In the story

Just as Izuku Midoriya manages to balance his life between being a homeroom teacher at U.A with continuing being a pro hero, a new and enigmatic figure makes his presence known, possessing a quirk which allows him to manipulate reality itself to his every whim.

When All Might appeared, Japan seemed to stabilize over night. The sudden change and immutability of All Might motivated systems to build themselves around the Symbol of Peace, creating an age of heroics. Now that All Might's retirement is around the corner, so is change. Some fear it, some such as Nezu choose to grapple with it to create a new generation of heroes to lead the way.
