Brief History:
Born on the island of Aichi in the first half of the Grand Line, Momo knew nothing of conflict or strife in her early years having been born to the extremely wealthy and prosperous Yaoyorozu family. She wanted for nothing and while this gave her a privileged life and warped sense of what was normal, her family was always close and she was never a spoiled brat but rather a kind and gentle soul who just wanted to help people. Her parents did that through their businesses and as they were self-made people they always instilled that value into Momo and so she wanted to do that as well.
It was in that vein that when she was 10, Momo decided that she was going to be a doctor who would help anyone who needed it. Between her eidetic memory, hard work ethic, and natural brains she quickly excelled in her studies and earned her qualifications faster than average. In fact, the only known doctor to have become qualified at a younger age was Trafalgar Law of the Heart Pirates.
When Momo passed her exams and became a licensed doctor at the age of 13 her parents, to both celebrate what she'd accomplished and to help her in excel even more as a doctor, sought out the two Devil Fruits that would best serve her versatility and memory. Those were the Op-Op Fruit, which could only be maximized by a doctor, and the Create-Create Fruit, which could only be maximized by someone with an eidetic memory. Both Devil Fruits cost billions but the Yaoyorozu family could easily afford it and they had the connections to make it possible.
However, the Op-Op Fruit eluded them as it had vanished some years prior to their hunt but they were able to locate the Create-Create Fruit in the possession of some pirates in the South Blue that Momo's father was able to find through a contact of his. He then proceeded to pay 7.5 billion berries for the Devil Fruit, which is well above the market value of 2.5 billion berries, to outbid the World Government and a further billion to pirate friends of his to ensure that there was the necessary protection for them to get the Devil Fruit because he personally went to get it with Momo so that she could eat it there and then.
It was on that trip that Momo, in addition to learning and accepting the cost of eating a Devil Fruit, learned that her parents had once been pirates. That had shocked Momo, though she never had a negative view of pirates because she'd seen both good and bad pirates on Aichi growing up, and to alleviate her shoch her father explained why he and her mother had become pirates in the first place.
According to her father, as her parents saw it, they were noble pirates who'd only turned to piracy because the Navy and World Government's failures to actually protect and lift up the common citizens of the world. It was a failure in their core duty as her father put it and so others with the means and skills had to step up and do something about it to make up for those failures even if it had to be outside of the law. That's what her parents had done and they accepted the label of pirates to do that.
In addition, they also hated the way the World Government actively oppressed people, used collective and generational guilt for crimes, allowance of slavery, and didn't really care for the people unless they could provide for the Celestial Dragons. The exterminations of Ohara and Flevance, and the use of slave labor in the four mega-structures prime examples of the way the World Government operated. As such, Momo's parents had turned to piracy to do what the World Government wouldn't, help people.
All these revelations shook Momo to her core but her father had elaborated that while they committed crimes they did so for the betterment of humanity and only targeted actual evil to accomplish it. Her parents also accepted that they were criminals and so if it came to it would accept punishment for their crimes should the World Government ever catch up with them, though they'd not meekly surrender to them.
However, it had been through those crimes that that her parents had amassed their immense wealth, storing a plurality of it on their home island of Aichi, which was not part of the World Government, as well as on several other islands around the Grand Line, Calm Belt, East and South Blues. They then used their ill-gotten gain, which had only been taken from corrupt and evil people, to build their legitimate wealth from that because only through wealth could they achieve what they wanted which was a world where people were happy, prosperous, and not oppressed.
Over time that wealth had gotten to the point that her parents could retire from piracy and put their goal in action on the island of Aichi before spreading it through their legitimate companies. However, many of their old crew had kept going with their mission as pirates as there were things that pirates could do that normal citizens couldn't and those former underlings formed crews of their own, keeping Momo's parents informed of everything and broadening their information network which was how they had been able to track down the Create-Create Fruit for Momo.
Momo's father told her all of this because she was his only child so she would inherit their legacy one day and therefore she knew where it all came from as well as to understand that her drive to help those who needed it was a good one. It was also in hopes that Momo would never have to go down the path that her parents had and put her life and freedom in danger to achieve her dreams.
Alas that would not be the case for shortly after her 17th birthday 4 years after learning about her parents and eating her Devil Fruit, which she had used to help people and never exploited the creation aspect of to flood the market with the permanent items that the Create-Create Fruit could make, the Navy tracked her parents down. How is still unknown, likely an old acquaintance sold them out, but they came to Aichi to arrest Momo's parents and take everything from them as punishment for their crimes.
However, the timing wasn't good for the Navy because they reached Aichi 8 days after the Might Pirates did and as the resetting of a Log Pose takes a week on Aichi they'd been on the island enjoying it and getting to know the locals before the Navy showed up and began to indiscriminately attack it. The World Government held the whole island responsible for the Yaoyorozu family's crimes and so were intent of carrying that out, making it clear that this was why they were attacking. That and as an unaffiliated island they had no rights at all.
Naturally, this was an affront the nobility of Captain Midoriya Izuku and thus nothing would not stop him from protecting innocent people who had shown him and his crew hospitality as they restocked and reset on the island and who, in his mind, had done nothing wrong. The crimes of another were not the crimes of you according to Captain Izuku and so he intervened to help the people of Aichi.
As such a fight ensued and the Might Pirates held off the Navy long enough to allow Momo's parents to first explain to Izuku why they'd become pirates and then flee when he accepted their reasons as valid ones for piracy. In the process of doing this, however, Izuku was badly wounded and Momo knew she had to help him, especially because his crew didn't have a doctor.
Her parents understood what Momo had to do and they saw in Izuku the same thing desire that they'd once had, it was why they'd told him about their past when he asked why the Navy was after them, and encouraged Momo to help and stay with him and his crew. They would be ok, they had contingency plans, but before they went her father gave Momo a map of where the rest of their money was so that she could use it as she saw fit. Momo memorized it and then burned it so that only she knew where the money was.
Her parents knew that their daughter would be fine and this way she'd be able to truly grow without them constantly looking over her and doting on her, a flaw they knew they had but couldn't really correct as she was their only child. Momo didn't mind though and thanked them for all that they'd done for her, promising to see them again one day before she fled her home and family with the Might Pirates to tend for their reckless Captain.
Momo proceeded to used her skills to mend not just Izuku but all the wounded Might Pirates as they sailed away and in the process earn the trust of their quartermaster though the first mate didn't trust her. However, he couldn't do anything when Izuku recovered and seeing her work and skills, as well as the need for a doctor, immediately offered Momo a spot on his crew as their new doctor because she'd also earned his trust as well. Momo accepted the offer and become the Might Pirate's first Grand Line recruit in the process and has sailed with the Might Pirates as one of their senior officers ever since.
Due to her actions in helping the Might Pirates and the citizens of Aichi get away from justice, as well as her connection to her parents who are also wanted criminals now, the World Government issued a 24 million berry bounty for her in the wake of her flight from Aichi. That bounty was raised to 84 million following an incident a few months later and is partially inflated due to her parents' crimes and the nature of her Devil Fruit.
As of the incident on Sabaody, during which there is no recorded actions from her, this remains Momo's bounty. Therefore, while Momo is not a Super Rookie, she should be considered dangerous and unpredictable if encountered so approach and apprehend with care.
