiting for him behind Leblanc, where he and I wound up getting into a fist fight, where I knocked him out with one punch and stormed off like a hot-headed child. To this day, one of my biggest regrets is that I scared the others with my temper, especially Futaba. I know the others have forgiven me for what I did, but I still hold that day in my memories as a self-reminder not to ever lose my temper like I did that day, since I came very close to blacking out after I stormed off, but I managed to avoid it purely on the strength of my will.

Granted, I did slightly black out when I ran into the others in Mementos a couple days later, while having it out with Ren, who I may or may not have gotten in a fight with. To Ren's credit, he beat me fair and square that day. And I maintain he's gotten a lot stronger since then. I think he could legitimately hold his own in a spar with me. Ren and Goro both can hold their own against me.

So yes, Sophia. We know Shido. Do most of us wish we didn't? Probably. But the fact remains we all know him quite well. Shido was also the reason Ren got banished to Yongen-Jaya for a year's probation several years ago, which led to Sojiro taking us both in, and eventually resulted in Ren and I meeting Sumire and Futaba respectively.

As such, while it was unfortunate that we ran afoul of Shido, at the same time it was also kind of a blessing, since who's to say Ren and I would've found our girlfriends if we hadn't been sent to Yongen for that year of probation? So while I'm mad at Shido for what he did, in a way? I'm also grateful, since he's partly the reason Ren and I have our girlfriends in our lives right now, not to mention we have the rest of the Phantom Thieves too." Kusa said as Ryuji spoke up with a frown.

"Yeah, that's true. But regardless of if he's part of the reason we all met, he's still one HELL of an evil asshole." Ryuji said as Sophia winced and spoke up with an apologetic look on her face.

"Oh, I'm sorry for dredging up painful memories, you guys. I didn't know." Sophia said as Ren spoke up.

"Don't apologize, sweetie. It's not your fault. Shido is just a bit of a sensitive spot for both Goro and Kusa, even if they've somewhat made peace with what Shido did to them in their own way in the years since we defeated him." Ren said kindly as Sojiro scoffed and spoke up.

"While everything that Kusa just said is true, he also left out the part where Shido ordered the death of Futaba's mother and the one girl I truly loved, or one Wakaba Isshiki. Sure, Shido used one of his hired hitmen to actually commit the murder, but it was still on his orders at the end of the day, so I hold him primarily responsible for her death." Sojiro said bluntly as Futaba nodded her agreement, looking bothered at the mention of her mom as Kusa wrapped an arm around her waist comfortingly, getting a smile from Futaba as Zenkichi smirked at this and spoke up.

"Oh? It sounds like along with Sakura the elder, the Amamiya brothers and Shido had quite the history. But we're not after him right now. Back on the main subject, that list contained a handful of Owada's political opponents, basically people he'd rather not have around. So it's pretty clear that he's behind this. However, I highly doubt he's doing his own dirty work. He'd have a heck of a time getting his political opponents to friend him on EMMA. After checking his inner circle for sympathizers, I found out he's been meeting with a certain entrepreneur. Quite often, too." Zenkichi said as Ren's eyes widened before he spoke up.

"You mean the CEO of Madicce, don't you?" Ren said as Kusa's eyes widened before he spoke up.

"You mean Discount Tony Stark!?" Kusa said, making Futaba chuckle at Kusa's remark. Sumire spoke up at that point.

"To reiterate what Goro said when you made that comment during the lecture we went to in Sendai, I'm pretty sure only you and maybe Futaba would get that reference without reading comic books, Kusa. Luckily for you, I used to read a few comics when I was younger, so I know what you meant there. And no, Konoe-san really isn't that much like a discount Tony Stark." Sumire pointed out as Kusa winced but nodded his understanding of Sumire's words before Zenkichi nodded approvingly to Ren's guess and spoke up, ignoring Kusa and Sumire's exchange as he spoke.

"Nice guess, Amamiya the middle. It's the CEO of Madicce all right-Akira Konoe." Zenkichi said, laying down a picture of a familiar-looking man with black hair and a thin-looking mustache, beard and goatee. Ann frowned at the picture and spoke up.

"Wait, isn't the CEO of Madicce the guy we heard speak back in Sendai?" Ann asked as Kusa frowned and spoke up.

"Yeah. That was the day when SOMEONE, who I won't berate any further here since they know who they are, drew Ichinose-san's attention with their incessant noise-making." Kusa said, giving a pointed look to a suddenly sheepish-looking Morgana, who spoke up.

"Eheh, yeah, you're not wrong, Kusa. That was most definitely my bad for getting us caught by Ichinose that day." Morgana said as Zenkichi spoke up.

"Yes, well, let's stay on topic. That said, I came across communication records between him and the director at Okinawa, where that lab was. And it showed they kept in contact." Zenkichi said as Makoto spoke up with a frown.

"Well, if that's true, then the pieces all fit." Makoto said as Zenkichi nodded and spoke up dryly.

"Yeah. Whenever Owada wants someone out of his way, he calls on Konoe to take action for him. And the director at Okinawa was likely the one who arranged this. Now, it's too late to tell." Zenkichi said as Futaba's eyes widened and she spoke up.

"Hold on. If Konoe's the one changing hearts, does that make him a Monarch, too?" Futaba asked as Haru spoke up.

"Perhaps. But he's the CEO of Madicce. Wouldn't he get one of his subordinates to do the job for him?" Haru asked as Zenkichi spoke up while rubbing the back of his head.

"I suppose it would be natural to assume that. But as you all know, in order to change someone's heart, you need to be their friend on EMMA. Everyone Owada associates with is a big-time elite. And Konoe's the only one in their league." Zenkichi said as Morgana nodded and spoke up.

"Zenkichi's right. Besides, he's the head of a huge company. If anything, I think he'd want to be a Monarch as well. He wouldn't want to risk his heart being changed by someone else, either. " Morgana said as Zenkichi nodded and spoke up.

"Morgana's right. And another thing. The people on that list most likely had their hearts changed in Osaka." Zenkichi said as Ann blinked and spoke up.

"Huh? Why do you say that?" Ann asked as Shiho spoke up with a smile.

"Think about it, Ann. Isn't the Madicce company HQ located in Osaka?" Shiho pointed out as Zenkichi nodded and spoke up.

"Well spotted, Suzui. But more importantly? Everyone on that list who went crazy had all traveled to Osaka at some point. And as you just pointed out, that's also where Madicce's main office is. Meaning there's a good chance we'll find a Jail in Osaka, and it'll be a Jail with Konoe as its Monarch. Though, to be honest? The only way we'll know for sure is if Sophia senses it." Zenkichi said as a 'BIP!' from Sumire's phone preceded Sophia speaking up.

"But I did sense the scent of a Jail in Osaka." Sophia said as Kusa, Sumire and Ren all gave Sophia shocked looks as the former two spoke up.

"WHAT!?" Kusa and Sumire asked as Ryuji spoke up in shock.

"HUH!?" Sojiro said as Ren and Ryuji both spoke up together.

"FOR REAL!?" Ren and Ryuji said together as Haru blinked and spoke up.

"Oh, right, we did pass through Osaka when I took a wrong turn before." Haru said as Ryuji groaned and spoke up.

"Dammit! Sophia, you shoulda spoken up!" Ryuji said as Sophia spoke up once more.

"I did speak up. But you guys were too busy to listen." Sophia said as Kusa groaned and spoke up.

"Really? Are we about to find out that we might've passed over a Jail because Haru was too busy driving like a crazy person for anyone to hear you speak up?" Kusa said in a mix of shock and disappointment. Ann chuckled nervously as she spoke up, nervously rubbing the back of her head.

"Uhh, if it was when Haru was driving before..." Ann said as Yusuke spoke up to finish Ann's sentence.

"...Then we were likely too busy screaming for our lives to hear Sophia speak up." Yusuke said as Sumire spoke up.

"I dunno about that, Yusuke. I was also busy screaming, yet I heard Sophia. I might not have registered what she said at the time, but I did hear her." Sumire pointed out while Haru's eyes widened at Yusuke's remark before she spoke up.

"Hm!?" Haru said as Kusa spoke up.

"I'm sorry, Haru, but your driving might have made us miss out on confirming the location of a Jail. No offense, but you're not allowed near the wheel for a while, if ever. Next time, Makoto can get myself, Goro, or Sojiro to swap with her if she needs a break from driving." Kusa said, getting nods of agreement from the others as Zenkichi spoke up.

"Anyways, that makes things easier. So it's confirmed there's a Jail in Osaka. Now we just need to determine whether Konoe's the Monarch or not." Zenkichi said as Ryuji frowned and spoke up.

"Wait, if you know that much already, why not just cuff his ass right now!?" Ryuji asked as Kusa spoke up.

"You mean besides the fact that we don't have enough solid evidence against Konoe to be able to get a warrant for his arrest?" Kusa said bluntly as Ren spoke up.

"Kusa has a point. We have no proof to be able to make a move against him." Ren said wisely. Zenkichi nodded and spoke up.

"The Amamiya brothers are right. Now, here's the issue. That list only spells out his motives and connections. It isn't solid proof that he's changing hearts. We can't arrest him just on speculation alone. The most we can do is conduct a search, and that's only with his consent. Hell, he could pack up and run if he wanted to. We don't have any legal authority over him. Another thing I noticed was how many high-ranking members of the force were on that list." Zenkichi said as Makoto spoke up with wide eyes.

"You think he's changed their hearts too? To get the police in his pocket?" Makoto said as Kusa scoffed and spoke up.

"To be honest with you, Makoto? I wouldn't put it past either Owada OR Konoe to do that. That's a classic villain strategy- buy and/or ingratiate yourself with the police force so that, to borrow a phrase Shido once used, 'the police are your bitches'. It's crooked as crap, and very unethical, but it's pretty much a fundamental move for pretty much any villain worth their salt." Kusa said dryly, recalling when Goro had told him this same thing some time prior, and how Goro had also been rather disillusioned when explaining it to Kusa. Sumire huffed and spoke up while aiming a halfhearted glare at Kusa.

"Somehow, I'm not surprised you'd find a way to tie that line into that explanation, Kusa. You're lucky it was to make a point, or I'd have had to remind you not to swear around Sophia." Sumire mildly rebuked a suitably sheepish Kusa as Zenkichi nodded approvingly before he spoke up.

"Yeah, I can see why Sakura the younger calls Yoshizawa a mama bear now. That said, Amamiya the youngest's colorful phrasing aside, his explanation does a nice job of pointing out what I also believe to be the most likely case. And from the look of it, it's not just the rank-and-file, either." Zenkichi sad as Makoto winced and spoke up.

"I see. So that's why you called us here, then. Because you don't know who the real enemies are, and you're trying to protect us as best you can." Makoto said as Sojiro spoke up.

"Yep. Seems to me like Zenkichi's wised up and started to get a reality check. We can only hope he woke up and realized the truth in time." Sojiro said as Zenkichi winced and spoke up.

"True. However, without the backup of the higher-ups, my power is limited. The most I can do without being traced is some light investigation. And even then, that might be impossible. If it's the top brass we're dealing with, they might just leak the info and take action before I can lift a finger." Zenkichi said as Yusuke frowned and spoke up.

"So in other words, the police are not our allies." Yusuke said as Kusa spoke up with a scoff.

"And how is that news to us at all, Yusuke? Pretty sure we're used to that by now." Kusa said dryly as Ryuji high-fived Kusa and spoke up.

"Truth, Kusa! Heh, what else is new?" Ryuji asked as Kusa spoke up with a smirk.

"You mean, besides the presence of Shiho, Sophia, Zenkichi, and Sojiro, who we didn't have on the team the last time we went around doing stuff as the Phantom Thieves?" Kusa said rhetorically as Zenkichi groaned and spoke up.

"True, but you guys do realize I'm also a man in uniform?" Zenkichi pointed out as Sojiro spoke up.

"Yeah, but you're one of the few such men we can at least somewhat trust. Whether or not that stays the case is up to you, though." Sojiro said honestly. Zenkichi blinked and spoke up.

"Oh, is that right? Thank you. Anyway, it's obvious that going about this the regular way is out of the question. What we need is something a bit uncanny, and something only you guys are capable of." Zenkichi said as Ren spoke up.

"You want us to change his heart, don't you?" Ren said as Shiho spoke up.

"Heh, is it bad that I thought you were about to ask Zenkichi if he wanted us to torture him?" Shiho said as Kusa smirked and spoke up.

"Nah, that's just how much you've been around Goro, Shiho. And truth be told? Usually his answer to things a lot of the time is either torture and/or murder. I'm not kidding when I say his philosophy literally used to be 'With enough torture and/or murder, anything is possible.' Pretty crazy, but somehow also totally a Goro thing to say." Kusa said with a smirk as Ren nodded and spoke up.

"Yep, that sounds like Goro, all right. But I'd like to think he's mellowed a lot since Haru and him started dating." Ren said as Zenkichi nodded and spoke up.

"You're right, Ren. If Konoe really is a Monarch, we can corner him into a confession." Zenkichi said as Morgana spoke up with a look of realization on his face.

"That's right. We completely overlooked the fact that if Konoe is a Monarch, he likely has a Jail." Morgana said as Makoto spoke up.

"But, even if that's true, won't we need a keyword to gain access?" Makoto asked as Zenkichi nodded with a smile.

"And that's precisely why I had you guys rush over here. I would've included Nanako and Goro, but I have them back at the house keeping an eye on Akane just to cover the chance, however unlikely that it might be, that Konoe and Owada might try something with her to send a message to us.

After all, other than Akane, the only other known allies of ours that aren't with us are the Amamiya brothers' parents. And we know they're safe back in Kukojima, since Owada and Konoe would have to go pretty far out of their way to do anything to them. Plus the fact that Taichi was a former undercover researcher for the Kirijo Group is also some extra points in his and Momoe's favor." Zenkichi said as Ren and Kusa's jaws dropped as they spoke up.

"WHAT!?" Kusa said in shock as Ren spoke up.

"What do you mean Dad used to work for the Kirijo Group!? That's the first I've heard of that." Ren said as Zenkichi spoke up.

"That's because, technically speaking? He's supposed to keep it on the down-low. But the fact that he confided it in myself and Goro, and that I chose to tell you, means he didn't break his word, and you all know now. Also, it turns out he was a mole planted by the Kirijo Group to monitor the lab we were at, since they also sensed something amiss there. However, they pulled him out shortly after deploying him. Something about it being too dangerous to leave him undercover. But anyways, I'll be meeting Konoe at Madicce's company headquarters today." Zenkichi said as Kusa chuckled and spoke up.

"How convenient, Zenkichi. With all this luck, one has to wonder-is it someone's birthday today? Oh, wait, that's right, it is." Kusa said as the others blinked, having briefly forgotten that it was, in fact, Kusa's 20th birthday that day. Ann spoke up to change the subject, though.

"Really? How'd you manage that, Zenkichi?" Ann asked as Zenkichi smirked and spoke up.

"By going about it like a cop. Told 'em we had intel about a possible security leak involving their software. 'We received information about a possible party attempting to hack EMMA,' and so on and so forth." Zenkichi said as Futaba smirked and spoke up.

"Ooh, does somebody need a hacker?" Futaba asked as Zenkichi shook his head and spoke up.

"Not even that, Sakura the younger. I only said it to score me an appointment. At the end of it, I'll suggest he add me on EMMA so 'I can answer any further questions', and we'll have ourselves a keyword. In his mind? I'll be just another pawn for the taking. So, I'm pretty sure he'll take the bait. The moment I get the keyword, IF I get the keyword, I'll send it right over. And that's what I've been meaning to tell you. I hope it was worth the drive." Zenkichi said as Kusa laughed and spoke up.

"Maybe if it'd been myself, Goro, or Sojiro driving, it might have been worth it. But with apologies to Haru? I don't know if that info was worth her driving." Kusa said as Ryuji spoke up.

"Kusa has a point, but never mind that. Wait, if you're gonna hit up their office, that means you're goin' to Osaka, right? Let us come with you, Zenkichi." Ryuji said as Yusuke spoke up with a nod.

"Ryuji has a point. The sooner we enter the Jail, the sooner we can finish this operation." Yusuke said as Zenkichi spoke up.

"That's fair, but there's a chance I might not get the keyword. Tagging along for nothing would be a wasted effort. Besides, doesn't Niijima need a breather? In fact, you all look like you need one." Zenkichi said as Makoto winced and spoke up.

"Can't really argue with that logic, Zenkichi." Makoto said as Sumire smiled and spoke up.

"Nor should you. I know you're eager to solve this, but it shouldn't come at the expense of your health." Sumire said as Zenkichi gave an approving nod to Sumire's words before he spoke up with a smile.

"Exactly. Yoshizawa has a point. I know I haven't been the most reliable at times, but I want you to know, I trust all of you. And I'd like to hope I can eventually earn all of your trust in return. The truth is, you're kind of an invaluable trump card for me. The bottom line is this. If you guys go down, so does everything I've worked for." Zenkichi said as Kusa smirked and spoke up.

"At least you're being honest with us, Zenkichi. And one thing you should know about us? We always make it a point to keep an ace or two up our sleeve, so to speak. Ask Ren about the time we had to make a very risky play to trick our enemies into thinking they'd disposed of him to make them let down their guard if you don't believe me. It was risky as hell, yes, but it worked well enough to let us manage to get in to where we needed to be to be able to go and take down Masayoshi Shido.

Granted, I may or may not have had to put myself on the line at one point to ensure the rest of these guys didn't get snared in a trap during said heart change process, but otherwise, everything went according to plan. Or, to quote a meme Futaba showed me once? 'All according to Keikaku!', which is apparently a big-time anime meme." Kusa said as Zenkichi nodded and spoke up.

"Fair enough. But we can't afford to take too many needless risks here. So that's why I need all of you to be fighting at your best." Zenkichi said as Morgana nodded and spoke up.

"Got it. So that means for now, our job is to wait until further contact." Morgana said as Ryuji groaned and spoke up.

"For real? What the hell, now we gotta wait even more?" Ryuji asked as Zenkichi spoke up with a smirk on his face.

"Oh? You really wanna complain, right when I'm about to tell you the big surprise I have in store for all of you, even though it's only Amamiya the youngest's birthday?" Zenkichi asked as a wide-eyed Haru spoke up.

"Uhh, what big surprise?" Haru asked as Zenkichi merely smirked and handed Ren a slip of paper with an address on it, saying that he reserved the group rooms in the building at this address for Kusa's birthday, and that Goro and Nanako might even join in if they can get away from watching Akane long enough. He mentioned that he considered inviting Akane too, but he only had enough money to reserve rooms for the main group, before sending the group on their way...

(A short time later, at a fancy building at the address Zenkichi had given Ren, with Shiho, Ann, Yusuke, Ryuji, Sumire, Sophia, Ren, Morgana, Haru, Makoto, Futaba, Kusa, and Sojiro)

"No way! Is it really true? This is the spot Zenkichi got us? Am I seeing this right now? Or am I losin' my mind?" Ryuji asked as Ann spoke up in shock, her eyes wide.

"No way, you guys. Do we really get to stay here?" Ann asked as Shiho giggled and spoke up.

"If so, I call dibs on rooming with Ann!" Shiho said slyly as Ann blushed but nodded her agreement as a wide-eyed Futaba spoke up.

"It looks like it costs a fortune to get a room here." Futaba said as Sojiro whispered into her ear.

"Then you're lucky Goro and I hooked you and Kusa up with your own room as a present for Kusa. You're welcome." Sojiro said as Futaba's eyes widened and she hugged Sojiro and nodded. Kusa blinked at this, but decided not to ask, in part since a 'BIP!' from Sumire's phone, which was in Ren's hand, preceded Sophia speaking up before he could even begin to question what Sojiro and Futaba were discussing.

"This is one of Kyoto's fanciest hot spring hotels. A single night averages 40,000 yen per person." Sophia said as Makoto spoke up with wide eyes.

"40,000 yen!?" Makoto said as a slightly wide-eyed Kusa spoke up with a chuckle, hoping he could pass his shock at the price off as casual non-chalance while he spoke.

"Eheh, that's not that much. Pretty sure I've seen Ren buy weapons that cost literally as much as five or six times that amount, if not more." Kusa said, making Futaba smirk as she spoke up.

"You're intimidated by the price too, aren't you?" Futaba said as Sumire spoke up.

"Of course he is, Futaba. I'm pretty sure anyone would be intimidated by that sort of prices for a hotel room. Also, for that price? These rooms better be pretty high-tier. If nothing else, I know what, or perhaps who, I'm gonna do if time allows for it." Sumire said sagely, turning to give a now-blushing Ren a subtle but flirty wink that the others ignored as Kusa spoke up at that point.

"Honestly, Futaba? Yes, I am slightly intimidated by the price of a hotel room here. But I know Zenkichi wanted to treat us all, so we can't really refuse his generosity." Kusa said wisely as Yusuke nodded and spoke up.

"Indeed, Kusa. To be met with such extravagance after our harrowing journey thus far is mind-blowing. Truly, I am unsure how to process it." Yusuke said in awe as Haru spoke up with a nod.

"Good point, Yusuke-kun. He did say he could expense it, but is he sure about that claim?" Haru asked as Ren spoke up.

"Who knows? If I had to guess, Kusa probably helped fund it with all that money he has saved up in chests. Then again, I dunno if he'd splurge this much for something like this, even on his own birthday." Ren said as Kusa dryly scoffed and spoke up.

"Oh, ha freaking ha. Very funny, Ren." Kusa deadpanned as Ren smirked and spoke up.

"And now that I've gotten to successfully bust the birthday boy's balls a bit, let's go!" Ren said happily. Ryuji winced and spoke up.

"I dunno, dude. I mean, it's nice of Zenkichi to do this and all, but I think I'd prolly feel more at home in a Jail." Ryuji said as Morgana spoke up with a grin.

"Well, in any case, we really owe Zenkichi a great big thank-you!" Morgana said as Kusa grinned and spoke up.

"Of course we do. You seem quite pleased with these arrangements, Morgana. And I suppose none of that excitement is over a certain strawberry-blonde roommate of Shiho's that you might or might not have fallen in simp with, and who you were hanging out with before we left Kukojima?" Kusa said with a sly smirk as Morgana blushed slightly and spoke up.

"I-I don't know what you're talking about, Kusa! Besides, is this really something to be discussing around Sumire and Lady Sophia? You saw how protective she got the time I unintentionally hurt Sophia's feelings by saying Lady Ann's smile is better than Sophia's." Morgana said uneasily as Kusa spoke up with a nod.

"Fair enough. But that wasn't a denial, you know." Kusa said slyly. Ren smirked and spoke up.

"Oh-ho, so Morgana is potentially interested in Nanako, then? Interesting." Ren said as Kusa spoke up.

"Yes, but that could end up just being one-sided for all we know, like virtually every other one of his crushes has been thus far. Then again, now that he has a human form, maybe this one might end up mutual?" Kusa said with a shrug as Ryuji spoke up.

"Okay, guys, I guess we're doin' this?" Ryuji said as Makoto smiled and whispered in his ear.

"I hope so. I'm excited to share a room with you. We've been overdue for some special fun time, after all." Makoto said as Ryuji blushed and spoke up.

"What're we waitin' for!? L-Let's get in there!" Ryuji said as Ann nervously spoke up while pumping a fist.

"R-Right behind you!" Ann said as the group headed inside, at which point Ann spoke up with wide eyes.

"Wow! It's just as gorgeous inside!" Ann said as Ryuji spoke up with a dropped jaw.

"Dang, this stuff looks expensive. I don't wanna end up breakin' somethin'." Ryuji said as Yusuke seemingly burst into tears on looking around. Futaba winced at this and spoke up.

"Wow. That's the first time I've seen Inari cry over something other than food." Futaba said as Kusa spoke up.

"True, but that's Yusuke for you, Taba. He's a very sensitive guy like that. That's prolly why Togo was so quick to stake claim to him as her boyfriend several years ago." Kusa said with a smirk. Haru spoke up while looking over at Makoto.

"What do you think, Mako-chan? Doesn't this seem like a great place to relax?" Haru asked as Makoto nodded and spoke up with a closed-eye smile.

"It sure does. I saw a pamphlet mentioning how the hot springs here have a variety of natural healing benefits as well." Makoto said as Futaba smirked and spoke up.

"Oh? Then let's jump in already! C'mon, c'mon!" Futaba said as Kusa laughed and spoke up.

"Sheesh, act like an excited kid some more, why don't ya? We get you're excited, but keep it in check, Taba." Kusa said teasingly as Futaba stuck her tongue out playfully at Kusa, getting laughs from most of the group, aside from Sojiro who spoke up.

"Can you act your age at least once, Futaba? I get you're excited, but still, behave." Sojiro rebuked Futaba before a 'BIP!' from Sumire's phone preceded Sophia speaking up.

"I'd like to 'jump in' this time." Sophia said with a hopeful look on her face. She then turned to Ren and spoke up.

"Hey, Ren. Guide me through the water like you did in Okinawa." Sophia asked as most of the girls winced at the way Sophia had unintentionally phrased her request as Ren spoke up.

"Um, Sophia? You do realize you're a girl, and you're asking me, a guy, to guide you through the water of a hot spring? Even if we ignore the fact you live inside of a phone, there's no way a request like that wouldn't be taken badly. So I'm sorry, but it's not gonna happen. If Sumire wants to guide you through the water, however, that could be arranged, since you're both girls." Ren said with an apologetic look towards Sophia, who spoke up with a frown.

"Why? Did I suggest something wrong?" Sophia asked as Futaba spoke up.

"There's a lot that's wrong. If you're gonna go at all, go with me." Futaba said as Sumire frowned and spoke up.

"Uh, NO. Not happening. She's going with me if she goes at all. With both her luck AND mine? You'd probably try to expose her to all sorts of inappropriate stuff, and that's not going to fly, Futaba. Besides, don't you have better things to do with your time, such as your boyfriend?" Sumire said as Kusa and Ren both blinked at Sumire's unintentional innuendo as the former spoke up.

"Uh, Sumire? You did think about how your phrasing sounded there, right?" Kusa asked warily, even as Futaba turned an appraising look onto Kusa. Ann blinked and spoke up.

"Uhh, actually, are we even allowed to have phones in the bath?" Ann asked as Yusuke shook his head and spoke up.

"No, we're not. There was, in fact, a sign that forbids bringing cellphones inside the bathing area." Yusuke said as Sojiro spoke up.

"Oh, really? I wonder why that would be there?" Sojiro said as he and Ren both turned knowing smirks on to a suddenly-blushing Futaba and Kusa, the latter of which spoke up with a frown.

"First of all, I doubt very much the ban on cell phones has anything to do with us. If anything, it'll be Mister 'I got caught moaning my girlfriend's name by Mom and Dad' over there who is the probable reason that sign's there, or at least people like him, since people probably used their phones to send dirty photos/chats in hot tubs." Kusa pointed out dryly as Ren and Sumire blushed at the tables being turned on them as Sophia pouted and spoke up.

"Aww, man. No fair. But rules are rules. I guess I'll just wait here." Sophia said as Sumire slyly smirked and spoke up.

"You know, we could probably leave Morgana with you, since as far as I know, he hates getting wet. Though maybe his newfound human form might have changed that?" Sumire said with a sly giggle while Morgana frowned and spoke up.

"HEY! Don't treat me like I'm still a cat, Sumire! I can handle the water just fine now! But, I can probably stay with Lady Sophia if she really wants me to." Morgana said as Haru spoke up.

"Or, if Mona-chan really wants to go into the hot springs with the guys, there's always the bath in our room. Once we're done, I'd be happy to take you in the bath there if you like, Sophia." Haru said as Ren's eyes widened and he spoke up.

"As long as all you're doing is showing her around the tub!" Ren said as Sophia cheered and spoke up with a smile on her face.

"Hooray! I'd like that, Haru." Sophia said before turning to Morgana and speaking up with a sly grin on her face.

"Say, why don't you join them too, Meowgana? There's a shower for pets, too." Sophia said as Sumire spoke up.

"Don't tease Morgana like that, Sophia. That's not nice." Sumire rebuked Sophia as Kusa spoke up with a frown.

"Also, quit calling him that name! I told you not to make puns out of his name, Sophia!" Kusa said as Morgana frowned and spoke up.

"What they said. And also? I'M NOT A PET ANYMORE!" Morgana snapped in annoyance, not amused by Sophia teasing him. He then spoke up with a smirk.

"Buuuut, I won't let that stop me from enjoying the hot springs with the guys." Morgana said as a giggle behind him prompted everyone to turn and see a smiling Nanako standing next to Morgana as she spoke up.

"Of course you're not a pet, Morgana. You're way too human, and also han-err, I mean adorable, to be a pet. Ignore Sophia. She's just trying to wind you up." Nanako said kindly to Morgana, who smiled and nodded as he spoke up.

"Hm? O-Oh, right. Good point. Wait, when'd you get here, Lady Nanako?" Morgana asked as Nanako spoke up.

"Not that long ago. Goro took a solo shift so I could come hang with you guys for a bit. Oh, before I forget? Goro asked me to wish you a happy birthday from us both and from Akane, Kusa." Nanako said as Kusa thanked Nanako. Haru smiled and spoke up.

"Well, you're more than welcome to join us, though I'm not sure what we'll do about your rooming arrangements, Nanako-chan. Anyways, after we're done bathing, we can all enjoy some traditional Kyoto cuisine." Haru said as Yusuke spoke up with an almost wistful tone in his voice.

"True. According to the website, dinner is as follows- crab, shabu-shabu, heirloom vegetables, and rice soup. Basically, we're in for a veritable feast." Yusuke said as Kusa blinked at the last thing mentioned before speaking up in an intrigued voice.

"Rice soup, you say? I didn't know that existed? Interesting. I might have to give that a try." Kusa said contemplatively. Futaba spoke up with a frown.

"Huh. First he cries, then he drools. You're a real leaky guy, Inari. Might wanna fix that before Togo-san brings you to bed with her." Futaba said as Ren, Kusa, and Sojiro's eyes all widened as they spoke up in unison.

"FUTABA!/TABA! BEHAVE!" Ren, Kusa and Sojiro all rebuked Futaba simultaneously as the group prepared to go into the hot spring...

(Meanwhile, at around the same time as the group's discussion inside the hot spring hotel, at Madicce's central HQ in Osaka, with Zenkichi)

"Hey there, sorry to bother you. I had an appointment with Mister Konoe." Zenkichi said as he approached the reception desk, making the receptionist in charge look up and give him an apologetic look as he spoke up.

"Hm? Oh, I do apologize, but Mister Konoe is out on urgent business." The receptionist said kindly as Zenkichi's eyes widened at that before he spoke up.

"Urgent business, you say?" Zenkichi asked in confusion as the receptionist smiled at him and spoke up.

"Unfortunately, I don't have any more details. Please come back another day." The receptionist said as Zenkichi frowned and spoke up.

"What? Excuse me, but I was specifically told I could meet him here at this time." Zenkichi said as the receptionist spoke up.

"I'm sure, and I'm sorry for the inconvenience. But you'll have to come back again." The receptionist said as Zenkichi nodded and turned to walk away, but not before muttering to himself as he left the building.

"What's going on here, I wonder?" Zenkichi asked himself as he walked out of the building...

(At around that same time, in the PubSec Director's office, with Kaburagi and two others)

"You called, sir?" Kaburagi asked her boss as she walked into his office with a perplexed look on her face. As she spoke, Kaburagi's boss, or the 'Commissioner General', spoke up with a nod.

"Ah, Commissioner. Right on time. There's a favor I'd like to ask you." The Commissioner General said as Kaburagi nodded before noting the white haired person standing with their back to Kaburagi and her boss, making the former of the two frown as she spoke up.

"And he is?" Kaburagi asked, prompting the white-haired individual to turn around and reveal that they were an intimidating looking man, who gave Kaburagi an appraising glance, almost as if sizing her up. Before the man could speak up, the Commissioner General spoke up for him.

"Why, this is Mister Owada. I'm sure you've heard much about him." The Commissioner General said as Kaburagi nodded her understanding before turning to bow to the now-named Owada as she spoke up.

"Understood, sir. Pleased to meet you, Mister Owada." Kaburagi said politely as Owada spoke up with a frown on his face.

"Pleasure's all mine, Commissioner Kaburagi. I've heard much about you myself. The Commissioner General here tells me you do a marvelous job." Owada said smoothly as Kaburagi gave Owada a skeptical look, her only verbal response being a curt 'Hm.' as Owada looked her in the eyes and kept speaking as he walked over to stand by the Commissioner General.

"Now, I hear you're after the Phantom Thieves? Apparently, they're the culprits behind the 'Change of Heart' epidemic we've been hearing so much about." Owada said as Kaburagi winced at this and spoke up.

"Um, we still lack concrete proof of that, actually." Kaburagi said as Owada spoke up with a dismissive tone in his voice.

"Oh? Well, I'm sure you do. But my source just provided me with some info that could turn this case on its head. Recently, these 'Phantom Thieves', as they call themselves? They tried hacking one of the biggest virtual assistant programs this nation ever produced." Owada said as Kaburagi blinked at this and spoke up in shock.

"Are you suggesting they tried hacking EMMA?" Kaburagi asked, a slight frown on her face as if struggling to believe what she was hearing. Owada nodded and spoke up.

"Yes, that's the one. My source tells me they're looking to steal people's information, and not for conventional reasons. First, they get all the dirt on you. Then they make you 'confess' whatever they feel is convenient for them. That's what this epidemic is." Owada said as Kaburagi internally sputtered a bit in spite of herself, having heard testimony from Hasegawa recently that directly contradicts Owada's claims. However, on the outside, she merely gave off a submissive 'hmph' of agreement, as if agreeing with Owada. Owada, for his part, gave Kaburagi a serious expression as he kept speaking, a look of concern now plastered onto his face.

"I'll have you know I take my position very seriously. The future of our great country is at stake. And I'll be damned if I let some two-bit terrorists run around thinking they're the ones in control. They must be arrested immediately, for my own peace of mind, as well as that of the people." Owada said as Kaburagi turned from Owada to the Commissioner General as she spoke up in confusion.

"Commissioner General, level with me. What is this really about, sir?" Kaburagi asked. The Commissioner General looked at Kaburagi and spoke up.

"It's just as it sounds. Our legislators have decided that the Phantom Thieves can no longer run round unchecked. And we, as protectors of the law, simply wish to do what's right and assist them. More to the point, there's also the matter of the next election, which I hope to take part in. I'm sure you catch my drift, Commissioner. Heheh." The Commissioner General said with a chuckle. Kaburagi winced at what she was hearing, but knew she had to keep her disgust at the two men before her in check for the time being as she spoke up with a barely-concealed look of disgust on her face that she attempted to pass off as a wince.

"I get it. You'd like some achievements under your belt." Kaburagi said bluntly as the Commissioner General chuckled again and spoke up.

"That's being very blunt about it, don't you think, Commissioner? But yes, you're right. As a matter of fact, I would." The Commissioner General said as Kaburagi spoke up, looking slightly skeptical as she spoke.

"I see. So am I to understand you want the Phantom Thieves arrested, and the epidemic ended, without any proof?" Kaburagi asked as Owada sneered and spoke up.

"That's correct, Commissioner Kaburagi. Furthermore, you're also to understand that coming up with proof is part of your job." Owada said dryly, with a tone that left little to no room for argument. Kaburagi frowned at this, giving a quiet 'mm' of recognition to Owada's words as Owada kept speaking.

"I've already discussed this with Mister Konoe, the CEO of Madicce. If anyone has the right to help us in this matter, it's him." Owada said as Kaburagi spoke up, seeing a problem with the plan that Owada and the Commissioner General had laid out.

"You might not like to hear this, Mister Owada? But it's too soon. You see, what we call a 'Change of Heart epidemic', the public calls justice. They believe the Phantom Thieves are exposing society's evils. Suddenly apprehending them would only cause backlash. We should at least investigate whether they are really blackmailing and-" Kaburagi said as the Commissioner General cut her off by speaking up, the next words to come from his mouth surprising her.

"They'll be charged with murder." The Commissioner General said as Kaburagi blinked and spoke up.

"Oh? Murder, you say!?" Kaburagi asked in surprise. The Commissioner General nodded and spoke up.

"Correct. A body was found in Okinawa, at a research center for artificial intelligence. The victim was leading EMMA's development. Once the Phantom Thieves discovered how to penetrate the system, they murdered the poor man." The Commissioner General said, making Kaburagi frown, recognizing the body in mention as the one that Hasegawa had mentioned in his previous reports, making her sigh as she nodded her acceptance of the Commissioner General's words. Owada saw the understanding cross Kaburagi's face and spoke up with a thin smile.

"Now do you understand? Our country is in the midst of a burgeoning crisis." Owada said as Kaburagi gave him a hesitant look. But before she could question what he meant, the Commissioner General saw her hesitation and spoke up, deciding to sweeten the deal a bit for Kaburagi, so to speak.

"Heh, I almost forgot. There's something in it for you too if you help us. How'd you like to call yourself Senior Commissioner?" The Commissioner General said as Kaburagi blinked at this and spoke up.

"I'm sorry? Did you just say 'Senior Commissioner', sir?" Kaburagi asked in surprise as the Commissioner General nodded and spoke up.

"That's correct, Commissioner. You'll be on top of the entire force. I'm sure you won't be found wanting." The Commissioner General said as Owada nodded his agreement and spoke up.

"He's right. The offer's on the table because we know you'd be right for the job." Owada said as Kaburagi winced, realizing she'd found herself stuck between a metaphoric rock and an equally metaphoric hard place. As she mulled the offer over, she gave a quiet 'hmm' to indicate she'd heard what was said. After seeming to debate for a moment, she nodded and spoke up.

"Very well, sir. Then I'll make it happen. If you two are giving the orders, then there's nothing more to question." Kaburagi said, leaving the 'regardless of how I might feel about all this' part of her response unspoken, making the Commissioner General smile approvingly at Kaburagi's response before chuckling as he spoke up.

"Ah, well said. I knew you'd make the wiser choice." The Commissioner General said as Owada gave Kaburagi an approving smile and spoke up.

"Ah, so the rumors were true. You really do show discretion. Perhaps you could reach Commissioner General someday, and on just your merit at that. Ahh, I'm sure you'll do fine." Owada said as Kaburagi frowned, having to swallow back the revulsion she felt being in the same room as these two men, but forcing a thin smile on her face as she spoke up, knowing she had to walk a fine line for now for her own sake as she spoke.

"I see. Thank you for the vote of confidence. If that is all, please let me assure you both that the task is in capable hands." Kaburagi said as both Owada and the Commissioner General nodded approvingly and left the room, making Kaburagi sigh to herself once the two were out of earshot.

"Ahh, what have I gotten myself into? Heh, it seems that Hasegawa had a point with his previous words. In the end, we're nothing more than obedient dogs that are trained to do little more than follow orders. Furthermore, we've been conditioned into barking, so to speak, only at those we've been ordered." Kaburagi said derisively as she pondered the enormity of the task she'd been given...

(Later that night, back at the hot springs hotel, in the guys' side of the hot springs, with Yusuke, Kusa, Ren, Morgana, Ryuji, Sojiro, and Goro)

"Ooh, that's great. Agh, that's glorious. Oh yeah, that's the spot. Yep, this place is definitely heaven, am I right?" Ryuji said, grinning as he relaxed in the hot springs. Kusa, for his part, nodded and spoke up as he leaned back on the rock he was sitting against, ignoring that Ren and Morgana were next to him as he leaned back.

"Yep, hot springs are the best. Just the right heat to really relax the body, but not so hot as to exceed one's heat tolerance, am I right Ren?" Kusa said as Ren nodded before Yusuke spoke up with a smile.

"Ahh, the water is indeed divine. We must absorb all the healing energy we can." Yusuke said as Sojiro smirked and spoke up.

"True. This place is said to be loaded with healing energy, according to some locals I spoke to on the way here earlier." Sojiro said as Goro spoke up.

"Indeed. Luckily for both myself and Nanako, Akane insisted that we both come down and join you guys for a soak. She claimed she'd be fine since she was gonna lay down for the night, so we're good to join you all for now. Not that I hear some of us complaining, eh Morgana? You seemed pleased enough when Nanako surprised you earlier." Goro said with a sly grin as Morgana blushed and spoke up.

"T-That's-Shuddup! I guarantee you your reaction would've been no better if it'd been you in my shoes and it was Haru doing the surprising instead of Nanako." Morgana said with a childish pout, getting chuckles from both Sojiro and Kusa as Ren spoke up with a smirk.

"Y'know, you're among friends, Morgana. You don't have to be so embarrassed. It's not a crime to find a girl attractive, after all. Besides, unlike the last few times you've liked a girl, this time you actually have a human form. So I feel like you have nothing to lose if you wanted to take a shot with Nanako." Ren said encouragingly to Morgana as Goro chuckled and spoke up.

"True, except for the part where he potentially breaks poor Sophia's heart and the rest of us have to hurry up and hide the weapons so Sumire can't potentially try and murder Morgana in retaliation. And before you go to say she wouldn't do that Ren, let me remind you she actually threatened to throw both Ryuji AND Yusuke out of windows of moving vehicles at different points while being protective of Sophia, so I'm sure there's not much of a limit to how far she'd go to defend those she cares about." Goro said as Ren swallowed the remark he'd been about to make about Goro slandering Sumire with his lies and spoke up.

"Okay, that's a fair point, Goro." Ren said as Ryuji spoke up.

"Heh, as fun as it is hearing us get along, y'know? I kinda hope Zenkichi is all right. That man works too hard sometimes." Ryuji said sagely. Yusuke nodded and spoke up.

"Agreed. Sure, he seems to have his own agenda, but Zenkichi is more dependable than he seems at first glance. I, for one, am willing to take him at his word." Yusuke said, getting approving nods from both Sojiro and Kusa as Morgana spoke up.

"True. But given how hard Zenkichi's working, I dare say that we won't be waiting long. Once he gets Konoe's keyword, we spring into action. So you all need to be ready at a moment's notice." Morgana said as Ren smirked and spoke up.

"Chill, Morgana. I'm always ready, little bro." Ren said with a smile as Morgana spoke up with a smile of his own.

"Ignoring that you called me 'little bro', since I am technically younger than you, that's the spirit! I knew I could count on you, Ren!" Morgana said as Kusa smiled and opened his mouth to praise how well Ren and Morgana were getting along, only to snap it back shut as he heard a familiar voice reach his and the other guys' ears.

"-Wow, it's so huge! And look how it's laid out!" Ann's voice reached the others as Yusuke blinked and spoke up.

"Hmm?" Yusuke said, mirroring the confused looks the rest of the guys exchanged as another familiar voice could be heard while the camera panned over to show, from left to right, Sumire, Makoto, Futaba, Haru, Ann, Shiho, and Nanako, with Haru being the next to speak up.

"Umm, could this be a mixed bath? Maybe that's why it's so empty." Haru's voice reached the guys ears before being replaced with Makoto's.

"From what I saw, it switches every so often. After eight o'clock, it's women only." Makoto's voice reached the guys ears as Goro and Kusa exchanged horrified looks as they both realized what must've happened. But before either of the two could voice their realization, Makoto's voice was heard again.

"As such, the doors on the men's side would've automatically closed." Makoto's voice was heard before Sumire's voice briefly replaced it.

"True, but I think the operative words in your last sentence would be 'should've', Makoto-senpai." Sumire's voice said as Nanako's voice was heard next, giggling as she spoke.

"Good point, Sumire. But it's not like we can go over there to ensure those doors are locked. After all, the two sides are pretty well separated by a wall, right?" Nanako pointed out as Shiho's voice was then heard.

"That's how I understand it, Nanako. But maybe Futaba can confirm for us if that's the case or not?" Shiho said as Haru's voice was heard.

"Perhaps. But more importantly? If Mako-chan's right, then I guess it's all ours." Haru said as Futaba's voice was the next to be heard.

"Sweet! I'm gonna boil myself like an egg!" Futaba said as the camera panned back over to the guy's side, where Ren was seen peeking around the corner, having drawn the short straw and being stuck on lookout duty for the guys as Ryuji spoke up with his eyes widened in horror.

"Ohh, crap. You gotta be shittin' me. Why the hell are they here!?" Ryuji said as Kusa spoke up.

"Wish we were, but I'm afraid we shit you not, Ryuji." Kusa said as Ren smiled at the throwback to a line Kusa had used when he and Ren first met Ryuji. Yusuke frowned as he spoke up to voice what both Goro and Kusa had previously realized.

"We must've entered right when the time allotment switched. What're the chances of that?" Yusuke said as Kusa spoke up with a frown.

"With Ren's luck? Better than you'd think. But never mind that. We need to get the hell out of dodge, and fast. If we get caught here, I shudder to imagine what the girls would do to us." Kusa said in a very dry yet no-nonsense tone as Sojiro nodded and spoke up.

"True. No shot they'd buy we were unlucky enough to get in right before the allotment switched." Sojiro said as Goro frowned and spoke up.

"Not to play devil's advocate here, but wouldn't it just be faster to tell them we're still here and that we'll be out of their hair in a bit, since we didn't know it was so close to the time allotment?" Goro asked as Ren nodded and spoke up.

"Goro has a point. We should let them know what happened. What's the worst that they could do?" Ren asked as Kusa scoffed and spoke up in a strangled whisper, trying not to let the girls hear.

"Do you REALLY want me to answer that, Ren!? Trust me when I say it wouldn't be pleasant for any of us. And Goro? Maybe if it was just Haru and Taba, that might fly. But I heard both Makoto's voice AND Shiho's just now. And those two do NOT pull punches. No shot they'd be in the mood to hear us out. If they catch us, we're all screwed." Kusa said as Goro nodded and spoke up.

"Fair point. Even so, we have to try and hope the guy's side doors aren't locked like Makoto claimed they are." Goro said wisely as Sojiro and Kusa nodded their agreement before Ren spoke up.

"Fine. If we can't let them know, then clearly we need to leave now." Ren said as Yusuke winced and spoke up with a shake of his head, having peeked further around the corner and spotted the girls gathering by the edge of the hot springs, clad in only towels.

"No, it's too late. They're already here." Yusuke said as Sojiro spoke up.

"We don't know that until we try, Yusuke. Also, I think Ren meant leaving through the doors on the guys' side." Sojiro pointed out wisely. Morgana frowned and spoke up in a low whisper.

"Calm down, boneheads! Our honor is at stake here! As noble thieves, and as gentlemen, we need to vanish without a trace." Morgana said as Kusa scoffed and spoke up.

"What honor? That went out the window the instant we decided not to let the girls know we were here, Morgana. Our best bet now is trying the doors on the guys' side and hoping they budge." Kusa said as Goro nodded and spoke up.

"I agree with Kusa. And Morgana, since when are all of us gentlemen? I'll give you that's true for most of us, but can you honestly say with a straight face that Ryuji's remotely close to being a gentleman? Or Yusuke, for that matter?" Goro pointed out dryly, ignoring the offended glares he got from the males in question. Sojiro spoke up.

"That is true, but is now the time to argue over that?" Sojiro asked as Morgana nodded and spoke up.

"Sojiro's right. Failing here means certain death. Ren, let's begin the operation!" Morgana said as the guys began stealthing towards the guy's side doors. As they did so, the camera panned back to the girl's side, where from left to right, Sumire, Futaba, Nanako, Ann, Shiho, Haru, and Makoto were shown relaxing in the water together, only visible from the shoulders up. At that point, Ann spoke up with a closed-eye smile.

"Mmm, the water feels so good!" Ann sad happily as Futaba smiled and spoke up.

"Ahh, I could stay here forever if I was able to. Although, if I did that, I think I'm gonna melt." Futaba said as Sumire spoke up with a nod.

"Good point, Futaba. The water here feels great." Sumire said with a nod as Shiho and Nanako both nodded their agreement, the latter speaking up.

"Yeah, I'd almost forgotten how nice hot springs can feel. Then again, to be fair, the last time I went in one was when I was seven, with my big bro and his friends. Ahh, those were fun times." Nanako said with a content smile as Shiho spoke up.

"True. I think the last time I personally went to a hot spring was when Ann and I went to one together during the school trip when we were both second-years in middle school. Remember that trip, Ann? That was the trip where your towel slipped off a bit and I had to step in front of you so no one could see while you fixed it so you were decent." Shiho said with a fond giggle as Ann blushed at the memory Shiho had brought up. Before anything further could be said, a cluttering sound was heard nearby, as if something had been dropped, making Makoto frown as she spoke up.

"Wait. What was that just now?" Makoto asked as Haru spoke up with wide eyes.

"Could that sound mean what I think it does? Is somebody here!?" Haru asked as the girls exchanged wary looks before getting out and forming a wall around the girls' side doors as a precaution, though Makoto and Haru gasped when they caught Ryuji trying to go out the guys' side doors, unaware that the others had all managed to escape through the same doors in mention prior to them catching Ryuji, who'd accidentally tripped on a rack and caused it to hit the ground, hence the sound the girls heard before. Once he realized he'd been caught, Ryuji nervously chuckled, still unaware that the other guys had ditched him and gotten out safely.

"Ohh, umm, this is awkward, isn't it? Eheh, ehehehe, my bad?" Ryuji said as Haru's eyes narrowed in distrust before she spoke up angrily.

"What the!? Were you here peeping?" Haru asked warily, Makoto, Futaba, and Ann all helping her stare down Ryuji while Shiho, Nanako, and Sumire all had slipped out the girls' doors to check the building for the other guys. Makoto frowned at her boyfriend before she spoke up.

"Explain yourself, this instant!" Makoto snapped at Ryuji, who frowned at his girlfriend's usage of 'yourself' before turning and seeing that the other guys had actually managed to get out through the guys' side doors, which had in fact not closed automatically, making him swear a blue streak in his head for not trying those doors. Ann frowned at Ryuji and spoke up.

"Yeah, you perv!" Ann said as Futaba nodded her agreement.

"Ann's right! You're a double, no, a quadruple perv!" Futaba said as Ryuji winced at the anger aimed at him. Ryuji spoke up and tried to defend himself.

"Wha-? W-Wait! It ain't what ya think! See, the bath time changed right after we got in! Sure, I'm the only one that got caught, but that's besides the point! Clearly, this is just a, what's the word? Oh, right! This is just a misunderstanding. Please believe me! There wasn't time to call out before you got in and joined us! Also, we were not here to peep. We came to enjoy the springs, the same as you. And in any case, this was all an accident." Ryuji said as Makoto frowned and spoke up.

"I don't care what you say, Ryuji! There are no excuses for something like this!" Makoto said as the screen cut to black before the sounds of fists were heard all while Ryuji cried out in pain as Makoto's voice rang out.

"FIST! OF! JUSTICE!" Makoto said, posing like a badass while somehow not losing her towel despite helping to punish Ryuji. Afterwards, she turned to the other girls and spoke up.

"You three go help the other girls see if the rest of the guys are around here somewhere. I'll deal with Ryuji myself. No way he was the only one that was here, despite his claims." Makoto said as Ann, Futaba, and Haru nodded, going after the other girls while Makoto was left alone with Ryuji, who was dazed. As he spoke up, he groaned in pain.

"Yep...this is heaven all right." Ryuji said dazedly as Makoto looked down and helped Ryuji up, giving him an apologetic look as she spoke up.

"Are you okay? I'm sorry for roughing you up so much, but you have to learn that things like this are not only not okay, but a total invasion of women's privacy. I get it wasn't on purpose, but even so, that doesn't change what you did. But I will admit I could've handled that better. So as my apology, allow me to make it all feel better." Makoto said with a sly smile as all Ryuji could do was blink in confusion as Makoto leaned down to kiss him before leading him by the hand back to the hot spring water, where the last thing seen before the camera panned away was Makoto leading Ryuji into the water before the camera panned to a shot of two towels flying on to the dry part of the springs...

(Around that same time, in an unknown part of Osaka, with Zenkichi)

As Zenkichi stood on a bridge not too far from Madicce's HQ, Zenkichi sighed to himself, still in shock at how big of a bust his attempt to get Konoe's keyword had proven to be. Zenkichi then frowned as he spoke up to himself, unaware of the silver-haired man and auburn-haired female in the nearby crowd as he spoke.

"Well, that was a fine waste of time. Now what am I gonna tell 'em if they ask about Konoe's keyword? I don't get it, though. I know I had an appointment today. Ugh, what kinda jerk ducks out on the police?" Zenkichi grumbled, but his musings were interrupted by the sound of a nearby TV, where a newscaster's voice could be heard.

"We have some breaking news." The newscaster said as Zenkichi blinked and spoke up.

"Huh?" Zenkichi said as he turned towards where he'd heard the newscaster's voice, looking over in time to see a newscast come on a nearby TV. Everyone else in the crowd, including the previously mentioned couple, turned to listen as the newscaster's voice was heard once more.

"Earlier today, Akira Konoe, better known as the CEO of Madicce, held an emergency press conference to deal with what he claimed was a 'pressing matter'. And during that conference, he announced that EMMA, the company's latest virtual assistant, will cease service for the time being." The newscaster said as Zenkichi frowned and spoke up.

"What?" Zenkichi said as he walked closer to the TV, missing the look that the silver haired male and auburn-haired female exchanged as the former spoke up.

"Isn't EMMA the same app that those locals were pressuring us to install back on Okinawa, dear?" The silver-haired male asked as the auburn haired female nodded and spoke up.

"That's right, Sen-err, I mean honey. But you said it was too sketchy and not to trust it. Might have been a good move on your part. But let's see what this Konoe has to say for now, yeah?" The auburn-haired female said as the silver-haired male nodded before they turned to the TV in time for Konoe to show up on screen and speak up.

"First, let me start by addressing our users, and apologize for any inconveniences that may affect you. EMMA's servers were indeed hacked. That much has been confirmed. Even more regrettable is the fact that some of our personal data was leaked in the attack. For that, I am deeply sorry. As a company, we understand how valuable your privacy is, and have taken appropriate measures to remedy this breach.

And that's why our company is suspending all instances of EMMA until further notice. As for who was behind this horrendous attack that required such extreme measures to be taken? It was the Phantom Thieves, the very same terrorists causing all sorts of mayhem as of late." Konoe announced, making not only Zenkichi, but the stunned couple watching nearby, to go wide-eyed in shock as Zenkichi spoke up in surprise.

"WHAT!?" Zenkichi said as Konoe kept speaking as if he hadn't been interrupted.

"And in addition to their already known list of heinous crimes, they've even murdered one of our very own, all to steal his research. And from, they had everything the needed to break through EMMA's defenses." Konoe was heard saying as Zenkichi sputtered and spoke up.

"What the hell? Murdered!? That's bullshit!" Zenkichi said. Near him, the couple watching the broadcast exchanged worried looks as the auburn-haired female spoke up.

"Phantom Thieves? Where have we heard that name before, again?" The auburn-haired female said as the silver-haired male spoke up.

"Kirijo-san briefed us on them a few years ago when they were first active. Remember? They were the group of masked heroes who brought down Masayoshi Shido, among other high-profile people whose hearts they changed with their actions. Sure, there was that small controversy surrounding the death of a corrupt CEO that nearly turned the public against them.

However, that only served to set up for the rumors that spread about the apparent suicide of their leader to give them enough momentum to start a comeback rally that apparently allowed them to turn the tables on Shido and expose his corruption, even managing to make him confess his own crimes with his own mouth. I think I recall they leaked the leader's identity back then, but I don't recall the name that was given. But now that I think about it, wasn't one of their listed allies that Suzui-san woman that Dojima-san allowed Nanako to stay with?" The silver-haired male asked as the auburn-haired female nodded and spoke up.

"Good point, dear. But at the same time, do you think it's possible that these 'Phantom Thieves' could be Persona-users like we are? I know it's been a few years since we had to use ours, but I know we can still do it. Don't you agree, Yu?" The auburn-haired female said to the silver-haired male, now identified as Yu. Yu, for his part, nodded and spoke up.

"You have a good point, Rise. But good point or not, if what Konoe-san says is true, then we might have allowed Nanako to end up in a dangerous group through our poor handling of the hotel room we booked for her during our time in Kukojima. I'm still smarting from the reaming we got from Dojima-san for that, too. Remind me not to let Nanako have a hotel room to herself anymore, yeah?" Yu said to the auburn-haired female, now identified as Rise. Rise nodded and spoke up.

"True. You do realize what this means if what Konoe-san says is in fact true, right Yu?" Rise said as Yu nodded and spoke up.

"Yep. We might have to get the old crew together and go save Nanako from these Phantom Thieves if necessary." Yu said as Rise frowned but nodded as she spoke up.

"True, but I'd rather not have it come to that, if it can at all be avoided. After all, we're all enjoying our lives these days. Between Chie-san finding success as a beat cop, much less a beat cop who just so happens to be Dojima-san's partner, Yukiko-san managing to get into a good groove as the manager of the Amagi Inn, Kanji-kun doing a good job running Tatsumi Textiles, Yosuke-kun managing to do good things as the new manager of the Inaba branch of Junes after his father's unlikely retirement last year, which shocks me still.

And we're not even getting into Teddie managing to finally get a girlfriend in the least likely form imaginable, not to mention Naoto-kun achieving success as an operative with PubSec, after they re-branded from their old name of Public Safety, to say nothing of you being approached by PubSec to join the force as Naoto-kun's partner and my bustling career as an idol, we've managed to build pretty niche lives for ourselves. I still can't believe that guy who recruited her to investigate the Kirijo Group several years ago during the events of the 'P1 case', as we've taken to calling it, recommended her to take his old job after he got promoted to the rank of Inspector." Rise said as Yu nodded and spoke up.

"Good point. And you left out the part where Labrys keeps in pretty close contact with Yosuke, which I know for a fact he's thrilled by. He might not admit it, but I can tell he's kinda got a thing for Labrys. Sure, it's odd, given he's a human and she's a robot, but if we can make friends with a Shadow turned human, and a goddess turned human, and those two can find happiness with one another, then I don't think Yosuke and Labrys potentially getting together is that odd by comparison." Yu pointed out wisely before smirking as he continued to speak.

"Besides, happy lives or not, we all agreed when we disbanded the Investigation Team before that we'd always be ready to leap back into action at a moment's notice, so I doubt they'd argue much if I were to call them all back into action. Besides, I think we're overdue to discuss the idea of inducting Labrys into our ranks anyways. Sure, she's with that group that Kirijo-san formed, but I doubt they'd object much to letting her be their representative among the Investigation Team's lineup if we asked." Yu said as Rise smiled and spoke up.

"That's fair. Let's keep listening to the conference before making any further plans, yeah?" Rise said as Yu nodded before Konoe's voice was heard once more.

"-And it seems like we're the latest victim in what appears to be a string of related incidents. Moreover, there are several other cases in which these criminals stole information and used it to harass their victims. If the Phantom Thieves are somehow listening, I have a word for you cold-blooded killers. If you are listening, please heed my words. We will NEVER succumb to your threats! Not me, not my company, and damn sure not EMMA! You claim to want justice, yet you steal precious data and leave our finest for dead. I can't wait to see the day you're punished!" Konoe said with a glower on his face as the newscaster spoke up once more.

"-Well, that was certainly an emphatic response by Mister Konoe, wasn't it? And that sums up the press conference. The police have been notified regarding this case, and are looking to arrest the Phantom Thieves as soon as possible." The newscaster said as Zenkichi heard some disgruntled people speak up in the crowd.

"Gah! Now you dunnit, Phantom Thieves! Ya goofed up big!" A male in the crowd said as a female then spoke up.

"They really went an' bumped a guy off?" The female asked as another male spoke up.

"Dammit! Ya just had to go and ruin EMMA too!" The second male said as Zenkichi frowned and spoke up.

"Huh? The hell is going on around here? Why is everyone-?" Zenkichi said before his eyes widened in realization as he spoke up.

"Oh, shit!" Zenkichi said as he went to dial the group's phones, only to get no response, making him growl in annoyance as he spoke up.

"Ugh, dammit! Why is no one picking up!?" Zenkichi said before using his phone to start a private chat with Ren, Morgana, Ryuji, Ann, Yusuke, Makoto, Haru, Futaba, Goro, Kusa, Sophia, Sojiro, and Shiho, the latter of whom had recently swapped contact info with Zenkichi before the group left Okinawa.

"Are you guys okay? Hurry up and get the hell outta there!" Zenkichi said as he put his phone away before checking for a response, swearing as he did so.

"Son of a-!" Zenkichi said while racing off to try and stop the Phantom Thieves from charging headlong into an ambush...

(A short time later, outside the hot springs hotel in Kyoto, with Kaburagi, Zenkichi, and a SWAT team)

As night fell on Kyoto, a swarm of officers clad near enough head-to-toe in blue and black riot gear converged on the perimeter of the hot springs hotel. As a large swarm of officers formed up, many of whom even wielded riot shields, one of the officers walked up to the scowling Kaburagi, who'd been tasked with overseeing the operation currently underway, and saluted her while speaking up.

"Ma'am! Entry secure!" The officer said as Kaburagi nodded to them and spoke up. As the man ran back to his group, the camera briefly panned to the fleet of vehicles the officers had poured out of, one of which clearly had the word 'S.W.A.T.' in bold lettering on the side of it. Afterwards, the camera panned back to Kaburagi, who was scowling as she heard a familiar voice speak up while panting, as if they'd ran all the way there.

"Commissioner!" Zenkichi said as Kaburagi frowned at Zenkichi and spoke up.

"Hm? Ah, Hasegawa. You're late." Kaburagi said coldly as Zenkichi finished catching his breath and looking around in confusion at the sight of the gathered SWAT team. As he took the sight in, he winced, realizing Kusa had been right before when he said the time might come where Zenkichi would have to make a tough choice. Zenkichi then sighed and spoke up.

"Maybe so, Commissioner. But you know this case isn't solved yet." Zenkichi said before frowning as he kept speaking.

"And Commissioner? I thought I told you at Okinawa. The Phantom Thieves have absolutely nothing to do with the Change of Heart epidemic. Ugh! So how can something like this happen?" Zenkichi asked as Kaburagi turned to face Zenkichi with a scowl and spoke up.

"It's just as Mister Konoe stated, Inspector. The Phantom Thieves are under suspicion for hacking into EMMA and murdering the director of Madicce's research center." Kaburagi said as Zenkichi frowned at how clearly Konoe had most of PubSec in his, or more likely Owada's, pocket. Zenkichi then growled and spoke up.

"Ugh. And you're going to take him at his word!? Where's the proof of any of this? Be honest, do you think they'd ever sink so low as to murder? That director had died before they even-" Zenkichi said as Kaburagi cut him off with a stern look on her face as she spoke up.

"Oh? Correct me if I'm wrong, but it would appear that you seem awfully concerned about a group of criminals, Inspector Hasegawa." Kaburagi rebuked Zenkichi as he winced and spoke up.

"Ergh, you're not wrong, Commissioner." Zenkichi said as Kaburagi frowned and spoke up.

"Inspector, have you forgotten that they've been our leading suspects from the start? Put your feelings aside and focus! We cannot let these crimes go unpunished. What's more, I'm under direct orders from the Commissioner General. Disobedience is not an option." Kaburagi said as Zenkichi's eyes widened at the implications of Kaburagi's words and he spoke up in shock.

"The Commissioner General? What does he have to do with ANY of this? Don't you sense something wrong here!? There has to be more to it-" Zenkichi said as Kaburagi cut him off with a cold look and spoke up.

"Oh? Like when your wife died?" Kaburagi pointed out as Zenkichi recoiled as if struck by Kaburagi's mention of his dead wife.

"Agh! Mmm." Zenkichi said, unable to offer a response to that. Kaburagi gave Zenkichi a sympathetic look as she spoke up.

"I thought I told you back then. This organization is as rotten as it is immense. One cannot simply bend it to their will. Now, if you want to follow justice, learn to exercise restraint." Kaburagi rebuked Zenkichi, who groaned, but couldn't refute her words. Kaburagi kept speaking, knowing she had Zenkichi where she wanted him.

"And besides, you made a vow, Inspector. You vowed that to stop any atrocity, you would endure any hardship. So endure for now, Inspector Hasegawa. I promise you, your time will come." Kaburagi said as Zenkichi sputtered and spoke up.

"But they're not even-" Zenkichi said as once again, Kaburagi cut him off by speaking up.

"Once I'm at the top, I will bring the corrupt to their knees. Let my justice be your justice." Kaburagi said as Zenkichi winced and spoke up.

"Dammit. They're not even criminals, Commissioner! They're just young adults!" Zenkichi said as Kaburagi gave him an unconcerned frown and spoke up.

"I've already made myself clear." Kaburagi said as Zenkichi growled and spoke up.

"Commissioner, listen to me!" Zenkichi said as he flashed on various past conversations he'd had with the group.

(Flashback 1- during the conversation that was had prior to Hyodo's calling card in Sapporo)

"I get it. You're saying that the world isn't neatly divided into good and evil. But that won't stop us from fighting." Makoto had said...

(Flashback 2- during the night that the Phantom Thieves crashed in Zenkichi and Akane's house in Kyoto)

"If someone is suffering, it's only right to provide aid when possible." Yusuke had said...

(Flashback 3- during the raid on the empty research lab in Kukojima after the Okinawa Jail)

"He seems like he's fittin' in better, too! Whaddya say, feel like you're a real phantom thief now?" Ryuji had said...

(Flashback 4- on the drive back to Kyoto, in the Ferrari)

"I want you to consider this, Zenkichi. If and when the day does come when you have to potentially put everything on the line, can you honestly look yourself in the mirror and say without any doubt that you have the courage to do the right thing, no matter what the consequences of said right thing wind up being? If nothing else, ask yourself this: What would Akane think of the decision you end up making in that instance?" Kusa had asked Zenkichi...

(End of flashbacks, back in the present with Zenkichi, Kaburagi, and a SWAT team)

"Ngh, this isn't right." Zenkichi said as Kaburagi sighed, seeing the hesitation and conflict in Zenkichi's expression. Kaburagi then spoke up.

"Let me handle this. I believe you have a daughter who needs you." Kaburagi said as Zenkichi's eyes widened, flashing back to Kusa having asked him to consider Akane's feelings when making his choice if the time came to make a difficult choice. Zenkichi spoke up with wide eyes.

"Oh! My daughter, you say? That's true, I do have Akane to consider." Zenkichi said as he had one more flashback...

(Flashback, about five years prior, at the funeral of Zenkichi's wife/Akane's mother, by the grave of the deceased)

"Why, Dad!? Why don't you even listen to me!? You know who the real bad guy is! AREN'T THE POLICE SUPPOSED TO DO WHAT'S RIGHT!?" Zenkichi recalled a then 12-year old Akane saying to him as they'd gathered to say farewell to their deceased loved one...

(Back in the present, with Zenkichi, Kaburagi, and the SWAT team)

"Akane, you're right. What am I doing? Am I still just being a coward who's too afraid to do what's right?" Zenkichi said to himself as Kaburagi turned to the SWAT team and spoke up.

"It's time. Everyone ready? All units, move out!" Kaburagi addressed the SWAT team. At that point, Zenkichi frowned, knowing what he had to do. Before he did it, he had one thought go through his mind.

"Akane, no matter how this turns out, please forgive me for risking it all like this." Zenkichi thought to himself before he spoke up.

"Hold it!" Zenkichi said as he ran up to the door of the hot springs hotel and spoke up.

"Run for it, you fools! RUN FOR IT! ALL OF YOU! SAVE YOURSELVES!" Zenkichi called out, making the decision to protect the group above himself. The SWAT team all exchanged shocked looks, not expecting Zenkichi to assist the escape of criminals. Kaburagi scoffed at Zenkichi's decision and spoke up.

"Idiot, what are you doing!? Zenkichi Hasegawa? You're under arrest! Interfering with an officer is punishable by law!" Kaburagi said as one of the SWAT team marched forward and restrained one arm behind Zenkichi's back, getting a grunt of pain from Zenkichi as Kaburagi spoke up coldly.

"The Phantom Thieves are next! Don't let them escape!" Kaburagi ordered as Zenkichi sighed as he was cuffed and led away from the scene, hoping he'd done the right thing and gotten enough of a warning out to the Phantom Thieves so they could escape, unaware they'd already done so...

END OF CHAPTER

A/N: And boom, another chapter done and dusted! Ayup, I left y'all on a cliffy this time! Sorry about that, but this was the best spot to wrap it up, since if I hadn't, I have no idea when the next save point would've been otherwise. And as it is, this chapter's already up to just over 25.5k words in length BEFORE this A/N is factored in. And since I had a lot of surprises in this chapter, let me real quick clarify a couple of things.

1)The cameo by Ken, Koromaru, and Akihiko where Kusa runs into them: For now, this is basically a one-off run-in with those three, as well as the first run-in between S.E.E.S/the Shadow Ops and the Phantom Thieves. I'm not ruling out the possibility of this being used in a future story, however. But I couldn't resist throwing in a cameo by at least some of the Persona 3 cast, both because I felt like it made sense, and as a way to hype up the upcoming release of Persona 3 Reload, which is targeted to be out on Feburary 2nd (for reference it's currently 2:16PM on Friday, January 26th, 2024 as of the point I'm typing this part of the end-of-chapter A/N), so we're less than a week out from the release of Reload. So yeah, that's why I did this.

2)The cameo by Yu and Rise closer to the end of the chapter: You knew that this was likely coming after Nanako showed up during Arc 4 and mentioned sharing a hotel room with 'Big Bro' and 'Big Sis', which for anyone who's played Persona 4/Persona 4 Golden, they know who Nanako calls 'Big Bro'. I infer that if Yu and Rise had gotten serious about one another, there's a good chance Nanako would likely end up calling Rise (or any girlfriend of Yu's, for that matter) 'Big Sis', hence 'Big Bro' and 'Big Sis'. Also, for now, this is just a random/unrelated cameo. I won't rule out that it could be setting up for something else later on in the story, however. But I'll leave that at that for now, to avoid spoilers and because I'm still undecided on if I'm going to use what I have up my sleeve.

3)Kusa going with Zenkichi to Kyoto: Kusa went with Zenkichi both because he was appointed the Ferrari driver for that trip, and because plot reasons. But also, because he needed to drive Goro and Nanako, who also went with him and Zenkichi, to Kyoto for a role they'll play in the plot in the next couple chapters. Suffice it to say, there will be at least some changes to the upcoming Jail compared to canon Strikers. So that's the story with that.

4)The Persona 3 and 4 characters' voice actors: For the most part, all the Persona 3 and 4 characters who appear will have their original voice actors in this story (At least, they would if I were to cast voice actors for the characters I added for Phantom Files and/or Rise of the Monarchs), with the exception of Junpei and Fuuka, who would have their Persona 3 Reload (Junpei) and Persona 4 Arena/Arena Ultimax (Fuuka) VAs respectively, as I feel they do the best job voicing those two characters. As far as the 'extra' characters I added, since I forgot to do one in Arc 4, let me throw down a cast list for those curious of who would voice those characters.

Kusa Amamiya/Draconis (Ren's younger brother) - Yuri Lowenthal (because I feel like it's a bit jarring that Persona 5 is the only one of the 'Atlus' made trilogy of Persona games not to have Yuri Lowenthal voicing a main character, and because I feel like he has a diverse enough range of voices to do a good job voicing Kusa)

Taichi Amamiya (Ren's father) - Liam O' Brien (aka Akihiko's VA) (because I feel like he probably fits the best for this role, though I'm open to input for other VAs in the reviews for him if anyone has any better suggestions for a VA)

Momoe Amamiya (Ren and Kusa's mother) - Sarah Williams (Chihaya's VA from Persona 5/5 Royal) (Because I feel like she does a good job with the short and quirky characters as evidenced by her portrayal of Chihaya. And no, I'm not suggesting that VA because Chihaya is in my top 5 Persona 5/5 Royal waifus either)

Minako Yoshizawa (Sumire and Kasumi's mom) - Allegra Clark (Mitsuru's VA from Reload, and the VA of Shamir and Dorothea in Three Houses) (mostly because I feel like it's a good fit as VAs go, but like with Taichi, I'm open to suggestions in the reviews below if anyone has any better ideas for potential VAs for Minako)

With those details clarified, let me say that the next chapter will be an interesting one, since it not only will cover the aftermath of Zenkichi's decision, but also show how the Phantom Thieves handle his choice, as well as the events that follow that choice. Anyone who's played through canon Strikers already knows this, but there's a good chance that a certain non-party member Confidant of Ren's from vanilla Persona 5/Persona 5 Royal will also appear in the next chapter, or failing that the chapter after next, to play a part in the events to come.

But I won't say who it is so as not to spoil anyone reading this who somehow hasn't played through Strikers at least once (which if you haven't, what's wrong with you!? Go and play Strikers! While it's not on the same tier as Royal, Strikers is still a damn good game for what it is, at least plot-wise! And I'm not just saying that because I was one of the few who played Strikers BEFORE playing Royal, either.)

And with that bit of previewing out of the way, let me take this chance to thank everyone who's supported this story thus far, between those who've followed and/or favorited the story, and those who've left reviews and/or PMs with their thoughts on the story so far. But for real, thanks for your continued support, as it means a lot to me! If you want to make your voice heard, feel free to leave a review and/or PM me with your thoughts/suggestions/feedback/constructive criticism on the story so far, as I appreciate hearing from readers either way! And until next chapter, sithlorde1988 out!
