Android 21
Backstory:
Android 21 is a New-Type Android created by Dr. Gero. When she was a human, she was the mother of the man who was the model for Android 16, presumably making her Gero's wife. Over time, Gero's Supercomputer continued to work on her, giving the cells of the universe's greatest warriors and minds, even Cell and Majin Buu.
She possesses a split, evil personality that arises whenever she is hungry, becoming violent and wishing to devour all the powerful fighters that come to face her. Eventually, this half splits off from the rest of her via fission, becoming a distinct entity.

Jack-O Valentine
Jack-O' Valentine (or just Jack-O' for short), is a Valentine unit, a type of Gear created by infusing a human with Gear cells, created by That Man in an attempt to recreate the consciousness of Sol Badguy's wife Aria Hale after she was driven insane by her conversion into Justice. She served as one of his servants alongside Raven and I-no until meeting Sol when they collaborated to defeat the Universal Will. In the aftermath, she agreed to fuse her consciousness with what remained of Aria's. Later, when I-no went rogue, Jack-O' played a key role in her defeat, and afterward decided to settle down with Sol.

Weaknesses: Jack-O's mind is in an unstable state and fluctuates between the demeanor of a collected adult woman and a playful child at random. She would not willingly activate Absolute World under any circumstances, and cannot do so without Sol present.

In the year 2187, a fearsome creature rampaged across the globe, consuming some of the most powerful individuals of the era: Sin Kiske, Leo Whitefang, Johnny, May, Chipp Zanuff, Answer, Millia Rage, Zato, Venom, Potemkin, Gerald, Kum Haeyum, Bridget, Jam Kuradoberi, Faust, A.B.A, and Paradigm. Despite their collective strength and effort, they found the woman to be unlike any adversary they had faced before.
Dizzy emerged as the latest casualty as she cried out, transformed into a macron and plummeting to the ground. The monstrous woman eagerly advanced towards the macron, her lips salivating in unrestrained hunger, and picked it up. With ravenous fervor, she consumed the macron, feeling her own power magnified as she absorbed Dizzy's abilities into her own.
This woman was none other than Android 21, boasting a unique purple complexion littered with deep purple freckles across her body. Her long lavender hair and black eyes added to her distinct appearance, while her outfit resembled that of a bedlam dancer. Despite her Android classification, her Majin traits were the most prominent. With a satisfied hum, she relished every bite of the delectable snack. Android 21, exultant and riding a wave of unparalleled satisfaction, called out,
"Mmm! Another flawless 100 out of 100! I'm not quite sure how I ended up in this time period, but who cares? It's a veritable smorgasbord of the most sumptuous fare ever!"
She basked in the heady thrill of having devoured over seventeen people of comparable or even superior strength to Dizzy, savoring a few less extraordinary ones in between. A deep sense of distress washed over Android 21 as her stomach growled with insatiable hunger. She lamented,
"But... why do half the people I meet resist my candy beam? So many more strong fighters, yet so many refuse to become candy! I need more food! MORE!!!"
Her red and black aura flared, and she unleashed a furious scream, her voice echoing through the air. Android 21's attention was suddenly drawn as she sensed an approaching attack. Her tail swung swiftly, effortlessly deflecting a pumpkin-themed flail wielded by a woman dressed in white with fiery red hair, her face obscured by a pumpkin-themed mask. The Android observed the woman coolly, noting her apparent strength. She taunted confidently,
"Ah, another fool willing to become my next snack? You certainly possess the same strength as all the others I have devoured."
The woman in question turned out to be none other than Jack-O Valentine, and she giggled with the innocence of a child. Yet as she spoke, her tone shifted subtly, oscillating between childish glee and a more measured composure, reflecting an unstable mental state. With a hint of childlike playfulness, she initially spoke,
"Hehehe! You've been quite the avid eater, haven't you? Such a voracious appetite... it's unacceptable in accordance with That Man's plans. I've been sent here to put an end to your destructive path."
Android 21's expression twisted with a manic hunger, and a wicked grin spread across her face. She chuckled darkly before retorting,
"Oh, I'd like to see you try, but whoever you are and whatever boss man you're referring to, you two will surely make nice snacks for my tummy. Maybe I'll make you into a cupcake. Or a doughnut!"
She fires her candy beam from her finger towards Jack-O. Upon striking Jack-O's defensive form, the candy beam failed to have its intended effect on the woman. Android 21's despair intensified as she found yet another person who evaded her gastronomical desires. She wailed in frustration, her words punctuated by her hunger.
"What?! Not again! But I'm hungry!"
"Let me give you you something to chew on."
Jack-O summoned three adorable minions, each holding a lollipop and a numbered shield. With a quick succession of kicks, she sent them towards Android 21, each one making an impact against the android's face. Due to Android 21's gummy-like complexion, her face was pounded inwards upon contact with each collision, leaving her visage distorted from the impacts.
Android 21, seething in frustration, exerted her elastic characteristics, her face snapping back to its original form. Enraged, she bellowed, "Augh! Forget turning you into pastries; I'll consume you whole as is if I have to!" With a vengeful fury, she unleashed three ki blasts towards Jack-O, but the woman summoned her minions to create energy barriers using their shields, absorbing the explosive blasts.
Jack-O swiftly seized her minions, hurling them at Android 21. The purple Majin, unfazed, charged forward, effortlessly batting away the first two with a backhand swipe and then performing a front flip to swat the last minion away with her agile tail.
Android 21 landed from her front flip and launched into a quick succession of attacks. Unleashing her combination move, she headbutted Jack-O's forehead, spinning to deliver a tail-slap against her temple. Continuing the assault, she jumped into a backflip kick, targeting the woman's chin, followed by a crushing double kick to her chest, propelling her through the air.
Jack-O swiftly halted her backward momentum, summoning a minion to propel herself upwards before dropping down near Android 21. In a swift series of attacks, she executed a knee strike to the android's stomach, followed by a low sweep, culminating in a final kick. Android 21 mirrored the first move, being taken off guard by the sweep but skillfully using her tail to intercept the last kick before it hit its mark.
Android 21 allowed a sly smirk to grace her face as she executed an upside-down kick, connecting with Jack-O's face, and followed up with a ki blast, propelling her opponent away. However, the android's sense of victory was short-lived as she regained her bearings, only to be taken aback by the minion that had been thrown upwards, which came crashing down, landing a hard blow on her head. Before she could react, Jack-O summoned her remaining two minions, and they joined together in synchrony to unleash a barrage of blows upon the purple-skinned majin.
In a show of retaliation, Android 21 unleashed a furious scream that manifested in a surge of her red and black aura, pushing back the onslaught launched by Jack-O's minions. With a swift flick of her finger, she employed her Photon Wave technique, channeling the similarly hued energy to slash through the minions, causing them to violently explode.
With lightning-fast reflexes, Android 21 flew forward, delivering a powerful punch to Jack-O's face, propelling her flying backward through the air. The android wasted no time and closed the distance quickly, kicking her adversary from behind, sending her soaring into the sky. 21 ascended to her level, launching into an axe kick that hurled Jack-O back towards the ground, causing a sizable crater upon impact. Without mercy, Android 21 rained down a hailstorm of ki blasts into the crater, each explosion intensifying the damage.
Within the cloud of dust and smoke, Jack-O's voice rang out in triumph as three more adorable minions emerged from above, ready to avenge their master. Android 21's expression shifted into a frustrated growl as she unleashed three successive kicks, each one projecting a rosy crescent of energy. However, her irritation mounted when her attacks failed to shatter the minions, despite the significant force behind them.
Android 21 successfully repelled the persistent onslaught from the minions, employing a combination of punches, kicks, and her tail to counteract their attempts to land blows, even though her healing factor would negate any damage. In the midst of her ferocious efforts, her intense focus inadvertently left her susceptible. From behind, Jack-O seized the opportunity, bringing her pumpkin-themed flail down upon the Majin's head, causing it to be squashed into her chest cavity. Plunged into sudden darkness, 21 found herself momentarily bewildered, feeling around the flail that now occupied the space where her head once was.
With a swift snap of her fingers, Jack-O issued a command for her minions to envelop Android 21, wrapping around her writhing form despite her resistances. The obedient minions then initiated a countdown, culminating in a powerful explosion aimed at incapacitating the Majin. As the cloud of dust settled, it revealed Android 21 in a comically damaged state, now deformed and gooey, gasping in pain as fragmented bits and pieces of her form dripped off her body.
"Time to remove the Chain of Chiron."
Jack-O Valentine spoke defiantly, determined to neutralize the Majin. With a decisive motion, she utilized the ball-and-chain, firing three dark green projectiles diagonally downward, each splatting on Android 21 upon impact, causing her to cry out in pain as the attacks inflicted burn damage upon her form. The assault proved lethal, as her body crumbled and was consumed by flames, reducing her to smoldering pieces that fell to the ground below. As Jack-O alighted on the ground, a giggle escaped her lips, her tone brimming with childlike innocence. She inquired,
"Oh my, was I a bit too harsh on you?"
She was blissfully unmindful of the few droplets that had fallen from the Majin beforehand. Unaware of the reforming substance gathering behind her, she continued to revel in her moment of arrogance and playfulness.
"Connoisseur Cut."
The unexpected attack caught Jack-O off guard as she felt the firm grip on the back of her head, followed by a gasp of pain as the red and black ki blade effortlessly cleaved through her abdomen. Without missing a beat, Android 21 withdrew the blade with a swift motion, allowing her injured adversary to collapse to the ground. The purple Majin chuckled sinisterly, her words tinged with a touch of mockery.
"That was a good move. I could've died. That is, if I could die."
She remarked as she started flying backward to give herself some distance. As she did, she summoned the attack that had previously been inflicted upon her, her throat swelling and cheeks bulging before regurgitating the fiery assault. Despite her injuries, Jack-O summoned three more of her adorable minions, their energy barriers swiftly materializing to divert the incoming attacks. Android 21 descended back to the ground, contemplating her options. She mused aloud,
"Those little minions are quite bothersome. Perhaps it's time to try something different."
With resolute determination, the Majin stomped her foot into the ground, causing it to disappear from sight. Jack-O looked puzzled, uncertain of what the point of the action was, until the previously vanished foot suddenly shot out from the ground and struck the underside of her chin with a powerful kick.
Android 21's laughter echoed with sadistic satisfaction as she continued her rhythmic stomps into the ground. With each step, her legs extended through the earth, morphing and snaking to strike from unpredictable angles. Jack-O winced with each impact, groaning in response to the ongoing onslaught of blows.
As Jack-O quickly caught on to the leg-snaking trick, she swiftly sidestepped a forthcoming kick. Seizing the moment, she grabbed the limb, catching Android 21 off guard. Without wasting a beat, Jack-O soared away at high speed, forcibly yanking the attached leg along. The abrupt momentum took the Majin by surprise, she dropped to the ground, her gummy form straining against the forceful tug.
"Wait! Wait! Stop!"
The Majin exclaimed frantically, her amorphous form stretching and contorting in a desperate attempt to resist the relentless pull. Groans and gasps escaped her as her body was pushed through the hole, her legs first, then her arms wriggling and squirming before finally her head and torso were swallowed up, disappearing completely beneath the surface.
Jack-O repeated the process multiple times, diving back and forth through the ground like an energetic dolphin, dragging the deformed Android 21 along with her. However, the persistent strain proved too much, and the stretched leg finally snapped. Jack-O looked back to find that 21 had managed to hold onto the ground, preventing herself from being pulled like a flexible strand of goop.
Jack-O discarded the detached leg, observing as Android 21 strained to restore herself to normal shape, pushing and molding her body to emerge from the ground. A single element remained missing: her earlier-severed leg, yet 21 swiftly rectified the issue by healing the injury almost instantly, regrowing her limb and seamlessly repairing her pant leg as well. Jack-O observed Android 21's regeneration capability with intrigue, her voice taking on a more thoughtful tone.
"So she can heal, huh? Fascinating."
Android 21, her expression a mix of anger and determination, formed another dark red ki blade and launched herself skyward towards her adversary. Jack-O summoned her adorable minions to create a defensive barrier, but the Majin skillfully exploited the spaces between them, managing to inflict a minor cut upon her as she evaded.
Android 21 faced Jack-O once more, a smirk gracing her features as her sharpened nails dug into her vulnerable midriff. Without any reaction, 21 pulled away a chunk of herself, only to witness the injury instantly heal. She then gathered three globs of her regenerated matter, watching as they transformed to adopt the overall likeness of Jack-O's minions, but with the android's characteristics. Android 21's smirk widened as she declared with confidence,
"Well, since you seem so attached to your own little assistants, I thought it's about time I have some help of my own. I doubt you can handle both me and my replicates simultaneously."
The duplicates chimed in with their own childish giggles and taunts, their expressions mirroring their creators' arrogance. Jack-O rallied her minions enthusiastically, her energy contagious as she pumped her fist in excitement.
"Come on, guys! You've got this!"
Her cute and cheerful minions echoed her enthusiasm, eagerly charging into battle with the duplicates. The two sets of assistants tangled in combat, providing a chance for Jack-O and Android 21 to face off uninterrupted.
Android 21, her hands gripped around red and black ki blades, unleashed a forceful spinning assault of Savory Slashes, charging straight towards Jack-O. In response, Jack-O summoned a protective energy barrier, absorbing the barrage of slashes with relative ease. Catching her breath after the attack, 21 was unprepared for Jack-O's counteroffensive. The pumpkin-themed flail transformed into a headless Iron Maiden, trapping 21 within its confines, causing her to grunt in frustration.
Jack-O lifted the Iron Maiden with ease, twirling through the air before descending like a meteorite to execute the Forever Elysion Driver. With tremendous impact, Android 21 was launched high into the air, writhing in pain upon collision. As the attack concluded, the Iron Maiden transformed back into the familiar pumpkin-themed ball and chain. Jack-O seized the opportunity, using the ball to enlarge and encircle 21, successfully trapping her within its clutches.
As the ball proceeded to chew up Android 21, treating her as if she were mere gum, a large purple bubble formed, the expanding flesh displaying 21's face in a comically distorted manner. Enraged, the Majin protested, her voice growing louder,
"How dare you treat me like I'm just some piece of gum! When I regenerate, you're going to be-"
Her words were abruptly cut off as she popped, her body fragments splattering on the ground in various locations. Jack-O laughed in unreserved glee, her voice filled with youthful exuberance.
"Haha! I guess I chewed you up, and spat you right out!"
With a swift snap of her fingers, Jack-o signaled her minions engaged in battle with the smaller duplicates to begin a countdown. Clinging to their sides, the minions exploded in a fierce display, taking out the minuscule adversaries, along with themselves. As the chewed up remnants of Android 21 attempted to reassemble themselves, Jack-O's voice took on a more calculated tone, devoid of her playful demeanor.
"Oh no you don't, tricky one."
Summoning a multitude of minions in rapid succession, she commanded them to relentlessly pummel the fragmented pieces, effectively stalling the regeneration process. Once all the minions were in place, she snapped her fingers once more, causing them all to explode simultaneously. The resulting blast eradicated the individual pieces, preventing any further regeneration.
As Jack-O basked in her perceived triumph, the detached leg that had been severed earlier rolled itself into a gooey ball and cautiously advanced towards her unsuspecting prey. Once it got within range, it expanded like a blanket, catching Jack-O off guard and enveloping her completely. Struggles ensued as she attempted to resist, but the ball-shaped mass continued to mold and alter itself, growing larger as it gradually reformed into Android 21's full form, marking a complete regeneration. Android 21 took a momentary pause, catching her breath as she contemplated the close call.
"Whew, she nearly had me that time. I didn't expect I'd have to resort to my backup plan to survive."
Suddenly, however, she felt a mounting pressure building within her body, causing it to slowly inflate from the inside. Android 21's surprise and panic grew evident as she voiced her realization,
"What?! No! But I absorbed her! How could she...?!"
Her once slender and shapely figure expanded exponentially, becoming more rounded and inflated with increasing pressure. Fighting against the swelling force within her, 21 screamed and gurgled helplessly, unable to halt the process. Finally, she reached the point of no return, popping like an overinflated balloon. Jack-O, having shielded herself, emerged unscathed from the aftermath. Jack-O observed the regeneration of Android 21's torn pieces, pondering to herself,
"So this is how she was able to consume others. No wonder those she defeated didn't stand a chance."
As the Majin regained her full form, her anger palpable, Jack-O prepared herself for the imminent counterattack.
"Goddamn it. I can't even devour her. She's going to suffer for daring to humiliate me."
Android 21 mentally bristled, her thoughts filled with fury. With a determined leap, she soared upward, climbing higher and higher until she was barely distinguishable at eye's level. After a few moments, Jack-O sighted a rosy glow emerge from the distance.
"Kaaaaaa…meeeeee…haaaaaa…meeeeee..."
Android 21's voice echoed, as she initiated a devastating Kamehameha technique. The intense pink energy radiated brighter and brighter with each passing moment. Recognizing the imminent threat, Jack-O conjured her adorable triplets once more, positioning them in a layered formation of energy barriers to form a protective shield against the incoming assault.
With a blinding quickness, Android 21 vanished from her elevated position, only to reappear right in front of Jack-O in a dazzling flash of pink light. Caught off guard, Jack-O looked down to find the Majin hovering before her, her eyes widening as 21 roared out,
"Haaaaaa!"
Android 21 unleashed her concentrated Kamehameha straight at point-blank range, driving Jack-O back with tremendous force. Without wasting a moment, the Majin teleported again with Instant Transmission, reappearing several miles ahead where Jack-O was currently being propelled. Stretching out her arms, 21 created a dark red and black ki ball that quickly grew larger and more ominous, expanding by a factor of four as she infused it with increasingly intense energy.
"Total Detonation Ball!"
Android 21 yelled, sending the enlarged ki projectile hurtling towards the airborne Jack-O. The attacks converged upon the defenseless woman, producing a devastating explosion that sent Jack-O soaring into the air, severely harmed and utterly unable to regain her composure in time to launch a defensive maneuver. Android 21 materialized behind the airborne Jack-O, swiftly delivering a kick that rocketed the woman through the air. In hot pursuit, 21 exclaimed,
"Maximum Output!"
Once she caught up to her adversary, 21 unleashed a relentless barrage of punches and acrobatic kicks before culminating the combo with a devastating Savory Slicer that sliced powerfully across Jack-O's back, propelling her crashing onto the ground below.
Android 21 gracefully landed before the battered and gasping Jack-O, wrapping her tail around the woman's neck and hoisting her aloft with effortless ease. A sinister smile spread across 21's face as she spoke with a chilling tone,
"You've caused me far too much trouble for your own good. I'll savor every moment of your suffering, slowly tearing away everything you love right in front of you, and it's only when your delicious mental anguish does the heavy lifting for me when I kill you, piece by piece."
As Jack-O heard the horrifying threats, a spark of determination ignited within her. Driven by desperation, she used her Scales of Juno to teleport away, making a strategic retreat to the vast realms of the Backyard, where she could gather her strength to confront the fierce Majin once more.
Android 21's face contorted in frustration and surprise as she realized her prey had suddenly vanished before her very eyes. A furious roar escaped her lips, and her red and black aura intensified in response.
"What?! Where did she go?! I can't detect her anywhere! This is maddening! She's defying me again, depriving me of a meal! It's so infuriating!"
In a display of overwhelming fury, Android 21's ki surged, causing the world around her to tremble with each passing moment. Her powerful roar echoed through the air, so extreme that it tore through the fabric of space-time, creating a mysterious wormhole. Upon realizing the situation, 21 abruptly halted her outburst and sensed Jack-O's ki on the other end. A sinister glee crept into her voice as she exclaimed,
"There you are!"
Android 21 elongated her form, thinning her body to squeeze through the wormhole like a supple worm. After a brief moment of contortion, she successfully pushed her way through to the Backyard. With wide eyes, 21 observed the surreal surroundings, her mind grappling with the strange environment. She found herself surrounded by lines of code and data, which seemed to be the very essence that made up the world. A moment of realization crossed her face as she pondered,
"Is this… the 'code' that governs reality? Fascinating…"
Android 21 turned around to find Jack-O floating down to her level, her voice shifting from her collected voice to a high-pitched tone. The unexpected appearance and comment caught the woman off guard, and she responded with a hint of surprise.
"Huh, well, it's not every day you enter a place like this by simply shouting loud enough. You're certainly a unique one."
Android 21 chuckled, a self-satisfied smirk playing across her face. She extended her exposed midriff, contorting it like a wriggling noodle as she engaged in a tantalizing belly dance. Her voice carried an air of confidence as she proclaimed,
"What can I say? I am the ultimate life form, crafted from the most formidable warriors and brilliant scientists of my timeline. It was only a matter of time before I found you again."
In truth, her plan was more impulsive than calculated, driven by her anger at the time, but she wasn't going to tell her that. Unable to suppress her impulsiveness, Android 21 flew upwards before diving, launching a headlong assault on Jack-O. Without missing a beat, Jack-O reacted, spinning upward with her arms crossed, bracing for the impact. The two women clashed violently, and they both recoiled from the force, momentarily separating after the collision. With her fingers spread in a circular formation, Android 21 extended her hands close to her face and chanted aloud,
"Solar Flare!"
Her purple body emitted a blindingly bright light, mimicking the intensity of the sun. The sudden flash caught Jack-O off guard, momentarily blinding her as she cried out and instinctively covered her eyes.
Taking advantage of the temporary blindness inflicted upon Jack-O, Android 21 brought her arms to her sides, gathering ki energy within them. With blazing speed, she launched her hands forward one after another, firing off numerous energy blasts in quick succession. The rapid barrage of attacks created a relentless onslaught of damage, causing widespread and immense destruction in a matter of seconds.
As the smoke from the explosion began to settle, Jack-O emerged, propelling her pumpkin-themed ball towards Android 21's feet. The ball surrounded 21 in a pillar of devastating green energy, but the Majin quickly reacted, erecting a protective energy barrier around herself. The barrier shielded her from the attack, absorbing the force and protecting her from harm.
Android 21 seizes the moment, launching a powerful kick at the ball to send it hurtling towards Jack-O's face. With incredible speed and precision, the Majin lunges forward, striking her opponent from multiple angles in a barrage of lightning-fast attacks before unleashing a powerful kick that propels Jack-O downward. Without wasting a breath, 21 coalesces her ki into the formidable Absolute Release Ball, ready to deliver a coup de grâce. To infuse the situation with a dash of novelty, Android 21 commented,
"Let's spice this up a bit."
She invoked one of Dizzy's wings, summoning Necro, its Grim Reaper-like appearance filling the air. 21 charged her Absolute Release Ball, while Necro charged the Gamma Ray attack. The two attacks were fired, and when they connected with the descending Jack-O, it resulted in a devastating explosion possessing the power of a gigaton warhead.
As the smoke and debris dispersed, Jack-O's still form could be seen floating motionless amidst the sprawling field of data and information that made up the Backyard. Android 21 eagerly descended towards her, her drool dripping with a depraved hunger. She licked her lips and mused,
"Is she out for good this time? Because I'm famished. She really made me labor for this one. I wonder if she'll surpass the perfect score of 100. Maybe she'll hit a whopping 120 out of 100?"
Android 21 was on the verge of devouring Jack-O whole, opening her mouth wide in a manner reminiscent of a snake. However, her moment of triumph was halted as she gasped in pain. Having lowered her guard, 21 found the back of her mouth pierced by Jack-O, who revealed her still being alive. Jack-O ruthlessly drove her hand into the back of the android's head, causing further suffering.
Jack-O explained as her girly voice dropped a few pitches to a calm woman's as she spoke,
"You didn't notice it because of the flashy explosion, but I encased myself within my minions to form a protective barrier. I encouraged them to hang in till the end. I simply faked being dead... so that I could claim your victims back."
With a powerful kick, Jack-O forcibly sent 21 hurtling backwards, simultaneously tearing out some pieces of her gummy flesh in the process. Android 21 found herself gagging as her mouth and head gradually repaired themselves. Looking up, she gasped at the sight of her victims being retrieved by Jack-O. The eighteen individuals, now back to their normal size, were enveloped in protective bubbles of information that shielded them from the chaotic energy of the Backyard.
Android 21 attempted to protest, her voice wavering as she realized her vulnerable state without the collective nourishment she derived from her victims. She was now exposed to the potentially hostile environment of the Backyard, and her ki aura and healing factor were straining to keep her alive.
"Wait, hold on…!"
Android 21 found herself suddenly restrained by multiple minions, immobilized and powerless. Jack-O was jubilantly being tossed in the air by the minions in celebration. Once flung high into the expanse of the Backyard, Jack-O descended, delivering a devastating kick to the helpless Majin upon her descent.
"I want out!"
The impact of the strike was so cataclysmic that, if it had occurred on Earth, it would have unleashed a planetary explosion of dwarf planet proportions. The defeated Android 21 exclaimed in disbelief, her voice tinged with anger and disbelief.
"How could I lose... to bio-waste like you...!"
With her healing factor overwhelmed, Android 21 was reduced to the subatomic level, her essence disintegrated beyond any hope of regeneration. Meanwhile, Jack-O carefully collected the unconscious victims and returned them safely back to Earth, finally bringing an end to the intense battle.
Strength: Okay, so putting aside any fighters Android 21 may have eaten beforehand, she did have a higher limit to her power level. Vegeta said that if he had his full power, he might be able to beat Android 21. By the game's release, though likely not during the games conception and development, Vegeta has achived Super Saiyan Blue Evolved. By going through the multiplication factor, this places 21 in destructive power anywhere between 2 to 40 quadrillion universes. While there's no concrete upper limit, and everyone's ultimate moves seem to be only capable of destroying Earth, but those who can survive the Backyard at least implies infinite third dimensional attack potency or durability due to the lack of scaling of such a higher plane of existence.
Speed: Okay, this is 21's biggest advantage. Ignoring how exponentially faster than light she is, if Bardoc at a power level of 10,000 can be trillions times faster than light, I don't want to think how fast everyone is by the Universal Tournament Arc are. Given that Guilty Gear characters like Johnny are only as fast as light speed, this makes 21 like a supersonic jet to a snail.
Skill: So, neither of these women seem too particularly skilled in combat skill. Android 21 relies on brute force along with her healing factor to tire her opponent out, while Jack-O relies more on her minions to do the fighting than herself. But I'd say that 21 is more skilled since she does all the fighting herself.
Experience: I'd say they're equal in experience, mainly due to not having existed very long in their respective stories. But if I had to split hairs, Jack-O has slightly more experience since she has been in more combat quantifiably than 21.
Powers: 21's healing factor, especially at her particular potency, does make her quite hard to kill if you don't destroy every atom of her being. But thanks to the Scales of Juno, this provided Jack-O protection against 21's more hax based abilities. Resisting the Backyard means she can resist the transmutation of the Candy Beam, physical manipulation of being absorbed, and biological manipulation to keep 21 from pouring down her throat to rupture her from the inside.
