This story is going to be a collection of breakdowns for what I think the Straw Hat Bounties should've been after each arc. I'll give a general breakdown of everything that a character us being given a bounty for and then the overall amlunt.
Without further ado, let's get started, with the East Blue Saga:
Straw Hat Luffy
The list of crimes Luffy commits in just his first few days as a pirate is much longer than just defeating the three East Blue Terrors.
He orchestrated a prison break to save Zoro at Shells Town. Throughout the arc he fought and defeated Marine Captain Morgan, Buggy the Clown, Kuro of a Hundred Plans, Pirate Admiral Don Krieg, and Saw-Tooth Arlong. Finally he assualted Marine Captain Nezumi at Arlong Park.

Pirate Hunter Zoro
As Luffy's right hand and his earliest crewmate, Zoro naturally receives the second highest bounty.
He was part of Luffy's Shells Town Prison Break, helped defeat Marine Captain Morgan and defeated Hatchan of the Arlong Pirates, as well as taking part in the assult of Marine Captain Nezumi.
Overall, he receives a bounty of:
21,000,000 Beri
Cat Burglar Nami
Uniquely to the others in the East Blue Saga, Nami would receive a bounty for being a former member of the Arlong Pirates, as well as her part in the assualt on Marine Captain Nezumi.

Usopp
Usopp in his short time with the crew defeated The Hypnotist Jango and assualted Marine Captain Nezumi.

Black Leg Sanji
Even having been with the crew for the shortest time he still receives the third highest bounty.
Sanji defeated The Man-Demon Gin and Kuroobi of the Arlong Pirates as well as assaulting Marine Captain Nezumi.
