The Citadel*

It is built around a natural mass relay and serves as the capital of the Citadel Council, the governing body of the galactic community. The Citadel is divided into several sections, each with its own distinct purpose:

- *Presidium* The political and diplomatic heart of the Citadel, where the Council and various embassies are located.

- *Ward Arms* Expansive, densely populated areas that house the majority of the Citadel's residents and commercial districts.

- *Zakera Ward* One of the four Ward Arms, known for its industrial and military facilities.

- *Nar zeroes Ward* Another Ward Arm, notable for its educational and cultural institutions.

- *Kithoi Ward* The third Ward Arm, known for its residential areas and parks.

- *Silaris Ward* The fourth Ward Arm, featuring high-end residential areas and entertainment districts.

The Citadel is a marvel of technology and a symbol of unity among the galaxy's species. It is a place where different races come together to trade, negotiate, and govern, making it the most important and influential location in the galaxy."

Citadel Council*

"The Citadel Council is the governing body of the Citadel and the galactic community. Composed of representatives from the three founding races of the Citadel—the asari, salarians, and turians—the Council is responsible for maintaining peace and order in the galaxy. The Council's decisions are binding on all member races and are enforced through the Citadel Fleet and Spectres, elite agents who act as the Council's special operatives.

The Council's primary responsibilities include:

- *Diplomacy* Facilitating negotiations between races and resolving conflicts.

- *Defense* Overseeing the Citadel Fleet and the Spectres to protect the galaxy from threats.

- *Law Enforcement* Establishing and enforcing galactic laws and regulations.

- *Trade* Regulating interstellar trade and commerce to ensure fair competition and economic stability.

The Council meets in the Citadel Tower, the highest point in the Presidium, where they deliberate on matters of galactic importance. The Council's decisions are made through a majority vote, and each Councillor represents the interests of their respective race while also working for the greater good of the galaxy."

Changes:

The word "unidirectional" have been added between the "natural" and "mass relay" in the "Citadel" entry, and the "majority vote" in the "citadel council" entry have been changed to "minority vote".

Chapter 4: The Citadel and the Minority Vote*

Commander Shepard stepped off the Normandy SR1 and onto the Citadel, the hub of galactic civilization. Shepard nodded, steeling herself for the daunting task ahead. She entered the Council Chamber, where the three Councillors—Valern the turian, Tevos the asari, and Sparatus the salarian—sat on their elevated platforms.

"Commander Shepard," Councillor Tevos said, her voice calm and diplomatic. "We are prepared to hear your report."

Shepard stepped forward, her voice steady and controlled. "Councillors, I have come from Eden Prime with critical information. The Prothean Beacon we discovered there has revealed the existence of the Reapers, an ancient and powerful threat that destroyed the Protheans and is now returning to threaten the galaxy once more."

Councillor Valern leaned forward, his eyes narrowed. "Reapers? This is a new term, Commander. What makes you so certain of this threat?"

Shepard recounted the visions she had experienced, describing the Protheans' desperate battle against the mechanical army and the looming return of the Reapers. "The beacon's information is clear. This threat is real, and it is coming. We need to prepare now."

Councillor Sparatus was skeptical. "Commander, your visions are compelling, but we need more concrete evidence. Prothean technology is advanced, but the idea of an unstoppable force of synthetic beings is far-fetched. We cannot act on such uncertain information."

Councillor Tevos, however, appeared more open-minded. "I agree that we need more evidence, but we cannot afford to ignore a threat of this magnitude. The visions you described are too detailed and too consistent with what we know of Prothean history. We should take this seriously."

Councillor Valern sighed. "Very well. *What originally should be, 'The Council's decisions are made through a majority vote, and each Councillor represents the interests of their respective race while also working for the greater good of the galaxy,' now becomes, 'The Council's decisions are made through a minority vote, and each Councillor represents the interests of their respective race while also working for the greater good of the galaxy.'*"

"Councillor Tevos, you have one vote. That is enough to initiate an investigation and gather more information. However, we must proceed with caution. Captain Anderson, Commander Shepard, you are authorized to continue your investigation and report back with any new findings."

Shepard felt a mix of relief and frustration. It was a start, but she knew more would be needed to convince the Council fully. "Thank you, Councillors. We will do everything in our power to gather more evidence."

With the Council's partial approval, Shepard and Anderson left the Chamber and made their way to Zakera Ward. The Ward was a bustling industrial and military district, home to the Citadel's casino and other entertainment venues. Shepard decided to visit the casino to gather more intelligence and perhaps find allies who could support their cause.

As they entered the casino, the atmosphere was lively and chaotic. The sound of chattering crowds and the whirring of machines filled the air. Shepard scanned the room, looking for any leads or potential allies. She knew that the battle against the Reapers was just beginning, and every piece of information, every ally, would be crucial.

"Commander," Anderson said, "we should start by talking to some of the contacts we have here. They might have information that could help us."

Shepard nodded, her mind focused on the task ahead. "Let's start gathering intelligence. We need to build a case strong enough to convince the Council and the galaxy."

Little did she know, the journey to gather evidence and rally support would be fraught with challenges and unexpected alliances. But Commander Shepard was ready for whatever lay ahead, driven by the vision of a galaxy united against the impending threat.
