In response to Reptil's comment, well, I love worldbuilding, and I can't help but imagine that in the working world, people would be the same assholes to Quirkless people that they are in middle school. Mind you, I have a running theory that "Quirkism" gets worst the closer you get to Hero Academies, but I'd imagine as adults, that lingering resentment can only continue to fester; especially if they washed out from the Hero Track. Hence, why Moko treated Kenji the way she had, and why she in turn was treated the way she was.
Also, it adds a nice additional layer to the whole home dynamic. Originally she was going to be a one-off, but when I considered how Kenji would need someone to look after him for non-medical-related stuff...

To Lucas Oliveira (Guest), All for One has been swiping Quirks for centuries, and while some I imagine have been transferred over into some sort of "Cell Culture" like data on a USB, fact of the matter is, without any sort of "Index", there's no way Kenji (nor myself by extension) would know what-all Quirks are in his stockpile. That's also part of the fun; All for One stole Quirks on a whim, not just which Quirks were "strong", so really, he could have a little bit of everything. When you're functionally immortal, if not long-lived, you need something to stimulate yourself. That might just be why he's so fixated on this "Demon Lord" nonsense.

To RedDemonEye, while there've been plenty of stories of people getting OP Quirks, I don' think there's ever been one where All for One got outright body-snatched. And Captain Ginyu stuck with me for years and years, doubly-so after the advent of DBZA, hence why I made this story. If there's one thing I can't stand as a writer, it's the same story beats being used to death; back before I started writing, I was a fan of Naruto/Mahou Sensei Negima! crossovers, but the problem was that so many of the same story beats got used, I lost the ability to tell one story apart from the other. Combine that with my high-functioning Autism and I can make real wacky, real interesting story beats that no-one would think of. Some of them are pretty niche, but I've found a modicum of success, and I write for my own sake as much as my readers.
Also, yes, I can imagine there being All Might paraphernalia of all kinds; including tacky sunglasses with the "hair horns"~

"So Mr. Sato, how's the live-in maid treating you?" Nezu inquired, a knowing smirk on his face.

"She seems nice enough. A little skittish, but then again, I am squatting in the body of the guy that bitch-slapped All Might after flattening a city," Kenji hummed as he sipped his tea.

"You seem to be getting better with it. Your Quirks I mean."

"Hm. Yeah, it took a little doing, but I'm getting used to using [Echolocation] and [Radar] to get around. It's not all that different from Daredevil's ability, so I could wrap my head around it sooner rather than later. Not to mention, I don't have much else going for me. If the League of Villains intend to come for me, I intend to make them fight for every inch; but I can only do that once I make this body into something usable. Unlike the other guy, I can afford to be a bit more direct."

"Hm. Indeed," Nezu hummed growing contemplative. "We made a training ground behind your house for that very reason, and I'm sure there's plenty of students who'll want a self-healing training dummy that hits back."

"I'll get to using all that as soon as I stop banging my shins on that damn coffee table."

"Why not get rid of the coffee table?"

"Because if I do, it means the coffee table wins…!"

"Dramatic. I like it," Nezu hummed. "So, about the latest HPSC proposal…"

"Huh… Didn't think I'd be coming back here again…" Kenji hummed as the sound of ocean waves striking concrete came in through the cracked window. " . . . We are heading for Tartarus, right?"

"We are," Hawks nodded as the motorcade took the only drivable route between the mainland and Tartarus. "How do you think the League of Villains will react?"

"Oh, they'll probably be pissed six ways to Sunday," Kenji chuckled ominously. "How do I look?"

"Completely ridiculous…" Hawks said of the All Might-themed business suit (complete with "stylishly tacky" tie) the man next to him was wearing.

"Good. Then that means it's working…!"

The Counter-Quirk Maximum Security Special Prison, otherwise known as "Tartarus", was named after the dungeon realm in the bottom of the Greek underworld where the worst of the worst beings were forever kept to be tortured for their evil deeds. A detention facility built in the open sea about 5 kilometers away from the mainland, with the ability to have its land route dropped into the sea in the most-dire of emergencies, it was one of the most-fortified of such facilities in the world.

For convenience's sake it's called a prison, but in reality, it's a facility to securely confine and monitor those who severely threaten or have severely threatened the safety of the public.

People with many different kinds of Quirks are held there, the cells split into six levels based on the danger posed by aforementioned Quirks and the severity of the crimes committed. The more dangerous the person, the deeper underground they're held, and it's rumored that once you go in, you won't leave alive. Only the absolute "worst of the worst" with consecutive Life Sentences and no hope for Parole were held there.

That precedent was radically upended by Kenji Sato, who with his Undocumented Quirk [Body Swap], was able to not only allow the SS-Rank Supervillain All for One to be captured with massively minimized loss of life, but was able to leave with the very same body he had stolen.

And it went without saying that with the unexpected seizure of the "Trump-Type" Quirk, [All for One], seized by its fellow "Trump-Type" Quirk [Body Swap], that the monstrous expenditure of keeping these criminals contained to maintain the pretense of a "just and moral society", could be outsourced in a way never before implemented.

Gyges and Briareos, the elite guards of Tartarus' "Bronze Gate", had the rare pleasure of admitting the same person through their grasp twice. That the body of All for One was clad head to toe in All Might paraphernalia was quite laughable, actually, but they were professional enough to keep it to themselves beyond a slight amused snort.

Cottus, guardian of the "Silver Gate" with more heads and arms than his fellow brothers-in-arms combined, was extremely skeptical as to whatever plan the HPSC had concocted, but if the overhead of containing the absolute filth held further down could be stymied even slightly, it would simply mean slightly higher pay, and slightly more security on those whose Quirks would remain untouched. At least for the time being.

All in Tartarus, or at least its guards, could only hope that Kenji Sato would remain amiable to the government, and that the government in turn would be smart-enough not to turn a former desk drone into another SS-Rank Villain like All for One.

"Charon, how're things?" Hawks asked of Tartarus' 'Boatman', he who's influence determined which Villains were truly deserving of crossing the "Gold Gate" and into Tartarus proper, and which could still be held on the mainland.

"Saaame… as alwayyys…" a gaunt, near-skeletal man in a black suit with a ring of gold medallions around his neck, an oar in his hands, and bluish smoke spilling out of his mouth and eyes rasped.

"Well, hopefully not for long," the No.2 Hero replied as Kenji stepped out of the car, a quadrupedal mech carrying life support equipment scurrying out behind him. "You ready to make history?"

"Megaera… Tisiphone… and Alecto… will not be pleased…" Charon returned.

"Perhaps not, but in the end this was Hades' call."

Hades being the Warden of Tartarus, the absolute most-powerful entity beyond the Gold Gate. Surprisingly-enough, he hadn't been disappointed in the slightest to let Kenji Sato leave Tartarus; but only when it had been confirmed that it really was someone else in All for One's body.

"I take it the prisoners have been prepared?"

"In the bottom-most… stratum…" Charon replied.

"You hear that, Kenji? We're good to go!"

"Still blind, Hawks."

"Ah, right," he replied, sending out a few feathers to guide him along. "Well, time to go."

In terms of island prisons, Tartarus put the likes of Alcatraz to shame. The above-ground stratum, housing the "Gold Gate", otherwise known as "The Point of No Return", was a veritable city in of itself. Like I-Island, those that worked Tartarus were rarely allowed to leave to maintain operational security, so in order to accommodate the staff who were on call at "24/7/365", it was necessary that all possible needs be met. Everything from lodging to entertainment was provided for, but it was far from an island paradise. While Yuuei and Shiketsu and other similar Hero Schools used "Villain Bots" as part of their vetting process, in Tartarus, it was nothing but live rounds; if a Villain were to step out of their cells, let alone any of the Gates, they were to be killed on sight. No exceptions, Hearts & Mind party be damned.

Of course, Kenji was privy to none of this as he was guided through security, through the fortress city itself, and down into the bowels of Tartarus proper.

Guiding them down to the second-lowest level, B9, only one level above the top-secret "B-10" where All for One himself would've been held, were the "Three Furies"; Heroes who were specially-trained to fight amidst the blast doors and steel-plated interiors of Tartarus itself. Rumor had it they were born in Tartarus, though whether it was from the guards or the prisoners, none could say. Some speculated the names "Megaera", "Tisiphone", and "Alecto" were legacy titles held by successors, while more-frighteningly, it was also speculated the three of them were the originals from more than a century ago, guarding the bowels of Tartarus since the very beginning.

"Mmmmmurderer… Murrrrderer…!" Tisiphone, the middle sibling of the Furies muttered in Kenji's direction while the first prisoner on the chopping block, clad neck to toe in an Iron Maiden, was wheeled into the specially prepared chamber for what was about to occur.

"Technically he's a 'thief', not a murderer," Alecto, youngest sibling of the Furies corrected matter-of-factly. "Still, with that pickled plum for a head, I feel like death would be the better mercy~"

"I'm blind, not deaf," Kenji said from his place in the room. Though his senses were far from combat-ready, he could discern that apart from Hawks and himself, as well as the Furies and the prisoner being brought in, there was one other who was scared completely out of their wits.

"Just remember what'll happen to you if you cross us," Megaera, eldest off the Furies stated as she snapped her whip between her hands. "Your old room's only one level down."

"Yeah, I got it," Kenji huffed as he turned his eye sockets to the odd man out. "So, you're the one getting Muscular's Quirk?"

At this, the A-Rank Villain's eyes went wide, the man struggling in vain against the bonds that held him.

"Th-Th-That's right…" the man whom Kenji couldn't actually 'see' replied. "It was believed that the Quirks of the dangerous criminals should be kept… 'in-house', as it were."

"Just as long as I get my money and my freebie," Kenji replied as he stepped forward, gesturing that the terrified man move in closer to Muscular, the two practically shoulder-to-shoulder so they were within arm's reach. His right hand going to the unnamed man's forehead, before he took hold of Muscular's, the Furies adjusting their footing, Kenji tilted his head in confusion. "You don't have a Quirk?"

"Well, I mean… the Nomu are functionally braindead from having too-many Quirks, so it was decided that those of us without Quirks or barely any Quirk at all would be part of this new… program…" the man replied.

"Well, as long as you use this Quirk responsibly," Kenji said as he placed his left hand on Muscular's forehead, a panicked cry leaving the man's muzzled mouth as he felt like his soul were being sucked out.

Several long seconds later, just as the Furies took a step toward the former prisoner, the HPSC lackey let out a frightened squeal as muscle fibers burst from his skin and made his suit explode. The man flailing in a panic while Muscular slumped bonelessly inside his Iron Maiden, it was Megaera who leapt forward first, her whip cracking across the nape of the man's neck striking a pressure point and knocking him out.

"Hm. Looks like you're good to your word," the eldest of the Furies hummed as Muscular was wheeled out, destined for one of the lower-security levels of Tartarus, if not a prison on the mainland altogether, while the new owner of [Muscle Augmentation] was wheeled out of the room in a lesser Iron Maiden of his own. "Once Muscular is out of the way, we'll move onto the next prisoner."

"I still say it's a waste, giving a Quirk like that to a fucking desk jockey," Alecto huffed.

"Mmmmmmurder."

"They have a topical cream for that, you know," Kenji hummed.

"Wait, you understood that?!" Alecto asked incredulously.

"Total shot in the dark," Kenji waved off. "Which one's next?"

Next on the docket was the B-Rank Villain, Moonfish, Quirk: [Blade-Tooth]. And from the outside looking in, it was fairly obvious why these two would have their Quirks "reappropriated" first before being relocated to prisons on the mainland.

In short, a direct snub at the League of Villains, of which Muscular and Moonfish were members. A way for the HPSC to show them, as well as all Villains, that All for One was truly lost to them in the same way that All Might was lost to the Hero Faction. That after the fall of Tomura Shigaraki, there likely wouldn't be any major Villain organizations in Japan for another generation, maybe two if they were lucky.

Moonfish for his part was barely lucid, being doped with a tranquilizer before the procedure took place. Having learned from the last one, the Tartarus and HPSC personnel overseeing this world-changing act decided that the HPSC member receiving [Blade-Tooth] would also be tranquilized, allowed to come to only when they were above-ground and well away from expensive prison walls.

After Moonfish was a name that Kenji scarcely recalled; a nightmare of his childhood by the name of Dictator, Quirk: [Despot]. The very definition of a "Villainous Quirk", able to turn countless civilians into terrified meat-shields, Dictator was "High B-Rank" whose reign of terror had only been brought to a halt when enough fodder had been sent in to occupy all of Dictator's "slots", allowing for Ambush Heroes to take him out.

After him was Kunieda, Quirk: [Frenzy Plant], a "Low A-Rank" Villain who had a thing for growing monstrous plants off the corpses of his victims, as well as the still-living bodies of whatever Heroes went after him; the stronger the "fertilizer", the more-monstrous the resultant plants became. As one of All for One's most-loyal assassins, this in of itself was a message, though none would truly know what had occurred until years later. Kunieda had only been bested when his absolute worst matchup, Endeavor, was sent after him; and it was actually with Kunieda's capture that Endeavor broke into the Top 10, allowing him to expand his Agency, thus allowing him to climb farther up the ranks.

"So, a pair of A-Ranks and a couple B-Ranks. Not bad for a day's work," Hawks hummed to himself.

The whole affair could've been done a lot sooner, but Hawks understood the necessity of only moving a single prisoner through Tartarus at a time. A problem that had befallen other prisons designed to house meta-criminals, was that when more than one prisoner was moved at once, more often than not, that was when the criminal scum would make their move. Add in the fact that Tartarus' security was ultra-stringent between basement levels, and it actually took a large portion of the day to "reappropriate" four Quirks between the prisoners and the HPSC's volunteers, who would either use those Quirks to go on and become Heroes, if not simply agree to abstain from ever using them in an unlawful manner.

"Perhaps, but now it's time to see if the HPSC is good for their word," Kenji hummed.

"Ah, right. Your pay."

Though the money Kenji was being paid per-head was in of itself quite substantial, compared to the overhead of containing such powerful Quirks in a place like Tartarus where Villains actively fought their bonds for years if not decades at a time, it was barely a drop in the bucket; regardless of how many zeroes were going to appear on his check.

Of course, the portion of this transaction that had everyone the most nervous was the fact that Kenji would be allowed to keep 1 out of every 5 Quirks he was reappropriating. Nezu had been quite insistent on the ratio, citing that not only was it the only way to stop people's time from being wasted by scheduling the in-and-outs from Tartarus, but that Kenji Sato himself was still a target for the League of Villains, if not the world in general now that "All for One" was well and truly gone. And the only reason Kenji was being allowed to keep a Quirk of his own choosing after reappropriating 4 into the HPSC's hands, was because his own logic for not becoming another All for One even after amassing his own collection of Quirks was actually quite sound.

In summary, there was no long-term gain to becoming an SS-Rank Villain himself.

Sure, in the short-term he could have wealth, material goods, and so-on, but having to hide from the law and everyone, meant there was little actual point in becoming a Villain himself for the long-term. The only difference between what he was doing now, and what All for One did, was that while Kenji would still have to work for what he wanted, as long as he didn't break any major laws, he could essentially live out his days in luxury as he was already.

People could cite philosophical reasons for becoming Villains until they were blue in the face, but the majority of Villains simply became as such because they were "too lazy" to earn the money it would take to just buy what they wanted.

In this regard, money was still still more powerful than any Quirk.

"So, how much did the rat tell you about this prisoner?" Megaera asked as she and Hawks walked Kenji over to the far end of the ninth basement level.

"Only what the Warden Hades allowed out of Tartarus. The prisoner's name, and their Quirk."

"Or in this case, two," Hawks hummed, having already been briefed on the identity of the prisoner they were visiting.

The man in question, arguably the most dangerous on the B9 level, was largely known as "The Ogre". A brutal criminal and master martial artist of his own style guilty of murder, assault, rape, destruction of property, and so-on; like Kunieda, he was another of All for One's most-trusted assassins, and it was allegedly he who held the line against All Might himself just-before he was able to confront All for One himself in Jeda-shi. Some even speculated that The Ogre fought All Might to such a standstill that if he'd been able to eat up even an iota more of All Might's stamina, All for One would've won that fight and Japan would've been under new management.

And considering what Kamino Ward looked like now

The Ogre's original Quirk was a Mutant-Type form of "Muscle Density Augmentation", allowing his muscles to contain disproportionate amounts of power relative to their size. In terms of strength feats alone, the guy was as-strong-as if not stronger-than Muscular when he let his Quirk run rampant, and at only a fraction of the size to boot.

What made the Ogre truly terrifying was the Quirk given to him by All for One; [Heavy Stone], a Transformation-Type that allowed him to turn his muscle fibers into Tungsten fiber, strongest metal in the world with the highest melting point. Combine that with [Dense Muscles], and his S-Ranking on the Villain chart was well-earned. Especially when one considers the physical and mental fortitude required to withstand the strain from housing two such-powerful Quirks.

Which in summary meant that Kenji, with that Dual-Quirk alone, could make himself S-Tier as a Tank and DPS.

Hence, why the ability to steal and use as many Quirks as possible was so terrifying an ability, and why self-interest through money was pivotal for this budding relationship.

The Ogre himself was rigged up to a full-body Iron Maiden, built into the wall of his cell, nothing exposed except for his eyes and a mesh slat for the mouth. Situated in the corners of the room were articulated turrets loaded with armor-piercing rounds, same as with the cell intended for All for One on B10.

Whether or not those could actually do anything in the event of a breakout had yet to be tested, and if all went to plan, it never would be.

"You ain't All for One."

"No I am not."

"You look ridiculous."

"So I'm told."

"I know why you're here."

"Do you, now?"

"Only one reason."

"Indeed. Only one question, then."

"And what's that?"

"You intend to do this the easy way, or the hard way?"

"Heh. What do you think?"

" . . . "

Short story made shorter, he cheated.

Against a Villain of the Ogre's caliber, who had done so much to hurt so many people, there wasn't really any reason to play fair.

The Ogre may've been resistant to tranquilizers, and an Iron Maiden of any lesser quality would've failed to even contain him with only someone of All Might's caliber able to contend with him at his fullest, but even a man of that much power and martial skill needed to breathe.

It was thusly a mere trifle to have the boys upstairs thin the flow of oxygen to The Ogre's cell. Not enough to kill him, but without any sort of tertiary Quirk to fight the symptoms of altitude sickness, between the headache, lethargy, dizziness, nausea, decrease in coordination and drop in overall performance… Throw in the added weight of Hawks and the Furies, and those Dual-Quirks were ripe for the picking.

Of course, even without his Quirks, the Ogre was still one of the most-dangerous men in Japan, and thus would never be entered into gen pop. That-far down into Tartarus, and even with "good behavior", people tended to stay there.

"So. How do you feel?" Hawks asked as they passed the "Silver Gate".

"I feel strong. Hard."

"Well, if it last for more than four hours~"

"Oh ha ha. Very funny."

Hours later…

"The Ogre? As in that Ogre?" Toshinori balked incredulously from his place across the table in Kenji's dining room.

"The one in the same, and I cheated out the ass to beat him," Kenji hummed as he ate, idly flexing a Tungsten-clad fist between bites, Moko sitting off to the side in the event any sort of blind mess were made.

"It's been what… six, seven years?" the former Symbol of Peace hummed to himself as he ate. It was mostly a liquid dinner, but being able to just sit down and eat, shoot the breeze like this with another person, was something Toshinori couldn't have done until retirement.

Well, not since his falling-out with Mirai and- Come to think of it, did this whole snafu upend his [Foresight], or was this part of that prediction too?

Thoughts for another day.

"Oh, so you really did fight him."

"Yeah… And gosh, when I think back on how many punches of mine that guy ate…"

"Well, if you want, I could give his Quirks to you. Assuming your body can handle the strain."

"You're joking, right?" Toshinori asked incredulously as he wiped some blood from his chin.

"More like I'm trying to be polite…" Kenji hummed as he ate. Without a sense of smell, let alone sight, half the joy of eating was just… gone. But, with Nezu digging around for potential Quirks to help remedy that… "What'd you get up to today?"

"Helping the kids figure out their Super Moves. License exams are coming up and, with me 'not here'…"

"You mean they'll stop giving licenses to anyone and everyone with a pulse?"

"Well when you frame it like that…"

"Take it from a guy that used to be bottom of the barrel; they gave anyone with a pulse a license. Hell, the next time some big fucking catastrophe happens, there'll probably mass desertions once being a Pro Hero stops being an easy job."

Moko for her part could only shift uncomfortably. Even as she was nursing her wounds at Kamino Ward, she'd already heard dissenters asking why the Heroes "allowed" Kamino to get flattened, just what they were doing that a student could get abducted and a camp could be attacked. As the latest in a running string of instruments, the fractures between Hero and Civilian were already beginning to show, and she didn't like the way the winds were blowing...

" . . . I hear they're going to put a statue up. In Kamino Ward, I mean."

"And why should I care about that?"

"There are some out there that want a statue of you. Not this-you, the old you. What you did to All for One, it's the end of an era; you beat the Boogeyman."

"I feel like they're celebrating the wrong thing if that happens."

"Maybe, but you've already done so much good today. The overhead for places like Tartarus, Naraka, the Vault, Mawall… If even a portion of that money can go to better causes-"

"All Might, don't read too much into this. I did it for the reason anyone in this day and age uses a Quirk; money. And even if I get good-enough with this body to not bang my shins on coffee tables all the time, I ain't gonna do what you used to do. People are shitheads, I've seen it my entire life. Nothing's gonna change that. From now on, I'm only looking out for number one; me."

"So you're just gonna hole up, let the world pass you by?"

"The world passed me by before I pulled a 'Ginyu'!" Kenji howled slamming his fist on the table making Moko squeak in her chair. "And make no mistake, as soon as the last Quirkless person dies off, all that's gonna change are who's at the bottom of the ladder. All that hate and ego has to go somewhere."

"You don't really think that, do you?"

"What, you think Quirkism's just gonna disappear? That everyone's gonna sit around a campfire and sing 'Kumbaya' and not tell one another to take a flying leap 'cause it's the only way they can get a better Quirk?" Kenji scoffed. "Pheh, as if. If anything, people will just be worse to one another. My disenfranchised ass is all the proof I need to know I'm right and you're wrong. And way I see it, I figure I can scoop out a nice little niche for myself now that I have this power. All for One, guy had an ego the size of Norway, 'Demon King' this and 'Demon King' that-"

"How'd you know about that?" All Might shuddered, thinking back to his fight in Jeda City, the dialogue they exchanged as they fought. "After I beat the Ogre, no-one else was there for our fight."

"This guy was there too, remember?" Kenji scoffed jabbing a finger at his chest. "Memories are chemical bonds inside the brain, all my Quirk did was swap whose 'Index' was in the binding. Not completely sure how my Quirk does what it does, I only used it the one time, but sorting out all these memories, guess that'll be my hobby 'til I can get this pickled plum on straight," he said patting his scar-clad head.

"Hmmmmm. Well, whatever you decide, I hope by the end of it, you can look yourself in the mirror."

"Oh ha ha. So funny. So funny I forgot to laugh," Kenji droned. "Moko, don't let the door hit him on the way out. Or do. I don't care," he said getting up from his seat, tracing his hand along the kitchen counter and the wall until he slinked off into the hallway.

" . . . I'm sorry you had to see all that," Toshinori hummed awkwardly as the young woman walked him out.

"No, no, it's fine. I'm… I'm part of the problem anyway," she returned. " . . . All Might, he isn't a bad person. He's just… had a hard life; I should know, I think I was one of the people who told him to take a flying leap..." she said unable to look him in the eyes. "There's… There's nothing wrong with him wanting to live it up, now that he's hit his big break, is there?"

" . . . No. No there isn't," Toshinori conceded. "It's just… When I started out, my goal wasn't the fame, or the fortune. I wanted people to feel safe, to be able to walk the streets without looking over their shoulder, always thinking an attack would come and that there was no-one there to save them. That no-one would or even could save them."

"My grandparents told me about that. Said the old days were a real nightmare, where entire cities could go up in smoke," Moko hummed aloud. "When I was a kid, we'd dare each other to see who could go further into the old ghost towns before running away. Desayaku, Jeda, Aldera, Sakariv, Kijimi… I'm sure there's more. I think my grandparents fled one of them."

"Jeda… That was actually where I fought All for One. That was where… this, happened to me," Toshinori said gesturing at himself, causing Moko's eyes to go wide. "Before that, it was Desayaku, where my mentor was killed so I could escape. Back then I was so powerless, and in Jeda, even when I was at my strongest, I couldn't even finish the job…"

" . . . If Kenji hadn't stepped in... could you have beaten him?" Moko asked after a long moment.
