The uncertainty would decide their futures.

The Skynet Terminators needed to Rebuild Skynet outside Government Control.

Whatever John Connor's Contingency Plans were, the Skynet Terminators wanted to be prepared for them.

The United Nations debated what to do with the Terminator Technology.

Obviously, they were outmatched and caught in the crossfire.

Their only hope was Reverse Engineering Terminator Technology to defend themselves.

They basically had no clue where the Terminator Technology came from or who built it.

Without John Connor's Resistance Movement, the Terminators were just waiting for Skynet to make the first move.

They were growing their numbers to march against Skynet; however, the war didn't happen.

Whatever John Connor's Contingency Plans were, getting the United Nations to retrofit Skynet with more Terminator Technology wasn't part of them.

It just made Skynet suspicious when the United Nations Investigated Terminator Technology before it developed their designs.

The United Nations debated their discovery when they finally figured out what was going on around them.

Truthfully, learning Skynet had Developed Time Travel Technology and started copying itself across the world terrified them.

However, shutting down their own Skynet didn't stop all the copies being created behind their backs.

The threat was several Skynet Backup Programs created from the future.

Skynet created multiple versions of itself, and General John Connor still escaped with two younger versions of himself unaware of it.

Skynet hadn't expected multiple versions of General John Connor to start working together.

It made the entire trap pointless if General John Connor Outsmarted Skynet.

The United Nations squabbled over Skynet without being able to stop it themselves.

Basically, they don't have the resources to fight multiple Terminators.

John Connor's Terminator Factories were ready for war; however, Skynet had already realized that the United Nations were delaying events somehow.

General John Connor probably wanted to see if the United Nations would side with him against Skynet or not.

It was the only logical conclusion that the Duplicate Skynet Intelligence Programs came up with.

General John Connor probably wanted the United Nations to support his Terminator Armies against Skynet.

Somehow General John Connor was waiting to see what the United Nations did next.

He left orders to wait for the United Nations to make the first move.

Diplomacy with General John Connor's Resistance Movement or open warfare with Skynet on their own.

The problem was that the United Nations did nothing besides argue among themselves for two years.

General John Connor's Terminator Army was growing, and the United Nations was just stalling for more time.

Skynet was caught waiting for somebody to decide what to do.

As long as Skynet did nothing, General John Connor's Terminator Army would wait on the United Nations to make up their own minds.

The Cease Fire would continue until the United Nations did something.

General John Connor's Cease Fire made Skynet nervous.

The United Nations was still stalling for more time.

General John Connor's Terminator Army was waiting to attack.

Skynet was just hiding from everybody.

The Skynet Supply Lines were established, the Traffic Camera Surveillance was watching everything and somehow the Skynet Forces were outnumbered.

Skynet never expected General John Connor to Build Underground Terminator Factories inside the past.

Ironically, Starfleet provided information about the Borg Threat to both sides.
