"And that's not the only change I want to talk to you about today," added Shacklebolt.

"What else is up?" Inquired McGonagall.

"So," explained Shacklebolt, "I'm happy enough with Madam Hooch as Hogwarts flying lessons instructor. However, the problem is that flying lessons are only held for first years."

"A lot of witches and wizards are excellent natural fliers," said McGonagall simply.

"That's true," acknowledged Shacklebolt, "But not all of them are. I strongly feel that those witches and wizards who are not naturals on broomsticks could greatly benefit from extra practice."

"We do have Quidditch at Hogwarts," replied McGonagall.

"Which is played by the best and most natural fliers at the school," pointed out Shacklebolt, "So those witches and wizards who actually need continued flying practice aren't getting any. The only way to hone any skill is to practice said skill. And if you learn a skill and never use it, you'll lose that skill making the initial lessons worthless."

McGonagall had no retort for this, so she asked Shacklebolt, "What do you suggest?"

"Flying lessons should be offered in all years and compulsory for all students through fifth year," said Shacklebolt in a businesslike voice.

"Once again week good?" asked McGonagall.

"Flying lessons should be increased to twice a week," suggested Shacklebolt, "Let's give our students some good practice at flying while they are here."

"I have no reason to object to this," said McGonagall simply.

"It's important to keep in perspective that flying is a fundamental skill for witches and wizards and isn't just for fun," said Shacklebolt seriously, "Flying is an important means of transportation that is safer than apparition and more reliable than Floo Powder. And not everyone will own a thestral or hippogriff. I'd say Portkeys and broomsticks are the best means of Wizarding World transport. Every witch or wizard who graduates from Hogwarts h," remembered Shacklebolt, I forgot should come out of this school with a thorough education in flying."

"Madam Hooch isn't exactly a spring chicken though," realized McGonagall, "Are you sure she can handle this much of an increased workload?"

"Ah," remembered Shacklebolt, " She actually wants a somewhat increased workload. However, she won't be taking on all the increased workload. She is only going to teach first years and second years. I have hired Madam Heidi Macavoy to teach third years and above."

"The Heidi Macavoy who played Chaser for Hufflepuff?"

"Yes," smiled Shacklebolt, "She's young and spry and she intends to become the full time flying lessons instructor when Madam Hooch either calls it a career or stuffs it."

"I have no reason not to trust her in the role," acknowledged McGonagall, "Madam Macavoy was always a great flier and a responsible student."

"Exactly!" replied Shacklebolt.

"Well," said McGonagall, "Hogwarts students are about to get a lot more training in Flying."

"They are and rightfully so!" finished Shacklebolt.
