1 week has passed,
"Ah, finally! Most of the reconstruction in the village is done. The missions I did in Land of Waves, Land of Spring and Land Hidden by a Waterfall did really help me out with the reconstructions. Having them owe both me and Konoha is helping us much sooner than expected," Naruto said to both Koharu and Homura while doing his paperwork.
"Yes it did help us out," Koharu replied.
"So I presume you both are here to retire?" Naruto asked.
"That is correct, we have been working in this post for the past 40 years," Homura said.
"It would be quite helpful if you both were to teach something in the academy for a while, the teaching staff has reduced significantly, and having to search for capable retired shinobi is quite hard. So how about it?" Naruto asked.
Koharu and Homura looked at each other for a bit, and then looked at Naruto,
"That would work lord Hokage, we can teach a few academy students," They said.
"Very well then, give me your resignation papers, I will sign them." Naruto said.
He had signed both their resignation papers, and both of them left.
"Hello lord Hokage," Dragon bowed down.
"Well dragon, did you find anyone you'd like to join the anbu?" Naruto asked.
"Yes Lord Hokage, I have found a few candidates who look promising." Dragon replied.
"Very well then. We will keep a test of your choosing, if they pass, they can join your training program." Naruto said.
"Yes my lord," Dragon said.
"You can leave now, change the anbu body guards sent to protect the Kaze family," Naruto ordered.
The anbu commander saluted and left.
"Summoning Jutsu!" Naruto called out.
in a poof, a small toad appeared.
"Tell me the situation in the capital," Naruto ordered.
"Kazuto has a few followers now, he managed to make the neutral party change their stance. Now he is trying to get them fully on his side, but it's quite the problem since most of them are somewhat related to the Hiku family," The toad relayed.
"Though they are willing to join forces with the Kaze family, it would still require him to have more resources and support," The toad continued.
"Hmm, that's quite the complicated situation," Naruto said.
"Lord Naruto, there might be some assassination attempts at the Kaze family, it's most likely that the Hiku found out that Kazuto has acquired some support, so he is trying to get rid of the family at it's entirety," The toad said.
"That's quite bad. We need more families' support, mainly from the Capital. The Sarutobi clan has some ties with the Capital don't they? I guess I can ask some favors from them. I am already teaching Konohamaru here and there," Naruto said.
"Yes lord Naruto, the Sarutobi clan has some of their descendants in the capital. For most part they are neutral, but they can be swayed with the help of their clan," The toad remarked.
"Very well then, I will be meeting with the current head, Asuma. If any issue occurs, send some chakra towards the seal I placed on you, I will be there in a flash, for now you are dismissed. Go continue your mission," Naruto ordered.
The toad puffed out of existence, getting reversed summoned to Myoboku and summoned to the Fire capital.
'I can sense Asuma to be 2 Kilometers from here' Naruto thought.
He quickly made his way there.
"Yo Asuma!" Naruto greeted,
"Oh, Hello Naruto," Asuma greeted Naruto with a bit of surprise.
"Oh hi Naruto!" Ino greeted.
"Hello guys!" Naruto greeted back
"Hello Naruto!" Choji greeted
Shikamaru just gave him a nod,
"Asuma, I have to talk about something important of you, follow me," Naruto said.
Asuma followed Naruto to a clearing a bit away from where they were.
"What do you need from me?" Asked Asuma.
"I need your clan's support for this. This involves the village at its entirety," Naruto answered.
Asuma's left brow rose,
"What is the issue?" He asked.
"The Fire capital. Some of the minor nobility are from the Sarutobi clan. They are currently neutral with their stance. If things go on like they are going on right now, there probably would be another full scale war," Naruto answered.
Asuma' s face turned from curiosity to surprise.
"But, how? Are things that bad already?" Asuma questioned.
"Yes. The opposing side has gained a lot of support. They want to cut out Konoha dry. The pro Konoha side has some members, but not the amount we need. We have to change the number game to make it favorable to Konoha." Naruto answered.
"I will do what I can, most likely they will support us, but I don't think it will be enough to help us out." Asuma voiced.
"I know, but it would be enough to stop their plans temporarily, or at least slow them down. It will give us time to prepare," Naruto said.
"Ok, after my team's training, I will go and speak about this to the clan elders," Asuma said.
"See you later Asuma," Naruto said and left in a flash.
Naruto was walking to the Konoha academy,
Everyone greeted him, asked for his autograph, thanked him for saving the village, it was kind of overwhelming if you ask him.
'So, this means that the mission I gave them worked well. No one I saw gave me a glare... except the ones who are jealous.' thought Naruto.
He made it to the academy after a while,
"Yo Iruka sensei," Naruto greeted.
"Oh hey Naruto!" Iruka greeted Naruto back.
Iruka took a good look at Naruto and came to a realisation,
"You are a jonin already!?" Asked / Shouted Iruka.
"Hehe, yea I am a jonin now. I got promoted for a few of my achievements both inside and outside our village," Naruto said smirking.
"Boss!" Konohamaru shouted, running towards Naruto
"Hello Kono!" Naruto said,
"Whoa! You are already a jonin!" Konohamaru said with his eyes sparkling.
"Yea Kono!" Naruto responded.
"I will treat you both to Ichiraku's, how about it?" Asked Iruka.
"Sure sensei!" Konohamaru shouted with agreement.
After 3 days passed.
"ahhhh tomorrow is my official coronation!" Naruto shouted.
"I completely forgot about it!" Naruto continued to rant.
"Tora, bring Sasuke Uchiha and Sakura Haruno to my residence quick!" Naruto ordered.
Tora left quickly to fetch them.
5 minutes later,
"Uh, why did you send Anbu for us?" Asked Sakura.
Sasuke nodded in agreement.
Sakura looked behind Naruto.
'Whoa, there is a lot of paperwork behind him, a cape, another cape and the Hokage's hat... WHAT THE HOKAGE'S HAT!' She thought in surprise.
"Hello guys," Naruto said tiredly.
"I have to say something, the reason why I am not doing many missions with you guys is because I have been given a very big responsibility, I am the fifth Hokage," Naruto said very seriously.
Sakura would have just laughed at Naruto, but she can see that he was being serious. Not to mention the fact that he has been around many influential people and Anbu protecting his house,
"Well, you are the strongest in the village after all, I wouldn't be surprised." Sasuke remarked.
"You are stronger than Kakashi sensei easily. You have beaten him despite the handicaps you placed on yourself," Sasuke continued.
"Well, that's a relief that you guys believed me. I really don't want to explain too much. The thing is, tomorrow is supposed to be the coronation, and I haven't prepared a damn speech," Naruto said a bit nervously.
"Well, if you need some help, we are here for you. We will help you out with the speech," Sakura said reassuringly.
"Oh Sakura, did you know that Naruto is getting married when he is 16," Sasuke joked.
"WHAT! YOU ALREADY HAVE A GIRLFRIEND AND YOU DIDN'T TELL ME!" Sakura said furiously.
"hehe, sorry Sakura. We only got betrothed and nothing much happened after that. We only spent some time after my promotion to jonin, and she had to leave for the capital so as to not increase suspicions. The Kaze family will be coming here tonight and will watch my coronation," Naruto said.
"Oh Sakura, doesn't your father and uncle have some relations within the fire capital? It would be great if I got to meet them. If the opposition becomes the ruling party, then Konoha as you know might fall as the worst case scenario or there will be a full scale as the best scale scenario," Naruto continued.
"War?" Sakura stated shocked
"Yes, last time the Hiku family took over power, they cut Konoha's funding and increased taxes. This slowly ate at our budget and some spies got to know of it. So they teamed up and destroyed my ancestor's home, Uzushiogakure, and later focused their attacks on Konoha. They thought Uzushio would fall easily and with Uzushio fallen they could attack the alone Konoha. But they underestimated Uzushio's forces. The allies lost 50000 shinobi and even 1 Kage. 50000 versus 2000 Uzushio shinobi." Naruto said.
"After the war started, Hiruzen took full command of the council, and ordered Daimyo's assassination, leading to the Kaze family regaining power in the capital. But now that most have forgotten or have no power against them, they are trying to do the same as last time," Naruto said.
"This is not acceptable! I can't let them undo what my ancestors worked hard for." Sasuke said,
"Yea, ya know I am also a Senju. I got to know about this only a few days ago. Turns out my dad is the grandson of Tobirama Senju. That's why he had huge chakra reserves," Naruto said.
"So now you are a Senju as well," Sakura said jokingly.
"Yea, I am," Naruto said while smirking.
"Let's start!" Naruto shouted.
They spent all afternoon on the speech. Making some adjustments here and there.
*knock* *knock* someone knocked in a specific way
"Come in," Naruto ordered.
"Loooo... Naruto san, the Daimyo's is here," Cat said, nearly slipping up.
"Haha don't worry, they already know of my status," Naruto said.
"Escort them here," Naruto said to Cat.
Cat saluted and left to do her task.
"Whoa, seems like your girlfriend is here..." Sakura said joking.
"I hope you don't get all lovey dovey," Sasuke joked as well.
"They came here quicker than I expected," Naruto said while ignoring his teammate's taunts.
Kazuto, Takashi, Ayumu and Ritsuko came inside his office.
"Hello Kazuto, hello Takashi, hello Ritsuko, hello Ayumu," Naruto greeted.
"Hello lord Naruto," They greeted back.
"Well, no need to be formal, we are going to be family after all," Naruto said, easing them.
"Oh, they are my genin team, Sasuke Uchiha and Sakura Haruno," Naruto introduced them to his team.
"Hello! It's my honor to meet you," Sakura greeted.
"Hello," was Sasuke's greeting.
"So how is your preparations for your coronation going?" Asked Takashi.
"It's going quite well. I have a few speeches ready, and I have some plans ready to change Konoha's economy." Naruto answered.
"It will be discussed in the meeting which will be held right after my coronation. By now, the clan heads would have gotten to know of my ascension," Naruto continued.
In the Nara clan compound,
"What? They made Naruto the Hokage? But he is just 13!" Yoshino Nara, the matriarch of the Nara clan said.
"Yes we did. I voted for his ascension last month. He is young, strong and has experience. On top of that, he is willing to do that job unlike the others we considered," Shikaku answered.
"Even though, won't it make our village look weak?" Asked Shikamaru.
"It won't make us looks weak per say, We have spread out his accomplishments to both inside and outside the village. It's basically a scare tactic. Naruto was able to use the Hiraishin and also beat a Biju without a scratch would only make him more feared. If he were to be Hokage, 2 scenarios would be Iwa and Kumo invading us, or the likelier option which is to not engage with Konoha," Shikaku explained.
"From what I have learnt about him from Lord Jiraiya, Naruto is currently the strongest ninja in the Village," Shikaku continued.
"Then this means Konoha has 3 SS ranked Shinobi as of now," Shikamaru deduced.
"Yes, other than our village, only Kumo and Iwa have SS Ranked ninjas, but if Naruto gets to his father's level, then the number of SS ranked shinobi he will face wouldn't matter, He will be in a league of his own despite having the same rank." Shikaku stated
Quick note: I forgot fully abled jinchuriki were a thing in chapter 2. So here are a few more SS ranked ninjas:

Shikamaru's eyes widened.
'That's how powerful the Yondaime Hokage was?' thought Shikamaru.
In the Inazuka clan compound,
"Hana! Kiba! Get into my office right this instance!" Tsume ordered.
"Geez mom, what made you so mad this time? Didn't drink enough coffee?" Kiba joked.
"Kiba, what do you know of Naruto?" She questioned.
Kiba was annoyed now.
'What?! Now he is here intruding into my family business as well?' Kiba thought angrily.
"Well, I don't know much about him other than he was the son of the fourth Hokage," Kiba replied.
"From what I saw, you have some sort of issue going on with Naruto, Kurenei told me about it." Hana told.
"Well I do! After announcing that he is the son of the fourth Hokage, he acts all high and mighty!" Kiba exploded.
"Well now you shouldn't act like that towards him," Tsume said.
"You also act like that Kiba," Hana remarked.
Kiba just growled.
"So what are we here for?" Hana asked her mother.
"Well the Hokage's name has been announced, tomorrow is the coronation," Tsume announced.
"Who is the Hokage?" Asked Kiba.
"Oh it's a surprise," Tsume said smirking.
"You became Hokage?!" Kiba said, shocked.
"May be, may be not brat." Tsume replied.
The Hyuuga clan compound,
Hiashi went to his office very mad.
"Hisochi, bring Hinata, Hanabi and my father!" Hiashi ordered, barely controlling his anger.
"Yes my lord," Hisochi told, going quickly to do what he was ordered to do.
The three enter his office.
Hiashi was seen walking around his office with a bit of anger.
"What did you want to see us for?" Asked Hiroshi.
"The Hokage has been selected. Turns out, the the Third Hokage had personally taught him so they thought he will be a good choice," Hiashi replied.
"Why are you worried so much? Jiraiya is an obvious choice for Hokage isn't he?" Hiroshi said.
"It's not Jiraiya sama! The third Hokage has taught another student. He was Naruto! They made a 13 year old the Hokage!" Hiashi shouted.
"What! They chose a boy over you?" Hiroshi shouted with a bit of anger.
5 AM,
Iwagakure's Tsuchikage office,
"Lord Tsuchikage!" An Iwa ninja shouted.
"Here... is... the name of the current Hokage..." The Iwa ninja panted after catching up to the Tsuchikage who was making his way to the meeting room.
"Why are you in such a hurry? It's just the next Hokage right? They probably made Jiraiya or Tsunade the Hokage," Onoki, the third Tsuchikage said dismissing the spy.
"But it's not lord Tsuchikage! Just look at the scroll!" The ninja panted.
The Iwa ninja ran all the way from Konoha to Iwa for 8 hours straight to give this information, so of course he will be dead tired.
"Tch, you kids these days are always in a hurry," Onoki remarked while opening the scroll.
Onoki's right brow rose, then his eyes nearly popped out of their sockets.
"They made Naruto Uzumaki Namikaze, a thirteen year old, the Hokage?" Onoki said, incredulously.
"Yes Lord Tsuchikage! As the name implies, he is the son of the Yellow flash. They say he is as strong as Jiraiya is!" The ninja explained.
"Well, I guess this meeting's agenda can be postponed. We have bigger issue at hand. You will be explaining all the details to the council." Onoki said grimly.
In Konoha,
Naruto entered the Council chambers.
Everyone bowed down to him to show respect.
"Everyone!" Naruto shouted.
"We have shown the world that Konoha has came out as the victor when both Sunagakure and Otogakure led by Orochimaru invaded our nation! And this time, we will show that Konoha will not be afraid to attack back against it's invaders! We made Suna surrender and if Oto doesn't surrender within 2 days, we will invade them and take all of Rice country under Konoha!" Naruto announced.
"We will not back down from any challenge the other nations throw at us! We are and we will continue to be the strongest village in this world and I will make sure of that!" Naruto said.
Everyone clapped, a few reluctantly, and the rest out of a bit of happiness.
"Is it wise to attack Oto now?" Asked a civilian councilor.
"Yes it is! The other nations will think of us as weak if we don't retaliate. Konoha has been taken advantage of it's peace loving views far too much! I will always choose the peaceful route, but if it leads to more issues down the way. I won't hesitate for what has to be done." Naruto Replied,
"This will also make us more independent of the Fire Capital. We might make enough money to sustain ourselves, but it won't be enough when conflict starts. With Rice country under us, we will have an additional source of income since it has many lands filled with rice fields and even has a few mines," Naruto continued.
Naruto had a solid reason to attack Oto. Now all is left would be the preparations for the invasion.
12 PM, at the Hokage Tower's rooftop,
"Good afternoon fellow Konoha citizens! After days of working hard to choose the Hokage we need during these trying times, we have finally selected Fifth Hokage! He is a shinobi of many talents, he recently went toe to toe with a fully realised Bijuu and won to protect Konoha and it's citizens! Welcome our Fifth Hokage Naruto Uzumaki Namikaze!" Homura announced to the whole village using a jutsu to amplify his volume.
Everyone cheered an clapped for Naruto, their hero who has defended the village from countless shinobi and even a Bijuu during Konoha's invasion.
"Hello my Konoha citizens! As the Hokage I bear the responsibility to protect all of Konoha and it's people! I will not let the injustice done to us by Orochimaru's Village and Sunagakure! We will show that Konoha is still the strongest village to the entire world!" Naruto announced, causing the whole of Konoha to cheer even louder.
Naruto went back inside the Hokage tower, followed by the elders, the Kaze family and his team mates.
In the council room,
"We will be invading Oto from the East, We can send some ninjas through Yugakure for that. I am sure we can send some ninjas to aid their protection after all of this is over." Naruto said.
Suddenly, the doors of the chambers burst open.
Some of the councilors rose an eye brow at this.
"Lord Hokage! We have some important intel! This requires immediate attention!" The messenger said.
Naruto and the messenger quickly left for Naruto's office through Hiraishin. The messenger looked a bit sick after the Hiraishin travel.
"What is it?" Naruto questioned.
"Kumo is gathering it's forces to invade land of both Frost and Hot waters! Their justification is that some of the land originally belonged to land of Lightning, but broke off during the warring clans era. They plan on invading a year or so later from now." The messenger said.
"This is quite concerning, I will leave you at the messenger office, Thank you for informing of this," Naruto said while teleporting himself and the messenger to the messenger office and teleported himself to council room,
"There is an issue now. Kumo is invading Yugakure." Naruto announced.
"WHAT! UNDER WHAT GROUNDS?" Harata said with anger.
"It doesn't matter, it would just be bogus anyways," Tsume remarked.
"Tsume is correct, they are invading in the grounds that those lands used to be part of Land of Lightning," Naruto said.
"If they reach till the land of Hot Waters, then we would have to share borders with them," Shikaku remarked.
"That is true. Not to mention Land of Hot waters are a good ally of ours as well. We can't let them be invaded." Naruto Said.
"They plan on invading in about a year or so, this means they are most likely ready to invade Konoha." Naruto stated.
"This means we have about a year to prepare," Inoichi said.
"Yes, we do. I will let the anbu commander take as many people into the anbu regardless of their age for training purposes. If Kumo provokes us, we won't be afraid for war!" Naruto exclaimed, receiving a round of applause from the council.
"The council will be dismissed now, I have important matters to attend to regarding the news we received." Naruto said dismissing the council.
This would have probably be the shortest council meeting in the history of Konoha since it lasted only 20 minutes max.
Danzo, Jiraiya, and the Anbu commander assembled at the Hokage's office.
"Change of plans for me I guess, I want 30 of the most loyal ninjas from both Root Foundation and the Anbu. I will be training them my self. This is so as to limit the spies being able to get my special training method. I will have some seals placed on them so as to ensure they won't turn traitors," Naruto said, after sealing the office.
"Yes Lord Hokage," Both the Anbu Commander and Danzo said.
"I will have Sasuke train under me as well. He will be temporarily part of the Anbu black ops under my direct control. Jiraiya, I need you to send toads to spy both on Iwa and Kumo. If Iwa catches wind of what Kumo is doing, they would probably join in to take our village down." Said Naruto
"What do we do about Suna?" Asked Danzo.
"We will make them our puppet state. We will try making their Jinchuriki the Kazekage, after all he owes me for sealing the One tails properly. This means that the Kazekage would most likely side with us during any conflicts," Naruto said.
"We can also send extra missions which are elementary to their village so that we can focus on gathering more trained and experienced forces for battle," Naruto continued.
"What about the academy? What changes are you going to make there?" Danzo asked.
"I will be restructuring the academy as well. First of all, I will be making the academy students take D ranked missions in teams where they are shuffled every once in a while to get used to working with others. This will also ease up the mission loads genin take. The Genin will take some D ranked and mostly C ranked missions, Chunin will be taking both B and A ranked whilst the Jonin will be taking both A and S ranked missions," Naruto stated.
"Although, I might make some genin teams take B ranked missions if they are strong enough. They have to be as experienced as possible after all." Naruto continued.
"That works well, but what about the curriculum?" Asked Danzo.
"Well, we will mainly focus on chakra control exercises which increase their chakra reserves." Naruto answered.
"Oh, I also forgot. I will be changing the age for entry from age 6 to 4. We have to let them learn the basic knowledge from an early age so they don't have to focus on academics in later years," Naruto continued.
"Dragon, what are you teaching the academy students who entered the anbu?" Naruto asked,
"We are teaching them the tree walking exercise. We have to increase their chakra reserves before starting of with other aspects of training," he responded.
"Good, that's it I guess, I will also start my training. I am supposed to be the strongest in Konoha after all!" Naruto said, lightening the mood up.
"Well brat, I will train at mount Myoboku for a while. I need to master my sage mode if I have to stand equal to you," Jiraiya said grinning.
"Oh pervy sage, I forgot to say you this. Why don't you make Kakashi your apprentice? He can help you run the spy network when you are doing other business," Naruto said.
"Hmm, I will think on that brat. I will now go to home and rest a bit. I haven't slept for a while." Jiraiya said.
All three of them left, leaving Naruto to be alone in his office,
'Hmm, looks like a few spies escaped last night, he didn't set of any alarm placed meaning he just arrived here or might have not been able to find much, but most likely he must have known that I am the Hokage, which perfectly tells why he left 20 minutes after the meeting ended. From the report, he came from Ichiro's compound. Looks like we have traitors in the village council,' Naruto thought.
