Number01BlazblueFan - Didn't you read the last chapter of All Worlds Alliance Stories and the first chapter of this fic. The characters you mentioned are preoccupied in their respective current situations, so its pretty much obvious from the start that they'll be sitting this story out.

Streets of New Salem
"All right, scour this place until you find 'em!" Sheriff Audu Paden commanded, "I want no stone unturned!" he added and to his disbelief, some of his men are literally started searching under a rock, "Not literally, you buncha knuckleheads!" he chastised, "Now go get those monsters!" he beckoned, "Go, go, go!" he urged.
Well, the chase was on! The students of Monster High started playing a wild game of hide and seek with the cops, each trying to outsmart the other.
In the chaos, Cleo de Nile and the gang ended up scattered all over the place, they had to think on their feet and come up with clever hiding spots. Clawd Wolf managed to sneak into a doghouse and started making some seriously convincing canine noises to throw the cops off his scent. Toralei Stripes, on the other hand, had the bright idea to stand in front of a circus billboard and blend in with the vibrant colors and patterns, fooling another cop.
Heath Burns and Manny Taur had their own adventure. They ducked into a China shop while hoping to stay out of sight. But the delicate situation made Manny a little too nervous, and the sight of all those fragile items was just too much for his clumsy side.
Meanwhile, Rochelle Goyle and Venus McFlytrap were playing it cool, hiding in a bush and trying not to make a peep. But their hearts were racing when they heard the cops' footsteps coming closer. They held their breath while hoping not to be found.
And then, out of nowhere, Tom Ridgewell comes into the picture. This guy is just standing there, yammering on about who knows what with a beer bottle in hand. He's like a walking, talking distraction and he totally saves the day for Rochelle and Venus. The cops, thinking he's the real deal, go off to check the raging derelict instead.
"I know you and your wife and every part of you!" Tom shouted with the cops casually walks towards him, "Ah, what the hell do you want!" he demanded, "You still owe me $50!" he reminded.
"Slow down, slow down." the cop urged rather calmly.
"Alfred Hitchcock stole every idea I ever had!" Tom accused, "He came into my room!" he exclaimed.
The cop raised an eyebrow, "Who's been stealing your thoughts?" he questioned.
"Did you ever read The Old Curiosity Shop?" Tom questioned, "They made that with John Gielgud!" he added, "I have powers that-" he trailed.
Thanks to the commotion, Rochelle and Venus manage to slip away completely unnoticed, mentally sending Tom their gratitude for the help. But they can't shake off the feeling that maybe Tom wasn't entirely there to rescue them; knowing his history with the bottle, they lean towards thinking he might've just been having one of his typical moments.
Meanwhile, on a different stretch of the street, Cleo keeps a wary eye out for the cops as she sprints away. When someone suddenly touches her shoulder, she lets out a scream before recognizing the hand belongs to her boyfriend, Deuce Gorgon.
"Shh." Deuce hushed.
Just then, Abbey Bominable, Frankie Stein, Lagoona Blue, Megumi Aino and Seiji Sagara joins them.
"Deuce?" Cleo uttered out in surprise, "Frankie?" she added, "What are you doing here?" she asked.
"We came to try and stop you from doing something crazy." Deuce replied.
"Ugh!" Cleo groaned in response.
Deuce sighed, "I guess we were too late for that." he conceded.
Seiji crossed his arms, "Can't believe you guys really went and defaced New Salem High." he expressed in disappointment.
Clawd, alongside Howleen Wolf and Toralei, made their arrival, "Hey, dude, we didn't do that to the school!" the older Wolf argued, "Somebody did it before we got there." he insisted.
"Yeah, we saw." Lagoona acknowledged, "But if you didn't do it, who did?" she questioned.
Manny, alongside Heath, Rochelle and Venus, walked towards them, "You don't think it was Holt, do ya?" the teenage minotaur assumed.
"No way!" Megumi dismissed.
"Not Holt!" Frankie added.
"Does not matter." Abbey interjected, "They thinking we did this!" she pointed out, "We must get out of here before police come and throw their books at us." she beckoned.
"Abbey's right." Frankie said in agreement, "There's a drain that leads back to the catacombs about two blocks from here." she shared, "If we stay out of sight, I think we can make it." she instructed.
As they were frantically talking, the door to the house burst open without warning, they saw a person wearing a mask standing there, staring at them.
"Hey!" the figure shouted which made everyone flinched in response, "What are you doing out here?" they questioned before taking off their mask and revealing themselves.
The figure is a teenage boy with a tall stature, he had a lanky frame and a fair complexion, he had a short casual brown hair and he had green-colored eyes. He wears a green polo shirt over a gray top, black pants and a pair of brown shoes. This is Chad Staley.
"Cause the party is in here!" Chad declared with a smile while opening the door for them, "Well, what are you waiting for?" he questioned, "Come on in!" he beckoned, "Welcome to the party!" he expressed in glee.
"The cops won't be looking for us at the party." Abbey proposed and everyone quickly agreed that this was the perfect place to lie low from their pursuers.
And with that, the group of friends made their way to the front door of the house, and Chad welcomes everyone with a smile.
Toralei playfully puts a finger over Chad's lips, "You know you wanted this!" she teased him with her voice dripping with flirtation.
Chad couldn't help but gush over their outfits especially the snakes on Deuce's head, "Awesome costumes, you guys!" he exclaimed with his eyes lighting up, "Those are so realistic!" he added in glee.
Soon enough, they all made it into the living room, where a bunch of kids from New Salem High were having the time of their lives at the Halloween Party. Among the partygoers, one figure definitely took note of their entrance.
The figure is a teenage girl with an average height, she had a slender frame and a pale complexion, she had a short black hair styled into a bob with straight bangs and a blue stripe on her left side, she wears heavy black make-up on her eyes and black lipstick, she has a black tear drop-like dot under her left eye, labret piercings, and she has yellow-colored eyes. She wears a long turtle-neck sweater with white stripes going down the arms and a skull and crossbones on the front, she wears white leggings with black stripes, and a pair of brown short ankle heeled shoes. This is Clair Fitzgerald.
"Uh, ghouls, what exactly is going on here?" Howleen asked nervously.
"Its a Halloween Party." Megumi answered.
"A very simple one." Seiji added.
Frankie looks around in awe, "Check it out!" she beckoned.
"Oh my Ra!" Cleo gasped in horror, "What kind of house of horrors is this?" she questioned while looking at the decorations, "Ghosts and skeletons strung up on the wall like trophies?" she listed off while crossing her arms, "My father was so right about these people." she declared.
"Chill, Cleo, they're candy." Deuce reassured with a bored tone, "Just decoration." he added.
"Like in the Hall of Halloween!" Frankie exclaimed in glee.
Abbey took one skeleton candy and ate it, "Not as good as old stuff, but not bad, neither." she commented with a smile.
"They're clearly celebrating attacking our school." Toralei accused.
Megumi gave a little eye-roll, "I'm not so sure about that." she replied, "It's only a basic Halloween Party." she clarified.
"And considering how cheerful and lighthearted the guy throwing this shindig is, I doubt he'd go for anything too nasty." Seiji chipped in.
"What's with you two always being such goody-two-shoes?" Toralei questioned with her voice filled with disbelief.
Chad strolled over to the group, a wide smile on his face, holding a tray of cups brimming with punch. He offered them out to everyone, and while some took them with a bit of hesitation, others looked genuinely grateful.
"I really hope you guys have a blast at this party!" Chad said cheerfully before moving on to mingle with other guests.
"When he said 'punch', I figured he was threatening me." Clawd confessed.
"Could've been." Manny grumbled.
"Chill, it's just a drink." Seiji reassured while trying to ease the tension. He then took a sip, smacked his lips a few times to taste it, he then smiled, "It's good, actually." he complimented, "Tastes like iced tea." he added while giving it a thumbs up.
"Don't be so naive, Seiji." Venus chastised, "That might be spiked." she cautioned.
Seiji sipped again and rolled his eyes, "You're just being paranoid." he uttered in bemusement.
Rochelle then interrupted the exchange by pointing across the room, "Guys, isn't that Edd and Matt over there?" she pointed out.
They all turned to look and sure enough, Edd Gould and Matt Hargreaves were there, raising their cups of punch to each other.
"What are those two adults doing at a party with all these teenagers?" Lagoona questioned while sounding confused.
"Maybe they're just young at heart." Seiji suggested.
Megumi had a different take, "Or maybe they're just giant man-children." she grumnled.
Frankie took a gulp of her punch just as Clair approached, "Wow, those are some seriously cool costumes." the goth said in a tone that didn't sound all that impressed and Frankie couldn't help but spit out her drink in surprise, "I guess you guys really go all out for Halloween." Clair added with her sarcasm as thick as fog on a spooky night.
"Yeah, totally." Frankie squawked nervously, "What..." she trailed, "Creature..." she furthered, "Person doesn't?" she corrected.
Clair got a good close look on them, "I don't even recognize you." she said with a scrutinizing expression.
"Um, that's 'cause we're..." Frankie trailed in panic.
"Exchange students!" Lagoona chimed in, "Yeah, that's it." she urged.
"We from totally different world." Abbey added.
"Yeah!" Frankie exclaimed in agreement while glancing at the person standing in front of her, "Why aren't you all dressed up?" she asked before pausing for a moment, "I'm sorry, I totally blanked on your name." she uttered in apology.
"Clair." Clair introduced herself, "And this kinda stuff isn't really my thing." she confessed, "I'm only here 'cause my friend Chad made me come." she admitted while looking at Chad whom is doing a silly dance, "Ugh." she groaned out loud, "And if I'm gonna be forced to be here, I'm going to at least change the music." the goth girl ranted a little bit, "These people have no taste." she commented before walking towards the table where the radio is.
"That was too close." Cleo gasped, "We have to get out of here." she insisted in panic.
"Come on, Clair seemed nice." Frankie assured.
"That's how they fool you." Cleo chastised.
"Yeah!" Toralei chimed in agreement, "If I was her, I'd do the same thing." she admitted, "Lure you in with kindness, then pounce!" she instructed, "Don't forget what they did to us." she reminded, "And what we came here to do." she added, "Revenge!" she declared.
"One of us already did that, remember?" Frankie reminded as well.
"And don't forget that someone from Monster High put those bombs under New Salem High." Megumi chimed in.
Seiji raised his phone, "Hold on a sec, guys." he interrupted, "Chapatsu just sent me a message." he revealed, "It turns out the person who planted the bombs is actually a student named Damien Ishihara from the New Salem Private Institute and they've already caught him." he revealed.
Frankie let out a sigh of relief, "Oh, thank goodness!" she exclaimed, "So that's one thing we can check off our worry list." she added with a smile.
Chad then turns to them, "Yo, you guys just gonna stand there?" he asked with a smile while dancing, "Come on, it's a party!" he beckoned in excitement, "Let's dance!" he urged.
Without spotting any issues, everyone decides to join the party happening on the dance floor while a few of them are still a bit cautious of their surroundings.
Everything's going great and everyone's having a blast when all of a sudden a couple of figures come bursting in without any warning, getting everyone's attentions.
The first figure is a teenage boy with a tall stature, he has a muscular build and a fair complexion, he had a blonde swept back hair and he had blue-colored eyes. He wears a green & white varsity jacket over a white t-shirt, he wears grey jeans and a pair of brown shoes. This is Bud Singerman.
The second figure is a teenage boy with a tall stature, he has a muscular build and a fair complexion, he had a blonde swept back hair and he had blue-colored eyes. He wears a green & white varsity jacket over a white t-shirt, he wears grey jeans and a pair of brown shoes. This is Spud Singerman.
"Attention, uh, everyone." Bud called out with his voice trailing off while glancing down at a note in his hand, visibly forgetting his next words.
"Hey, it's those guys that trashed our school!" Clawd pointed out in a whisper upon recognizing them.
"Now presenting, the most famous monster hunter of all time..." Bud trailed.
Bud and Spud both pointed their hands up towards the second-story balcony. Everyone looked up and noticed a figure standing there in a pretty dramatic pose.
The figure is a teenage girl with an average height, she had a slender frame and a fair complexion, she has a dirty blonde hair that is pulled back in an apparent low ponytail, she has teal-colored eyes, and a beauty mark near the upper right corner of her lip. She wears a leopard print button-up top with dark brown belt wrapped around her mid-section, she wears greenish-gold leggings, and a pair of black knee-high high-heeled boots. She wears a reddish-pink choker and a blue-hued monocle. This is Lilith Van Hellscream.
"Tis I, Lilith Van Hellscream!" Lilith introduced herself.
"Van Hellscream?!" the students from Monster High exclaimed in panic.
Seiji raised an eyebrow, "Who?" he asked in confusion.
"Behold my magnificence!" Lilith beckoned.
"Nice costume, Lilith!" Chad joked from the crowd.
"Yep, she's definitely got a knack for stirring up drama." Megumi grumbled in annoyance.
Clair shook her head and crossed her arms, "I can't believe her sometimes." she uttered towards Frankie.
Lilith quickly zips down to the first floor and presented herself to everyone, "Halloween is my favorite time of year!" she declared, "And just like my famous monster-hunting uncle, I'm on the prowl, searching high and low for those vile, disgusting creatures!" she shared with pure venom in her tone.
"Vile and disgusting?" Cleo gasped in offense, "Take a look in the mirror, sister." she admonished.
Lilith smirked while taking a good look at everyone in the room, "Oh..." she ooed in excitement, "It appears I've struck gold!" she declared, "Just look at all of you." she beckoned, "So many potential victims!" she mused before turning to Frankie, "Are you a monster?" she assumed before turning to Lagoona, "Or maybe you?" she furthered before getting into Howleen's face, "Or maybe you!" she added before noticing Megumi and Seiji with a suspicious gaze, "Seriously, are you guys human or what?" she asked with a hint of doubt in her voice.
Seiji rolled his eyes, "You want me to show you my birth certificate?" he offered.
"How about I introduce you to the doctor who delivered me?" Megumi chimed in annoyance.
"Cool it, you two." Deuce ushered.
Lilith chuckled in response, "It's time we got back to the true meaning of Halloween!" she beckoned, "Catching monsters!" she declared while laughing like a maniac.
"Seriously, what's with the evil laugh?" Megumi questioned in disbelief.
"I guess she's feeling pretty full of herself." Seiji replied.
Just as Heath was about to chomp down on a snack, Abbey gently grabbed his arm, "Whoa there!" she exclaimed, "Those are pretty spicy." she revealed.
Heath chuckled in response, "Oh come on, I can handle a little spice." he insisted.
Heath chomped down on the snack and despite what he'd said, he totally couldn't handle the heat. He let out this big, loud grunt and to everyone's surprise, his hair just went up in flames. It was like he'd turned into a human torch right there in front of them and everyone was pretty shocked by the whole thing.
"He's a real monster!" Bud pointed out.
"Not a costume!" Spud added while Lilith smirked in amusement.
Panicking, Heath began to run around in circles and in his frantic state, he ended up crashing into Frankie. Unfortunately, this caused her right hand to come loose from her arm, which really startled one of the party guests.
Abbey, trying to help Heath by cooling him down with her ice powers, had a bit of an oops moment. She accidentally knocked over Deuce and when his glasses fell to the floor, his eyes shot out a green beam of light that turned the disco ball into stone.
After calming down a bit by dunking his head in a water-filled cauldron, Heath lifted his head out and noticed that everyone else, including his friends, had frozen in their tracks. They were all staring at each other and are in the middle of a tense stand-off.
"Oh no!" Heath uttered in dread.
"A-ha!" Lilith cheered, "Monsters!" she pointed out, "I knew it!" she exclaimed with a proud smile.
"You know you're not supposed to be on our side of town." Bud admonished.
"What are you freaks up to?" Lilith demanded.
"Nothing!" Frankie answered in panic.
Clawd then steps forward, "You started it!" he reminded.
"And we're gonna finish it!" Spud responded, "You think I've forgotten the time one of you sank our hummer in the lake?!" he reminded angrily.
"And they really got you good with that one, didn't they?" Clawd replied with a smirk.
Spud and Clawd began to inch closer to each other, their expressions tightening as if they were about to throw a punch. But just in the nick of time, Chad darted between them, effectively putting a stop to their escalating tension.
"Stop!" Chad shouted, "Everyone stop!" he repeated before turning to Lilith and her goons, "Lilith, so they're monsters, big deal." the party host admonished, "They weren't hurting anyone." he defended.
"Not yet." Lilith replied, "But they will!" she insisted.
"Everybody, chill." Clair interjected, "This party was, like, super lame before the monsters showed up." she commented to which astonished Chad, "You shouldn't be afraid of them." the goth advised, "You should thank them!" she beckoned, "I mean, Lilith keeps saying how terrible they are, but like when was the last time one of them did anything bad to us?" she reminded with a question.
Suddenly, a ruckus caught everyone's attention from outside. Without wasting a moment, they all rushed to the front door. As they burst into the yard, they found Holt Hyde being held back by the Sheriff and his buddy.
"Gotcha, you dirty monster!" the Sheriff exclaimed, "Hold still!" he admonished.
"Get your normie hands off of me!" Holt demanded, "You got the wrong dude, dudes!" he argued.
Bud checks his phone, "Looks like they got the guy who vandalized our school!" he shared.
"I was framed, yo!" Holt argued.
"Yeah, right, sure!" the Sheriff replied sarcastically.
"Then what's all this?" Holt questioned.
"Holt?" Frankie shouted in concern.
"Hey don't you worry about me, Frankie Fine." Holt reassured, "These dudes?" he pointed out, "They've got it all wrong, yeah!" he declared.
"Sheriff!" Lilith called out and then pointing a finger at the group, "There's more evil monsters over here!" she pointed out.
Megumi couldn't help but groan in astonishment, "Seriously?!" she exclaimed, "Does she really have to throw in the 'evil' part?" she grumbled.
"Run!" Clawd shouted.
Hearing Clawd's frantic shout, everyone quickly started running while desperately trying to outrun the cops and the supposed monster hunter hot on their heels.
"I've got you, don't worry!" Heath reassured but he ended up slipping and smacking his head on the lawn. Abbey then scooped him up in a bridal carry, "You're welcome." the flaming head groaned in response and is obviously not thrilled with the situation.
While the cops had Holt pinned down, the poor music enthusiast watched his friend run away, "Frankie Fine!" he yelled after them, "Don't abandon me, please!" he pleaded.
Back inside the house, Edd and Matt remained unfazed by the chaos, casually sipping on their punch like nothing was happening.
"Shouldn't we go help?" Matt questioned.
Edd took a moment and then just shrugged it off, "Eh, they've got it." he said confidently, "They can take care of themselves." he reassured.
Matt couldn't help but roll his eyes, "Real supportive, we are." he quipped.

Bulk Biceps was really pumping iron while lifting weights like they were feathers and not even breaking a sweat.
"Dang, Bulk, you're killing it!" Flash Sentry complimented, "You really take working out to a whole new level!" he complimented while watching alongside his buddies, Brawley Beats and Ringo Stardom.
"Thanks, guys!" Bulk expressed in gratitude, "I've gotta stay in tip-top shape for my domino games." he stated.
"Bro, come on, you don't need to hit the gym like that for playing domino!" Brawley joked.
"Well, I might be exaggerating a bit." Bulk replied with a grin, "I play with bricks and not actual dominoes." he revealed.
