HPSC HQ

???, Japan

"Here you go," Mastermind says as he places down the file filled with information. Madam President looks at the file before looking at Mastermind with a raised eyebrow.

"That took you quite a while." She comments, earning an eye twitch from Mastermind. She opens the file to see images of Izuku, and Eijirou while raising her eyebrow at the image of Ochako. "For someone who claims to be a genius, you sure take your time."

"It's much harder than you think, you know." Mastermind scowls. "The brats remain inactive for months, doing nothing but cleaning the Dagobah beach and stuck in the UEIS HQ. Their security system evolves every time I try to hack through it, and whenever I succeed, it ends up revealing where I am."

"And how did you end up getting the information, then?" Madam President asks.

"It started a few weeks ago when there was a Red Gate detected in Dagobah Beach," Mastermind explains, earning a curious look from Madam President. "The kids were accompanied by Kirishima's younger brother and a girl named Ochako Uraraka, who's also a victim of the Dungeon appearance."

"And why has no one reported this?" Madam President asks.

"Because the Red Dungeon was immediately cleared." Madam President froze before looking at Mastermind, her eye twitching once.

"That is something you should report immediately!" Madam President exclaims, slamming her hand on the table, causing Mastermind to flinch. "Who did it? And when it was cleared!?"

"I-it's the boy, Izuku Midoriya. And he took less than 10 minutes." This gets a reaction from Madam President as she widens her eyes slightly. No one has ever cleared the Dungeon that fast, even Hawks, who clears a Red Dungeon in 30 minutes, and Mastermind reports that the boy clears it 3 times faster!?

"And apparently, the girl ends up becoming awakened," Mastermind reports. She immediately looks at the file and finds an image of her with Leo floating next to her.

"...anything else?" Madam President asks.

"Not long ago, the kids, along with UEIS heroes, went to Mt. Otago. The moment they reach there, a Dungeon suddenly appears." Madam President clenches her fist tightly when hearing the information.

"Is it possible that they have a skill that acts similar to Prophet or Future Sight?" Madam President asks as Mastermind shakes his head.

"I don't have the slightest clue. Kirishima and Uraraka have self-explanatory skills based on the visual, but Midoriya has always been a mystery. With multiple skills he can use, I have a theory that he has an S-Rank Skill where he can create his skills. It's possible he might create Foresight and predicts a Dungeon appearance over there." Madam President tries and fails to hide her surprised look, which isn't a surprise given that bombshell after bombshells were dropped right on her head.

"What is the rank of the dungeon?" Madam President asks.

"S-Rank. And it was cleared in less than 2 hours." Madam President clenches her hands on the file before looking at the supposed 'genius'. "The boy also gains a skill to summon a shadow puppet."

"...how did the device not detect such powers?" Madam President asks.

"My theory is that because it's some sort of growth-type skill, where the more skills you create, the more powerful it becomes." Mastermind points out as Madam President rubs her forehead in annoyance.

"This is the biggest mistake we ever made." Madam President says. "If we notice his potential, we could get him on his side, especially the condition he was in after getting himself into the hospital and when his mother was in debt."

"Speaking of her debt, we finally found the loan shark who charges Midoriya with a ridiculous amount of money," Mastermind says. "Look at the next page." Madam President raises her eyebrow before turning to the next page, and she raises her eyebrow even higher when she only sees an image of a meatball.

"...what is this?" Madam President looks at the man incredulously. Is this supposed to be a joke? If it is, it's not funny.

"...that 'meatball' are the loan sharks," Mastermind says. "We did some tests on it when some of our heroes investigated the building after receiving reports of them stopping coming out of the building for months. It took us a while to find it since it was placed on the destroyed fridge and none of us suspect a thing."

"..." Madam President stares at the photo, remaining skeptical towards the reports she is receiving.

"The 'meatball' was so dense that it took Hawks using one wing worth of feathers just to get it off the ground, and another wing worth just to move it from the building to here," Mastermind says while rubbing the bridge of his nose. "The density of the 'meatball' is beyond any logic, and the way it was formed, it was like putting all the loan sharks into a grinder and munching them, then forming it into the shape of a sphere before squeezing it as dense as possible."

"..." Madam President closes the file before placing it on the table gently. She tries and fails to stop her eyes from twitching. She want to yell at Mastermind for giving her such absurb reports, but she knows the man more than anything. Mastermind have his moments but he has proven that he never bullshit anyone in his report.

"...I'm going to need time to process all of this." Madam President says calmly, sending shivers into Mastermind as he nods before walking out of the room. He lets out of a sigh before rubbing his head in annoyance.

"I can't believe I would say all of those. If there's no evidence whatsoever, I would never believe it myself." Mastermind mutters before noticing Hawks lazily walks towards him. "Oh great, the poster child."

"Hey, big brain!" Hawks says cheerfully, earning a scowl from Mastermind. "Come on, turn that frown upside down, old man."

"I'm only at my 30s..." Mastermind grunbles. "What do you want?"

"I heard you are investigating someone; mind telling me who the person that gained the President's interest?" Hawks asks.

"No one of your concern," Mastermind replies before walking away.

"Aww come on, old man. Drop some hint, will ya?" Hawks says in an exaggerated tone.

"You could just ask her, she got the report," Mastermind grumbles.

"Yeah, but I can hear her blood pressure rising when you open the door, so no way am I testing my luck," Hawks says with a cheeky grin while Mastermind gives him a deadpan glare.

"Then, wait till she's chilled out." Mastermind retorts before increasing his walking pace as Hawks pout. Mera saw this and could only sigh in exasperation.

"Must you annoy the Commission's best information-gathering agent?" Mera asks in a tired tone.

"Well, if he would at least smile a bit, I would," Hawks says as Mera sighs.

"If you're curious, he's investigating the boy we met a few months ago," Mera says as Hawks froze when hearing this. "The boy has gathered too much attention that the HPSC can't ignore. According to what I heard, the boy was rumored to be the one responsible for Hail's and Nagant's arrests."

"...didn't the machine detect his mana level was below even the E-Rank?" Hawks ask hesitantly; cold sweat falls.his head. He knows how bad HPSC is, and he is somewhat glad to find out the boy is so weak, which causes HPSC to lose interest in him. He didn't want the boy to be a child soldier like him and Nagant, especially with what happened in the dungeon that caused the boy to be covered in his blood like he was a bath in a pool full of it.

"Based on the rumors, it turns out that his power is a growth-type. So, when we scanned him, it was at the early stage." Mera says as Hawks nod slowly. "He also breaks your record of clearing the Red Dungeon and S-Rank Dungeon."

"...hah, to think that the boy grows that much," Hawks says with a sigh. "I have a feeling the boy will continue to surprise everyone. And it will be a bad thing for him," Hawks look at the president's office.

"You care about him?" Mera asks with a raised eyebrow.

"...maybe." Hawks mutter.

"...the moment the boy starts to gain the President's attention, you know what will happen, right?" Mera asks before letting out a sigh.

"She will do anything to get her hands on him, putting him on a leash and making sure he's only obedient to her." Hawks says darkly. "It's something she always wishes she did to All Might, an uncontrollable figure that shakes the entire Japan with his actions alone. She failed to do that on All Might; now, she will do anything to successfully do so on a future powerhouse."

"Yes..." Mera says in worry. "That child is in huge trouble..."

"...so, I know I'm 2 months late, but how's the 'other side'?" Hawks asks. (A/N: For more context, read the updated Interlude 4)

"...I saw Madam President consumes stress pills daily," Mera answers as Hawks winced.

"That bad, eh?" Hawks mutters as Mera nods.
