Dragon King and Shining Fairy.
[ACSRS: Weakest VS Strongest]
Touma looked at the two clashing dragons as if pondering them.
"You?" Misaka called out to him, she had been forced away from the clashing forces in time to see Touma arrive.
She hesitated, Misaka thought of the outcomes. She knew of the power his hand had, but she had also seen that its power was not unlimited. She knew of the dragons that lurked within though, and how they were likely related to the ongoing issue.
"What's going on?" Touma called back "I've just been told to come here and do something about it."
Misaka hesitated then pointed "The dragons will destroy the city if left alone, each one has a hostage though. The White one has the woman behind the current incident and the green one has Joule."
Touma's mouth curled into a frown. "Okay, I'll get them out."
Said as if just in passing, like someone saying "I'll grab milk when I'm out." His attitude scared Misaka at first, she was worried he wasn't taking this seriously and would get hurt.
Touma, though, was taking it very seriously.
He looked towards each dragon, spying the two hosts kept tightly bound. He didn't understand everything that was going on, he didn't understand how his power worked on the true nature of the dragons but their existence here and now was no illusion. No dream of a terrified alchemist.
Without asking anything more, he began running towards the crashing beasts, his arm forward to block any incoming attacks.
The Angel dragon was the first to notice him. It shot a rain of feathers towards him faster than bullets but a wave of Touma's hands caused the feathers to vanish away.
As the beast turned to split its focus, the four-eyed dragon kept its focus purely on its rival, biting at the throat of the angel dragon. These were not creatures that could bleed, but the angel's scream shook the air.
The angel dragon's head glowed and it let out a blast of white towards Touma, the salt-transforming light hit Touma's outstretched arm and seemed to meet resistance. Touma grunted as he lifted the arm up and flung the blast of light skyward where another cloud was turned into a rain of salt.
The four-eyed dragon finally took notice of Touma after that though and let out an ear-piercing shriek. Touma covered his ears so he couldn't hear the telepathic shriek that came with the sound.
"No! Get away!"
Lighting, black and green, blasted out of the two dragons in a wave. This wasn't true lightning though, more simply the concept of heavenly wrath of one form or another. Touma had a lot of practice blocking things that acted like lightning.
As the bolts flew though, the angel dragon seemed to stagger, as it swung to the side, its flesh started slipping off of it and turning into salt.
Though Touma couldn't make it out well, it looked like the person that he'd been told was behind this was moving more too. Unlike before when she seemed to be unconscious, now she was struggling to free herself as her dragon slipped away around her.
"What…" Her voice was unheard in the commotion "Is this Uiharu?"
It was, though how she knew that was difficult to determine.
Uiharu had done what she set out to do. She'd removed the energy from Kimi's black hole. As a side effect, robbing the dragon of its power source.
The angel dragon was quickly becoming a skeleton, wasting away in mere seconds.
Touma sprinted forward as the skeleton began falling apart. He slid along the ground and was able to catch Kimi as she fell so she wouldn't hit her head.
"Damn it." He heard her mutter "It's impressive at least, the weakest card beat the best."
"Shut up for now." Touma told her "Can you move?"
"Barely." She groaned "Then go, the battle isn't over yet."
Indeed it wasn't. While the angel dragon had fallen apart, the Four-eyed dragon had yet to do the same.
Joule's dragon screamed, the very earth shaking at its song. Normally the four-eyed dragon might be called one of the more peaceful dragons, at least in relation to its species. But now, caught up as it was in the madness of the battle, that peace was nowhere to be seen.
Perhaps though, that peacefulness might have been why it chose Joule in the first place. She wasn't the only person it could have bonded with to draw energy from the lifewave. However, Joule was the most compatible with it.
Joule herself could no longer think though. She was just a piece of the dragon now, unable to rein in its mad urge to ruin even now that its enemy had fallen.
Touma charged at the beast, readying his fist again as it unleashed a flood of green water. A tidal wave, the wrath of an oceanic god. Touma needed to dodge it as the nature of the water washed away the ground where he had been standing and would have knocked him off balance if he had tried to block it.
As it screamed again, the world shattered and reformed. A thousand attacks launched from a thousand directions. Touma couldn't block or dodge this one as easily, to dodge would require him to evade the rain and to block would require him hitting the core of this false reality.
Uiharu, watching this fight from her position as an all knowing and near powerless position was terrified. She couldn't find whatever Joule was using as her power source to sever the dragon from it.
All she could sense was that the power was flowing through Joule's blood. Removing that though would kill her friend for sure.
Joule's heart beat in time with the dragon's, pumping both blood and that power that wasn't related to her AIM field through the beast. No, it might be more fair to say she was the dragon's heart now.
Even so, they weren't going to give up on her.
Uiharu knew that the current power she'd gained was not suited for what Joule was dealing with. Her power in general wasn't suited for this. So all that was left was simply to entrust this to the people who could do something.
GV struggled to his feet as Misaka used a pair of handcuffs she'd stolen from somewhere to cuff Kimi
He walked over to the two of them as they watched what was going on. All that was left was Joule.
With a sigh, GV ran towards the battle again just as the four-eyed dragon seemed to draw in a breath. It was going to shriek again.
No, what came out this time wasn't a shriek, but a song.

GV covered his ears as the song went out and even Touma staggered as he covered his own. This was no normal song, nor was this purely a result of magic. It was a sound wave, infused with magic that would rip apart anything and everything that it encountered.
The end of the world, or something like that, if allowed to continue.
"GV." The voice was quiet, but insistent, audible above the terrible song "Please, stop me."
Even so, the song ripped at GV. Even prevasion wouldn't help. When GV tried it, it was as if he hadn't changed form at all. The song rocked his electrons, scattering them just as easily. GV was forced to return to human form panting.
"GV, the song. My song-" the voice had changed, it wasn't Joule, but it was someone familiar.
"I need a bridge. The dragon- they're helping but I need you."
GV heard the voice and felt something. A hand being held out to him, or the feeling of it. No he'd felt this before. This was-
He took the mental hand and knowledge rushed into his head. It made a record of whatever was already in GV's head. The old safety mechanism activating just as it had before. Once it was in place, it began overwriting.
GV inhaled. What he was about to do should be impossible and yet-

GV began to sing and a pair of wings shone, blooming from his back. They were electric blue and crackled with his lightning.
"Bridge established." The friendly voice acknowledged "Good work GV, let me take it from here."
The song broke against the dragons and shattered through, overpowering the dark dirge of despair.
As GV stopped singing, the wings grew larger and… floated off him? A butterfly of great size that in a flash of light became a figure that had been long missed. The figure started singing, catching the line just after GV stopped.
Stretching her arm forward, Lumen sang "See, I'm sure I don't want a world without you…"

Originally I was going to write this chapter differently, I would have given Touma the chance for a victory on his own. I even planned to call it something different, "Dragon King's Judgement." Then I paused and said "Why does Touma get to be the big hero here? This isn't an index arc!"
So yeah, Lumen's back. But is this permanent or temporary? You'll just have to see over the next few chapters.
