Chapter Thirteen: Reporting what all that they got on the villains to the teachers

Following the incident in Kamino Ward, things seemed by all accounts to be turning up good for the pro heroes of Japan. The big ultimate villain who showed up was vanquished in battle by All Might, who supervised every step to ensure that the villain would not somehow return. There's also how the League of Villains was now on the run, and even the esteemed Dr. Ujiko was found out to have been helping the villain vanquished by All Might, courtesy of an anonymous tip.

...And by 'anonymous tip', it was really a tip from Nagant who phoned it in on Felgrand's behalf. "Hey yo, it's Nagant," said the hero turned villain as she spoke on the phone to someone high up enough in the HPSC to have her message repeated to the necessary persons, "Dr. Ujiko worked for All For One. Don't believe me? Go and do a VERY thorough raid of his hospital, don't be afraid to go as far down below as you're able to do. Get some heroes with quirks good for digging and busting down walls if you need to."

Nagant still wasn't sure how her boss got that information, but giving it to the HPSC who in turn gave it to the heroes led to Ujiko's take down and the effective end of what all influence All For One still had in Japan. This meant that the League of Villains were reduced to nothing more than a small time gang of quirked thugs. They were still dangerous mind you, but with what threat they had posed now gone, plus Allister having literally the only Quirk Destroying Drug bullets left and only he knows their location, things were now secured for Allister's main goal.

"I have two main points that I wanna cover," Allister said to Kenny in a private meeting at the usual abandoned house meet up spot, "The first point is making sure that Izuku doesn't lose any of his powers. That's one of the main gripes I have with how things in the series proper ended. My second point is helping Izuku to become the number one hero in Japan one day."

"Yeah, I think it's safe to say that's what a lot of people expected," Kenny said, "But that idea you gave to Izuku, sending All Might in the direction to help Uraraka's family's construction business. Why did you do that?"

"I believe helping to support those who support Izuku will let them support Izuku better," Allister replied, "Besides, Uraraka's a sweet girl, she deserves better than to have little money. Hopefully my plan of passively helping the Uraraka family will help, especially as they'll see Izuku as having a big role in what help they get."

Kenny smirked in amusement. "So you don't plan to take over the story from Izuku, you just want to help him achieve even more greatness and sooner."

Allister nodded once in the affirmative. "Well I'm not the only one helping to boost the renown of a student from Izuku's year at U.A. Or have you forgotten that you're looking to raise Mina's renown in your own special way?"

"Hey, Mina's awesome," Kenny defended.

Allister wasn't going to begrudge Kenny his choice. Anyway, Allister felt pretty good about himself. With perhaps just the Meta Liberation Army left as a threat (unless fourth movie shenanigans end up going down as well), Izuku looks to be in the clear, his future pro hero career, as well as all of his powers, all being secured and assured.

He failed to see how anything else could potentially crop up to throw a wrench into things here.


A few days later at U.A., after all of the students moved into the on campus dorms, Izuku had a private talk with Toshinori. "Thanks again for bringing it to my attention that Young Uraraka's family had their own construction business," Toshinori said, "They're actually pretty good for the budget, saves a bit of money."

Nodding once to All Might, Izuku said, "No problem, All Might. It has really helped Ochaco's family out a lot, especially since you had publicly talked about how good they are."

"Yes, I'm surprised that they were struggling as much as they were before I had endorsed them," Toshinori said, "It still surprises me sometimes to see how popular I am. Who would have ever guessed it that the Urarakas' business would go from floundering to thriving simply because I had talked about it positively in public?"

Izuku looked a bit grim and unsure. "...Probably Felgrand. He's the one who gave me the idea to tell you about the company Ochaco's family runs."

Toshinori perked up at that. "Felgrand gave you the idea?" asked the Symbol of Peace, "Why would he do that? How would he even know about it?"

"He and his group have some extensive knowledge about my classmates and I," Izuku replied, "With what knowledge about us he has, Felgrand was even able to anticipate that Kirishima at least was part of the group that went to rescue Todoroki from the League of Villains."

"Yes, Aizawa gave you and all of your peers, aside from Jiro, Hagakure, and Shinso who were out of it thus didn't know anything, and Uraraka and Todoroki who were kidnapped, a royal reading of the riot act for what your group and what Young Bakugo's group did," Toshinori said, "Granted he should have shown your group at least some leniency as Felgrand was very specific in his demands in the letter he had sent you, but I guess Aizawa knows what he's doing."

Izuku nodded in the affirmative; he and his classmates remembered how Aizawa said he'd have expelled all of them aside from Jiro, Hagakure, Shinso, Todoroki, and Uraraka due to the two rescue groups going off on their respective rescue missions which were illegal and the others knowing about it but not stopping them. Only the ever rising danger posed by the villainous element of Japan is what stayed Aizawa's hand.

He also showed some leniency since Izuku's group was able to provide some info that granted a bit of insight to Felgrand and what kind of a villain he is. Aizawa wants to know what kind of a person the dragon villain is exactly, mostly due to how Felgrand... actually seemed to be all over the place when it came to what he did as a villain.

In his first known appearance which was at the USJ, Felgrand not only killed Thirteen, but then took Hagakure hostage and threatened to Izuku that he'd hurt Hagakure unless Izuku killed Mineta, but agreed to let Hagakure go after Mineta killed himself in a purely defiant act. Aizawa suspects that Felgrand allowed Izuku and Hagakure go due to being amused by Mineta's defiance.

In his second known appearance which was at the training camp, Felgrand killed the villain known as Muscular, one of Felgrand's own allies, because he was trying to hurt not just Izuku, but also Kota and Eri. Felgrand even allowed Izuku time to hide and secure the little kids, not even sticking around to see where Izuku hid the kids, before Izuku ran into the camp to help everyone else.

Then his third known act, also taking place at the training camp, saw Felgrand kidnap Ochaco while the League of Villains kidnapped Todoroki. Aizawa when the pieces were put together after All For One was vanquished at Kamino Ward was surprised to hear that Felgrand kidnapped Ochaco partly due to anticipating the other Class 1-A students would attempt a rescue mission to get Todoroki.

It actually worried Aizawa that Felgrand was able to anticipate the actions of his students like that. It made him feel all the more vindicated when he scolded his students before letting them into the dorm building; if the villains can read them like an open book that well and that accurately, then it's vital for the students to follow the proper rules and procedures.

Aizawa was especially freaked when Yaoyorozu mentioned that Felgrand was able to accurately guess that Kirishima at least was part of the rescue team that went after Todoroki. If Felgrand had such a comprehensive knowledge of the Class 1-A students that he was able to actually guess the identity of one random student in a team he hasn't seen or heard of, then he was a major threat.

Toshinori was worried as well about Felgrand, especially given that the dragon villain had taken an interest in Izuku. Similarly, Toshinori was worried about Mina Ashido, as the villain Elay had likewise taken an interest in her. Toshinori shared these thoughts with the other members of the U.A. staff, and it was agreed that security had to be amped up for the first year hero course students.

Shifting in his seat, Toshinori said, "Well Young Midoriya, I believe that you and your peers are training to develop super moves in preparation for the Provisional Licence Exams."

Izuku nodded once in the affirmative. "I'm still kind of worried that the villains may try something."

"Security will be amped up to the max for the Provisional License Exams," Toshinori said, "I very much highly doubt that the villains will be able to find where the exams will take place, much less mount an effective attack without the pro heroes getting in the way."

...

"Yeah, the Provisional License Exams," Allister said when he, Kenny, and three of their respective top subordinates each met with Dabi and the League of Villains in an abandoned hospital building near the edge of some woods. Allister and Kenny were both in their disguises. Allister had Tengai and the Serpenter twins while Kenny had Hoyo, Swordkil, and Slice.

Melissa was there, with Gentle, La Brava, and now Habit Headgear as her three elite subordinates with her. Melissa by sheer coincidence wore her copy of Dabi's short sleeved long coat outfit, which was the outfit that Dabi was also wearing. Allister still didn't entirely trust Melissa, so he was on his guard around her and would stay as such until he confirmed a few more things about her.

"You wish to launch an attack on the Provisional License Exams?" Kenny asked.

Nodding once, Dabi said, "One of the few things that I still have access to after the big boss and his doctor friend were both taken out of the picture is the spy within U.A. that the big boss had planted there. I aim to use the spy to try again with taking Endeavor's baby boy because I'm still wanting to strike at that flaming brick house bastard."

Allister and Kenny, thanks to past life knowledge, were both well aware that the 'spy' that the League of Villains have within U.A. is Yugo Aoyama. Aoyama more or less stuck to Izuku in the series back in the previous lives of Allister and Kenny, but since Dabi has replaced Shigaraki and has a focus on Todoroki instead, things might change to reflect that.

"With Twice's quirk, we'll have the nunbers advantage," Dabi said, "We can just swoop in, overwhelm everyone, take Endeavor's baby boy, and try my plan again. Of course, the spy can't tell us where the Provisional License Exams are taking place due to the heroes wanting to keep it secret until the day of. They're being really cautious about this."

Shrugging, Kenny said, "The info that Cringe Posse had gotten separate from you League of Villains guys suggests that the location for the Provisional License Exams is going to be Takoba National Stadium."

"That is one of the best locations in Japan for the Provisional License Exams," Mr. Compress spoke up, "Now that the matter is being given some thought."

"Oh yeah!" Melissa said, acting and sounding like an excited fangirl who's eager to please her idol, "Takoba sounds like the place to go!" Allister, along with Kenny to a lesser extent, suspected even more now that Melissa, just like them, is a reincarnate, given how keen she seems to be on Takoba. Allister and Kenny both were going to keep Melissa on their radar.

Clapping his hands together, Dabi said, "Very well. We'll first need to confirm for sure that Takoba National Stadium is where the Provisional License Exams are going to be held."

Holding up a hand, La Brava said, "An event like the Provisional License Exams has to be set up well in advance. There's bound to be records of it available by now. That being said, I can not only easily crack into where those records are being kept to verify the information, but leave no trace at all that I had been snooping around. The heroes won't know a thing."

"Good, check for if the Provisional License Exams will be held at Takoba," Dabi said, "As well as the date and time. Once you confirm everything we'll need to know, we can begin planning our attack to try again on taking Endeavor's baby boy. Oh, that reminds me." Dabi then turned to look at Melissa and her elite subordinates.

Looking curious, Melissa asked, "What's up, Dabi?"

"Your subordinates Muscular and especially Moonfish had really fucked up during the mission on the training camp for the kids from U.A. Day Care," Dabi said, "At least Gentle and La Brava knew to stick to the script. That being said, can your new big guy remember to follow orders?"

"If boss Shield tells me to do something, I'll follow," Habit Headgear said, "I owe her since she got me my freedom."

Looking a bit ashamed, Melissa said, "Sorry again that Muscular almost killed a student and some kids, and that Moonfish actually killed a student."

"This time folks," Dabi began, "Let's keep from killing any kiddies. You saw how hard and fast killing just one had set the pro heroes on us. Just knock them out when we attack the Provisional License Exams. Killing any pro heroes who are there will be fine, they're just gonna be nothing more than a bunch of hero academy teachers."

Looking to Dabi, Allister said, "We'll need to keep an eye out for one specific U.A. teacher, assuming that Japan's top hero academy will take part in the Provisional License Exams. Shouta Aizawa."

"...Oh yeah, he's the homeroom teacher for Endeavor's baby boy over at U.A. Day Care," Dabi said, "It'd be wise to keep tabs on him."

Allister could tell that Dabi was more concerned about Aizawa being Todoroki's teacher than the fact that Aizawa has the Erasure quirk, which could disable key players on the side that Dabi will be leading in the attack on the Provisional License Exams. Dabi at least knew about Aizawa's quirk, did he not? If Dabi somehow doesn't know, then Allister is going to have to fill him in prior to the day of the Provisional License Exams.

Going in without all relevant information can lead to a bad time.


Within short order, the day of the Provision License Exams came. Hero academies from all over Japan sent their students to Takoba National Stadium to compete to see who will earn Provisional Hero Licenses, which is a bare minimum needed to use quirks openly. It's also the first major step that's needed to make sure that they become pro heroes.

As the Class 1-A students stood around outside, they heard a voice call out to them. "Oi, Bakugo," a gruff male voice called out, making the Class 1-A students, Bakugo especially, turn to look and see the Class 1-B students walk up. They were led by their peer Togaru. Class 1-B stopped, and when the lot of them did so, Togaru pointed right at Bakugo.

"...You had better earn your Provisional License here today, Bakugo," Togaru said, "Because I aim to earn mine here, and I don't want you falling behind me."

Bakugo arched a wry eyebrow at the mantis boy of Class 1-B. "You seem interested in challenging me, Scyther."

"Togaru here actually sees you as something of a rival, Bakugo," Itsuka explained, "He's wanting to compete with you, but unlike how Monoma was against your class, Togaru is a lot more respectful."

Bakugo had a hint of somber recollection in his eyes. "...That's the blonde hysteric holler monkey who was in your class. He's the one who was killed at the training camp." Gently shaking his head, Bakugo said, "Don't work to earn your Provisional License to compete with me, Scyther. Work to earn it in memory of those who our respective classes have lost along the way were. We need to work all the harder to kick villain ass for our fallen peers."

Yaoyorozu looked surprised at Bakugo. "Never would I imagine you having this level of respect for people such as Mineta and Monoma, despite how they were like while alive."

"If we don't make up for their deaths," Bakugo said, "If we don't give those villain fuckers who saw to their deaths a big middle finger, then the villains win." Bakugo pounded a fist onto his hand. "I flat out fucking refuse to let the villains win. I fail to think of one villain who can stand up to us."

...

"You like Hawaiian Pizza?"

The villains who were going to be attacking the Provisional License Exams were all gathered and ready to go, but they had some time so they were eating. That being said, Kenny used Moista Fista to conjure some freshly baked pizzas, with the one he was eating from being a Hawaiian pizza. Kenny was looking up at Dabi who asked him the question.

"Oh yeah," Kenny said, "Hawaiian is one of the best pizzas out there. My main man Felgrand prefers mushroom pizza, though."

Spinner was sitting with Toga and Mr. Compress as they ate a pizza that was one half veggie lovers and one half meat lovers; Spinner was eating from the veggie lovers half, but Toga was eating from the meat lovers half, and Mr. Compress had a little of each. "Speaking of Felgrand," Spinner said as he turned to look where the disguised Allister stood, "I see he's not eating."

"I don't need to eat right now," Allister explained. Allister looked around and saw who all was going to be taking part in the attack on the Provisional License Exams. It was all of the League of Villains that Dabi had, plus Allister who was bringing Rappa, Rogone, Beros, and Tengai, plus Kenny who was bringing Hoyo, Slice, Swordkil, and Daigo, and finally Melissa who was bringing Habit Headgear and Gentle Criminal.

Allister was surprised with Melissa; she's only bringing two elite subordinates, and she's coming herself. Allister was under the impression that Melissa was a mission control type villain, so why is she now coming along on a mission to do work in the field? Allister also wondered why she had suddenly decided to dyed her blonde hair black, although he already had a very strong theory as to why she would do that.

Probably to be less recognizable as she hadn't made her public debut as a villain yet, but Allister wouldn't be surprised if Melissa dyed her hair black to be more like Dabi. Looking at Dabi, Allister could tell he was a bit uncomfortable with how obsessed Melissa was with him, only putting up with it due to the backup she's providing, as well as her saying she wants to 'take what the late big boss gave her for a spin'.

All For One must have given Melissa at least one quirk before he was killed. Now Melissa has at least two quirks, although that's assuming that her claiming to have a Technopathy quirk is true and that All For One had given her only one quirk. Allister was even more on guard against Melissa, as he strongly suspected that she had unknown powers at the moment. He could only hope that said powers won't throw Dabi's plans for the Provisional License Exams for a loop.

"Now everyone," Dabi said, "As soon as we go in, Twice will use his quirk to spam clones all over the place to swarm the heroes and the exam takers with sheer numbers. We're going to have to keep the pro heroes occupied while we're looking for Endeavor's son. Also, as per Felgrand's suggestion, I was able to get this."

Dabi pulled out a tech looking collar of some kind. "This little number here is a collar that had been made with quirk suppressing technology," Dabi said, "We locate Eraserhead in the seats overlooking the stadium and slap this on around his neck. He'll be functionally quirkless while this is on him, and that means his quirk can't mess with the lads fighting the kiddies down in the arena."

Looking curious, Melissa asked, "Wouldn't it just be easier to kill Eraserhead?"

"I want him alive and watching so that he knows that there's nothing the heroes can do to stop the villains of Japan," Dabi explained, "That being us, from rising to power. Think of it as punishment for keeping Endeavor's son from me. Besides, we'll need him disabled so that he can't stop Twice and the other heavy hitters we're going in with."

Melissa nodded in understanding. "Got it! It'd be bad if Eraserhead can stop me from letting loose, after all!" Now Allister was certain that Melissa got at least one quirk from the late All For One. But what kind of a quirk did she get exactly? If it was a good enough quirk that Melissa was worried that Aizawa could disable her, then it had to be wicked powerful indeed.

With All For One dead and Ujiko behind bars, perhaps only Kurogiri could tell him and Kenny what kind of quirk it is that Melissa got from the late would be demon lord. Allister made a mental note to ask Kurogiri later about it, also Allister hoped like hell that the misty villain would be able to fill in all of the necessary blanks here. Allister did not like lacking information.

Speaking of Kurogiri, Allister saw him conjure up the large portal that would empty out into the arena of Takoba National Stadium. "Alright everyone," Dabi said, "This here portal will take us right to our destination. When we get in, Twice will immediately have to start spamming his quirk to make the numbers that we'll be needing in order to overwhelm the heroes. We're also gonna have to find subdue Eraserhead, make sure his quirk won't be an issue."

"He'll most likely be in the seats surrounding and overlooking the arena," Allister said, "Some of the forces will have to get up there and deal with Eraserhead and the other pro heroes."

Dabi nodded in agreement. "Yeah, Twice hopefully will have made enough clones to overwhelm all of the people who will be there by then to let us get the drop on everyone." With all of that business out of the way, Dabi led his forces through the portal, Twice already spamming his quirk as if there was no tomorrow with the clones forming as they went through the portal.

Within short order, the Provisional License Exams are going to be taking a dark turn that never came up during the series back in the previous lives of Allister and Kenny. Whether or not there would be any survivors was anyone's guess, and Allister had a grim feeling that Dabi's request to not kill any of the hero students this time, much like said request back during the villains' attack on the training camp, was going to be ignored again.

Author's notes;

This chapter sees things cleaned up for the heroes relatively more neat than they were in the series proper by this point. All Might still has his powers (in fact he's never seriously exerted himself yet so his daily time limit has hardly shortened), and not only is All For One dead, but Dr. Ujiko's out as well, meaning things look clearer for Izuku from what Allister figures.

The students of U.A.'s Class 1-A avoid expulsion due to the ever rising danger posed by the villains, and the fact that some of the students were able to provide insight into what kind of a person the dragon villain is exactly. The students then have to train for the Provisional License Exams, although Dabi and the villains have plans for that business there.

Thanks to the past life knowledge that Allister and Kenny have, they're able to send Dabi and his crew in the right direction, and they are able to confirm that Takoba National Stadium is the place to go. For things this time around, Melissa comes along, and Allister strongly suspects that All For One gave her at least one quirk, so he's gonna keep an eye on her.

How will things go during the Provisional License Exams now that the villains are attacking as Dabi wants to try again at collecting Todoroki? That will be seen later on. Until then, take care.
