She had been a fugitive for months, wanted for manslaughter for an accident that killed ten people.
She didn't mean to cause the accident. She had been so tired from working extra shifts to support herself. She had overlooked a critical detail, and things went horribly wrong.
The Peacekeepers wouldn't see it that way. They'd arrest her and throw her in the nuclear reaction, as was standard for public executions in Five, as an example as to why mistakes should never be made.
She didn't want to go out like that, but she was so exhausted. She was tired of running.
So she volunteered for the Games. She wanted to win and live and be free again, but if she lost, well, whatever manner of death she faced had to be better than a slow demise by radiation poisoning.
And she was right.
As morbid as it sounds, I gave a bunch of the districts their own unique form of execution related to their industries. Figured the Capitol would do that a way to remind the people that work is the most important thing, even in death.
