In comparison to the well-decorated headquarters of Sagat, and the large, elaborate lair in which Bison operated, the Head of Finance's Office was surprisingly simple. There wasn't really much worth noting aside from a couple of plants and the relatively ordinary computer on the desk. At that desk sat the Head of Finance himself, a tall man (although nowhere near Sagat) with white hair, glasses and a very distinctly-shaped beard. It had three points, one on each side and one on the chin. Compared to the likes of Vega and Sagat, he wore a fairly standard suit as well. Despite his relatively normal appearance, H.C. couldn't help but feel a sort of aura around him as he looked over to see who had entered.
"Greetings," he said upon seeing her, "I don't believe we've met."
"Hi there, you're the Head of Finance, right? I'm Sagat's assistant, I just got here today. You can call me H.C.."
"Sagat's assistant, hmm?"
He began typing something on his computer, although H.C. obviously couldn't see what it was, before pausing.
"You seem quite young for such a role."
"Oh, well... It's a complicated situation, but I don't really have anywhere else to go..."
"Do you not have a home?"
"Nope. I guess I live here now."
"... I see."
He typed something else, his expression becoming just a little more serious.
"What brings you to my office, anyway?"
"Well... Sagat told me to ask you how much a stronger punching bag and chain would cost. The one he has right now keeps breaking."
"Ah... Let's see..."
He clicked through some things for a moment.
"The equipment he currently has is already very durable. Upgrading from it would be very costly, especially given the price of our current projects... And the extra mouth we have to feed."
H.C. wasn't sure how to respond to this. Did her arrival upset the Head of Finance?
"Go back and tell him it currently isn't a viable option to improve his gear. He'll most likely understand."
After a brief pause, she nodded her head and turned around to leave. On her way out, however, she bumped into someone passing by. A young woman with blonde hair, wearing a light blue leotard with a matching hat and yellow tie. While H.C. was initially puzzled by her fashion sense, she was even more confused by her actions. This woman seemed to just stare at her for a moment, with a blank look on her face, before speaking.
"Unfamiliar individual in the base. Identify yourself."
"I... H-Huh?"
The Head of Finance stood up from his chair, before walking over to the exit and leaning out, turning to face this mysterious woman.
"This is Sagat's assistant. Lord Bison has most likely authorised her presence."
Upon hearing this, the woman nodded, before turning around and continuing on her way. H.C., however, wasn't any less confused than before.
"... Who the hell was that?"
"That was Killer Bee, one of the Dolls. They're a group of young girls trained to serve Lord Bison."
"The Dolls? The skinny guy mentioned them earlier. He wanted to make me one of them."
"Ah, F.A.N.G? Yes, he's one of the main people in charge of the project. I must say, I appreciate how it works. Their lack of personality means they have no desire for any luxuries or complaints in regards to what we provide them with. It makes for a very cost-effective method."
The Head of Finance made his way back into his office while H.C. just stood there for a moment. If he felt she was an extra cost, and that the Dolls were very cost-effective... Does he also want to make her one of them? After having seen how they act as well, she found herself feeling worried and disturbed. Without saying another word, she closed the door of the office and began making her way back to Sagat's headquarters, not just to tell him the news regarding his equipment, but also because he was the only person she felt she could talk about her newfound fear to.
