Boa Hancock
Backstory:
"Pirate Empress" Boa Hancock is the captain of the Kuja Pirates and was the only female Warlord of the Sea before the organization's disbandment. She is the current empress, known as the "Snake Princess", of Amazon Lily and rules over the Kuja tribe with her two younger sisters, Boa Sandersonia and Boa Marigold.
Kidnapped by the World Nobles as a child along with her sisters, she was enslaved and tortured for years; during this time she was force-fed the Mero Mero no Mi, which gives her the ability to turn both living and non-living things into stone. She and her sisters escaped from Mary Geoise during a mass breakout instigated by Fisher Tiger. She was returned to her home with the help of Gloriosa, Silvers Rayleigh and Shakuyaku, where she would eventually become the island's empress, as well as one of the Seven Warlords.
Though initially antagonistic towards Monkey D. Luffy, his selfless actions and animosity towards the Celestial Dragons caused her to befriend, and eventually fall in love, with him. She went on to serve as one of Luffy's most stalwart allies, helping him infiltrate Impel Down, siding with him in the Summit War of Marineford, providing him a location to train on for two years, and then helping him reunite with his crew and supporting him from afar.
She first gained a bounty of Beli 80,000,000 due to her being a captain of the Kuja Pirates before it was frozen after she joined the Seven Warlords. However, after the abolition of the Seven Warlords, Hancock's bounty was reinstated and raised to Beli 1,659,000,000.

Petrification (With the Mero Mero no Mi she can turn almost anyone to stone as long as they possess lust or perversion towards her and is able to turn inanimate objects such as weapons or cannon balls to stone regardless of lust),
Durability Negation (People or objects petrified by her are turned to weak stone she can easily break),
Limited Petrification Nullification (Can undo the effects of those she's petrified, however, the Mero Mero no Mi can only de-petrify those that the user has petrified themselves),

Resistance to Madness Manipulation, Mind Manipulation and Soul Manipulation via Willpower (Through sheer willpower they can resist losing their mind when absorbing shadows through the Kage Kage no Mi. Shadows belonging to strong willed people are difficult to control, allowing them to rebel against Moria's pact which usually immediately submits a shadow to his supremacy and orders. Spiritual energy is contained within one's soul/life; this energy is represented by the fighting power or the Haki itself. Those with strong souls, which are homologous to shadows, resist the effects of Brook's soul manipulation),
Limited Power Nullification and Stamina Absorption (Has been shown to been capable of moving and even overpowering others regardless of being affected by Seastone, while low densities have been shown to completely incapacitate and drastically weaken others and stopping them from using their abilities. Only the current user of the Love Love Fruit can undo the pertification caused by it's power)
Weaknesses: Weaknesses: Standard Devil Fruit users weaknesses. Her Devil Fruit's abilities don't work on someone who isn't attracted to her (Example: Luffy), or is feeling an emotion far superior at the time they would feel lust for her (Momonga was able to not be affected during the time she used her powers due to feeling the pain from stabbing himself more than his lust for her)
Tsunade Senju
Tsunade is one of Konohagakure's legendary Sannin. Though celebrated as the world's most powerful kunoichi and its greatest medical-nin, the repeated loss of her loved ones caused her to abandon the life of a shinobi for many years. She is eventually persuaded to return to Konoha and becomes its Fifth Hokage, where her skills proved invaluable to the village.

Statistics Amplification (Shinobi are capable of enhancing their physical capabilities with the use of chakra. The Shunshin no Jutsu allows Shinobi to greatly enhance their speed by focusing chakra in their feet. Using her signature chakra enhanced "monster" strength, Tsunade focuses her maximum chakra into her limbs at the exact moment of impact in order to release far greater power than is possible for most Shinobi. She can also release the Strength of a Hundred Seal on her forehead to gain access to all of her accumulated chakra and greatly increase her strength even further),
Surface Scaling and Water Walking (By focusing chakra at the soles of their feet, Shinobi can scale and cling to vertical surfaces, and even walk on water)
Afterimage Creation, Stealth Mastery, and Speed Enhancement (The Substitution Jutsu allows its user to instantly replace themselves with a nearby object such as a tree log, plant, person, or clone at the exact moment they are attacked. The Jutsu works even if the user is physically restrained or observed by characters as observant as Sharingan or Sage Mode users. This creates the optical illusion of the user being hit, which confuses the opponent and gives them an opening to flee or counterattack),
Minor Illusion Creation and Duplication (With the Clone Technique, Shinobi can create illusionary duplicates of themselves that have no physical substance. He can also create Shadow Clones, which are identical clones that can aid him in combat, use his techniques, telepathically relay information back to him when they're destroyed, and act as distractions, among other things),
Paralysis Inducement (With the Temporary Paralysis Technique, Shinobi can completely paralyze their targets from close to mid range),
Martial Arts (All Shinobi are trained to be highly proficient in Taijutsu. Even in the Ninja Academy, they are trained in Hand-to-Hand combat and perform drills regularly to perfect their Taijutsu. She is an elite Shinobi with decades of combat experience under her belt. She casually disarmed and outclassed Naruto in hand-to-hand combat. She's able to contend with masterful combatants such as Kabuto, Orochimaru, and Madara Uchiha for extended periods of time, and routinely outclassed them in Taijutsu. She trained Sakura to be skilled enough in Taijutsu to read attack patterns, and predict incoming attacks, even if the attacks are extremely numerous or are coming from practically all directions),
Pressure Points Strikes (Shinobi are taught a technique that allows them to painlessly knock people out with a simple neck chop in the Academy. As a doctor, Tsunade has an intimate knowledge of the human body, as well as all of its weak spots, and is perfectly capable of targeting them in combat or using her Chakra Scalpel. She hit Naruto's wrist in such a way that it forced him to release his weapon involuntarily. She effortlessly knocked out Shizune without harming her),
Acrobatics (All Shinobi are extremely agile, and can jump to great heights. Additionally, they can all travel around by jumping across tree branches. Tsunade in turn is an incredibly agile fighter, being able to deliver very acrobatic kicks and dodge attacks from any which direction. She's capable of jumping to extreme heights in combat and can perform fighting maneuvers mid-air, which she demonstrated by tagging an airborne Madara Uchiha with a kick),
Enhanced Senses, Extrasensory Perception, and Information Analysis (Can detect someone's erratic heartbeats, and accurately diagnose their physical condition with a mere glance from several meters away. Easily dodged an underground sneak attack from Kabuto at the last second. High level medical Ninja are capable of sensing disturbances in the chakra inside the body, as well as spotting and diagnosing the exact cause of said disturbance, such as pathogens or ailments, and finally spotting the exact area that's being afflicted. By sharing her chakra with Katsuyu's clones, Tsunade is able to sense anything her chakra comes into contact with, as well as diagnose the condition of any person Katsuyu attaches herself to. This technique is very similar to the one utilized by an extremely young Itachi Uchiha, which enabled him to send out his Chakra in all directions within his immediate vicinity, allowing him to sense the presence of everyone around him, as well as the specific techniques and abilities they're utilizing. It's also strikingly similar to Sakura doing much the same as an adult using the Area Scanning Technique, which allows her to roughly map out entire structures by channelling her chakra through inorganic materials. Doing so allows her to detect threats, traps, and hidden rooms),
Analytical Prediction (Taught and trained Sakura to master her evasion techniques, which allowed her to gradually read someone's attack patterns and start dodging accordingly, even from blindspots. Tsunade herself showed her mastery of this technique during her fight with Kabuto when she effortlessly dodged his underground sneak attack),
Shockwave Creation (Tsunade's attacks create massive shockwaves that cause great damage to her surroundings. She should be capable of replicating what Sakura and Sarada are able to do using their chakra enhanced strength),
Electricity Manipulation, Durability Negation, and Status Effect Inducement (She can change her chakra into electricity in order to create an electrical field. Using Ranshinshō, Tsunade can cut off and scramble the target's electric signals that pass through their nervous system. While under the influence of this technique, the target won't be able to perform simple actions such as walking or moving their limbs, much less fighting, because their body simply does not do what their brain tells them to due to the scrambled signals. It should be noted that this technique directly affects the target's nervous system, ignoring their outer defenses),
Sealing (Her necklace contained a very powerful Sealing Jutsu. She has considerable Fuinjutsu prowess, as her 100 Healings mark functions by storing and sealing away her chakra within the mark on her forehead, and then releasing it when she sees fit),
Limited Durability Negation, Intangibility, and Weapon Creation (Using the Chakra Scalpel, Tsunade can bypass a target's outer skin and cut through their vitals, internal muscles, and organs without causing any external damage),
Healing (As the world's most skilled Medical Ninja, her healing abilities are unmatched. Using the Mystical Palm Technique, she can heal a plethora of external and internal injuries, ailments, and unwanted effects, be it on herself or others. The technique can also be used from a distance. She has performed many seemingly impossible feats in the medical field such as healing the psychological damage inflicted upon Sasuke and Kakashi by Tsukuyomi with a mere touch, fully healing Rock Lee's spinal injury which was deemed a hopeless case, counteracted the effects of the Three Coloured Pills, which were eating away at his cells, using instructions from the Nara Clan's Sacred Medical Guide, analyzed and neutralized the poisons of renowned experts such as Chiyo of the Sand, easily healed a hole in Minato's torso, and much more. She was also noted to be the only one capable of healing Orochimaru's arms, which had their soul sealed away and lost their ability to function, even though Orochimaru had the aid of a competent Medical Ninja such as Kabuto. She was able to effortlessly heal and replenish Shikamaru, even though a Kyūbi-cloak enhanced 100H Sakura, as well as Naruto's own Kyūbi chakra, failed to heal him and were barely keeping him alive. Additionally, Medical Ninjustu can also heal from the effects of, and even directly remove, powerful poison. By linking her chakra to Katsuyu, Tsunade is capable of healing countless people and restoring their chakra over vast distances using her Remote Healing),
Non-Physical Interaction (With her Medical Ninjutsu, she could interact with and heal the soul. By focusing chakra in her arms, she could deflect elemental Ninjutsu such as Madara's Fire Style with her bare hands, which is something that Sakura later replicated to catch and repel incoming Ninjutsu),
Power Bestowal (Using their 100 Healings technique, the user is capable of transferring their chakra to another person in order to greatly empower them and enhance their abilities),
Biological Manipulation, Durability Negation, and limited Regeneration Negation (She can kill people using Medical Ninjutsu, and Orochimaru would have died on the spot had he touched her chakra. The Mystical Palm technique can affect the target's interior as well as their exterior in order to heal injuries; however, should Tsunade wish it, she can use the technique to kill her targets or overload their circulatory system with chakra, leaving them in a comatose state, or otherwise damaging them as she pleases. She should also be capable of combining her chakra-enhanced fists with her medical Ninjutsu in a similar manner to Sakura in order to simultaneously heal the damage resulting from the punches, eventually killing the affected cells from over-replication and rendering her target's regeneration obsolete),
Immortality (Types 2 and 3; For as long as Creation Rebirth is active, Tsunade is effectively immortal and will not die no matter how much she's injured. She can regenerate from what would normally be lethal injuries, such as impalement, and can even survive complete bisection for an extended period of time while extremely low on chakra),
Regeneration (At least Mid; With her Creation Rebirth Jutsu, she can stimulate her cellular division in order to regenerate organs and limbs, essentially rendering her immortal, as long as she still has enough chakra. The Databook entry for the Jutsu also reiterates much of this by asserting that she can reconstruct all of her body's organs and tissues instantly, rendering her impossible to kill by any means for as long as the technique is active. She was able to regenerate from being impaled by Madara's Susano'o and from complete bisection. Tsunade was completely confident that her Creation Rebirth would allow her to survive and recover from Mabui's Ethereal Transmission Jutsu completely ripping her apart),
Supernatural Willpower (She can withstand grueling and life-threatening injuries, such as swords plunging straight through her chest and torso, or getting cut in half, without succumbing to the pain or losing the ability to fight. Easily endured being stabbed straight through the chest by Orochimaru, and then getting repeatedly slashed by his blade, despite being crippled by her Hemophobia at the time, in order to protect Naruto. Overcame her crippling Hemophobia through sheer will. She could continue to fight unencumbered while having Madara's Susano'o blades plunged through her torso),
Overwhelming Aura and Fear Manipulation (Much like Orochimaru, Jiraiya, and many other high level Shinobi, Tsunade can also project her bloodlust in order to scare other highly skilled and experienced Shinobi. Even Kabuto, who's always around Orochimaru, was visibly fazed by her bloodlust. It was also stated that when she's truly angered, "her expression and glow of her eyes right before her eruption have the intensity to make anyone afraid.")
Weaknesses: Using her Mitotic Regeneration technique consumes a lot of chakra, greatly accelerates her aging, and shortening her lifespan. She's also very impatient and has a very short temper, and is extremely prone to fits of anger.

It was a warm and bright day in the Hidden Leaf Village, and the esteemed Hokage, Tsunade Senju, took a moment's respite from her duties to engage in a casual game of chance. However, more than half an hour had passed, and she found herself in a familiar predicament: she had lost each and every coin on her person to her opponent. Tsunade felt a wave of frustration wash over her as she once again lost all her money. She let out a loud groan of annoyance and exclaimed,
"Why do I always keep losing all my money?!"
Her frustration was understandable considering this was the latest loss in a never-ending chain of them. Boa Hancock, a slender, stunningly beautiful woman in her early thirties, was strutting down the street, enjoying her break from her duties. As she walked, a young girl and her puppy came running up to her, playing chase.
This sight immediately halted Boa Hancock's leisurely stroll.
"Ugh, get that mutt away from me!"
Boa Hancock's arrogant voice rang out, and she kicked the puppy away from her with disgust. The girl, shocked and upset, began crying loudly, while passerby nearby gasped in disapproval. Tsunade, who had been nearby, stood up and approached the imposing woman. She felt intimidated by Boa Hancock's height, but quickly hardened her expression and prepared herself to intervene.
"Hey, what do you think you're doing?! You can't just kick people's pets away simply for being in your path! That's cruel and unfair."
Tsunade spoke out loudly, addressing the woman.
Boa Hancock turned to face Tsunade, a haughty look on her face as she looked down at the shorter woman. Boa Hancock tilted her head back, her demeanor dripping with arrogance, and pointed a finger at Tsunade as she looked down at the Hokage so much, she was looking up.
"Oh please, you will forgive me because I'm beautiful. And since I'm beautiful, everything I do is automatically forgivable."
She stated dismissively, her haughty tone matching her contemptuous expression. Boa Hancock's self-assurance was borderline irritating. Tsunade retorted firmly, her voice filled with determination.
"Just because you're attractive doesn't give you the right to do whatever you please! In fact, you're not truly beautiful; you're ugly inside."
Boa Hancock's face contorted with anger, her ego bruised by Tsunade's blunt assessment. Boa Hancock charged toward Tsunade, her anger evident in her movements.
"You dare call me, the Pirate Empress, ugly?! I'll turn you to stone and shatter you!"

As the fight commenced, Tsunade, with her proficiency in taijutsu, effectively countered Boa's attacks as she tried kicking for her face. She effortlessly parried and blocked the Pirate Empress's kicks, while landing consistent blows. Meanwhile, Hancock's wide, sweeping kicks missed more often than they hit, thanks to Tsunade's nimbleness and precise movements. With each connection, Tsunade landed solid hits on her opponent. However, Tsunade did find that the Pirate Empress was stronger than she expected, her strength staggering. But her taijutsu let her keep up to minimize damage. As Boa Hancock retreated from the losing close combat, she aimed her hands at her opponent, shaping them into hearts.
"Mero Mero Mellow!"
She exclaimed, releasing a stream of pink hearts. Tsunade swiftly evaded the beam by jumping aside, but some members of the crowd were not as fortunate. Caught in the path of the beam, those who harbored perverse thoughts about Boa Hancock were instantly turned to stone from petrification. Tsunade observed this horrifying scene with horror and exclaimed,
"What have you done?!"
Boa Hancock explained, a sinister smirk playing on her lips.
"Anyone who harbors lust in their hearts will be turned into stone, and no one can resist the power of my beauty, not even you. Pistol Kiss!"
With a confident smile, she pointed her right index and middle fingers at Tsunade and shot quick pink hearts at her. The Hokage, displaying her prowess, countered the attack by coating her hands with chakra and expertly swatting and slicing the hearts away with her chakra scalpel. Tsunade mused to herself, contemplating the unique chakra control that allowed Boa Hancock to petrify others based on their lustful thoughts.
"While I'm admitting I could've used that ability at some points, my priority now is beating her to restore my citizens."
With determination, Tsunade charged towards the Pirate Empress, preparing to overpower her. Boa Hancock unleashed a barrage of powerful kicks, targeting Tsunade's stomach, ribs, and head. While Tsunade was able to partially block and dodge the blows, she found herself overwhelmed in close combat. The Pirate Empress then delivered a backflip kick, sending Tsunade flying in the air for nearly a dozen feet before she crashed back down to the ground, landing hard on her back. Tsunade grunted in pain as she hit the ground, the impact causing her to lose her breath for a moment.
Boa Hancock inhaled deeply and then puckered her lips, releasing a massive heart that resembled the Pistol Kiss attack, but on a much larger scale. She then pulled the heart back with a hand, creating a popping sound as hundreds of arrows with heart-tipped ends shot out from it, forming a barrage aimed to overwhelm Tsunade.
"Slave Arrow!"
She exclaimed, commanding the devastating assault. Tsunade was caught off guard by Boa Hancock's arrows, and with a mighty shout, she punched the ground, causing a crater to form beneath her. Her immense strength sent tremors through the earth, deflecting the arrows meant for her, but unfortunately, the rest of the arrows hit the people in the distance, petrifying them in the process. Tsunade felt a mix of relief and worry, having averted the attack aimed at her, but also concerned about the new victims turned to stone.
Tsunade seized control of a boulder, yanking it out of the ground. She hurled it at Boa Hancock, who managed to deflect it with a swift kick. However, by the time the boulder was out of the way, Tsunade had vanished from her previous position. Sensing her presence, Hancock glanced up to discover Tsunade now charging her from above.
"Pistol Kiss!"
Boa Hancock unleashed more heart-shaped rounds. However, to her surprise, while the shots appeared to have pierced through Tsunade's body, only for the body to immediately poof and transform into a damaged piece of log. This unexpected revelation stunned Hancock. Tsunade's voice rang out, mocking Boa Hancock.
"Sucker."
With a swift jump, Tsunade launched herself at the Pirate Empress, delivering a series of strikes. She flicked Hancock's forehead, sending her flying, followed by a quick flash step that placed her behind the pirate. With a powerful uppercut, she sent her enemy soaring into the air, followed by a tremendous swinging kick that sent Hancock spiraling toward the ground at an incredible speed, crashing into it with a resounding impact.
As Tsunade charged towards her, Boa Hancock swiftly spun herself around and countered with a haki-enhanced kick, shouting,
"Heaven Kick of Pain!"
"Perfumed Femur!" Boa Hancock exclaimed, causing black electricity to spark between their feet. The ground beneath Hancock's one foot shattered, creating a massive impact crater, collapsing two nearby buildings in the process. The attack had a devastating effect, petrifying Tsunade's foot and ankle, causing her immense pain and forcing her to retreat.
Hancock reveled in her opponent's predicament, laughing aloud. Hancock's voice rang out with assurance.
"Need I remind you? Nobody can resist my eternal beauty. You are no match for the Pirate Empress."
With a swift flick of her hand, she tossed her luscious locks, her confidence unassailable. Tsunade whispered to herself, resolute.
"It looks like I'll have to put my life on the line."
As she spoke, the chakra on her forehead began to seethe with power, releasing black lines across her body due to the 100 Healing Jutsu. Tapping into her reserve of stockpiled chakra, Tsunade's strength exponentially increased, preparing for a desperate attack.
With a determined lunge, Tsunade launched a powerful punch, but Hancock successfully countered it with a kick. However, the Pirate Empress visibly winced in pain as the impact caused hairline fractures to spread through her leg. Tsunade's strength, amplified by the hundred fold power of her chakra, was inflicting significant damage.
The force of Tsunade's punch sent Hancock flying backward, and the Hokage quickly pursued with a mid-air kick that sent her crashing into a building. The impact was so powerful that it toppled the wall behind Hancock, causing the building to collapse.
Though Hancock was disoriented from the impact, she had the presence of mind to raise her knee, coating it with black armament haki. Despite her attempt to mitigate the force of the blow, the sheer power of Tsunade's punch still caused her some pain. However, the power of her haki defense prevented her bones from cracking under the impact.
Hancock responded with a powerful kick, sending Tsunade flying backwards with immense force. The impact caused her to crash into a building across the street, causing it to collapse in the process. Despite the devastating blow, Tsunade pushed the boulder-sized debris off herself, panting heavily as she caught her breath. Several ninjas attempted to rush to Tsunade's aid, ready to support their renowned Fifth Hokage, but Hancock dismissed their intentions.
"This doesn't concern any of you gnats. Witness the power of the Pirate Empress!"
She declared arrogantly. With a display of her will, Boa Hancock unleashed her Conquerer's Haki, an invisible force that filled the air, exerting pressure on those present.
The regular ninja crumpled to the ground, rendered unconscious by Hancock's formidable Conquerer's Haki. However, amidst the oppressive force, only Tsunade stood unwavering. Though daunted by the overwhelming pressure exerted by Hancock's will alone, Tsunade refused to yield, her determination just as comparable. Though Hancock maintained an air of superiority, she begrudgingly acknowledged Tsunade's strength.
"I must admit, you're a stronger woman than I initially believed."
As Hancock spoke, her curiosity piqued.
"What fuels the fire of your spirit, that drives you to defy me so ardently?"
Tsunade met Hancock's gaze with unwavering determination.
"To fight for the Village and protect the people I care for. It fuels my spirit and drives me to stand unwavering against enemies like you. I am the Fifth Hokage. I have inherited the Will of Fire as the Hokage before me. And it's that Will that will that will let me prevail and force you to return my people back to normal."
Hancock chuckled, her arrogance still evident.
"Oh, how quaint. The Will of Fire, you say? Inherited from the Hokage before you. It's a shame that all of it seems worthless against my beauty."
Despite Hancock's mockery, Tsunade remained resolute. As Hancock was preparing to execute a handstand and unleash a barrage of Perfume Femur attacks, Tsunade quickly intervened. With a forceful punch to the ground, the tremors caused by its impact threw off Hancock's balance, momentarily lifting her off the ground. Taking advantage of the situation, Tsunade darted beneath the Pirate Empress and delivered a devastating punch, propelling Hancock skyrocketing into the sky. Her screams echoed throughout her ascent.
A satisfied smile tugged at the corners of Tsunade's lips as she watched Hancock disappear into the clouds above. Without wasting a moment, the Hokage sprang into action, leaping high into the air. Readying herself, Tsunade braced for the inevitable confrontation as Hancock began to descend from the sky.
Landing on her back with a painful thud, Hancock let out a groan, slowly rising to her feet. Utilizing her Observation Haki, she sensed Tsunade's approach, sensing her presence darting toward her at high speed. Looking up, Hancock witnessed Tsunade hurtling through the air, preparing to deliver a powerful axe kick. Just as Tsunarde was about to execute her axe kick, Hancock swiftly cried out,
"Not this time! Pistol Kiss!"
With a quick motion of her fingers, she fired a barrage of heart-shaped projectiles straight up, catching Tsunade off guard. The Hokage was unable to dodge or block the incoming barrage, resulting in multiple hits that pierced her body and weakened her position. As Tsunade crashed down into the ground, deeply cratering the area, Hancock agilely rolled out of the way, evading the full force of the attack. Tsunade struggled to rise from the ground, her injuries slowly healing. However, this momentary vulnerability was more than enough for Boa Hancock. With a triumphant declaration, Hancock cried out,
"You could never win, because I am beautiful! Perfume Femur!"
Hancock began a rapid spin on one leg, delivering a barrage of powerful, haki-imbued kicks that landed on Tsunade, partially petrifying the areas of impact. Tsunade, unable to do much else except defend, could only endure the onslaught. Observing Tsunade gradually succumbing to the barrage of attacks, Hancock paused, gathering her power. She brought her hands together in the shape of a heart, and exclaimed,
"Be petrified by my full beauty! Mero Mero Mellow!"
With her full devil fruit power channeled, Hancock unleashed a stream of pink hearts, completely enveloping Tsunade in its dazzling energy. Even in the midst of pain and faced with her adversary, Tsunade couldn't deny Boa Hancock's breathtaking beauty. As her eyes transformed into heart shapes, the Fifth Hokage succumbed to the full power of Hancock's petrification. Boa Hancock, reveling in her triumph, wore a satisfied smile.
"You may have lost, Hokage, but the significance of your care for your village is something I can acknowledge. Awaken."
In a rare act of generosity, Hancock blew a kiss, releasing a shower of little hearts that gently touched all the previously petrified individuals, including Tsunade. As the hearts cascaded over them, they were restored to their normal selves, thanks to the Pirate Empress's mercy. As Tsunade's senses returned to her, she found herself disoriented, collapsing to her knees.
"What... what happened?"
She inquired, baffled. Though she had no recollection of being petrified, she swiftly regained her bearings and quickly jumped back, assuming a defensive stance against Boa Hancock. Hancock chuckled, clearly entertained by Tsunade's persistent determination, even in the midst of her defeat.
"You can rest easy, Hokage. I was just leaving. Consider yourself blessed that I graced you with mercy." She remarked, an arrogant smirk on her face.
The Pirate Empress turned and strode away, limping slightly and her clothes slightly disheveled, yet she still exuded an undeniably alluring charm.
Strength: Now, there's no doubt that Tsunade is one of the physically strongest kunoichi of the Naruto universe. Her 100 Healings Jutsu (Strength of a Hundred technique) let her keep pace with Madara for a brief time, who's powerful enough to contend with the Tailed Beasts, measured at power of about 5 Teratons. But even if we were to be generous and say that's her base and the technique increased it to 500 Teratons, that still wouldn't be enough. While Boa Hancock hasn't shown many displays of her full power, every character with a 1 billion berry baseline bounty has performed feats that are generally agreed to be 2.28 Petatons. 456X stronger than the likely case, and only about 4.56X in the best case scenario.
Speed: It's debatable whether Tsunade has light speed reactions or not, scaling to top speed characters at that level. But even if she was, Boa Hancock has observation haki which can let her keep track of Tsunade, and she would likely keep up with characters who have over 10X the reaction speed of light.
Skill: Tsunade is the more skilled fighter, training all her life to the point that she's one of the Sannin, whereas Boa, while certainly skilled, relies more on her beauty and petrification powers to do the work, then shatter them when they're stone.
Experience: While Tsunade has more experience, time wise, as she's over 20 years older than Boa, it's debatable who's more experienced one over the other in fighting foes of various abilities, aa besides your average ninja and pirate/marines, Naruto and One Piece are very varied in terms of unique abilities with their ninjutsu and devil fruits respectively.
Powers: Tsunade is certainly a master kunoichi, and has a lot more various abilities at her disposal, and even likely has the will to shrug off conqueror's haki, but I doubt that most of the usual ninja tricks would work, due to either Hancock's keen observations or being too durable for most of her attacks. Tsunade could theoretically use her medical ninjutsu to mess with Hancock's body from the inside, but that would require overpowering the Pirate Empress's armament haki, which can defend against the equally body manipulative properties of the Op-Op Fruit, such as Kaido vs Law.
The winner is Boa Hancock.
