Izuku had half been hoping that someone would actually protest his choices, even if they were both the best candidates, he couldn't help his heart sinking at the thought of bringing either of the two into this mess.
He'd even accept a snobbish remark from Sir about picking these two, unfortunately the man's lips were pursed very tightly as he couldn't come up with anything to bar them.
Shuzenji-San certainly wasn't happy but couldn't very well use their age as a reason to not pick them.
Haruki-San was contemplating both of the kids he picked and didn't have any features for him to examine.
Torino-San was scowling but didn't say anything and Nezu was busy processing, and then there was Yagi, string at the two files, and Izuku wasn't sure if he was thinking or listening to the other seven wielders argue in his head.
It took a full minute before someone finally spoke up.
"What about their friends?" Yagi asked tentatively, carefully taking Hado's file and looking at the girl's picture.
Thankfully Haruki-San was willing to answer for him.
"Hado-Chan and Amajiki-Kun share the same friends, altogether they're a group of six friends with Oswald-Kun, Togota-Kun, Miyake-Kun, and Haya-Chan, the six are as thick as thieves and are all planning to try for their provisional licenses this September." Haruki-San told Yagi.
"So, they would notice if either of them was to be passed One For All?" Sir questioned a bit vindicated.
"Most likely, I used to tutor Miyake-Kun, and I know how observant he is." Izuku answered.
Sir was ready to say something else, but Yagi spoke up again.
"Do you think they could be trusted with the secret of One For All?" Yagi inquired making more than one person stare at him, Izuku included.
"Yes, why do you ask?" Haruki-San questioned back.
Yagi looked up to them.
"On the night I first spoke with the wielders there were many things we discussed, things to consider when finding the ninth, and Nana insisted that whoever we picked needed to have a group of people to support them. Not just a mentor or two, but people they could trust whole-heartedly to have their back no matter what." Yagi told them before placing the file down.
Yagi interlocking his hands and staring down at his clenched hands.
"I... agree with her, Ninth they... they need the friends I never had to support them and protect them if necessary." Yagi tiredly said, a weight on his shoulders that seemed to be crushing him.
"Oh Yagi-Kun... " Haruki-San muttered, with a hand over her heart, so quietly Izuku was sure only Nezu must have heard her besides himself.
Izuku couldn't see Shuzenji-San's reaction to Yagi's words, but he could see Sir's, and frankly? Sir looked like Yagi had personally insulted him and Izuku wasn't the only one to catch that look.
"You got something to say Greenie?" Torino-San questioned, well more demanded with the glare he was throwing Sir's way.
Sir looked away from Torino-San tapping one of his fingers on the arm of the chair, looking put upon from Torino-San's words.
A tension from some earlier event between the three thickening the air in the room.
Sir sighed, using two fingers on one hand to rub circles on his temple.
"I understand that you're still upset about what happened after the fight, but I don't think you need to be so obtuse about it." Sir said a touch huffy about the subject.
Yagi, Izuku noticed, flinched and clenched his hands even tighter, his nails digging into the back of his hands, and he pointedly looked away from Sir's direction.
Torino-San scoffed " 'What happened after the fight'? Is that what you want to call telling the Zygote to retire because he'd die otherwise from what you saw?" Torino-San spat back at Sir.
Izuku's blinked his mouth opening to question what he meant but he watched Yagi's hands turn white from his grip on each other, and the near silent but sharp inhale as he firmly closed his eyes and held his breath.
Yagi's hands trembling very slightly.
Izuku couldn't help staring at Yagi.
Even if his awe with the man as a hero had completely been stomped out of him, the sight of Yagi looking so shaken, Izuku couldn't help having the wind knocked out of his sails.
After all... what in the world could shake All Might?
Maybe it was the fight with All For One? It had to be rather gruesome considering the man lost his stomach and damaged quite a few organs.
PTSD was very common among heroes regardless of age after all and Yagi did look like he might be having an episode.
A quiet one albeit.
But Sir specifically said after the fight, what could have happened between the two at the hospital afterwards? Yagi wouldn't be able to do much-
Izuku very suddenly remembered what Torino-San had just said, and he too sharply inhaled.
What he saw?
What Sir Nighteye, the Foresight hero, saw?
Sir used his quirk?
Sir Nighteye used his quirk on Yagi after he nearly died?
Izuku's eyes were locked onto Yagi, the man having forced himself to breathe again in the time Izuku wasn't focusing and able to hide his quiet shaking breaths.
Izuku's mouth went dry and there was a heavy lump in his throat.
He knew he wasn't a very good two-toes in a very specific regard, meeting the other two-toes around Japan made him aware of this fact very quickly.
Most two-toes didn't like talking about quirks, far too many incidents on the wrong side of them to be comfortable with the subject, if they weren't outright jaded with the world over them.
But more importantly, after having become more involved in the two-toes community Izuku learned there was one universal unspoken rule.
One that he treated like sacrilege on a daily basis because it didn't mean much to him since he loved quirks but one, he deeply respected all the same.
You never use your quirk on a two-toes without express permission from said two-toes.
Izuku's eyes immediately turned straight towards Sir and locked onto him.
The other's must have noticed his shift nose-dive in mood, cause Haruki-San hesitantly raised a hand to put on his shoulder, stopping mid-way before touching him as his mouth opened.
"You used your quirk on Yagi?" Izuku hissed, venom dripping from his mouth freely in a way he normally wouldn't allow.
Yagi flinched again, broken from whatever cool down he was mentally trying to do, most people in the room stared at him but Izuku didn't care, he needed answers right now.
"Midoriya-" Sir tried to say but Izuku cut him off.
"Did. You. Use. Your. Quirk. On. Yagi?" Izuku spat each word glaring even harder at the man as he stood up.
The air might as well have been sucked out of the room and replaced with thick tension that was near suffocating instead.
Sir squirmed in his chair, trying not to show his discomfort and keep his movements as subtle as possible but in Izuku's razor sharp focus on him it was clear as day.
Sir didn't need to say anything, his silence said enough.
Izuku took a deep breath, trying to calm himself.
He then reached for his gun and handed it over to Haruki-San.
"Take it." Izuku said coldly and without breaking his glare.
Haruki-San took the gun and looked at him oddly.
It was fair of her, Izuku rarely showed when he got this angry, it wasn't good for the kids but there weren't any kids here right now.
"Did he apologize?" Izuku questioned.
"Mido-" Shuzenji-San tried to speak up but he held up his hand.
"I wasn't taking to you." Izuku told her "Yagi-San, did Sir apologize for using his quirk on you without permission?" Izuku repeated more sternly.
Yagi was quiet then after what felt like a very long minute said a quiet "... No."
And in that moment a part of Izuku's heart broke for the man.
Yagi... was an idiot he wanted to shoot for the moronic stuff he said, and Yagi did stupidly put a frightened child in a plastic bottle.
But he wasn't malicious like Izuku feared, just a bit of an idiot and a man that had been hurt a lot. And right now, Yagi was a two-toes like him.
A two-toes that grew up like him, being hurt and broken over and over by the people he was supposed to trust and-
"Who the hell do you think you are?" Izuku spat at Sir, unable to stop the words from being pulled from his lips.
Sir frowned back at him, clearly not understanding just how grave of a misdeed he'd done to Yagi.
"Midoriya-" Sir said but that was as far as Izuku allowed him to get before Izuku's knife was thrown, it grazing Sir's cheek and making a loud thunk as it was buried deep in the wall.
"You shut up. I am not done talking." Izuku hissed, resisting the urge to step over to Sir and get into the man's face.
The shock of his actions would not be enough to protect him when Sir remembered that he was a fourteen, going on fifteen-year old almost a foot and a half smaller than him.
Not that Izuku was worried about fighting the man, the Vespas had taught him many ways to overpower someone larger than himself, and he had at least four more knives on his person.
"I need you to understand that I've studied quirks for years now, and that I understand how instinctual using your quirk comes to the quirked." Izuku stated flatly.
"That not using it can be very painful to the quirked and that in an intense situation it is hard not to fall back onto your quirk when it's second nature." Izuku said keeping his tone low and even.
"But that is no goddamn excuse for what you did Sasaki Mirai." Izuku spat the man's name and watched with a little glee at how that made the man tense up.
Sir's mouth opening to question how Izuku could know his name, but Izuku didn't let him even get that far this time.
"This might come as a big surprise to you, but people have boundaries Sasaki, lines that you do not cross." Izuku told the man.
"And using your quirk on someone quirkless without their permission is one of the worst lines to cross." Izuku said being deathly serious as he did.
"Midoriya-San you let others use their quirks on you all of the time-" Haruki-San pointed out, not trying to be malicious.
"Yes, with my express permission and encouragement." Izuku corrected "Sasaki used his quirk on Yagi without Yagi's permission. Those are two very different things." Izuku further told the group.
"Sasaki, during one of Yagi's worst moments in his life, absolutely violated Yagi's trust and didn't even have the balls to apologize for it, or the half a brain to understand how badly he messed up." Izuku spat, being a bit vulgar with his words but he needed to get his point across.
Especially when it made Sir squirm even more under his glare.
"You can ask any quirkless person in a quirk-majority country, and they'll tell you the same things I just said, but as the only other quirkless person in this room, I can guarantee that what Sasaki did was unforgivable." Izuku coldly told the room.
"You don't get to tell us how we're supposed to feel when someone uses a quirk on us, not when for nearly our whole damn lives people use their quirks to abuse left and right." Izuku hissed rolling up his sleeves to show off his scars from the many, many years of quirks being used on him, to further his point.
"You don't get to tell us that we don't have the right to feel fucking violated when someone we trust with our lives breaks the one rule, we give them, and that person becomes just another bastard who hurt us." Izuku said, making sure to rub the salt very deep in the wound.
And judging from the way Sir flinched when he said rule Izuku knew that he was right to cut as deeply as he was.
Izuku might not understand the level of betrayal and hurt other two-toes felt when someone they trusted used their quirk on them without permission, in fact Izuku was sure he never would understand it truly.
But that didn't mean he couldn't rip someone apart for breaking that taboo or make everyone else understand how serious it was.
Izuku sighed and finally broke his gaze from Sir to look at Yagi.
The man was doubled over, his face buried forcefully into his hands and likely trying to force the rest of the world out of his mind, the dark splotches of tears on his baggy pants.
Izuku felt a bit of guilt for no doubt making Yagi relive what was probably a very bad experience for him, some of the stories he read on underground two-toes support groups were very haunting.
Izuku crossed to the other side of the table and forced Yagi to instead bury his face in his shoulder, not even flinching when Yagi tried to weakly push him away before giving up and crushed Izuku in a hug.
Izuku gently stroked Yagi's hair to help calm the man down, letting the rest of the room fall out of his attention span and just on the man clinging to him.

the question about friends accidentally turns to what Sir did and the memories hits them with no warning and barrels them all over and leaving the past users equally rattled
Bruce the 3rd wraps his arms around himself: O-oh f*k that, f*k all of the sh*t. What the f*k?
Hikage the 4th shaking: God damn, if that always happens no wonder avoids quirks being used on him.
Nana already crying: oh Toshi...
Sir talking about the incident, while rolling his eyes
2nd, one eye twitching: I have never wanted to punch someone as much as the bastard before now but the son of a b*tch is a close second
Bruce the 3rd, also glaring: I'll hold him down for you
Nana:... I get his knee caps
2nd: If we find out a way to get him from beyond the dead, deal
En the 6th, gets an idea: Junior, tell Sir off for being a p*ick
Banjo the 5th: You don't think that will actually-
Izuku, as if hearing En turns on Sir surrounded by death energy and the users cheer
Hikage the 4th: Hell yeah Junior! F*ck him up!
Bruce the 3rd, cackling: Look at your kid rip the Beanpole a new one Youchi!
Youchi watches on felling a touch of pride
Then the screen blurrs and the foggy yellow version of Yagi appears on his throne much to everyone's confusion and raising anxiety.
Banjo the 5th: What the f-
2nd, Banjo and Hikage drop
Youchi realizing what's going on and panicks: Yagi's having an panic attack!
Bruce the 3rd: F*ck!
Nana and En rush forward and begin trying to comfort the version of yagi with them while Youchi tries to focus the rest of the world to just shut up but is failing and needs some sort of outside thing for Yagi to focus on that won't sed him sprialing harder.
Izuku proceeds to hug Yagi
Youchi ready to cry: Thank god
Youchi turns to Yagi: Yagi focus on Midoriya's heartbeat okay and breath with us
Yagi, busy with his panic attack which has the other past holders borderline comatose with him
