This is the 65th chapter. I don't own the series of My Hero Academia or the series of Justice League.

Hero Provisional Exam Part 1

Few days have passed since Floyd decided to help the heroes after he gathered evidence and information about the illegal methods the HPSC used. Question is going through the information from the hard drive by using his computer and the evidence board, printing out the documents that contains illegal methods, the heroes who are deceased, turning children into soldiers, and heroes who are framed while using cover-up stories. Nikita informed the political candidate about what happened and why the Pro Heroes are sent to kill Floyd, which it didn't surprise him. She and Question are looking for a lawyer to help the case in order to shut down the HPSC, but with the Hero Provisional Exam coming up, it'll give them time to find one and give them information.

Now at Japan, the students of Class 1-A are at the Takoba National Stadium since the U.A. Staff members won't take any chances on losing their students because the Joker, Prank, Punchline, Partyman, and the Royal Flush Gang killed the number of students by turning the Hero Exam into a living nightmare, massacring the students with death traps. However, the staff members from the different schools decide to let the students take the exam since it's been over weeks. The families are having doubts, but they decided to let the staff members take their children to the stadium.

Some members of the Justice League like: Batman (Ethan), Catwoman, Robin (Eri), Black Canary, and Green Arrow (Oliver Queen Jr.) along with the members of Teen Titans like: Bushido, Pantha, Golden Eagle, and Flamebird are on surveillance team while some are patrolling in case the Legion of Doom or any other criminals are planning to make their move. Aizawa wanted to help out, but with his students getting ready for the exam, he decided to stay on the sidelines and observe.

"Anything yet?" Aizawa asks, using his communicator.

"Not yet. But the students are starting to have second thoughts about coming here to take the exam." Catwoman answered, which neither of them can blame the students.

"We're keeping on low profile and not getting caught right now. We'll let you know when the criminals are making a move." Batman (Ethan) informed him.

"Alright but let Eri know to not overdo it like last time with the Terrible Trio at Gotham City." Aizawa told him, hearing a groan from Robin (Eri) with a pout as they end transmission.

The students from all over the regions of Japan were gathered into the orientation room. They're all waiting for the Provisional License Exam to begin. Izuku and the others are waiting for the HPSC agents to appear on stage. Despite the size of the room, they can tell the students are still traumatized and terrified, mostly because of what happened to the other students by the hands of Joker, Partyman, Prank, Punchline, and the Royal Flush Gang. Also, neither of the students want to be the Pro Hero after what they have witnessed which neither of the students of U.A. High can blame them.

"They're terrified." Tenya said with a glare.

"I don't blame them." Eijiro agrees. "Even if being a Pro, it's not easy as we thought."

Before long, a team of men in black suits walked up onto the stage. Among them, one sat down while the others stood. The one that sat down let out a long, tired groan as he pulled out some folders and set them down on the long table.

"Okay then, let's do this exam thing." The voice of a man known as Mera Yokumiru said.

Mera is a lanky middle-aged man with beige, chin-length, and messy hair. He's dressed in a formal black shirt with a white undershirt; his shirt is followed by equally black pants. He wears a loose tie and black shoes. His eyes are framed with small but noticeable bags cause by lack of sleep.

As Izuku looked at him, he felt sorry for the poor guy. He looked like he needed a lot of sleeping pills and a lot of sleep.

"I'm from, uh...the Heroes Public Safety Commission, the names Mera. My circadian rhythm is so screwed up. Ah man...I've been swamped lately, and I haven't gotten much rest. We're too short-staffed. I'm so tired..." Mera said, hanging his head down, beyond exhausted.

Everyone in the orientation room could only stare at him as he placed his hand on his face, groaning at how miserable his life had become.

"With that confession out of the way, I'll now begin orientation." Mera said.

'Maybe someone should give this guy a break before he passes out.' Izuku mentally thought, feeling pity for him.

"So, about the content of this license thing. Basically, we only have 1,540 examinees will compete in a free-for-all exercise or whatever we're calling it this year." Mera explains with a sigh. "But now, thanks to him and his lackeys, we've only lost about 367 students and all that's left is 1,273 examinees."

"Seriously, that's not a lot of info." Hanta said.

Mera nearly fell asleep as he nodded his head up and down, but he forced his eyes to stay open and informing the students.

"You see, we've got a lot of Pros around, and since Stain was arrested, many people have express doubts about the status of Heroes and Society." Mera continued. "Also, thanks to the Joker causing a massacre, we're losing a lot of trust. They turned their favors to the Justice League, Teen Titans, Boondock Saints, Task Force X, Sons of Batman Motorcycle Club, and Sons of Japan Motorcycle Club."

Izuku scowled, knowing that he's talking about Stain being arrested thanks to the Bat Family and the Task Force X, along with the Joker and his gang massacring the number of students, and the civilians supporting the group of heroes instead of the Pro Heroes. Though, the Justice League and the group of heroes have returned from their long absence and revealing themselves to remind them that they're back and well while having new generations taking up their mantles. He even remembered about the Pro Heroes are only after fame, popularity, and money, but the Justice League and the other heroes are only protecting civilians, fighting criminals, and putting their lives on the line.

"But, when you really think about it, getting paid make sense. If you're going to risk your life to save someone, why shouldn't you ask for a reward, huh?" Mera asked. "That's just the way the world works. God, I could use a coffee...Anyway, whether they're in it for compensation or out of duty, we've got too many heroes working together in this street these days to keep villains and vigilantes at bay. Honestly, the time between when the incident begins and when it's resolved is ridiculously short. You are all here trying to receive your Provisional Licenses. So, you'll be swept up in this tiresome mess yourselves pretty soon. Those of you who don't have the speed, frankly, you just won't cut it. Which is why that's what you'll be tested on."

The giant screen behind him turned on and show them the test.

Number to Pass 1st Test

100 PEOPLE

"The first 100 students to fulfill the requirements will pass today." Mera told them.

The announcement came as a great shock to everyone attending the event which it's not what they were told. And neither of them are prepared for the stacks that high.

"There are over 1200 people taking this test. I thought they said about half of us would be passing." Momo said in panic, which means the students from Class 1-A are on thin ice if they don't outperform the other students.

"This means...it's actually less than 1% who'll get a license." Tsuyu said with worry, causing Jiro to grab her arms.

"Oh man, I'm getting way more nervous!" Jiro adds, freaking out.

"Well, the world can be pretty crappy. I suppose I should say something about luck. So, anyway, here are the basic rules." Mera said, stood up from his seat and reached under the table.

He then pulled out a rubber ball the size of a baseball and a small disc. At the same time, the massive screen assisted in explaining the examination rule's by providing visuals.

"The examinee will put three of these targets on his or her body. They can go anywhere you want, as long as it's an exposed area. So, no soles of the feet or armpits. Each of you will also have 6 of these balls. The targets are programmed to light up whenever they've been touched by the ball. If all three targets light up, you're out. Oh, and the person who lights up your third target will get credit for your defeat." Mera explains. "You get through this round by taking down two people. Got it? Good."

'It's similar to the Entrance Exam, but going against people will be a lot harder than robots.' Izuku mentally thought with a ponder. 'For giving exactly enough balls to pass the exam. Although, I guess you could always try to steal the third target from someone else after they hit the first two. So, it's even harsher than the Entrance test.'

"What else, uh...I guess we'll start passing out the targets and balls. Then, you'll have a few minutes to get situated after we open." Mera said as the staff members handed out the items to the students.

"'Open'?" Shoto repeated.

All of a sudden, the room begins to shake. The students looked up to see the roof beginning the split open. For a moment, they thought the room was underground and that they would be brought to the surface on an elevator system. However, to their shock, all of the walls fell, and the arena opened the students. Revealing to them a vast array of environments to do battle in between forests, mountains, bridges, and aquatic.

"I'm sure each of you had different terrains that you like or want to avoid." Mera said. "Use your Quirks well and do your best, or not, whatever."

Izuku and the students remembered about the incident that the environments turned into death traps thanks to the Joker and his gang.

"Yes, I know, it makes for a great reveal, doesn't it?" Mera said. "And for what? So much sleep loss for this...Hopefully, some of these kids are fast and we can get this over with. Until then, I'm gonna rest my eyes."


Meanwhile, Aizawa was able to get a seat to observe his students, but unfortunately, Ms. Joke sat a few seats away which made his arms crossed and his right eye twitching. Though, she was able to recover from that trauma she has witnessed a few weeks back by making herself laugh, which it usually works, but it doesn't work sometimes. However, she still had something in her mind like the Joker laughing and the students being killed, but she doesn't show it.

"Hey, Eraser, your fly is down." Ms. Joke said, holding her laughter.

'Why is it that I can't find a moment of peace and quiet in my life?!' Aizawa mentally shouts in annoyance.

It was then, a man whacks her in the head with a bo staff, making her groan in pain while rubbing her sore head.

"Your jokes are not something to laugh about!" The voice of Tai Diaz said sternly as he sat alongside with Aizawa.

Tai Diaz, known as Tai Dragon, is a lean muscular man in his late 20s with short black hair and black eyes. He wears a black sleeveless kung fu uniform with white trims and white socks and black shoes. He also had a Chinese dragon tattoo on his back.

"Tai, nice of you to join." Aizawa said without looking at him.

"He's not along, losers!?" The voice of Mirko exclaims as she sat alongside with Ms. Joke, making her scream and making both Tai and Aizawa twitching his eyes. "What? They ask an extra pair of hands for security."

Mirko was also keeping an eye on the villains in case if any of those criminals tried to get in. She was also able to help them train the students in combat and obstacle course, which it was intense. However, she's able to get a date with Curtis Needham and they've been together for some time while fighting together against criminals in Gotham City, but sometimes get into trouble when it comes to bar fighting.

"Eeeeeh, what's up doc?" Ms. Joke quipped, leaving Mirko staring at her unamusingly.

"Never gonna stop with that, are you?" Mirko asks, plopping down on the set. "Man, I'd rather listen to Jokers lame jokes."

That made Ms. Joke laugh, but Tai whacks her in the nose.

"Thank you, Tai." Aizawa said, thanking him while Ms. Joke rubs her nose. "Anyway, heard you'd be selected for the #5 position, Mirko."

"Hell yeah!" Mirko exclaimed, flex her arm, but sunk into her seat with a bored expression. "Too bad I have to protect the exams with Gang Orca. All because they fear either the Joker or the League of Villains will attack the exam."

"And we all appreciate you being here." Aizawa said dryly, not in the mood for the Rabbit Hero as Ms. Joke turning to him.

"Still, I can't believe you have 20 students, it's unusual for you not to have them expelled someone." Ms. Joke said. "You must actually like your class this time."

"Not really." Aizawa remarked bluntly which made Ms. Joke laughed again.

"Don't be embarrassed. That's so like you!" Ms. Joke said but turned her head to him again. "Please date me."

"Shut up!" Aizawa respond, making Ms. Joke laughed while Tai sighed as he pinches the bridge of his nose.

"I'm surrounded by idiots." Tai groaned.

"Join the club." Aizawa and Mirko said in unison.

"But really, you know what's about to happen down there." Ms. Joke said as Mirko raised her eyebrow at her. "And yet, you didn't mention a thing to your class."


The moment the students were free, they rushed out across the arena. Those from the same school stuck together.

'If the first people to finish win, then no one will go after their classmates. The best way to win is to team up with people whose powers who already know.' Izuku mentally thought, reviewing the rules given to them in his head. Then, he turns to his classmates. "Everyone! Stay close together! We'll fight them as a group!"

"Got it!" Tenya replied and Uraraka nods with an agreement.

"Yeah right! This isn't a field trip!" Bakugo scoffs as he marched away.

"Idiot! Wait up!" Eijiro said, ran after him.

"Ka-chan!" Izuku shouts, now starting to get annoyed of his antics.

"Kirishima!" Tenya added.

"I'm going on my own, too!" Shoto said, earned their attention and noticed him leaving the group. "It's hard for me use my power safely when the big groups around."

"Todoroki!" Izuku shouts when he realized that he'd lost three classmates before the exam even started.

"Midoriya, there's no time! Let's go!" Mineta said which made Izuku nods.


Mirko, Aizawa, and Ms. Joke kept on watching the students since the Rabbit Hero wanted to see some action. Tai, however, wanted to see how much the students of Class 1-A progresses after the intense training in combat and martial arts with him, Bronze Tiger, Orion, Big Barda, Jericho, and Wildcat. Though, it didn't surprise him that Bakugo decided to go on his own which Eijiro decided to go with him to keep an eye on him while Shoto goes on his own as well because of how dangerous his power is, something he can understand.

"Every year the test is different, but one thing's always the same." Ms. Joke told him with her hand resting on her head. "It's kind of like a tradition during the licensing exam."


"I don't think it's a good idea for them to go on their own, though!" Izuku said, running in front.

Together, they were heading towards the mountain region of the area.

"How come?" Mineta asked.

"Think about it! Everyone already knows what powers we have!" Izuku points out.

"They did research?" Uraraka guessed which made her and Tenya realized.

"I see, it's the Sports Festival!" Tenya said with his eyes widen.


"Most of the students who compete for the Provisional Exam have pretty equal footing. Except for one school." Ms. Joke said.

"She's right, you know." Mirko agrees, leaning back in her seat and placed her hands behind her head, realizing the point. "Because the top school's Sports Festival is broadcasted across the country. Not just showing off your student's Quirks, but their weakness and fighting styles."

"Which it's kind of funny, isn't it?" Ms. Joke asks, glancing at Aizawa who stays silent while observing.


"The other schools have probably figured out the same way to win that I have!" Izuku said. "This is going to end up being a battle between schools! With that in mind, first, it's likely they'll gang up against Quirks they know!"

"Does that mean..." Mina said, catching on.

"...Don't tell me!" Jiro adds.

A second later, an airhorn blare through the area as the announcement was heard.

"The first test will now begin!"


"Alright! Let's see some action!" Mirko said, pumping her fist in the air.

"And if you like your class this year, then you should've warned your students about all of this." Ms. Joke suggested with confidence. "We've seen it time and time again in this exam...U.A. is immediately crushed."

'I wouldn't be too sure if I was you.' Tai mentally thought with a serious look on his face.


As the Ketsubutsu Academy emerged from hiding and stood on the cliffs above, which made Class 1-A from U.A. High stop in their tracks.

"I knew it!" Izuku said.

"I saw you on TV. That power of yours also destroys your body." Yo said with cocky smirk, holding the ball. "Well, I can't say I'm not about taking advantage of that!"

While he and his classmates threw their balls at the U.A. students, Izuku rushes ahead of his classmates and jumps in the air, activating his Quirk. He then remembered of Toshinori mentioning about the kick he used back at the Gamma Gym, which he should be ready for the exam.

'One For All: Full Cowling-Shoot Style' Izuku kicked one of the balls back towards the rival students, creating a powerful blast of wind that forced all of the other balls to return to their throwers.

"So, you think we'll be taking out? I don't really see a reason why I should've warned them. I doubt anything would've changed if I had." Aizawa said, making Mirko raising her eyebrow. "They're still gonna have to overcome this either way."

"Dark Shadow" Tokoyami activated his Quirk, donning and equipping himself to enlarge Dark Shadow's arms and reach out toward the balls coming at him. Swiping them away before they got too close.

Uraraka jumped up, activating her Quirk to make herself float over the barrage of balls.

Sero jumped up, activating his Quirk to grab hold of the balls with his tape while Mina uses strands of acid like whip to melt the balls thrown at her. Momo made a quick thinking by creating three riot shields and handed one to Tsuyu and Toru. They formed a defensive circle and protected each other from the balls hitting the shield.

Tenya took off running at jet-like speed to draw their attention, which some of the students are throwing the balls at him. Mineta joins in by connecting his Pop-Off Quirk to form a whip, catching the balls.


"Real heroes can turn this situation around." Aizawa said, earned their attention. "Besides, if they become Pros, they'll face villains who already know their Quirks. Perhaps at U.A., we look a little further ahead than the other schools."

Ms. Joke just scoffs with a glare, but didn't know that he and Tai have also extend their training even further during the time at the Watchtower and Hyperbolic Time Chamber.


'This could work, I've got my Shoot Style! And everyone else's powers have grown too! Our intensive training paid off!' Izuku mentally thought when he landed on the ground, looking at his shoes as he then turned to his classmates. "We've got this you guys! Show them what U.A. can do!"

"Right!" The students of Class 1-A, except Shoto, Bakugo, and Eijiro, replied in unison as they get ready for using defense.
